约230名年长者参加益智桌游赛 用颜色与数字一较高下

A Rummikub competition was held on 20th September at Heartbeat@Bedok, bringing together participants from 20 Active Ageing Centres. Rummikub, also known as “Israeli Mahjong,” is a cognitive tabletop game. 

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly. 

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

拉密牌(Rummikub)也称“以色列麻将”,是一种益智桌上游戏。游戏者须依规则将手上的牌组成相同数字、不同颜色,或颜色相同、数字连续的组合来出牌,最先将手上的牌出完者获胜。

这场别开生面的拉密牌竞赛星期六(9月30日)在勿洛心动大厦举行,活动集结了20个活跃乐龄中心的年长者,其中15个中心参加了正式比赛,另外五个以休闲形式参与。两轮预赛各三回,总决赛共四回。

现年92岁的胡锦盛是最年长的参赛者。自2017年退休后,他几乎每天都到活跃乐龄中心报到,从此爱上了玩拉密,每次可玩上三个小时,在中心是“常胜将军”。

胡锦盛说,原本只想以休闲形式参与星期六的活动,但后来玩得起劲,决定卯足全力参赛。他坦言,首次参赛有点紧张,在玩得开心、动动脑筋之余,也希望可以获得第一名,最后赢了预赛两个回合。“比赛压力很大,有时限所以反应要很快,不能想太久的,还好我跟得上。”

比赛由城市丰收关怀服务社举办,并得到护联中心和新加坡社区基金会联合成立的“FUN! Fund”基金支持,致力于改善年长者面对的社交孤立现象。因此,比赛如火如荼进行之际,也欢迎公众加入轻松玩乐,现场便有不少志工协助教导游戏规则。

26岁的洪琬晴(数据分析师)和27岁的何家富(业务分析师)是活动中最年轻的志工。他们通过公司星展银行的志愿服务门户网站报名参加,在活动中与年长者一同玩牌,也帮助有兴趣的公众认识这款游戏。

两人坦言,两周前上了三小时的课,才第一次正式接触拉密牌。他们说,拉密牌简单易学,年长者可轻松上手。为了让自己更熟悉游戏玩法,洪琬晴说,“我还请亲朋好友下载手机版的拉密牌,每天一起玩一小时”。

恩典之家社会服务中心的一组参赛者获得团体第一名。其中一名组员蓝彩凤(65岁,退休人士)也获得个人组第一名。她是在2019年冠病疫情开始前首次接触到拉密牌,疫情期间就几乎没玩了。

后经朋友介绍,蓝彩凤开始到恩典之家社会服务中心一起玩拉密牌。她坦言,参赛会有点紧张,两个多月前就开始跟其他参赛者每周练习一次,“第一次参赛就获得第一名,真的意想不到,参赛没想那么多,纯粹只是支持这个活动”。

国家发展部兼通讯及新闻部高级政务部长陈杰豪也出席了这场活动。他鼓励年长者保持身心愉悦,一起玩拉密牌、运动和聚会,“参与社区活动,共同安享晚年”。

Budget 2023: Govt to extend 250% tax deduction for donations until 2026

Singapore will extend its tax deduction rate for donations for another three years until the end of 2026, as part of efforts to foster and sustain a spirit of giving.

Deputy Prime Minister and Finance Minister Lawrence Wong said on Tuesday that this will be done although the tax deduction for donations at 250 per cent is 
already very high compared with other jurisdictions.

The Government will review thereafter what would be a more sustainable level of tax deduction for the longer term, he said.

He added that Singaporeans have donated generously. Despite the economic downturn due to Covid-19, the donations received through Giving.sg were about three
times higher than pre-pandemic levels, and have remained around $100 million in the last three years.

Giving.sg is a one-stop national giving platform by the National Volunteer and Philanthropy Centre, which hosts more than 600 registered non-profit groups in
Singapore.

Another way to continue to foster the spirit of giving that Mr Wong highlighted is through tax-deductible donations to Institutions of a Public Character (IPCs) and
eligible institutions.

The Government will also enhance the existing Business and IPC Partnership Scheme into a broader Corporate Volunteer Scheme, which will be extended for three
more years to Dec 31, 2026.

From January 1, 2024, the scope of qualifying volunteering activities will be expanded to include activities which are conducted virtually or outside of the IPCs’
premises.

The Government will also double the qualifying per-IPC cap to $100,000 per calendar year, to facilitate deeper partnerships between businesses and IPCs, he said.

It will also continue to strengthen the capabilities and support the services of charities, social service agencies (SSAs) and community organisations.

“(They) play critical roles in looking after the vulnerable, and mobilising Singaporeans to support those who are in greater need,” said Mr Wong.

Also announced was a $1 billion top-up of the Community Silver Trust, which provides dollar-for-dollar donation matching grants for SSAs that provide community care services for seniors.

This will enable the SSAs to enhance the quality and accessibility of community care, especially for the more vulnerable seniors, he said.

Charities and SSAs can also continue to tap the Charities Capability Fund (CCF) and the Community Capability Trust (CCT) to drive innovation and transform their
operations.

The CCF aims to enhance productivity, operational efficiency, governance and management capabilities of charities and IPCs. The CCT is a platform to support
capability and capacity-building schemes and initiatives for the social service sector.

The Government will also top up $10 million towards self-help groups over the next three years.

Said Mr Wong: “They are doing good work on the ground, and are well placed to provide assistance to members of their respective communities who need help.”

He also cited the example of Ms Emily Yap, a registered nurse at Alexandra Hospital, as someone who still volunteered on her days off for the wider community
despite her heavy workload during the pandemic.

Ms Yap started a ground-up initiative with other like-minded people to deliver grocery packs to the elderly and lower-income families in the community.

She also used her own Community Development Council vouchers to buy kueh bangkit (coconut cookies) for vulnerable families during the Chinese New Year period.

“This is what the Singapore spirit is about,” said Mr Wong.

“We have seen it in action, and experienced it in abundance over the last three years – how we are responsible for one another, keep an eye out for our fellow citizens, and always band together as a team.”

Equipping the marginalised to create a future for themselves

When Zaza’s only daughter was diagnosed with schizoaffective disorder, Zaza felt lost and powerless to decide the fate of her child. Coupled with the ongoing process of a divorce, her situation grew more desperate, plunging her into depression and hopelessness. She had a diploma in pre-school education, and had to reject offers to further her studies due to her circumstances. It was desperation that kept the single mother going; it was all she could do to keep her head above water and not succumb to the overwhelming pressure.

‘I didn’t know what to do,’ Zaza recalls. ‘I was about to give up. Bettr Barista was my last hope of surviving towards becoming an independent, single parent. That was my last shot.’

Yet against all odds, Zaza has come far to become a Barista at The Social Space café, located in Kreta Ayer. This is all made possible by Bettr Barista (BB), a coffee academy whose mission is to empower the lives of marginalised women like Zaza through professional training and teaching them life management skills. Bettr Barista is a partner of the Learning Initiative for Employment (LIFT) Community Impact Fund, launched by the Community Foundation of Singapore (CFS) in July 2019.

LIFT aims to support programmes like Bettr Barista’s proprietary Holistic Training programme, which provides vocational training for marginalised women and youths at risk, equipping them with the skills to secure jobs in the open market.

Pamela Chng, CEO of Bettr Barista, first had dreams to start a business to do good when she left the tech industry after eight years.

‘I found myself burnt out because I derived little emotional satisfaction from my work. I knew I wasn’t motivated by money – I had realised this much earlier in my life,’ Pamela explains. ‘If I continued to work hard at a business, it had to mean more – to myself, and to society.’

Bettr Barista has certainly made an impact on many of the lives it has touched, including Zaza’s. As the first B Corp certified company in Singapore, it is BB’s mission along with 2,750 other B Corp companies around the world to redefine success as a business and use it as a force for good. These companies have a responsibility beyond just maximising profit, and must operate in an ethical manner that gives back to the community.

Unsurprisingly, Bettr Barista was named the social enterprise of the year in 2017, and 94% of their trainees found jobs upon graduating from the academy’s Holistic Training programme. Not only that, 80% gained improved self-confidence and emotional management skills after having gone through their training.

‘Confidence is the main factor I got. When I started with BB it was difficult in the beginning,’ Zaza says. ‘I had no confidence, only a sense of being lost and a lack of hope. The moral and financial support that BB gave me helped me get back on my two feet. Now I move forward and I will never let adversity control my life again.’

What started in 2011 has grown and developed into The Bettr Group. Apart from selling home-grown specialty coffee in Singapore, it now encompasses a training academy, retail products, events services, and social impact programmes. At the heart of it all is a social mission — to empower vulnerable groups and equip them with skills to create a future for themselves. Pamela hopes to bring Bettr Barista into the future through expanding into the rest of Southeast Asia to countries like the Philippines and Indonesia.

‘We want to diversify the social programmes that we can offer and to continue building partnerships and in-house capabilities to adapt our programmes to impact these populations,’ says Pamela. ‘Bettr Barista creates a positive impact in every ecosystem it operates in, and helps people maximise their potential to become better versions of themselves.’

Heart Of Goodness: The Vocal Prowess Of Stefanie Yuen Thio

She stands out for her irreverence. Her saucy humour. Her no-holds-barred views on a gamut of issues from cryptocurrencies to shady KTV business owners. However, right now, flanked by vibrant Pop Art in her living room and two energetic dogs, Stefanie Yuen Thio is in “pensive mode”. In fact, she is downright disturbed.

As part of the Singapore Together Alliance for Action (AfA) to tackle types of online harm, the corporate lawyer has just come from a discussion about the growing harassment women face. “It’s not just sexual grooming and revenge porn,” she says. “Women, more than men, face a higher incidence of gender-based abuse on the internet such as cyberstalking, trolling and violent threats, and teenage girls are even more vulnerable. 

“We need to take a stand. It’s time the community took control,” she says. AfA is a government-led initiative, tapping youths, tech companies and academics, as well as corporate figures such as Yuen Thio, to come up with ways to make the online world a safer space. Foremost is to raise public awareness of the need for it, as victims typically have little idea what to do. 

Other goals are to create a code of best practice, to offer assistance and to scrutinise how social media is shaping online behaviour as well as mental wellness. A recent study from Nanyang Technological University, for example, found that the more time we spend on Facebook, the greater our risk of suffering from depression. 

A Voice For The Underprivileged

Yuen Thio knows well how social media can define us. Her voice is regularly heard on LinkedIn, where she has over 13,000 followers and was ranked one of Singapore’s top voices in 2020. She can also be heard on the BBC, where she is a guest commentator. Her tongue-in-cheek posts can be uninhibited, sometimes raising eyebrows and drawing flak. But this is not distracting Yuen Thio, who is clearly comfortable marching to the beat of her own drum, from championing the causes she believes in and sparking conversations that could galvanise change.

The online harms alliance, launched in July, is the latest of Yuen Thio’s advocacy work outside of her day job as joint managing partner at TSMP Law Corporation, a boutique corporate-law practice. She is also bringing her energy and savvy to the pandemic’s exigencies: as Singapore battled Covid-19, she has been driving efforts to help frontline workers and those hard hit by the cratering of the economy. 

“I read a story about an ambulance driver who was turned away from a chicken rice stall and about nurses who could not get a taxi home,” she says. It dredged up memories of SARS, when hospital staff were shunned during the 2003 outbreak for fear of them somehow carrying the virus. “I thought f— that! We’re not doing that again,” she says.

Empowering Others To Help

So, early on in the crisis, she helped put in motion the Sayang Sayang Fund with the Community Foundation of Singapore (CFS), a nonprofit that promotes philanthropy. Yuen Thio, who sits on the board of CFS, seeded the fund with a $20,000 gift. Managed by CFS, the Sayang Sayang Fund has since ballooned to over $9.6 million and supported more than 359,302 people in the Republic. 

Her law firm, too, has stepped up. With many of its staff working remotely via laptops, TSMP is donating unused desktops to the needy. The firm, which sets aside 10 per cent of annual profits for charitable giving, has been sponsoring meals and care packs for hospital workers. And, in Cheng San-Seletar constituency — its MP is Nadia Ahmad Samdin, a former TSMP lawyer — its staff have befriended and accompanied seniors to get vaccinations. 

This hands-on volunteering is in addition to the pro bono work the firm does. All its lawyers are encouraged to do 25 hours per year, to improve access to justice for the under-served. The firm takes a special interest in cases where migrant workers are treated badly and works with groundup initiatives such as Humanitarian Organisation for Migration Economics, Transient Workers Count Too and It’s Raining Raincoats

Yuen Thio, who was an advisory board member for the NUS Centre for Pro Bono & Clinical Legal Education from 2018 to 2020, recalls a tea that TSMP organised for foreign domestic workers. “We talked about their rights. And so many of them cried because nobody had ever looked at them with much humanity,” she says.

The Law Firm That Gives

The firm has also established the TSMP Law Foundation to allow more structured giving, something Yuen Thio is hoping to prod more wealthy Singaporeans into doing. With husband Thio Shen Yi, who co-founded TSMP with his mother, the couple has created a #GivingBack Foundation through CFS, which helps individuals set up and manage funds and grants. The foundation also works with over 400 charity partners in Singapore. 

Through these plans, she hopes philanthropy will be less ad hoc and will become more a part of the Singaporean DNA. As part of their legacy gifting outreach, for instance, CFS is encouraging everyone to leave something in their wills to charity, be it properties, equities, art or wine. But beyond that, she wants Singaporeans to start on their philanthropic path earlier in life. 

“Charity should start early and not only after you die,” says Yuen Thio. CFS can help set up foundations within as little as 24 hours and is reaching out to the well-off through private bankers and family offices. 

She also advocates getting the next generation involved to further institutionalise giving. “The tragedy of this generation is a sense of purposelessness. There are too many safety nets,” reckons Yuen Thio, who has a son studying in London. 

However, she notes that the youth of today also have an altruistic streak and can be swayed by causes such as climate change and social inclusion. Their motivations, compared to “my generation whose goal was to make money first”, will undoubtedly shape the future of philanthropy.

What is also firing her up at the moment is how women are reshaping philanthropy. She describes the no-strings attached, big-ticket giving by MacKenzie Scott, ex-wife of Amazon tycoon Jeff Bezos, as inspiring. In her opinion, “…Women are more concerned about impact, not control. We look at needs and, in my experience, are much more ready to open our wallets when a cause resonates with us. We tend to give from the heart, men from the head. Men are less emotional, they think of data and longevity of legacy,” she says.

Another generous giver is Melinda French, the ex-wife of billionaire Bill Gates. Both Scott and French are donating to causes that empower women and boost education — things that Yuen Thio believes could turn the tide for gender equality. Reflecting further on how these women have come into their own after their divorces, she says, “Sometimes, when the wife has lived in the shadow of her husband, you need a marriage to break down for a woman to really shine.” 

Strength in Solitude

For herself, she has found solo travel to be empowering. Yuen Thio embarked on her first one three years ago and chose Beirut. “I had never lived by myself or had my own space. I wanted to feel how it was to be my own person in the world, out of my comfort zone,” she says.

Armed with her telephoto lens, the photography enthusiast made her way to the Lebanese capital and was thoroughly struck by the city’s contrasts. A memory of the bombed-out Holiday Inn rubbing battered shoulders with the palatial Intercontinental Phoenicia stands out for her, attestation to the resilience and durability of the human spirit.

When she turned 50, she packed her bags for a solo trip to Bordeaux and then to Auschwitz-Birkenau. She chose the wine region in the southwest of France because she speaks French, and the concentration camps in Poland to try and comprehend the past. “I wanted to understand human history,” she says, adding that we shouldn’t run away from confronting terrible things. Walking through the extermination chambers, she was shaken by the banality of evil. “I remember thinking, ‘This is what evil feels like. It creeps up on us.’” 

Covid-19 has halted her travels, both for work and for leisure, but it has also given her time to slow down, connect more, write more. 

“I’ve always liked writing,” says Yuen Thio, who spent one holiday during her university days as a cub reporter for The Straits Times Life!. Whether advocating for clients, the under-served, or simply musing on an issue that moves her, Yuen Thio makes an impact with her inimitable, eloquent voice.

The power of informed giving
It’s wonderful to see so many of you here this evening. Thank you for taking the time to join us as CFS celebrates its 10th anniversary.

This is an exciting moment in CFS’s history. When I joined CFS six years ago, we had just survived our first few years as a startup. There was an air of promise as we reached out to more donors, but we had much to prove. In those early years, we didn’t have any marketing. Our donors grew mainly through introductions by the Board and Committee Members and recommendations by existing donors.

Fortunately, CFS has grown over the years to have a much wider reach in the public sphere. Today, CFS has achieved 113 donor funds, raised over $100 million and disbursed over $60 million to over 400 charitable organisations in Singapore.

If we consider the reasons for our success, I believe CFS has been able to earn the trust of donors who not only want to give more, but also want to give well.

By our very nature, a community foundation is a neutral body that can offer donors strategic advice, and a more insightful overview of community needs. As a bridge-builder, we can pool together local resources and channel resources into long-term impact. It also helps that we can work across all sectors, from social work to education to health, to arts and sports, heritage, the environment to even animals.

The entrance of a community foundation like CFS has transformed how philanthropy is approached. We have introduced new models of giving, to respond to an increasingly complex social landscape. We have championed philanthropy based on community needs, because we understand the power of informed giving.

Of course, our success in championing informed giving would not be possible without our charity partners. They work tirelessly on countless programmes that expand the possibilities of how donors can give well – whether it’s piloting new programmes or scaling programmes that have delivered clear impact.

Yet for philanthropy in Singapore to thrive, public-private support needs to work hand-in-hand to address the evolving needs of the community. Hence CFS has been successful in building trust and meaningful relationships between donors, charities and the public sector. A strong and developed philanthropy ecosystem is crucial to ensuring sustainable and impactful funding support.

A new generation of philanthropists
We are also glad to see a new generation of philanthropists who are taking on a more active role as agents of change. Singaporeans have become increasingly conscious and involved in social issues. Giving back now no longer begins at retirement, as many of our donors are still active in their professions, with many below 50. Donors are also becoming increasingly sophisticated. Many exhibit gumption to take on meaningful projects, a willingness to explore collaboration with a keen focus on impact.

But many of our donors are silent heroes, giving generously in the background. That’s why I’m particularly glad to see some of our donors sharing their stories on a larger platform.

Take for example CFS donor and board member Mr Keith Chua. His great-grandmother Mrs Lee Choon Guan supported education in the early 1900s for women and girls, at a time when education wasn’t always an option for them.

Today, Mr Chua continues her legacy of giving through a charitable fund with CFS. Following in her footsteps, he is making education and healthcare some of the key areas he supports. Mr Chua’s family reminds us that acts of giving may not just bear fruit in our lifetime, but can also leave a lasting legacy for future generations

I would like to encourage more of you to take the next steps in your giving journeys or step up to share your stories of giving – if only to inspire and encourage a bigger and broader community of givers, including the next generation.

The next phase
We are truly encouraged by the growth of effective philanthropy over the last decade. But I believe we are still only at the beginning of our journey to promote and facilitate meaningful giving.

While Singapore has progressed rapidly, the social challenges we face, from an ageing population to social inequality, have become more complex and interconnected. While the government tackles social issues on a large scale, there are always gaps that are in need of more support. It’s crucial for philanthropy to evolve to tackle these diverse issues within our community innovatively. Here’s how CFS plans to approach it:

Social problems are usually too large and complex for anyone to tackle them individually. Through initiatives such as Colabs and the Singapore Youth Impact Collective, CFS brings together various stakeholders to collaborate and co-create solutions to make greater impact.

We encourage donors to think about creating a legacy as living a life of generosity and making meaningful impact. Our legacy giving offering will be further formalised into an approach that can help donors address the needs of the community over the longer term.

The future of philanthropy includes an increasing focus on tracking to help us better assess the impact made on the community. So we hope to influence more charity partners to incorporate output and outcome tracking in their programmes.

In the years ahead, as CFS continues to spearhead philanthropy, I am hopeful that more people will come to embrace the culture of giving, as it is integral to building a more caring and cohesive nation.

I wish to thank MCCY for its support of CFS, for helping us grow a giving culture to benefit all Singaporeans and to raise the professionalism of our sector.

My gratitude goes out to the CFS Board and committee members – past and present – for your vision and guidance that has shaped CFS to the organisation we are today. Special mention and thanks to four of our founding Board Members– Ms Madeleine Lee, our first Investment Committee Chairperson. She was instrumental in developing our investment mandate and establishing our investment portfolio, which has outperformed its benchmark since inception. Thanks also to Mr David Lim, our first legal advisor who drafted our M&AA. My thanks and appreciation to Mr Yeoh Oon Jin, our first Audit Chair for setting up our very rigorous audit framework. I would also like to thank Dr Mary Ann Tsao, who together with Laurence, has contributed enormously to CFS’s grantmaking expertise as well as our understanding of community needs. Having proper governance, accountability and professionalism is crucial to gaining the trust of our donors and ensuring that their donations go to those in need of funding.

I would also like to pay tribute to Mr Stanley Tan and Mr Laurence Lien, two individuals who have guided CFS to where we are today. Both Stanley and Laurence are deeply motivated by their belief that philanthropy can play an instrumental role in creating change. I am honoured to have been able to work with both gentlemen, building on their knowledge and experience, and growing the organisation they started.

Last but not least, a big thanks to my team, the people behind CFS, for your hard work, professionalism and dedication, thank you for bringing your best to CFS every day.

To everyone who believed in us when CFS first started 10 years ago, thank you for being the bold frontrunners in our journey.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The programme provides the children with a non-threatening platform to connect with peers and have positive conversations. In addition, it exposes them to different people who can assist to broaden their perspectives.
