The Community Foundation of Singapore wins Charity Transparency Award for the Fourth Time

The Community Foundation of Singapore (CFS) has been awarded the Charity Transparency Award (CTA) 2024, marking its fourth consecutive win of this prestigious honour.

The Community Foundation of Singapore (CFS) has been awarded the Charity Transparency Award (CTA) 2024, marking its fourth consecutive win of this prestigious honour.

Presented by the Charity Council, the CTA recognises organisations that uphold high standards of transparency as outlined in the Charity Transparency Framework (CTF). 

At the ceremony held on 14 November 2024, Catherine Loh, CEO of CFS, received the award from Mr Desmond Chin, the Commissioner of Charities. 

This recognition reflects CFS’s steadfast dedication to transparency, accountability, and exemplary governance within the charity sector. CFS is privileged to be recognised among the charities that uphold these principles, which are essential for cultivating public trust and fostering impactful change.

Accessing Quality Education: Three Areas Where Donors Can Make A Difference

Students without means often do not enjoy the same opportunities as their well-to-do peers. Some are forced to give up their studies to support themselves and their families. Others struggle throughout school without realising they have a learning disability. Some younger children are less school-ready, leading them to fall behind academically. With grants from CFS donors, at-risk students can get the right support to access quality education, one of five focal outcome-centred causes that CFS champions.  

We firmly believe education can boost a person’s employability, and promote inclusivity and integration within society. However, we recognise that not every child has an equal shot at obtaining the education they need. With targeted philanthropy, we bridge critical gaps and improve social mobility for our most vulnerable young.

CFS curates evidence-backed programmes that stretch from pre-school to tertiary level. In this article, we focus on three essential areas where, together with our donors, we continue to make a tangible impact. These are financial assistance for living expenses, helping children with learning differences and building skills for primary-level pupils. 

Letting Students Focus on Learning Through Financial Assistance

At the Institute of Technical Education (ITE), students gain diplomas and valuable skills in a variety of industries, from food science to nursing to IT.  The majority of ITE students, however, come from challenging backgrounds: 46% are from families with a per capita income of under $1,000, more than twice the national average. Many then have to work part-time, leaving less time for their studies.

ITE lends a helping hand to these youths through the Monthly Financial Assistance Scheme (MFAS). Beneficiaries receive $150 per month for six months to help with their food and transport costs. 

ITE is only able to help some of their students with MFAS and relies on donor support to ensure greater coverage. This would help even more students on their quest to graduate and find gainful employment. 

Similar financial assistance schemes are also offered by AMKFSC Community Services Ltd, Nanyang Polytechnic, Ngee Ann Polytechnic, Republic Polytechnic and Temasek Polytechnic. Numerous students with limited family support stand to benefit from your generosity.

Support for Dyslexia Assessments

Children with learning differences often have difficulties keeping up in school. This can severely impact their academic life and hurt their career opportunities. Some have dyslexia without knowing it: global incidence rates suggest that up to 10% of the school-going population may suffer from dyslexia.

In Singapore, the Dyslexia Association of Singapore (DAS) conducts close to 1,000 psycho-educational assessments each year, based on referrals by teachers and parents. These assessments are important in identifying the needs of struggling learners to make appropriate recommendations for learning support. However, about 35% of these children come from low-income families, who will not be able to afford the costly assessment fees.

Donor support from CFS directly funds psycho-educational assessments by trained psychologists at DAS. Once diagnosed, the children will be able to receive support tailored to their learning abilities. Through early intervention, donors are helping disadvantaged children overcome their learning differences, allowing them to fulfil their potential.

After-School Enrichment Builds Skills and Confidence

Each child starts at a different point in primary school based on their socio-economic background. Those from families facing challenges may have weaker literacy or numeracy skills and thus be less prepared for school.  Being placed into lower-performing classes may demoralise and frustrate these children, leading to disinterest and reduced academic motivation.

KidsExcel works closely with primary schools to reach out to students from families with a gross household income below $2,750 or per capita income below $690. It runs regular enrichment sessions which address learning gaps as well as activities centred on sports and life skills. This includes drama, public speaking and robotics. The programme boosts resilience and character-building while helping the kids academically. It also empowers parents to participate in their children’s educational journey.

In 2022, KidsExcel served 350 primary school children across 11 centres. An encouraging number of children were able to improve their grades, while 87% of Primary 6 pupils passed their PSLE. Through KidsExcel, donors are helping to level the playing field for underprivileged children in primary schools.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

“Giving to charity has never been a solitary activity in any culture. People have joined together to give for millennia. In Asia, clan associations, religious groups or just friends have enjoyed the benefits of giving as a group. But there appears to be a renaissance of collective giving with the advent of more organised, strategic and outcome-focused philanthropy. At the Asia Centre for Social Entrepreneurship and Philanthropy (ACSEP) where I am presently based, our research team’s curiosity about giving circles was first piqued when investigating the nature of innovation in Asian philanthropy in 2012. In that study, we reported several initiatives where individuals pooled their resources and jointly selected a non-profit organisation to fund. Since then, the number and variety of giving circle models have increased across the region, leading me to believe that giving circles will contribute significantly to the development of philanthropy in Asia over the coming decade.”

CFS welcomes new Chairman Christine Ong, succeeding Laurence Lien

The Community Foundation of Singapore (CFS) welcomes new Chairman Christine Ong on 1 April 2019, succeeding outgoing Chairman Laurence Lien. The handover was announced at the CFS Philanthropy Forum 2019 held on 18 March.

Signalling a new phase for CFS as the organisation looks to the future, Christine brings extensive experience spanning 30 years from the banking and finance industry, with key leadership positions in Citibank and UBS. She has long been involved in volunteering and mentoring in community regeneration, education and the arts. At UBS, she started a community affairs programme which raised $3 million to support various causes around the region including educating disadvantaged young people in East Java and saving children from being used as drug mules in the Mekong sub-region.

Christine is a current board member of Focus on the Family. She most recently served as Chairman of Arts House Limited and was previously on the board of The Esplanade Co Ltd (2015–2018).

Said Christine, “It is an honour for me to step into Laurence’s giant shoes at CFS. Laurence has not only built a successful organisation but his inclusive leadership has helped forge strong relationships with donors, partners and stakeholders.I am grateful for the opportunity to lead CFS which, over the years, has transformed how philanthropy is approached. As the organisation evolves to respond to an increasingly complex social landscape, I shall continue to build on the trust and meaningful relationships established between donors and charity partners to inspire even more giving and lead CFS into the next decade.”

Laurence was a founding director of CFS when it was launched in 2009, acting CEO from 2009–2013, and has served as its Chairman since 2013. He has been instrumental in introducing the concept of community philanthropy through donor advised funds to Singapore. He played a significant role in helping CFS grow to achieve 126 funds, raising over $134 million and disbursing over $71 million to over 400 charitable organisations in Singapore.

CFS CEO Catherine Loh remarked, “Under Laurence’s strategic leadership, CFS has grown tremendously and established itself as an organisation well-regarded for its community knowledge, professionalism and strategic approach to giving.”

Reflecting on his ten-year tenure at CFS, Laurence said, “When you start a venture in the non-profit sector, you don’t own anything. The rewards are not material but instead a personal satisfaction that comes from knowing you made a difference.”

He cited CFS’s phenomenal four-fold growth in 2018 as a fitting time for his departure, “CFS is really at an inflection point and it is a good time to leave on a high note. I am confident that with a good board and team already in place, and an experienced hand taking over as Chair, CFS will grow from strength to strength, and become a landmark in Singapore’s giving landscape.”

Monetary Authority of Singapore (MAS) Family Office Circle Webinar: Philanthropy in Singapore and the Region

The Community Foundation of Singapore’s (CFS) CEO, Ms. Catherine Loh, was invited to speak at a virtual closed-door Family Office Circle event titled Philanthropy in Singapore and the Region on the 22nd of July, organised by the MAS-EDB Family Office Development Team[1] in partnership with the Asia Philanthropy Circle (APC) and CFS.    

The event was attended by 55 international and local participants, involving single family offices and family foundations who had either set up or are setting up a presence in Singapore.

Ms. Kelly Teo, Deputy Director and Head of MAS’ Banking Development Division, observed in her opening remarks that there was an increasing interest among single family offices, especially those involving the next-generation, to give back to society such as through  philanthropy. This sentiment is corroborated by the UBS Family Office report 2020 which found that philanthropy is becoming the most important activity by the time of the third generation. However, many were unsure about how to start and who to give to. The Family Office Circle event was hence organised to share with single family offices about the philanthropy landscape and giving opportunities in Singapore and the region.

The crucial role of Philanthropy in Singapore

CFS’s CEO Ms Catherine Loh participated in a fireside chat, hosted by Ms. Stacey Choe, the Chief Operating Officer (COO) of APC on Singapore’s philanthropy landscape, its gaps and opportunities.

Catherine spoke about the need for philanthropy in Singapore, despite being widely regarded as a wealthy country. She explained that due to the widening income gap, social inequality is deepened in our society, and philanthropic donations are needed to provide relief to those in need and to find long term solutions to reduce social inequality. 

While Singapore does not have absolute poverty, relative poverty is a concern here. Research has shown that a family of 4 needs between S$2,500 to $2,950 a month in gross household income to live decently. 

The Covid-19 pandemic has hit the lower income more seriously than those with higher incomes.  The lower income and less educated are likely to find it challenging to pivot and adapt to a workplace that is changing due to technological advancements.   

Singapore also requires solutions to a rapidly ageing society.  Other critical areas of need would be looking at issues related to mental health and environment.  All these issues are critical to the future stability of Singapore.

When asked about how we could support those who are most in need, Catherine answered that she would prefer donors to ask what kind of social change they would like to see instead. She said that asking that question would lead to effecting long term change, for instance, helping the poor to get out of the poverty cycle.

Catherine also extolled the benefits of participating in philanthropy, citing that families who engage in it together are happier and pass down shared values to the next generation. Philanthropy also reduces the income gap and promotes cohesion in countries, and benefits the rest of the region as well through exchange of expertise and the replication of successful philanthropic pilot programs.

A Donor’s Giving Journey

Catherine was delighted to have Mr. Govind Bommi, the Founder and Chairman of Filtrex Holding Pte. Ltd, to share his inspiring giving journey as a donor of CFS and what motivated him to give.

CFS donor Mr. Govind Bommi came from very humble beginnings. He was born in Bangalore, India, to a family of six children who lived off a single income.

Despite his family’s modest background, it was his mother’s generosity towards the beggars who came to his house in the evenings that made the deepest impression on him. It was her philosophy towards helping others that struck a chord with him and formed the basis of his own giving nature, leading to the founding of the Andal Cares Fund, named in honor of his mother.

Mr. Bommi now considers Singapore his home, after moving here 20 years ago. He set up a water filtration and purification company, and says it’s best to participate in the community that one lives in and find out how best you can help others. Currently, Mr Bommi’s Andal Cares Fund is administered and managed by CFS, and supports rehabilitation programmes by the Metta Association. 

The Philanthropy Landscape in the region and its opportunities

The CEO of APC, Ms. Mafruza Khan gave an introduction to APC and the work that they do while COO Ms. Stacey Choe spoke about the philanthropy landscape in the region, its key trends and opportunities to build a better Asia through philanthropy together. She also shared about the unique challenges that philanthropists faced in Asia and suggested how philanthropists can convene together and collaborate to catalyze the necessary changes.
