The CDA top-up programme: Giving support to pre-school children from low-income families

Pre-schools are especially essential in providing a solid foundation for children to get an education, and to also build confidence and impart social skills, which will stay with them for life. As such, The Community Foundation of Singapore (CFS) is partnering with EtonHouse Community Fund (ECF) and the Ministry of Education (MOE) on a Child Development Account (CDA) top-up programme which will benefit around 1,300 pre-schoolers from low-income families this year.

This programme is facilitated by the inter-agency taskforce Uplifting Pupils in Life and Inspiring Families (UPLIFT) to provide eligible pre-schoolers with $500 this year and up to a cap of $1,500 over the next three years, with the government providing dollar-for-dollar matching contributions for the top-ups.

To qualify, the children must be enrolled in 57 pre-schools under seven selected operators, and their families must have a gross household income of $4,500 or less. CFS and ECF will be contributing a total of $1 million to the CDA top-up programme over the next three years.

The seven operators are: E-Bridge Pre-School, Iyad Perdaus Child Development, Kidz Meadow Childcare and Development Centre, PPIS Child Development Centre, Presbyterian Community Services, Super Talent Childcare and YWCA Child Development Centre.

Along with Second Minister for Education Dr Maliki Osman, CFS CEO Catherine Loh paid a visit to partner operator E-Bridge Pre-School’s Punggol Large Childcare Centre on 8 October 2020 to mark the launch of the programme and to celebrate Children’s Day.

“We have a responsibility to strengthen our social safety nets to ensure no child gets left behind. This is why this collaboration is such a wonderful opportunity for CFS and our donors to uplift children from low-income families,” says Catherine.

“I hope that this CDA top-up programme can encourage more low-income families to enrol their children into pre-schools. I also hope that it can provide additional support to needy families during this difficult period by defraying child-raising expenses,’’ says Dr Maliki Osman.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

How to tackle homelessness in Singapore? Try some empathy for a start

Early last year, when a call for volunteers came for the first nationwide street count of the homeless in Singapore, I was probably one of the fastest to sign up.

As a grant-maker at the Community Foundation of Singapore, I often receive requests to fund research on social issues leading to the presentation of academic papers or journals. I find it hard to translate these into practical application towards solving critical social problems.

So I became a volunteer, partly to find out more on the state of homelessness in Singapore and partly, to figure out if philanthropy can play a role in making sense of research that enables us to do good in practice.

The study opened my eyes to a different side of Singapore. It drove home the point that the facts and statistics we read about the homeless from time to time are not mere digits but fellow persons in our shared space and humanity.

For the study, I had to cover downtown Singapore, thinking it would be an easy job as it did not seem that there would be many sleeping around buildings and shopping malls with security cameras.

But what was supposed to be a two-hour walk one night turned to five, due to the sheer number of people sleeping on the streets.

I could not keep up with having to type the individual description as required in the study and had to resort to grouping them in order to complete the area in time.

As indicated in the study, downtown Singapore is a hot zone with over 100 people found sleeping there.

Many were in work uniforms. In fact, they slept within close proximity to each other as if there’s safety in numbers.

These were the ones with the least comfort, usually with just a cap or towel covering their eyes.

Some, who are cleaners, even slept with their cleaning carts right in front of them as a guard for privacy.

The sheer number of people I found and the fact that most of them looked to be Singaporeans were a huge shock to me.

I wondered what led so many of them to sleep in the open instead of going home after work.

What is the impact of this on their health and mental well-being? Do they get to see their families and loved ones?

The results of the survey provide a clearer and better understanding of the definition of being homeless. It is more than home ownership, as some of the interviewees do own residential properties.

The results also provide some insights into the causes of homelessness here – unemployment, irregular work, low income and family relationship problems.

This is a good start. But more needs to be done.

The fact that half of those surveyed have been on the street for about five years shows that homelessness is a chronic and systemic issue that affect not only the 1,050 homeless people the study found, but also their families.

Homelessness today is no longer about begging or being a public nuisance. Many homeless people do have means of subsistence, however fragile.

Taking an enforcement approach towards homelessness will not address the deeper issues related to employment, income levels or family ties.

The homeless have a very real fear of the Destitute Persons Act and how it has been enforced.

They sleep in fear of losing their freedom. Under the Act, homeless people may be admitted into welfare homes as a last resort.

The Act defines a destitute person as one who is creating a nuisance due to begging, or who is found in a public place without means of subsistence or place of residence.

In practice, homeless people are usually persuaded to admit themselves voluntarily into the homes. But once admitted, they may not legally leave without permission.

This palpable fear can be clearly seen in one of the interviews I conducted with a homeless man.

Throughout the interview, he kept glancing around warily, as if someone would come and take him away despite my repeated assurance that I was a volunteer doing some research.

Once the interview ended, he immediately left and I felt quite regretful having robbed his sleeping place although I managed to score a data point for the research.

As part of the study questionnaire, we offered the homeless an opportunity for social workers to contact them for assistance if they are open to it. Perhaps not surprisingly, hardly anyone agreed, as they thought they would risk losing their ‘’freedom’’ if they did so.

Instead, the question most often asked when I approached them for requests to interview was – ‘Are you hock-lee-por eh lang?’ (Hokkien for social welfare department) and they would try to move away while asking.

How philanthropy can help

I hope that philanthropists can fund initiatives that help to change public perception of homelessness as well as more in-depth research that enables deeper understanding of the homeless issue.

The research could take an ethnographic approach similar to that taken by sociologist Teo You Yenn in her book “This is what inequality looks like’’.

In the book, she gave numerous case studies that demonstrated the different facets of inequality and poverty in a way that we can relate to. She also suggested that readers ask questions about poverty and how to overcome it in different ways, and to see themselves as part of the problems and potential solutions.

We need to better understand the different profiles of the homeless people, so as to appreciate their problems better and find different solutions for the different groups – those with employment, those without a home, those with broken family ties, and those who are senior and frail. We need to hear the voice of the rough sleepers themselves and co-create solutions with them. Not for them.

The homelessness issue in Singapore is complex and requires each of us to play our part if we want to resolve it.

For example, if you are a resident of a neighbourhood with a rough sleeper who is not a nuisance, you may want to think twice about calling the police. Instead, you could consider making an effort to speak to the person.

Empathy, rather than mere enforcement, is a good start to help identify root causes and solutions to the issue.

UBS Diversity in Abilities Concert – Celebrating the talents of children with special needs

A joint initiative by UBS AG and the Community Foundation of Singapore, Diversity in Abilities is a stage production and art exhibition showcase to bring performing and visual arts lessons to special education schools in Singapore.

The aim was to motivate and inspire children with special needs to learn new skills and inculcate new hobbies through the arts. With the help of trained artists, students took a 16-week journey of learning and discovery of talents and achievements in film, music, dance, drama and visual arts.

These kids were then invited to showcase their talents at an exhibition and concert, performing together with children of UBS employees. At the event, UBS employees also got involved as make-up artists, receptionists, ushers and auctioneers.

“UBS has been in Singapore for nearly 40 years and our community investments focus on education and entrepreneurship. The Diversity in Abilities arts programme is one such initiative. We hope that through our investment in these various initiatives, we can make a contribution to the success of Singapore as a community.” said Edmund Koh, Singapore Country Head and Asia Pacific Head of Wealth Management, UBS.

Amid continued disruption from COVID-19 and the uneven recovery that followed, we took transformative action to push forward with our donors, charities and partners. For the financial year ended 31 March 2022, CFS received a record of $46.6 million in donations. We welcomed 37 givers to our community through the establishment of 24 new donor-advised funds (DAFs). $18.3 million in grants was made to 240 organisations and 14 individuals during the financial year.

Media release: CFS launches community impact fund to raise marginalised groups’ participation in the workforce

Singapore, May 23, 2019 – The Community Foundation of Singapore (“CFS”) has launched a new community impact fund to address social exclusion from the country’s workforce. Called the LIFT – short for Learning Initiatives for Employment – Community Impact Fund, it will support programmes that provide vocational training for marginalised groups in Singapore and place them in jobs in the open market.

The programmes are targeted at four marginalised groups – persons with disabilities, persons recovering from mental illnesses, disadvantaged women and youth-at-risk. Its focus is on helping them navigate and overcome barriers to securing sustained employment. This is done through equipping and supporting them with both hard and soft skills for obtaining and maintaining jobs in the food and beverage industry. The programmes may be expanded to span more industries in the future.
“Marginalised groups have largely been excluded from the labour market because of various stereotypes, stigmas and prejudices. This often leads to economic and social vulnerability that follows them for life. We hope to pilot new pathways to help the vulnerable make a living, improve their self-esteem and become more involved in society,” said Joyce Teo, Deputy Chief Executive Officer at CFS. “LIFT meets this need in a holistic manner by concurrently providing participants with technical training, social support and job coaching to help them manage socio-emotional and financial stressors while they learn and work. Ultimately, the aim is to help them get and stay employed with the help of the community.”

The fund aims to support an initial 90 participants with a total of 12,600 hours of WSQ-certified vocational training (over a three month period per participant on average), as well as 5,400 hours of job matching, job placement and on-the-job coaching support. This works out to an average of 140 hours of vocational training and a further 60 hours of post-training support each. During the training phase, participants will also receive ongoing social support from charity partners to minimise or resolve family and/or other issues that may otherwise derail their learning.

Potential participants will first be identified and referred by IPC (Institute of a Public Character) charities, and then assessed in terms of attitude, aptitude as well as potential for employment. Successful candidates will then be trained by one of two social enterprises working alongside CFS as programme providers – Project Dignity will train participants for kitchen and service jobs while Bettr Barista will train participants to be baristas, and both will also provide job attachment opportunities during the training phase.

CFS aims for around 65% of participants to complete the training phase and for around 60% of graduates to be successfully placed into employment in open market conditions for at least three months – a milestone predictor of an individual’s ability to stay in sustained employment with regular income. To track the efficacy of the programmes, programme providers will, where possible, keep in touch with the participants for up to two years.

The establishment of the LIFT Community Impact Fund was catalysed by discussions that arose on the back of Colabs, an initiative by CFS and the National Volunteer & Philanthropy Centre that drives collaboration by bringing together the public, private and social sectors to learn and co-create solutions to tackle complex social issues in Singapore. Specifically, LIFT was sparked by talks with participants in a Colabs series that ran in the second half of 2017 and focused on persons with disabilities. The range of marginalised groups that stand to benefit from LIFT has been broadened to also include persons recovering from mental illnesses, disadvantaged women and youth-at-risk as there are considerable overlaps between these groups.

A guide providing practical ways to help persons with disabilities has been developed based on insights derived during the Colabs sessions. It outlines some of the challenges facing persons with disabilities, especially after they turn 18. These include the lack of employment options and opportunities for meaningful social interaction. It then suggests collaborative solutions targeted at three different levels – programme, organisation and sector. While an anchor donor has already been secured to seed the LIFT Community Impact Fund, CFS is looking to raise funds to cover the estimated S$528,000 required to support the programmes. CFS’s community impact funds help address unmet needs or under-supported causes in Singapore. Through collaborations with charity partners to identify gaps and co-develop programmes, these funds enable the disadvantaged to lead better lives with the support of the community at large. CFS currently has three other community impact funds – MEANS (Migrants Emergency Assistance and Support)Outing for Seniors and Safe Home.
