Three donor trends shaping giving in 2020 and beyond

Widening social inequality, an ageing population, and climate change – these are the issues that frame our world, as Singapore celebrates its bicentennial year in 2019. Yet alongside these social challenges, we’re also reminded of our long history of philanthropy in tackling local community needs. Take for instance, the recent 200 Years of Philanthropy in Singapore at the Temasek Shophouse, where it was heartening to see philanthropy being celebrated as a vital thread in Singapore’s success story.

But how will local donors continue to contribute to Singapore’s future? With the number of high-net-worth individuals here expected to grow by 22% to 250,000 by 2023, philanthropy is at an inflection point. We’ve already seeing broader shifts in our donor landscape: donors are getting younger; more Singaporeans are becoming socially aware, and technology is empowering new modes of giving.

At CFS, we count it as our privilege to be able to observe and nurture a new generation of donors increasingly empowered to drive social change. In this final edition of Change Matters for 2019, we highlight three donor trends we believe will continue to shape giving in 2020 and beyond:

Giving together is gaining traction

As more people recognise the complexity of social issues and the need for many helping hands, giving together is fast gaining traction. Donors are beginning to understand that collaboration enables them to create an impact larger than what they can achieve as individuals. In this edition, be the first to read about the Mind the Gap 200 fund or MtG200. This exciting ground-up initiative is the first collective of 10 donor advised funds formed by private individuals, which seeks to address social gaps in multiple sectors in Singapore.

More women are getting engaged in philanthropy

In 2009, only 14% of CFS’s donor funds were started by female donors. This percentage has risen by more than four times to 65% in 2017 and 2018. As more women become empowered to give, they will continue to give to causes close to their hearts. In this issue, we’re delighted to highlight the work of the International Women’s Forum Singapore (IWF)With CFS’s facilitation, IWF supports young women from financially-challenged backgrounds through their tertiary education through an education grant and a mentorship programme.

Donors are asking more questions for deeper understanding

Finally, donors are becoming more interested in understanding the root causes of issues to better inform their giving. They are more willing to explore opportunities to gain deeper insights from service providers, or contribute their expertise to co-create solutions. In this issue, read about our three Seniors Colabs learning journeys (Cornerstone Community Services (with Empower Ageing)Wellness Kampong and St Theresa’s Home), where participants discussed and exchanged views on how society can help our seniors age well.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

LEAD Academy – Empowering youths to lead and influence

The LEAD Academy was set up in 2014 as a collaboration between CampVision, UBS Singapore and the Community Foundation of Singapore (CFS) to impact marginalised youths in neighbourhood schools.

LEAD provides a platform that partners youths with professional volunteers to develop self-leadership abilities and cultivate effective communication skills. The aim is to empower youths to be an effective leader of their peers and a positive influence on others. This unique programme puts youths on a shared journey of equals guided by executive leadership coaches who create an engaging and transformational learning experience for them and their mentors.

Through a series of structured facilitated sessions by the coaches, youths and volunteers learn to own their personal feelings and manage their individual confidence physiology. They also learn verbal and non-verbal communication skills and how to engage with other adult volunteers. Both youths and volunteers set personal goals – relating to leadership and communication – that need to be achieved when they graduate in six months’ time. At every session, they meet in small groups to hold one another accountable for their actions.

During the journey, youths have been observed to increasingly gain confidence in themselves. They take on opportunities to lead games, speak in front of their peers and practise small talk with adult strangers. The youths also interact and engage with different working professional volunteers who represent a broad range of professions including banking, sales, legal, marketing, technology, HR and the military.

“CFS has been instrumental in facilitating the partnership between CampVision and UBS. We would not have been able to achieve the impact with LEAD without the support of CFS. They have also been helpful in helping us to better understand the youth landscape so we can focus our efforts on the relevant youth population,” said Yeo Suan Wei, Co-founder of CampVision.

LEAD is an affirming, safe and empowering community of youths and professionals who find the courage to be vulnerable in their efforts to be better individuals. The connections that are built through the LEAD journey broaden the youths’ exposure and their world view. These connections also contribute towards the building of social capital between two groups of people who may otherwise not cross paths and be personally impacted by each other. LEAD aims to continue its impactful run by engaging and empowering 70 youths and 70 volunteers each year.

KidsExcel – Leaving no child behind

At a time when after school tuition and enrichment programmes have become the new norm, children from less affluent backgrounds are increasingly disadvantaged by their inability to afford these lessons. This creates an educational landscape that places each child at different starting points by virtue of their socio-economic backgrounds.

KidsExcel is a values-driven, academic and sports enrichment programme that aims to support schools and parents in providing a holistic education for kids. Its mission is to provide a holistic, well-rounded programme that develops healthy minds, healthy bodies and strong character, using sports and academic enrichment to nurture the physical, intellectual and social skills of children.

“KidsExcel seeks to address the prevailing asymmetry in educational opportunities for underprivileged children. The programme aims to develop these children holistically through a structured integration of sports and drama with academic enrichment,” said Victor Pok, Director of Vivakids which runs the programme.

By providing primary school students under the Ministry of Education (MOE)’s Financial Assistance Scheme access to a year-long enrichment programme, KidsExcel hopes to inculcate in students an intrinsic motivation to excel, which will hopefully follow them through their lives.

At a recent site visit to Fuhua Primary School – one of KidsExcel’s school partners – the Community Foundation Singapore (CFS) and its donors bore witness to the work they do. Each week, students spend three hours on academic enrichment and an additional three hours on sports as an added incentive for them to turn up for classes.

At the after school programme, students learn through interactive and engaging lessons that provide effective development opportunities. Math classes saw students engaging in friendly competition to solve problem sums flashed out by their teacher. Speech and drama lessons visibly instilled in them a sense of confidence. Frequent proficiency testing also helped facilitate differentiated lesson plans to suit the varied capabilities of students.

While the sports component was conceived to encourage students’ attendance, it plays a pivotal role in developing them holistically. A range of carefully designed and modified games provides opportunities for the students to learn values – such as teamwork and self-confidence – that are beneficial for their intrinsic development.

And the overall results are encouraging. The programme at Fuhua has seen full attendance since its inception. Through timely and consistent tracking of exam results, statistics from KidsExcel’s school partnerships reflect overall improvements in students’ literacy and numeracy levels.

In a spirited sharing of the school’s experience, Fuhua’s co-ordinating teacher-in-charge praised it as an affordable programme that provides sustainable value-add to students. “I have seen an improvement in many of the students and they really enjoy the time they spend with their friends during the programme. Many of them often come to my office just to ask me if the programme is on this week, the following week, or even in the following year. It really speaks to how the programme has given them something constructive to look forward to. Otherwise they will probably be doing nothing at home or gallivanting at the malls.”

“The support of CFS and its donors has been crucial in realising our aims, providing the platform to engage even more in the future.” said Victor.

Where there’s a will, there’s a way … to give a legacy

Where there’s a will, there’s a way … to give a legacy.

Legacy giving is one of the best kept secrets in town. For many years now, I’ve often wondered why more charities had not jumped on the bandwagon of legacy
giving. Why aren’t charities proactive in encouraging individual donors to give legacies whether via wills, CPF nominations, or even insurance policies? Examples
abound overseas. I saw firsthand one such stellar example of a pro bono law firm utilizing this modality of legacy giving during our Law Society “Lawyers Go
Global” mission trip to Sydney in 2018.

We went to Sydney as a team to learn from cutting edge innovative Sydney based law firms on law firm models harnessing technology and niche services in order to consider adopting or adapting them in Singapore. The law firm that left a deep impression on several of us in the team was Salvos Legal, affiliated with the Salvation Army. They offer humanitarian legal services and have an outstanding history and genesis you can research on. They combine the best of both worlds in fee earning lawyers sitting side by side and working hand in hand with pro bono legal practitioners. Fee earners cross-subsidise the provision of pro bono legal services. It was a joy to see both pro bono practitioners and fee earners working harmoniously in a single setting and committed to doing good (directly or indirectly) as a firm.

Salvos Legal turned legacy giving to charities into art form. They use radio announcements and organise Community Wills Days (where generous local solicitors
prepare simple wills in return for a donation to the Salvos). They have built up a fair amount of expertise and essentially encourage the public to donate via legacy
giving.

In Singapore today, death is still a taboo topic in some quarters. As an aging society with a silver tsunami, we need to speak about this elephant in the room. We need more discourse about prudent asset stewardship, legacy giving and planned and sustained giving long after we have left the earth. From the charity’s point of view, this could represent a creative fundraising modality. Indeed, local charities such as the Kidney Dialysis Foundation and the Singapore Children’s Society have started using donation via legacy giving. Closer to home, recently, to commemorate the life of CLAS founder, visionary and architect, the late Harry Elias SC, the Law Society Pro
Bono Services in collaboration with Harry Elias Partnership have set up the Harry Elias SC CLAS Fellowship Fund. This Fund is a continuing and cherished memorial to Harry that will fund expenses arising from the CLAS Fellowship such as their remuneration and practice-related costs to ensure that young lawyers have a glorious
opportunity to follow in the footsteps of legal legends and trailblazers like Harry E.

For the gift-giver, legacy giving has four distinct, discernible advantages. First, it allows the donor to give their own voice to their unique personality, values and beliefs
for pet causes. Second, it creates a meaningful memorial of legacies that will perpetuate. Third, it positively impacts subsequent generations through a sustained
giving. Fourth, it deepens the connection between the charity and the donor.

Where appropriate, probate, wills and administration specialists, private wealth law experts and general practitioners in client advisories could suggest legacy giving to clients.

There are nuanced issues to consider for the donor and the attending lawyer. The form of the giving, whether it’s memorial giving, legacy giving and so on, and the
attendant risks involved. I shall not gloss over this aspect. Questions that need examining include: (1) how do you communicate to the testator or testatrix (person
making the will)? (2) are the template clauses appropriate to express the donor’s wishes? (3) what about the testator’s/testatrix’s mental capacity; or more precisely,
testamentary capacity? (4) from the donee charity’s point of view, what are the risks in accepting such gifts? These issues are fact-sensitive, complex in some cases and need careful analysis to avoid something going wrong (including misexpression of the testator’s/testator’s wishes).

The old saying goes, where there’s a will, there’s a way. But the new saying I have for you is where there’s a will, there’s a way …. to give a legacy. You can have the nous and the know-how, to find that way for your donors. Legacy giving leaves a legacy for life.

Meet Singapore’s newer philanthropic foundations: They give millions, seeking to spark social change

Self-made businessman Lew Chee Beng, 73, is giving away a substantial part of his fortune through a foundation. Since he founded the Lew Foundation in 2015, it has donated more than $12 million to charitable causes. Mr Yeo Puay Hin, the foundation’s executive director and Mr Lew’s son-in-law, said of his father-in-law: “He came from humble beginnings, so it’s about gratitude – to give back to society and helping those who are disadvantaged.”

The Lew Foundation was the 16th-largest philanthropic foundation here, giving out $2.8 million in donations in 2019, according to a recent report on the largest foundations here. Mr Lew, who has four children, built his wealth from a range of businesses, such as Soon Huat Goldsmith and pawnshop chain Shing Heng Group. The foundation’s main focus is to help the vulnerable elderly and young people, and it does so through supporting healthcare and social services serving these two groups. For example, it is supporting about five nursing homes, fulfilling Mr Lew’s late mother’s wish of setting up a nursing home.

The Lew Foundation is one of the newer foundations listed in a recent report by Soristic Impact Collective, a consultancy, that shed light on the largest philanthropic foundations here in terms of expenditure. The research found that foundations set up by some of Singapore’s richest men are among the top 10 biggest givers out of the 91 foundations here. The Lee Foundation, founded by the late rubber tycoon Lee Kong Chian in 1952, topped the list, disbursing $52 million in donations in its latest financial year. 

In total, the 91 foundations spent over $264 million in their latest financial year to support a variety of causes, from education and healthcare to people with disabilities and environmental causes. And beyond the big bucks the foundations are giving away, what is noteworthy is that about 40 per cent of the 91 foundations were registered as a charity since 2011, a Straits Times check found.

Soristic’s principal consultant Pauline Tan said the growing number of the very wealthy here and a growing interest in philanthropy are driving the rise in the number of foundations set up in the past decade. There is also a growing ecosystem to support philanthropy, she said.

This includes the Asia Philanthropy Circle, a platform for Asian philanthropists to collaborate and address social problems, and The Majurity Trust, which provides philanthropic advice and grants.

Among those registered as charities in the past decade are corporate foundations, such as Keppel Group’s Keppel Care Foundation and Changi Airport Group’s Changi Foundation. The Keppel Care Foundation was ranked 13th on the Soristic report, while Changi Foundation took the 20th spot.

Then, there are individuals who made good in life who set up foundations in the past decade.

They include the Chua Foundation (29th) and the TL Whang Foundation (57th). Property magnate Chua Thian Poh, founder of Ho Bee Group, and his siblings set up the Chua Foundation in 2015. The TL Whang Foundation, registered as a charity in 2019, was started with donations by Mr Whang Tar Liang and his family. He is the younger of two brothers who built up Lam Soon Group, known for its consumer goods such as the Knife brand cooking oil.

How philanthropy is practised here has changed, with more foundations and donors looking beyond giving out cheques to seeking to create a real impact or bring about social change. Many of them are a lot more invested in the projects they fund, from being involved in the design of the programme to measuring its impact, said those interviewed.

The Community Foundation of Singapore (CFS) chief executive Catherine Loh said: “Donors are becoming more focused on strategic philanthropy, as opposed to outright charity. They see their donations as social investments that will bring about social change.”

“As such, they are more willing to provide longer-term support and willing to give a longer time horizon to allow change to occur.”

CFS enables donors who pledge at least $200,000 to set up a donor-advised fund. It manages the money, advises donors on the needs in the community and disburses the funds according to their wishes.

At the Quantedge Foundation, set up in 2015, its three full-time staff engage its community partners and beneficiaries to understand their needs, identify programmes to support, and assess the outcomes achieved.

Mr Suhaimi Zainul-Abidin, the foundation’s director, said: “We believe that philanthropy is uniquely positioned to take on calculated risks with innovative, untested approaches to solving social issues, so as to encourage experimentation by the social sector, demonstrate the viability of new ideas and drive longer-lasting change.”

Senior staff of Quantedge Capital, an investment management firm, donate annually to the Quantedge Foundation – “giving more in years when business is good and bonuses are high, and less in leaner times”, he added.

The foundation’s core focus is improving social mobility.

He said: “If we do not, collectively as a society, recognise that this is an issue that we should pay particular attention to, we may well sleepwalk into a stratified, divided society in the future.”

For example, Quantedge Foundation initiated talks with the Singapore Management University and Singapore University of Technology and Design to co-design and seed-fund an initiative, where financially needy Singaporean students will get a full financial aid package that makes their entire university education tuition free.

It also worked with a charity, Playeum, to pilot a series of science, technology, engineering, arts and maths workshops as an after-school developmental programme for children from lower-income families.

Since it was registered as a charity, the Quantedge Foundation has disbursed $7.4 million in grants and committed to giving another $8 million or so more.

The Soristic report ranked the Quantedge Foundation 22nd on its list, disbursing $2.3 million in grants in 2019.

Mr Suhaimi said: “In today’s knowledge-based, technologically driven capitalist society, the winners win by such a large margin that it is not quite right to keep all the gains without sharing some with the wider community.

“One of our hopes is that wealthy individuals, families and companies will find resonance in what the Quantedge Foundation is doing, and in time, give back to the society in their own way.”
