“Education is a strong driver of social mobility and is critical to breaking the poverty cycle between generations, a point that was made by Minister for Education (Schools) Ng Chee Meng at the sixth annual global Credit Suisse philanthropists forum on Thursday.

This, as educational giving could enable the next generation to improve many aspects of their lives, be it health or income, he said.

“A key reason why giving is important to me is that it supports and creates a virtuous cycle in our society. Those who give become role models to inspire others who may be younger to do the same and over time, this virtuous cycle lends disproportionate influence over long periods of time.”

Simple acts of charity or strategic philanthropy targeting root causes of social challenges would build a more caring and cohesive society for future generations, said Mr Ng.

Governments could support this cycle of giving through the private sector, he said, adding that in Singapore, non-profit organisations advise donors and help match their donations to worthy causes. For example, the National Volunteer and Philanthropy Centre and the Community Foundation of Singapore have been promoting a giving culture over the years.” Read more.

从资助年长者活动的基金,到帮助工艺教育学院学生的“纳丹教 育提升基金”,新加坡社会基金会协助设立的基金从八年前的七个, 蓬勃发展至目前的80多个,支持各类公益项目。

年设立的慈善机构新加坡社会基金会(The Community Foundation of Singapore)旨在为善长仁翁提供咨询服务,协助他 们成立基金推展公益活动,并管理基金。捐款者须承诺至少20万元来 设立基金。

基金会总裁罗佩仪在回顾基金会的发展时指出,更多有经济能力 的个人和家庭希望能回馈社会,却没有时间和资源来设立基金会。“ 社会基金会希望为善长仁翁提供一站式咨询,协助他们管理基金,并确保良好且高素质的监管水平。”

她说,更多有经济能力的家庭推动慈善事业,把它当作教育下一 代社会责任的方式。近年就有更多家庭找上社会基金会,要求协助以 家人名义设立基金。

不过这类捐款者一般保持低调的捐款方式,谢绝受访。

罗佩仪受询时透露:“尽管经济增长放缓,基金会今年的捐款额 增长率仍持稳。受经济影响,加上去年SG50庆祝活动和优惠(捐款税 务回扣300%),去年收到的捐款额其实比较多,不过基金会今年也 迎来新的捐款者,因为他们明白在当前的经济情况下,更需要帮助有 需者,因此整体的捐款情况仍不错。”

至今,社会基金会已协助设立80多个基金,发放4200万元,支持 不同慈善项目,合作的慈善团体有超过400个。

基金会根据捐款者想支持的公益项目类别,协助成立基金,让相 关志愿组织机构利用。虽然多数捐款者支持的项目普遍针对年长者、 体障、教育事业等,但已逐渐以较新颖的方式推行,不局限于颁发奖 学金和助学金。

退休商人伯德(William Bird)与妻子设立的基金资助一些机构 为年长者举办郊游活动等,过去六年已有50多个乐龄护理中心获益。

SymAsia是另一个协助捐献者以个人或公司名义设立基金、并在 本地注册的基金会,由瑞士信贷(Credit Suisse)管理。这也是亚太 区唯一由银行经营的捐献者指示基金会(Donor Advised Fund)。捐 献者须承诺至少100万元设立基金。

瑞信亚太区家族办公室服务兼慈善顾问董事洪智聪指出,自2010 年设立以来,SymAsia基金会截至去年10月已有约8000万元捐款支持 亚太区的300多个慈善机构。SymAsia旨在支持人道和社会发展项目、 自然保护、教育、文化等方面的公益事业。

CFS provides philanthropy advisory services to donors who pledge $200,000 to set up a fund.

Said CFS CEO Catherine Loh, “More wealthy individuals or families want to give back but lack the time and resources to set up their own foundations. CFS offers one-stop philanthropic services for these donors, helping to manage the funds and ensuring that all grants are made with high levels of governance and accountability.”

“More families have started charitable giving as they see family philanthropy as a way to bring multi generations closer together and instil a sense of social responsibility in the younger generation. In recent years, an increasing number of families have approached CFS to set up family or legacy funds.”

Many of these donors wish to remain private and declined to be interviewed.

Ms Loh continues, “With slowing economic growth, as well as donors having given a higher than normal amount last year due to SG50 celebrations and incentives (300% tax deductions), we do find that donation amounts are lower this year. However, we also have new donors who understand the urgency to provide more financial support to the needy despite the economy slowdown. As a result, overall donation growth is constant this year.”

Up till today, CFS has raised $80 million in donations, disbursed $42 million in grants in partnerships with over 400 charities.

CFS helps donors set up funds, then bridge donors to support their desired charitable causes. While most donors still gravitate towards the usual causes such as education, health, elderly and the disabled, they are open to supporting these causes in new ways.

Mr and Mrs William Bird’s fund has benefited seniors from over 50 eldercare centres.

SymAsia is another organisation that helps individual donors or companies set up funds, managed by Credit Suisse. It is Asia’s first bank that manages donor advised funds, with a minimum donation of $1m to set up a fund.

SymAsia’s Deputy CEO Bernard Fung said, “Since 2010 till last October, SymAsia has raised $80m in donations to help 300 charitable organisations in Asia. SymAsia supports development and community programmes in environment, education, culture.”

Minding the gaps: 10 friends collaborate to take on social issues in Singapore

Widening social inequality, an ageing population, and the threat of climate change – these are the issues that frame our world today. Amidst increasing recognition of these complex issues, a group of ten donors have come together to establish Mind the Gap 200 (MtG 200), a multi-fund project, with the Community Foundation of Singapore (CFS). Thus far, S$10 million has been raised.

The brainchild of Mr Tow Heng Tan, CEO of Pavilion Capital, MtG 200 is the first ever collective of donor advised funds to address social issues across multiple sectors in Singapore. MtG 200 will provide support to four areas of focus: community, education, healthcare and sustainability.

Since July 2019, MtG 200 has disbursed over $2m to a variety of initiatives that fall under its four focus areas. Close to $1m has been used to fund palliative care training, facilities and other in-patient programmes across charities such as Assisi Hospice and St. Luke’s Hospital. More than half a million will go to resourcing educational programmes across life stages – from early childhood initiatives right up to bursaries at the tertiary level.

During the SG Care’s bicentennial celebrations in August 2019, $200,000 was disbursed to a total of 10 charities, such as Stroke Support Station Ltd, YMCA, Very Special Arts Singapore and Waterways Watch Society. Finally, a further $150,000 has gone to fund training and job coaching to help socially excluded groups secure permanent employment.

The idea of launching a group of donor funds under a common umbrella took root in 2017. Back then, the word ‘divide’ regularly appeared in the news as well as in conversations. Prime Minister Lee Hsien Loong also spoke about social issues at Singapore’s National Day Rally. The idea for the MtG 200 was thus born – with its aim to contribute towards a stronger and more cohesive society that will last another 200 years and beyond. Mr Tow rallied like-minded friends, and through his passionate advocacy, MtG 200 is now spearheaded by ten donor sponsors, many of whom are business professionals.

For Mr David Heng, CEO of ABC World Asia, MtG 200 was an opportunity to balance head and heart. He says, “Sustainability is an issue I think about every day, but more so from the investment angle. The MtG 200 project helps me to cover the non-investment aspect. I hope my friends will see the value in this project and lend their support.”

Others, like Mr Chew Sutat, are already active champions of social causes. As the executive vice president of the Singapore Exchange (SGX), Mr Chew is also chairman of the SGX Bull Charge, SGX’s flagship charity initiative and chairman of mental health charity Caregivers Alliance Limited. Mr Chew, whose focus is on supporting caregivers, says, “By expressing solidarity with those in need, philanthropic giving has helped to alleviate social tensions that inevitably surface over time.”

For Mr Teng Ngiek Lian, MtG 200 complements his personal endowment fund called The Silent Foundation, which focuses on disadvantaged groups. Under the MtG 200 group, he helms the Singapore Unity Fund, aimed at addressing social divides. “One way we can effectively tackle inequality is to help the underprivileged attain upward social mobility, while simultaneously upholding the tenets of meritocracy. MtG 200 is a small step towards supporting the less advantaged, and helping them change their circumstances,” he added.

Mr Tung Chi Fung, CEO of Sheng Ye Capital and donor sponsor of the Knowledge Fund, echoes this sentiment, “Give a man a fish and you feed him for a day; teach a man to fish and you feed him for a lifetime. We hope to help disadvantaged young people to bridge the knowledge gap.”

Tapping on CFS’s deep understanding of local issues, the MtG 200 group of funds are targeted at identified gaps. It will help to build capabilities in the sector and provide impactful solutions that can be sustained in the long-term. Take for instance, its Intergenerational Fund, which seeks to tackle social isolation of elders in Singapore through purposeful intergenerational interaction. Over $300,000 has been disbursed to support such programmes by charities Empower Ageing, All Saints Home and Viraya Community Services.

Professor Kua Ee Heok, Professor of Psychiatry and Neuroscience at the National University of Singapore, champions The Mental Health Fund and has helped to provide charities with limited fund-raising capacity with much needed support as they continue to advocate for mental well-being. The fund will also support mental health and resilience research and services for the young and old alike.

Ultimately, the vision of MtG 200 is to be a timely reminder for all of us to ‘mind the gap’ in our lives and to work with others in making a difference. Mr Tow expresses, “MtG 200 is a collaborative effort. Without the support of like-minded friends, this would not have gotten off the ground. With the support of CFS, together we can create an impact that will be exponentially bigger than what we can ever achieve as individuals.”

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

新保集团推出300万元基金 助医疗行政人员职业发展

新保集团和ACE团队基金会启动一项300万元的基金,促进 新保集团医疗行政人员的职业发 展,除了培养专业技能,也让他 们有机会到海外进行交流和学术研讨。 

这项医疗行政人员发展基金(Healthcare Administrators Fund)是首次针对新保集团医疗行政人员而设的基金,由新保集团和ACE团队基金会(ACE Team Foundation)分别贡献150万元。 

新保集团旗下约有4600名医疗行政人员,占员工总数的15%。他们负责支持医疗保健系 统的日常运作和行政框架,包括研究、运营、财务、人力资源、教育和通讯等多个领域。 

符合条件的医疗行政人员将由上司提名,并接受评估。成功获得提名者可以申请培训基金。医疗行政人员可以通过教育与培训提升自己,也可以到海外跟其他国家的行政人员进行学术交流,然后把所学的带回新加坡。 

2023年新加坡医疗管理大会在星期三(8月16日)举办,社会及家庭发展部长兼卫生部第二部长马善高致辞时指出,在医疗保健管理方面采取更有效、更创新的战略是必须的,为确保医疗保健系统的可持续发展,新加坡必须发展医疗服务和管理模式。他说,医疗保健管理并不局限于机构的四面围墙内,必须跨学科合作,包括医疗行政人员与其他伙伴的广泛合作。 

在新保集团公共联系部门服务的高级执行员曾芳琳(30岁)说,作为一名年轻的医疗行政人员,她对新启动的医疗行政人员发展基金感到兴奋。有了这项基金,她就可以寻找机会学习新技能、增加见识包括加深了解不断发展的医疗保健管理领域。 

44岁的新保集团营运部门副主任林志忠也在受访时说:“医疗保健系统内的业务要求是高度专业的,必须提升医疗行政人员的职业发展,让大家有可持续的就业技能,也为塑造医疗保健领域带来重要的作用。”

另一方面,ACE团队基金会也会额外拨款150万元给新保集团所属的职场乐趣提升措施(Joy at Work initiatives),以支持医疗工作人员维持身心健康。 

ACE团队基金会由本地科技公司Grab的联合创办人兼总裁陈炳耀与太太童维创立,从2021年创立至今捐助不少医疗组织,如 广惠肇留医院、儿童癌症基金会和全国肾脏基金会等。

More wealthy people are setting up private charity funds through which they can give away their riches, according to a foundation that helps such individuals set up the funds.

The Community Foundation of Singapore (CFS) said it has seen the number of individual donors rise from seven in 2008 to 97 this year. Each of the funds must have at least $200,000.

The benefactors are getting younger, too. There was just one under the age of 50 in 2008 when the foundation was set up, but the number has soared to 39 this year.

The number of charity funds under the foundation’s care rose from seven in 2008 to 110 this year. A charity fund can support several causes over a longer period of time compared to a straight-up, one-time donation to a charity.

Said foundation chairman Laurence Lien: “We observe that donors are not waiting till retirement age to start thinking about philanthropy and giving back.”

The foundation was set up and registered as a charity in 2008 as a vehicle to boost philanthropy among Singapore’s growing number of millionaires. It helps the donors set up the funds, look for suitable beneficiaries and disburse the money over a period of time. The donors get to name their funds and decide what causes to support.

When the foundation started, five donors – three individuals, Swiss Bank UBS AG and the Khoo Foundation – gave $13 million in total to kick off the foundation.

The individuals were property developer Simon Cheong, retired businessman William Bird and businessman Stanley Tan.

The total donations raised by the foundation through these private charity funds crossed the $100 million mark this year.

From 2008 to 2013, the foundation handed out $12 million in grants to about 130 charities. By this year, it gave out five times more money – $60 million – to 400 charities.

Besides donating more money, donors are also asking more questions and getting involved by volunteering in the charities they give to, Mr Lien noted.

“Philanthropists today are increasingly sophisticated,” he said, adding: “They look for more involvement and greater accountability for their donations. They want to find out who they are truly helping and whether programmes can be sustained after funding ends.”

Such donations from wealthy individuals are expected to grow. “We think that there are many latent givers in Singapore – those who want to give more but do not know how, so they end up putting off their giving,” he said.

There are about 152,000 millionaires in Singapore, according to the Credit Suisse Research Institute’s 2017 Global Wealth Report. A millionaire is a person whose net worth – assets minus debt – is worth more than one million dollars.

The trend of more younger people donating to charity is not restricted to millionaires.

The National Volunteer and Philanthropy Centre (NVPC), the national body that promotes volunteerism and philanthropy, said its survey showed that those between 35 and 44 donate more than those in other age groups.

“The mid-lifers, dubbed as ‘Generation Stretched’, are still giving in spite of the various demands in life,” said NVPC chairman Mildred Tan.

While younger people may be donating more, she added: “We hope to motivate and encourage people to continue giving throughout their lives.”
