齐心祎：传承，不止于财富——从“Stewardship”谈家族、企业与社会的责任

日前我受新加坡社区基金会邀请，出席一场主题为“基业长青——传承遗产，守护世代”（Built to Last——Sustaining Legacy and Stewardship Across Generations）的财富传承英语讲座。讲座汇聚企业家、法律及金融界代表，探讨的重点不是财富如何分配，而是制度如何完善、责任如何延续。 这个题目让我印象深刻且深有感触。在中文语境中，我们谈“传承”，往往首先想到的是财富、产业或地位的延续；而在英文中，“Stewardship”一词，原意是“受托管理”，应用到财富传承中，它所传达的精神，是财富的持有人并非永久的拥有者，而是被赋予管理与延续责任的人。财富与资源的真正价值，更在于被妥善管理并代代传递。 这种思维的转变，也许正是家族、企业乃至社会得以“长久存在”的关键。 在家族层面，这指的是财富的管理权，而非占有权。在许多华人家族中，创富一代往往是“从零到一”的英雄。他们靠勤奋与远见积累巨大的物质成就，也因此更倾向于紧握控制权。然而，从财富传承的角度看，能让家族长久延续的，从来不是财富数字，真正的挑战并非“财富能留给谁”，而是“管理的能力能否延续”。 Stewardship”强调的，恰恰就是管理权的托付，而非所有权的执念。在成熟的家族体系中，很多创始人会逐步建立治理结构，通过信托、家族宪章或基金会等制度安排，将财富管理制度化，形成“有人决策、有人监督、有人执行”的分层结构。这样的设计，不是削弱控制，而是让家族财富从“个人意志”转化为“制度治理”。 在新加坡的家族信托与家族理财办公室制度中，这种“受托式治理”被具象化为法律框架。通过专业受托人、独立投资顾问与合规机制，家族的财富得以由制度而非个人意志延续。当创富一代能以“管理人”的心态看待自身的成就和财富，传承便不再是简单交棒，而是责任托付。 从创始者到“受托管理人”，同样的精神，也适用于企业。 在亚洲，家族企业占据重要地位，却普遍在第二代或第三代交班时面临困境。问题往往不在继承人的能力，而是创始人未能建立“管理而非占有”的传承机制，未能从“掌控者”转为“受托者”。...

新加坡天府会与新加坡社区基金会合作成立天府社区基金

在新加坡社区基金会（CFS），我们与来自各行各业的捐赠者合作。这些慈善人士在生活中也乐善好施，希望利用自身资源推动有意义的变革。他们有的是土生土长的新加坡人，有的则是把新加坡当成了自己的家园，渴望回馈这个真诚接纳他们的爱心社会。 天府会对新加坡的承诺 新加坡天府会就是一个显著例子。该组织成立于2000年，是新加坡首个新移民协会，通过向贫困生提供奖学金和助学金来大力支持当地社区。它还鼓励新移民积极融入新加坡的多元文化社会。 为庆祝其成立25周年，天府会与新加坡社区基金会合作成立了天府社区基金。在新加坡费尔蒙酒店举行的协会庆祝晚宴上，胡军辉会长向新加坡社区基金会总裁罗佩仪女士（Catherine Loh）递上一张面值达20万新元的支票，标志着双方承诺正式启动该基金。 基金会的使命是提高社会流动性，为新加坡未得到充分服务的社区创造机遇。 胡军辉会长说：“成立天府社区基金是我们对这个真诚接纳我们的社会的回馈。在新加坡社区基金会的专业指导下，我们将致力于帮扶就困，构建一个更包容、更富爱心的新加坡”。 促进融合与和谐 在新加坡这样一个多元化的社会里，促进融合与和谐对于构建一个团结、包容的社会至关重要。 晚宴贵宾新加坡副总理王瑞杰（Heng Swee Keat）强调了这一点的重要性，他说：“新移民的加入、融合，是个漫长的过程，要经历碰撞、理解和包容。虽然时代背景和社会环境截然不同，但这个过程，也是先辈经历过的。我呼吁所有新加坡人，为新加坡的和谐稳定，繁荣发展一起努力。”（《联合早报》） 天府会前会长杜志强也做出了同样的承诺，他在此前接受《联合早报》采访时说：“新加坡是我们的新家园。天府会一直都紧紧围绕着新移民融入本地多元种族、多元文化而努力，把我们新移民在语言、文化和思维等方面的惯性逐渐褪去，成为名副其实的本地社团之一。” 展望未来：变革是我们的共同愿景 我们非常高兴地欢迎新加坡天府会的捐赠者加入新加坡社区基金会这个大家庭，并期待着大家携手并进，为所有人创造美好机遇。
