Sayang Sayang Fund: new initiatives

The Community Foundation of Singapore today gave an update on the fund raising efforts for the Sayang Sayang Fund (SSF) and announced new initiatives that the Fund will support. One of these initiatives is an extension of the previously announced SeniorsOK@Home programme – CapitaLand #LoveOurSeniors – in collaboration with the Agency for Integrated Care (AIC). CapitaLand Hope Foundation will be donating $700,000 towards this new programme. This will be on top of the $3 million goal CFS has set earlier.

Todate, SSF has received $1.1 million in donations and pledges of about $1 million. The Fund is still a distance away from the goal it set for end April. As the COVID-19 pandemic escalates, there are new needs emerging from the community and the funds raised will allow the Sayang Sayang Fund to address emerging needs quickly.

Chief Executive Officer of the Community Foundation of Singapore, Ms Catherine Loh, said, “Singaporeans have been very generous and we are so touched and grateful that many donors – individuals and corporates — have come forward to donate when they hear about the Fund. I would like to encourage everyone else to come together and support the Sayang Sayang Fund, to meet the gaps in the community.

UPDATE ON INITIATIVES

1. SeniorsOK@Home
SeniorOK@Home will provide for immediate aid like food, necessities and medical supplies to seniors with limited mobility and confined at home. It also provides for digital solutions, such as video conferencing, and online recreational activities for seniors at home, to minimise social isolation. For centre-based charities who are providing essential services, CFS is funding disinfection and sanitisation of premises, as well as additional manpower to maintain the standard and quality of care for the seniors.

2. CapitaLand #LoveOurSeniors
With the rise of cases from nursing homes, the Sayang Sayang Fund has curated an extension to SeniorsOK@Home – the CapitaLand #LoveOurSeniors. CapitaLand Hope Foundation will be donating $700,000 towards this new programme, which will support community care providers with personal protection equipment and disinfection of the premises if there is a confirmed case of COVID-19. The contribution will also go towards a preparedness fund: to keep the vulnerable seniors engaged, as well as to appreciate the hard work and dedication of community care staff. AIC will be executing the programme.

3. SafeSleep@Home
Given the rapid increase in cases, there is also urgent concern for the rough sleepers in Singapore. The 2019 homeless survey published by the Lee Kuan Yew School of Public Policy indicated that there are about 1,000 homeless persons living in the streets. They are now all at-risk and need to find immediate shelter during the circuit breaker. SafeSleep@Home is an initiative to aid 500 rough sleepers find temporary lodgings, daily necessities and food supplies.

About Sayang Sayang Fund

The Fund provides care and support for vulnerable communities impacted by the COVID-19 pandemic. By convening the community and acting together, the Fund can help community partners move their essential work forward in this critical moment and support the individuals and families hit hardest by the impacts of COVID-19 and associated containment efforts.

The additional $3.7 million the Fund hopes to raise will support local charities and non-profits whose programmes and proposals meet three key objectives:

1. Provide emergency response funds that enable immediate and short-term relief for individuals and families from marginalised communities adversely affected by the COVID-19 situation.
2. Provide innovation solutions and research that address current and emerging needs to combat the COVID-19 situation.
3. Build capabilities for charitable organisations so that their clients can continue to access essential support and assistance during the COVID-19 situation.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The power of informed giving
It’s wonderful to see so many of you here this evening. Thank you for taking the time to join us as CFS celebrates its 10th anniversary.

This is an exciting moment in CFS’s history. When I joined CFS six years ago, we had just survived our first few years as a startup. There was an air of promise as we reached out to more donors, but we had much to prove. In those early years, we didn’t have any marketing. Our donors grew mainly through introductions by the Board and Committee Members and recommendations by existing donors.

Fortunately, CFS has grown over the years to have a much wider reach in the public sphere. Today, CFS has achieved 113 donor funds, raised over $100 million and disbursed over $60 million to over 400 charitable organisations in Singapore.

If we consider the reasons for our success, I believe CFS has been able to earn the trust of donors who not only want to give more, but also want to give well.

By our very nature, a community foundation is a neutral body that can offer donors strategic advice, and a more insightful overview of community needs. As a bridge-builder, we can pool together local resources and channel resources into long-term impact. It also helps that we can work across all sectors, from social work to education to health, to arts and sports, heritage, the environment to even animals.

The entrance of a community foundation like CFS has transformed how philanthropy is approached. We have introduced new models of giving, to respond to an increasingly complex social landscape. We have championed philanthropy based on community needs, because we understand the power of informed giving.

Of course, our success in championing informed giving would not be possible without our charity partners. They work tirelessly on countless programmes that expand the possibilities of how donors can give well – whether it’s piloting new programmes or scaling programmes that have delivered clear impact.

Yet for philanthropy in Singapore to thrive, public-private support needs to work hand-in-hand to address the evolving needs of the community. Hence CFS has been successful in building trust and meaningful relationships between donors, charities and the public sector. A strong and developed philanthropy ecosystem is crucial to ensuring sustainable and impactful funding support.

A new generation of philanthropists
We are also glad to see a new generation of philanthropists who are taking on a more active role as agents of change. Singaporeans have become increasingly conscious and involved in social issues. Giving back now no longer begins at retirement, as many of our donors are still active in their professions, with many below 50. Donors are also becoming increasingly sophisticated. Many exhibit gumption to take on meaningful projects, a willingness to explore collaboration with a keen focus on impact.

But many of our donors are silent heroes, giving generously in the background. That’s why I’m particularly glad to see some of our donors sharing their stories on a larger platform.

Take for example CFS donor and board member Mr Keith Chua. His great-grandmother Mrs Lee Choon Guan supported education in the early 1900s for women and girls, at a time when education wasn’t always an option for them.

Today, Mr Chua continues her legacy of giving through a charitable fund with CFS. Following in her footsteps, he is making education and healthcare some of the key areas he supports. Mr Chua’s family reminds us that acts of giving may not just bear fruit in our lifetime, but can also leave a lasting legacy for future generations

I would like to encourage more of you to take the next steps in your giving journeys or step up to share your stories of giving – if only to inspire and encourage a bigger and broader community of givers, including the next generation.

The next phase
We are truly encouraged by the growth of effective philanthropy over the last decade. But I believe we are still only at the beginning of our journey to promote and facilitate meaningful giving.

While Singapore has progressed rapidly, the social challenges we face, from an ageing population to social inequality, have become more complex and interconnected. While the government tackles social issues on a large scale, there are always gaps that are in need of more support. It’s crucial for philanthropy to evolve to tackle these diverse issues within our community innovatively. Here’s how CFS plans to approach it:

Social problems are usually too large and complex for anyone to tackle them individually. Through initiatives such as Colabs and the Singapore Youth Impact Collective, CFS brings together various stakeholders to collaborate and co-create solutions to make greater impact.

We encourage donors to think about creating a legacy as living a life of generosity and making meaningful impact. Our legacy giving offering will be further formalised into an approach that can help donors address the needs of the community over the longer term.

The future of philanthropy includes an increasing focus on tracking to help us better assess the impact made on the community. So we hope to influence more charity partners to incorporate output and outcome tracking in their programmes.

In the years ahead, as CFS continues to spearhead philanthropy, I am hopeful that more people will come to embrace the culture of giving, as it is integral to building a more caring and cohesive nation.

I wish to thank MCCY for its support of CFS, for helping us grow a giving culture to benefit all Singaporeans and to raise the professionalism of our sector.

To our donors, thank you for your trust and generosity that has opened doors of opportunity for so many in our community.

To our charity partners – thank you for your inspiring work. We’re grateful for your dedication in creating programmes that truly make a difference.

My gratitude goes out to the CFS Board and committee members – past and present – for your vision and guidance that has shaped CFS to the organisation we are today. Special mention and thanks to four of our founding Board Members– Ms Madeleine Lee, our first Investment Committee Chairperson. She was instrumental in developing our investment mandate and establishing our investment portfolio, which has outperformed its benchmark since inception. Thanks also to Mr David Lim, our first legal advisor who drafted our M&AA. My thanks and appreciation to Mr Yeoh Oon Jin, our first Audit Chair for setting up our very rigorous audit framework. I would also like to thank Dr Mary Ann Tsao, who together with Laurence, has contributed enormously to CFS’s grantmaking expertise as well as our understanding of community needs. Having proper governance, accountability and professionalism is crucial to gaining the trust of our donors and ensuring that their donations go to those in need of funding.

I would also like to pay tribute to Mr Stanley Tan and Mr Laurence Lien, two individuals who have guided CFS to where we are today. Both Stanley and Laurence are deeply motivated by their belief that philanthropy can play an instrumental role in creating change. I am honoured to have been able to work with both gentlemen, building on their knowledge and experience, and growing the organisation they started.

Last but not least, a big thanks to my team, the people behind CFS, for your hard work, professionalism and dedication, thank you for bringing your best to CFS every day.

Media release: CFS launches community impact fund to raise marginalised groups’ participation in the workforce

Singapore, May 23, 2019 – The Community Foundation of Singapore (“CFS”) has launched a new community impact fund to address social exclusion from the country’s workforce. Called the LIFT – short for Learning Initiatives for Employment – Community Impact Fund, it will support programmes that provide vocational training for marginalised groups in Singapore and place them in jobs in the open market.

The programmes are targeted at four marginalised groups – persons with disabilities, persons recovering from mental illnesses, disadvantaged women and youth-at-risk. Its focus is on helping them navigate and overcome barriers to securing sustained employment. This is done through equipping and supporting them with both hard and soft skills for obtaining and maintaining jobs in the food and beverage industry. The programmes may be expanded to span more industries in the future.
“Marginalised groups have largely been excluded from the labour market because of various stereotypes, stigmas and prejudices. This often leads to economic and social vulnerability that follows them for life. We hope to pilot new pathways to help the vulnerable make a living, improve their self-esteem and become more involved in society,” said Joyce Teo, Deputy Chief Executive Officer at CFS. “LIFT meets this need in a holistic manner by concurrently providing participants with technical training, social support and job coaching to help them manage socio-emotional and financial stressors while they learn and work. Ultimately, the aim is to help them get and stay employed with the help of the community.”

The fund aims to support an initial 90 participants with a total of 12,600 hours of WSQ-certified vocational training (over a three month period per participant on average), as well as 5,400 hours of job matching, job placement and on-the-job coaching support. This works out to an average of 140 hours of vocational training and a further 60 hours of post-training support each. During the training phase, participants will also receive ongoing social support from charity partners to minimise or resolve family and/or other issues that may otherwise derail their learning.

Potential participants will first be identified and referred by IPC (Institute of a Public Character) charities, and then assessed in terms of attitude, aptitude as well as potential for employment. Successful candidates will then be trained by one of two social enterprises working alongside CFS as programme providers – Project Dignity will train participants for kitchen and service jobs while Bettr Barista will train participants to be baristas, and both will also provide job attachment opportunities during the training phase.

CFS aims for around 65% of participants to complete the training phase and for around 60% of graduates to be successfully placed into employment in open market conditions for at least three months – a milestone predictor of an individual’s ability to stay in sustained employment with regular income. To track the efficacy of the programmes, programme providers will, where possible, keep in touch with the participants for up to two years.

The establishment of the LIFT Community Impact Fund was catalysed by discussions that arose on the back of Colabs, an initiative by CFS and the National Volunteer & Philanthropy Centre that drives collaboration by bringing together the public, private and social sectors to learn and co-create solutions to tackle complex social issues in Singapore. Specifically, LIFT was sparked by talks with participants in a Colabs series that ran in the second half of 2017 and focused on persons with disabilities. The range of marginalised groups that stand to benefit from LIFT has been broadened to also include persons recovering from mental illnesses, disadvantaged women and youth-at-risk as there are considerable overlaps between these groups.

A guide providing practical ways to help persons with disabilities has been developed based on insights derived during the Colabs sessions. It outlines some of the challenges facing persons with disabilities, especially after they turn 18. These include the lack of employment options and opportunities for meaningful social interaction. It then suggests collaborative solutions targeted at three different levels – programme, organisation and sector. While an anchor donor has already been secured to seed the LIFT Community Impact Fund, CFS is looking to raise funds to cover the estimated S$528,000 required to support the programmes. CFS’s community impact funds help address unmet needs or under-supported causes in Singapore. Through collaborations with charity partners to identify gaps and co-develop programmes, these funds enable the disadvantaged to lead better lives with the support of the community at large. CFS currently has three other community impact funds – MEANS (Migrants Emergency Assistance and Support)Outing for Seniors and Safe Home.

Increasingly, individuals and family businesses are consciously looking at ways to create positive social impact through philanthropy – but in today’s world, what does creating a legacy mean from divergent perspectives, from individuals to families, from parent to child?

Last November, the CRIB x CFS Legacy and Impact cocktail event brought two prominent families, with extensive histories of giving, together with philanthropists and social capital investors to reflect upon these questions.

Moderated by Patsian Low, the panelists included Richard Eu, Chairman of Eu Yan Sang and his daughter Rebecca; and Keith Chua, Executive Chairman of ABR Holdings (and CFS board member), and his daughter Sharon.

To kick off the evening, Catherine Loh, CEO of the Community Foundation of Singapore (CFS), reflected upon the challenge facing families today. “When it comes to creating a family legacy, it’s about understanding how to bridge the different concerns and interests of each generation, and trying to align giving to key values,” she commented.

While members of the older generation might be more focused on passing on family values, Catherine observed, the younger generation is keen to explore new approaches to giving. “Many of our next generation donors have a strong social consciousness and feel they don’t need to wait until they’re richer, older and retired to start thinking about giving back,” she said.

Though her family has traditionally supported education and healthcare, Rebecca Eu struck a chord when she shared how she started social enterprise Love, Mei in a vastly different field, helping victims of human trafficking in the Phillipines. “I don’t think legacy is limited to your blood ties,” she proposed, “Instead, legacy moves on with the project you adopt and the people that you work with.”

Reflecting today’s shift towards strategic philanthropy, Sharon Chua shared how her professional experience with philanthropy advisory has empowered her to become a better steward of her family’s wealth. “I learnt how to evaluate impact, the sustainability of projects, and how to forage good partnerships, and that helps with my own family’s philanthropy. I’ve always believed philanthropy is something you need to be personally engaged and committed to,” she shared.

One audience member posed a question to both fathers on how they would manage their children’s future giving decisions to avoid conflict.

Richard espoused offering broad guidelines to one’s children and suggested “storytelling” as a way of passing on family values. “When your family is used to hearing stories, such as why your great grandfather did certain things, it becomes ingrained in your family’s DNA. The legacy you leave behind is not about having a building or place named after you, but the lives that you impact.”

Keith reflected on his role as a trustee for the giving of earlier generations, and proposed older family members play a key role in “setting mechanisms in place” for the next generation.

Keith said, “CFS provided us with an avenue to create a fund to leave something behind for the next generation and share it with our wider family. Under this structure, the funds will carry on for a certain period of time. Once you’ve set certain things in place, you can bring the next generation along for the ride, and trust them with the responsibility when it’s their turn.”

Donor Learning Trip Series: The Art of Mental Well-Being

This initiative is part of CFS’s Donor Learning Trips, a series of engagement opportunities that enable donors to personally connect with charities and gain insights into how they support communities in need.

On the afternoon of October 19, 2023, 17 of our donors visited the Singapore Association for Mental Health (SAMH) and learned about the work they do. 

Established in 1968, SAMH has been a stalwart in Singapore’s mental health community, improving the lives of persons with mental health issues through rehabilitation and reintegration.  

SAMH Space2Connect is a newly established integrated wellness centre that provides mental health services to individuals aged 10 and above, families, and communities. The centre aims to empower clients, improving their well-being and walking with them on their road to recovery; while also serving as a collaborative hub for partners to come together and strengthen community mental health and resilience.

Confronting the realities of youth mental health

SAMH strives to destigmatise mental health amidst rising numbers of youths requiring support, encouraging them to seek help. Statistics highlight the severity of the issue, with suicide being the primary cause of death among 10 to 29-year-olds in Singapore in recent years. According to Samaritans of Singapore (SOS), out of the 476 suicides in 2022, 125 involved those in this age group. This is 13 more than in 2021 and the highest since 2000, which marks SOS’ earliest recorded data.

A substantial number of youths admit they are grappling with mental health symptoms, emphasising the pressing need for support. A recent study conducted by the National University of Singapore reported that one in 10, or 12% of adolescents met full diagnostic criteria for having at least one current mental health disorder. About one in three youth in Singapore reported internalising mental health symptoms such as depression, anxiety and loneliness, with those aged 14 to 16 reporting more serious symptoms. Meanwhile, roughly one in six young people said they experienced externalising mental health symptoms, such as hyperactivity, rule-breaking and aggression.

Through the afternoon, donors heard beneficiaries tell their stories and toured the space. They learnt how their contributions have supported youths particularly through SAMH YouthReach, which offers psychosocial support and recovery programmes for youths aged 12 to 21 facing emotional, psychological, and psychiatric issues. Mental health recovery is often not linear, and SAMH provides ongoing support for clients beyond treatment completion.

“It was inspiring to learn how our giving was making a difference to the lives of the youths supported by SAMH YouthReach, and to understand more about the good work that SAMH is doing,” said a donor from the CKY Foundation, who has been giving with CFS since 2022 after being introduced by the Economic Development Board. 

“CFS has helped us work towards our philanthropic goals by making an impact across a range of causes and charities through the insights provided by our fund’s dedicated philanthropy advisor. It is heartening to witness the impact of one’s philanthropy in person, and to meet the people that you have helped.”

A place for community and self-expression

In addition to learning about SAMH’s programmes and services, donors had a chance to experience a therapeutic art activity for themselves as they joined two young adult clients of SAMH YouthReach in an interactive hands-on session. Through the fun, laughter and unleashed creativity, they discovered the potential of creative pursuits as a tool for promoting mental wellbeing.

With funding support, SAMH plans to expand their outreach further, with initiatives focusing on the impact of sleep, nutrition and movement on mental health.

In 2023, CFS proudly marks our 15-year milestone on a journey dedicated to empowering donors to create meaningful impact.
