Speaking after the association’s annual general meeting at Kallang Netball Centre on Friday, Liang-Lin, a fund manager for a US$7 billion (S$9.5 billion) firm focused on green real estate investments in Asia, hopes to bring her expertise to the table and increase the amount of financial support for Singapore netball during her four-year term.

The 53-year-old took over from Deputy Speaker of Parliament Jessica Tan, who has been the association’s president since 2012. Tan had reached the end of her tenure, which saw the national team make several breakthroughs, including a gold medal at the 2015 SEA Games in Singapore.

Liang-Lin holds various appointments such as being Singapore’s representative to the G20 for Women appointed by the Ministry of Finance. She is also a board member of the Community Foundation of Singapore, which promotes philanthropy through facilitating the establishment of charitable funds.

She said: “One of the things that is overlooked when we look at philanthropy and fundraising is that sport is not really part of the things that people will automatically think about.

“Less than one per cent of the funds that we raise in the Community Foundation goes to sport. The values that sport brings need to be amplified more, so that corporates… see the need to support sport. I think that link needs to be stronger so that we get not just more corporate sponsors, but also they can come in for longer periods of time.”

While national agency Sport Singapore provides funding to netball, corporates can also do their part, she added.

She said: “If we play our cards correctly, we can get corporates to come in and hopefully support them, to see the wider purpose of sport and bring the nation together.”

She also hopes the association can be proactive in looking for financial support, adding: “We must work more strategically with governing bodies on educating corporates on the importance of really supporting sport.”

The former netball player also made references to the recent Women’s World Cup for football, noting the “ability for a game that focuses on women in the sport to bring global attention”.

She said: “I want that kind of trajectory of the limelight going to women’s sport. I think that is a trend that will continue, and I hope that netball will be part of that trend.”

Meanwhile, Tan was satisfied that she has achieved the three objectives she had set out to do when she came on board – to improve quality of play, build a fan base and create an ecosystem which involves coaches and players.

The 57-year-old added: “As much as I do feel sad about having to step down, but at the same time, leadership renewal is very important.

“I think Trina will help to galvanise the team together, and bring a lot of new perspectives and quality to the association.”

Healing and hope for migrant workers

Our decade-long partnership with HealthServe has helped Singapore’s only medical charity for migrant workers bring healthcare, mental health support and social assistance to this underserved community. CFS is commemorating 15 years of giving and this story is one of a three-part series that highlights the strong relationships CFS has fostered with charities over the years. 

They have helped me with everything. If I ever had a problem at the hospital, with my company or dormitory, they would step in. Here, I don’t have family. But HealthServe has helped me like family.

Like many migrant workers, Shah* came to Singapore to provide a better life for his family in Bangladesh. But soon after he arrived, he was struck with inflammatory bowel disease, causing gastric issues, skin problems and chest pain. All this came on top of the devastating diagnosis of his father’s cancer and his wife’s stomach ulcers. 

Shah was under immense pressure to take on loans to pay for multiple mounting medical bills in excess of $16,000. The financial and emotional stress caused his health to worsen. He is not alone in facing unexpected hardships while trying to provide for family back home. Close to one million low-wage foreign workers reside in Singapore. Access to affordable healthcare is limited for many of them and none were prepared, mentally or physically, for the Covid-19 pandemic.  

Joining forces to help an underserved community

Thousands of migrant workers were quarantined in cruise ships, hotels and dormitories when Covid-19 hit Singapore’s shores. Many struggled mentally, feeling helpless. Others needed medical care. These hardships became the catalyst for the Community Foundation of Singapore (CFS) to join hands with our long-time charity partner, HealthServe, and help this underserved community. CFS decided to pool donations into a Collective Impact Fund called the Sayang Sayang Fund. With a grant from this fund and other funders, HealthServe was able to deliver much-needed medical attention, mental health support and social assistance to approximately 7,500 workers. For these foreign workers on the margins of society, HealthServe offered healing and hope.

Alongside these grants, CFS supported HealthServe with grants from the KrisFam Fund and the Kampong Spirit Fund. The KrisFam Fund grant enabled HealthServe to treat workers with serious chronic health conditions and extend financial aid to those in need while the Kampong Spirit Fund grant allowed the charity to provide the migrant community with meals and groceries amid the on-off pandemic lockdowns in 2021. For beneficiaries whose illness or injuries made it impossible for them to work, the much-needed help and donations came as a huge relief. In all, HealthServe made about 470 visits to foreign worker dormitories across Singapore.

The continuation of a long and rewarding partnership 

HealthServe started as a small clinic providing medical and dental services to the vulnerable migrant-worker community in 2006. Today, HealthServe offers a range of expanded services comprising mental health programmes and counselling, casework support for injuries and salary-related issues, and other forms of social assistance, much of it supported by grants and donations facilitated by CFS.  Our partnership with this unique charity goes back to 2013.

Over the past 16 years, HealthServe has remained mission-focused in serving low-wage migrant workers who fall through the cracks, even as we tackle constant challenges and headwinds such as post-pandemic dips in both donations and volunteers. Largely volunteer run, HealthServe operates with a small staff team and hundreds of medical and non-medical volunteers and interns. Fundraising can be a challenge, especially now that reduced charitable dollars tend to go towards causes supporting Singapore citizens post-pandemic. Philanthropic support from CFS donors therefore remains crucial. 

“Over the years, CFS has demonstrated its ability to form strategic partnerships to deliver funds to the community in the fastest and most effective way and HealthServe is confident that our partnership with CFS will remain relevant in serving the underserved segments in society,” says Dr Kuan.

Learning Initiatives for Employment (LIFT): Transforming Lives for the better

At just 18 years old, Jeevan never imagined that he would find himself resigned to his fate in life.

“Three years ago, I dropped out of school, did some things, and ended up on probation. At that point in time, I thought that this would be the end for me – this is how it’s going to be for the rest of my life,” recalls the young man.

Despite repeated rebuffs from many employers, things took a turn for the better after Jeevan was accepted into Bettr Barista’s Holistic Training programme.

Bettr Barista’s Holistic Training Programme is committed to equipping vulnerable individuals from marginalised groups with skills to be employed and stay employed. Through the programme, they are trained not only in practical skills as a barista, but also in interpersonal skills to integrate back into society.

“I went to 20 interviews in two months, but they all rejected me because of my probation. It was tough until I came to Bettr. I didn’t expect to get accepted and I was mentally drained after all those rejections. When I was accepted, I was quite happy and really looking forward to it as something that could change my life.”

As a result of going through two months of BB’s Holistic Training programme, Jeevan is currently employed at Five &2 Bistro.

Changing lives for the better, even for those who are resigned to their fate – this is the mission of Bettr Barista, whose programmes are aimed at turning the lives around for marginalised groups and equipping them with holistic skills to get and stay employed. These groups include youth-at-risk like Jeevan, persons with disabilities, persons recovering from mental illnesses and disadvantaged women.

Improving the lives of the marginalised since 2011

Bettr Barista and Project Dignity are two of the social enterprises partnered with the Learning Initiatives for Employment (LIFT) Community Impact Fund (CIF), spearheaded by the Community Foundation of Singapore (CFS).

Since 2011, 135 participants have enrolled into Bettr Baristas Holistic Training (HT) programme, which saw an increase from an average of 12.6 to 40 trainees every year after it began receiving funding from LIFT.

The HT programme is an intense two to four months full-time work-and-study programme, which provides training ranging from emotional self-awareness counselling and workshops in Professional Coffee Education, to soft skill development and employment readiness.

By December 2020, a 65% graduation rate is expected from the cohort of 40 participants from April 2019 to October 2020, in spite of the challenges posed by the COVID-19 pandemic. The remainder of the cohort which did not graduate faced extenuating circumstances, with an unsupportive home environment cited as one of the key challenges faced by the participants.

18 of the graduates have already found employment with BB’s referral partners, in sectors such as Social Services, Family Services and Probation & Community Rehabilitation.

Giving dignity to the intellectually disabled through culinary arts

Project Dignity’s Train-and-Place programme helps equip marginalised individuals with practical skills to gain and sustain employment through a 22 day vocational Food and Beverage (F&B) On-Job-Training programme.

Those who participate are disadvantaged individuals with intellectual disabilities and mental health issues. They learn about aspects of working in the F&B industry, such as basic food hygiene and quality control procedures to prepare ingredients and serve customers.

As of October 2020, the programme outcome reports a high completion rate of 94% from the 50 participating trainees, with 76% gaining employment after completing the programme. Additionally, 22% of employed participants remain employed for a sustained period of at least three months, with six trainees remaining employed for 12 months or more.

The 38 trainees who were employed received a salary which ranged from $500 to $1,600. Trainees who completed the programme but were not able to receive employment cited extenuating circumstances from challenges such as the COVID-19 pandemic and nursing home restrictions

CFS wins two awards at the Charity Transparency and Governance Awards 2019: The Charity Governance Award – Special Commendation for Governance and Management – and the Charity Transparency Award

CFS is honoured to have won the Charity Governance Award – Special Commendation for Governance and Management – as well as the Charity Transparency Award. Conferred by the Charity Council, we were privileged to be amongst a select line-up of outstanding charities that were recognised for exemplary disclosure and transparency practices at the Charity Governance Awards dinner on 3 December 2019.

About the Charity Transparency and Governance Awards 2019

 A total of 67 charities, including CFS, were conferred the Charity Transparency and Governance Awards for their overall excellent transparency and governance practices.

In addition, CFS was among the seven charities that won the Charity Governance Award

The Charity Transparency Award was first launched in 2016, to recognise charities with good disclosure practices that the Charity Transparency Framework recommends.

Inaugurated in 2012, the Charity Governance Award recognises charities  that have adopted the highest standards of governance, in line with the Code of Governance for Charities and IPCs. 

Exemplary governance and management practices

CFS is governed by a board of eminent professionals, selected via a rigorous process, who serve pro bono. They work closely with CFS’s management to steer the organisation in realising our strategic vision.  Our Board has set up several committees, with recognised experts as members, to ensure the organisation is run optimally with transparency, aligned with our mission and purpose. Since our inception, CFS has continuously invested significant resources to exceed expectations in governance, compliance and management. Part of the training process for board and staff is to highlight the importance of acting according to the highest standards. 

Sharing our lessons

Over the past years, our Board and staff have worked hard to ensure that we maintain these high standards across the organisation and in daily work. CFS’s steady growth in the last decade is testament to the trust donors and partners have placed on us, as well as the dedication of our staff.

CFS is honoured to attain this accolade and will be happy to share our experience other charities going forward. We found it especially useful to work closely with our auditors, who have provided valuable guidance and support. Charities can also draw on the helpful resources provided by the Commissioner of Charities and the Charity Council in Singapore, which we highly recommend.

Seniors Colabs learning journey #3: St Theresa’s Home – where horses and hawker centres help seniors feel at home

While most people accept that ageing is inevitable, the prospect of spending their twilight years in a nursing home fills many with dread. It is not hard to imagine why. The mental associations are gloomy – sterile environments, impersonal care and intrusive communal living.

By tackling these stereotypes head-on, one local nursing home is determined to shift mindsets about residential aged care. Through its human-centred care philosophy, the management at St Theresa’s Home (formerly the Little Sisters of the Poor) firmly believes that as society progresses, nursing homes can be a conducive place for seniors to thrive as they age.

Early on a weekday morning, a group of Colabs participants from various sectors came to volunteer at an equine therapy session at St Theresa’s Home. Standing amidst the lush greenery, it was easy to forget that one was in a nursing home. Perched atop a hill, the sprawling estate’s pre-war architecture offers the warmth and charm of yesteryear, while providing shady nooks for gardening corners cared for by residents.

Joshua Chui, Deputy Director, took the team on his rounds. Calling out and responding to each resident by name, he stopped by Madam Rose (not her real name) and cheerfully asked why she was back on her wheelchair when she could walk the short distance previously. Mr Chui explained that residents are encouraged to carry out their activities of daily living as independently as possible. While there are set times for meals and baths, they are free to choose what to eat, when to begin and end their day, as well as what they want to do in between. Once a week, various groups of residents look forward to their breakfast outing to a nearby hawker centre.

A walk through the airy dormitories provided glimpses of the residents there. Photographs and personal knick-knacks were proudly displayed. The array of colourful bed linen reflected the residents’ individual tastes. Along the way, Colabs participants noticed that beds and wardrobes were thoughtfully angled away from each other, noting the home’s sensitivity towards the residents’ need for privacy.

Finally, at a quiet sheltered shed, two calm and stately horses stood ready for their ‘duties’. Their handlers and trainers from Equal Ark explained the workings and benefits of equine therapy for improving the psychological health of seniors. Working with the residents, Colabs participants were able to witness first-hand how interaction with the friendly animals lifted their countenance and spirits.

It was a thought-provoking morning for Colabs participants at St Theresa’s Home. The home’s commitment towards empowering seniors to live independently, while preserving each resident’s identity and dignity left a lasting impression. Their progressive approach, and vision for creating a community for seniors to age in a ‘home within a home’ encouraged and inspired everyone.

Colabs is a philanthropic initiative by the Community Foundation of Singapore and the National Volunteer and Philanthropy Centre. It drives collaboration by bringing together the public, private and social sectors to tackle complex social issues. It enables philanthropists, businesses, non-profits and sector experts to collectively build insights and co-create solutions for lasting change.
