新保集团推出300万元基金 助医疗行政人员职业发展

新保集团和ACE团队基金会启动一项300万元的基金,促进 新保集团医疗行政人员的职业发 展,除了培养专业技能,也让他 们有机会到海外进行交流和学术研讨。 

这项医疗行政人员发展基金(Healthcare Administrators Fund)是首次针对新保集团医疗行政人员而设的基金,由新保集团和ACE团队基金会(ACE Team Foundation)分别贡献150万元。 

新保集团旗下约有4600名医疗行政人员,占员工总数的15%。他们负责支持医疗保健系 统的日常运作和行政框架,包括研究、运营、财务、人力资源、教育和通讯等多个领域。 

符合条件的医疗行政人员将由上司提名,并接受评估。成功获得提名者可以申请培训基金。医疗行政人员可以通过教育与培训提升自己,也可以到海外跟其他国家的行政人员进行学术交流,然后把所学的带回新加坡。 

2023年新加坡医疗管理大会在星期三(8月16日)举办,社会及家庭发展部长兼卫生部第二部长马善高致辞时指出,在医疗保健管理方面采取更有效、更创新的战略是必须的,为确保医疗保健系统的可持续发展,新加坡必须发展医疗服务和管理模式。他说,医疗保健管理并不局限于机构的四面围墙内,必须跨学科合作,包括医疗行政人员与其他伙伴的广泛合作。 

在新保集团公共联系部门服务的高级执行员曾芳琳(30岁)说,作为一名年轻的医疗行政人员,她对新启动的医疗行政人员发展基金感到兴奋。有了这项基金,她就可以寻找机会学习新技能、增加见识包括加深了解不断发展的医疗保健管理领域。 

44岁的新保集团营运部门副主任林志忠也在受访时说:“医疗保健系统内的业务要求是高度专业的,必须提升医疗行政人员的职业发展,让大家有可持续的就业技能,也为塑造医疗保健领域带来重要的作用。”

另一方面,ACE团队基金会也会额外拨款150万元给新保集团所属的职场乐趣提升措施(Joy at Work initiatives),以支持医疗工作人员维持身心健康。 

ACE团队基金会由本地科技公司Grab的联合创办人兼总裁陈炳耀与太太童维创立,从2021年创立至今捐助不少医疗组织,如 广惠肇留医院、儿童癌症基金会和全国肾脏基金会等。

CFS Change Matters Series: Mens, Manus and Machina – How AI Empowers People, Institutions & the City in Singapore

Artificial intelligence (AI) will be a disruptive influence on society, for good as well as ill – and there is a duty to provide a sense of hope, upfront, that humans will be able to prevail.

That was the core message of the inaugural CFS Change Matters Series talk, “Mens, Manus and Machina – How AI Empowers People, Institutions & the City in Singapore”. It was delivered on 21 June 2023 by Professor Jinhua Zhao, Associate Professor of Transportation and City Planning at the Massachusetts Institute of Technology (MIT).

“Mens”, “manus” and “machina” are Latin for “mind”, “hand”, and “machine” respectively, and the title plays on MIT’s motto, “mens et manus”. The title of the talk is also the name of a multi-disciplinary collaborative project between MIT and Singapore’s National Research Foundation. The collaboration is co-led by Prof Zhao, and aims to address the following questions:

  1. How will we design technology and train humans to build the skills and habits for human success in a robotics-heavy environment?
  2. How will we adapt our social and business institutions to create the incentives and protections for innovation and human welfare?

In his talk, Prof Zhao shared four key insights into AI.

1. AI will transform, rather than reduce, demand for workers

Enablement, not elimination, of workers

The aftermath of the Industrial Revolution (1760-1840) saw the rise of the machine, leading to a major change in the way we worked. This did not, however, reduce overall demand for workers.

Citing economist James Bessen, 1 Prof Zhao noted that the number of ATMs in the USA grew rapidly from the 1970s, when the first ATMs were installed in banks. However, the role of the bank teller was not eliminated, but enabled. Bank tellers now focused on value-added services centered on human interactions, which could not be replaced by ATMs. As such, the number of bank tellers increased.

Employment grows along with automation

While automation has led to displacement and job loss, there has historically not been a fall in overall employment. Increased productivity from automation, as well as the growth of new human desires over time, have created entirely new jobs and industries.

This has led to an overall increase in employment; in fact, the 2018 US Census counted that more than 60% of jobs in 2018 had not yet been “invented” in 1940.

2. AI is not all the same

Expert versus Learning Systems

AI systems generally fall into two categories: expert systems and learning systems.

  • Expert systems rely on predefined rules and a knowledge base to mimic the expertise of specialists.
  • Learning systems, such as machine learning, mimic the way the brain learns and processes information.

Discriminative versus Generative Models

In addition, AI systems mainly adopt either a discriminative or a generative model in relation to their inputs.

  • Discriminative models classify or discriminate between different inputs, based on their features.
  • Generative models learn the patterns and relationships within the data input to generate new samples that resemble the original data.

The ubiquitous ChatGPT, for example, is a Large Language Model, an example of a generative model AI that can produce human-like chat responses.

3. The real impacts of AI on society

AI will replace white-collar jobs, not blue-collar jobs

While the Industrial Revolution replaced manual workers, AI’s superior analytic and generative skills enable it to replace white-collar jobs like office workers and scientists.

For example, a Google-developed AI known as AlphaFold was able to significantly outperform human scientists in the field of protein structure prediction – a feat normally requiring decades of expertise from humans.

As such, it is “highly skilled” white-collar jobs that may be at risk from AI – a concerning proposition for developed economies that depend heavily on these jobs.

The response of social institutions will determine the impacts of AI

The impact of AI does not occur in a vacuum. Tapping the beneficial impacts of AI on living standards depends on how successfully social institutions can take advantage of it. For example, society must continue to be responsible for providing financial safety nets for those displaced by AI, and for caring for seniors who may find it harder to adapt.

These institutions must also respond to not just the economic challenges, but the social challenges of AI. Citing the intellectual Yuval Noah Harari, Prof Zhao noted that generative AI, for example, could destroy the ability for people to have meaningful conversations – and undermine democracy in the process.2

4. Science, government, and individuals can respond to AI productively

Science can help us control AI

Science must solve the alignment problem3 in order to develop beneficial AI – which takes only actions that achieve human objectives and preferences. Otherwise, AI could unintentionally act in a way that is destructive and harmful to humanity.

Governments can educate humans to fill areas that AI cannot

While AI is powerful, it is not superior to humans in all areas. Humans are better than AI at:

  • Creativity: being able to apply knowledge from one area to another area
  • Dexterity: tasks involving manual dexterity
  • Social intelligence: conducting “social negotiations” with humans, such as knowing when it is safe to turn while driving
  • Long-term planning: being able to break long-term plans (e.g. a 5-year plan) into shorter increments

With that in mind, governments should focus education on creativity and communication, as well as critical thinking: the ability to judge, and to ask the right questions. This prepares students to become evaluators, directors and planners, instructing AI to act on their goals.

The role of teachers will also change as AI evolves and becomes deployable at scale as an individual, customized teaching assistant. AI will enhance students’ learning and help teachers understand students; teachers will be tasked with socially engaging, empathizing with, and supervising students, rather than merely delivering content.

Individuals can change their mindsets to be resilient in the face of AI

Finally, the impact of AI, and job displacement, on individuals will not purely be economic. It will be personal as well, given how central work is to our social and emotional lives, and to our sense of purpose.

Individuals can make the following mindset changes, in order to be resilient:

  • Adopting a lifelong learning mindset: this means developing new skills while working, rather than focusing on academic learning as preparation for work.
  • Adopting a flexible mindset: understanding that while change is the new normal, humans have always had the capacity to adapt. This is especially important for youths.

Final thoughts: how philanthropy can respond to AI

Philanthropists reading this may wonder: how do I respond to the challenges posed by AI? CFS is Singapore’s first community foundation, with 15 years of experience and a network of over 400 charity partners. We leverage our experience and grantmaking expertise to identify and evaluate key opportunities for individual and corporate donors to make greater impact.

We think the following giving approaches may be valuable to respond to AI:

  • Supporting seniors to age well in the community, so they remain cared for and are not left behind.
  • Enabling youths to access quality education, through schools and Institutions of Higher Learning, and prepare for the AI-empowered future.
  • Funding efforts to improve employability, so that individuals develop the skills they need to keep working.
  • Ensuring that mental wellbeing is supported, to help individuals build the resilience to cope with changes.
  • Tackling climate and environment issues, to mitigate and adapt to this additional source of negative disruption.

$1.35M Fund Set Up For Community Care Groups To Develop Fun Activities For Seniors

Seniors can look forward to more activities to ease their loneliness and social isolation, thanks to a new $1.35 million fund that community care organisations can tap.

At the launch of the fund on Friday at the Grand Copthorne Waterfront hotel, Agency for Integrated Care (AIC) chief executive Tan Kwang Cheak said social isolation among the elderly is a key concern as it is linked with poor physical and mental health.

“The current funding for the community care sector in Singapore generally supports capital expenditure, provision of essential medical care services to seniors, and solutions to increase staff productivity,” he said.

But the Fun! Fund will help organisations think of new ways for the seniors they serve to have fun, he added.

“We believe that participation in fun activities encourages seniors to feel connected, maintain their curiosity to seek new experiences, increase their life satisfaction and general sense of well-being, and bring much needed laughter and feel-good feelings for seniors.”

The fund was set up by AIC and the Community Foundation of Singapore.

Organisations can apply for a grant of up to $50,000 for each project, which should encourage seniors to be active, connect with others and keep learning.

The programmes must be easily sustained and replicated by different organisations and allow for the building of staff and volunteer capabilities.

The new fund is part of an agreement signed by AIC and the Community Foundation of Singapore on Friday to collaborate on initiatives to promote active ageing and business continuity for the community care sector.

The three-year partnership will focus on active ageing initiatives, supporting community care organisations in enhancing community spaces for seniors’ social activities, manpower development and recognition, and allow staff to continue operating in times of crisis such as the Covid-19 pandemic.

Mr Kenny Low, the executive director of City Harvest Community Services Association, which runs a senior activity centre, said his organisation plans to scale up its Rummikub friendly competition, which it has organised for 130 seniors from six active ageing centres.

Similar to mahjong, the table tile game helps to prevent dementia as it requires hand-eye coordination and the manipulation of numbers.

He is also toying with the idea of a gesture remote-controlled car competition to encourage seniors to move about and visualise the motion of the cars, he said.

Sree Narayana Mission chief executive S. Devendran said he is keen to get young people on his team to brainstorm ideas and also join in the activities with seniors.

“When we think of fun, the most fun we had was when we were young. I’ll prompt them (the youth volunteers) with the tagline: When was the last time you did something fun for the first time?”

The REDAS Solidarity Project Fund: Caring for migrant workers affected by COVID-19

Among the vulnerable communities in Singapore impacted by COVID-19, it is the community of migrant workers who have toiled invisibly to help build our nation that has been very heavily affected. Infection amongst their community has been widespread, and a large number of them are confined to their dormitories, unable to leave.

It is thus very encouraging that the Singapore government and many other organisations have stepped up to give assistance and support to them in their isolation.

To help ease their plight, the Real Estate Developers Association of Singapore (REDAS) announced on 30th April the launch of the REDAS Solidarity Project Fund. Its aim is to provide aid and relief to the segments of the community most affected by COVID-19, particularly in the built environment sector where many migrant workers are employed.

So far, more than 50 REDAS members have contributed $760,000 to the Fund, which was also launched to show appreciation for Singapore’s healthcare workers.

Through collaboration with the Community Foundation of Singapore (CFS) and other partners such as the Ministry of Manpower (MOM) and Urban Redevelopment Authority (URA), REDAS was able to promptly roll out the initiative to demonstrate our community’s stand for Singapore’s migrant workers.

“Our migrant workers are the cornerstone of society and it is important to recognise their valuable contributions,’’ says Deputy CEO of CFS Joyce Teo. “CFS fully supports such efforts to ensure that they receive the best possible assistance during their time of need. ’’

To mark the start of their giving, REDAS distributed 200,000 care packs to as many workers in factory-converted dormitories through the Migrant Workers’ Centre (MWC). These care packs will include toiletries such as toothbrushes, toothpaste, a shaver and a bar of soap. In addition, 800 standing fans will also be donated to dormitories to help improve ventilation for the workers.

“Given the large number of migrant workers under quarantine in dormitories, there is great urgency for us to meet their essential needs amid the COVID-19 pandemic,” says REDAS President Mr Chia Ngiang Hong. “We hope this collective effort to spread a little kindness to the migrant workers will provide the much needed emotional support to help them ride out this difficult period.”

The May Day Gift event to distribute the care packs was graced by National Trades Union Congress (NTUC) Secretary-General Mr Ng Chee Meng, and joined by URA Chief Executive Lim Mr Eng Hwee, REDAS President Mr Chia Ngiang Hong and MWC Chairman Mr Yeo Guat Kwang.

“We are very happy to have REDAS partner with us to support our migrant workers in the factory-converted dormitories,’ says MWC Chairman Yeo Guat Kwang. “We are really very thankful to everyone for giving a helping hand to our migrant workers in this challenging time.”

Sustainable Philanthropy Matters: The SDGs in SG

In this three-part series ‘Sustainable Philanthropy Matters’, we explore the surprisingly intimate relationship between philanthropy and sustainability and how the practice of one can in fact, lead to the advancement of the other. Both of these issues are close to our hearts here at CFS and we want to share how our philanthropy can help preserve our planet, our communities and our future.

In our previous article, we took a brief look at the history of philanthropy and sustainability. Here, we will examine the relatively newer Sustainable Development Goals (SDGs) and their paramount relevance and importance today. The SDGs were adopted as a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity. Additionally, the SDGs could and should serve as a guide to the next steps in Singapore’s social, environmental and even philanthropic evolution. Donors can create a greater impact with their giving by ensuring alignment with the SDGs.

Introducing the SDGs

When it comes to the 3P’s, People has long been seen as the more important P as compared to Planet (let us not talk about Profit!).

Of the eight Millennium Development Goals established in 2000 by the UN, only one was environment-related. Even in the first-ever Global Philanthropy Report, published relatively recently in 2018 by the Hauser Institute for Civil Society (Johnson, 2018), education was the most popular cause of choice for foundations around the world, with 35% focusing on at least one aspect. Health and social welfare also featured largely as priorities. Only one region, Latin America, had environment and animals as a focus and even then, at only 23.8%.

The 17 SDGs, birthed in 2015 at COP 21 in Paris, catapulted the idea of sustainability into everyone’s consciousness in vivid colour. It illustrated that sustainability encompasses many facets of society as well as the natural environment, with an infinitely long-term view of providing for future generations.At first glance, many of the SDGs seem to talk about social aspects anyway, but the beauty of the SDGs is that each goal is inextricably linked to several others. For instance, an initiative ensuring that farmers get paid decent wages while tapping on technology to grow food that is organic and pesticide-free aligns to SDGs 1, 2, 3, 8, 9 and 12.

SDGs in Singapore

Delving deeper into the 169 targets of the SDGs, one realises that quite a few of them may not seem to apply to Singapore. As a highly developed and modern country with a high GDP, 100% literacy rate and no real primary industries like mining, forestry and agriculture, we can claim to have already met many of the SDGs’ targets.However, it is the spirit of the SDGs at which we should look, and it is then that we realise that there is definitely more that we could do.

Let us examine SDG 1, No Poverty. Singapore claims that the first two indicators do not apply as we have no poverty line, national or international (Department of Statistics Singapore, 2021). Yet, it is clear that cases of relative poverty still exist in Singapore (Ng, 2018). The problem can be simply explained by the high cost of living in Singapore (ECA International, 2021), our high Gini coefficient (World Population Review 2021) and the majority of the households having an income below the national average (Dayani, 2021) but the fact remains that the problem exists, and we need to address it within the Singaporean context.

Thankfully, besides the Government’s efforts to reduce social inequality (Lai, 2019), Singapore has had a long history of philanthropists (Ooi, 2019) who have seen to the needs of their country’s people through their generosity. Fast forward to today, and even the man on the street can be a philanthropist, with easy, direct access to many charity channels and donation portals online.

Everyone Has a Role

Ultimately, this democratisation of philanthropy is a good thing. Accomplishing the vision of “peace and prosperity for people and the planet, now and into the future”, requires the concerted achievement of each and every SDG.

Given the intricate interconnectivity of the SDGs, tackling any project that aims to deal with them would be a daunting task if attempted alone. Just as social issues are complex problems requiring multifaceted approaches by multiple stakeholders, so it is with the SDGs.

The 17th SDG, Partnership for the Goals, actually posits that we all have a role to play. Governments and agencies can only do so much. It is recognised that corporations and individuals alike all have responsibilities towards achieving the environmental growth and strengthening of Singapore (and the planet too, come to think of it). As the late philosopher McLuhan said: “There are no passengers on spaceship Earth. We are all crew.

Eyes on the Prize

In the previous article of this series, we shared that everyone, whether individual, group or organisation, had reasons to give. It is important to avoid whitewashing or greenwashing (basically, paying only lip service about being philanthropic). Giving back to the community and/or the environment should not be about meeting reporting requirements or ingratiating oneself with the local people.

It can, admittedly, be tricky juggling one’s desire to do a particular act of charity with what said charity might actually want to achieve, or even what the eventual care recipients might really require. With over a decade championing philanthropy in Singapore, CFS deeply understands this need for balance between the desires and objectives of the donors, charities and care recipients.
