The Straits Times: New youth collective to level playing field for disadvantaged young

SINGAPORE – To help youth from disadvantaged backgrounds transition from school into the work environment, a new year-long programme will be launched this year to offer them workshops and vocational training.

Dubbed the “youth collective”, the initiative comes after a series of discussions involving 56 groups in the social service sector concluded that while education can help bridge social gaps, not every youth can fully tap its benefits.

Led by the Community Foundation of Singapore (CFS) and the National Volunteer and Philanthropy Centre (NVPC), the discussants found that economic, social and cultural differences contribute to a greater variance in academic performance among Singaporean students, compared to elsewhere.

The social gap may hence widen if disadvantaged youth here are not further helped, CFS and NVPC said.

Participants deliberated over the multiple challenges that disadvantaged youth face, with parents tending to work long hours or on shifts.

This leaves them little time to attend to their children’s learning needs, while the children often shoulder more adult responsibilities. It can result in poorer literacy and academic performance, and may lead to psychological issues such as depression and other conditions, CFS and NVPC said.

Contributing to the youth collective are a multi-national corporation, a Singapore firm, non-profit groups and researchers, CFS deputy chief executive officer Joyce Teo said yesterday. More details will be available when the project is launched later this year.

CFS and NVPC also released yesterday a 17-page guide on closing the gap for disadvantaged youth.

The youth collective is an early initiative sparked by Colabs, a series of discussions beginning last year that gathers disparate stakeholders across the social service sector to exchange ideas, including philanthropists, businesses, non-profit groups and sector experts. Colabs is led and funded by CFS and NVPC.

Explaining the need for it, NVPC Director of Strategic Partnership Darrel Lim said that, among other things, these discussions are designed to “uncover gaps in the current system and collectively devise ways to plug these gaps”.

“The challenge lies in what we call ‘wicked problems’, or very complex problems, that don’t lend themselves very well to any single party’s intervention. The only way to solve them is to bring together various parties and look at how we are working currently to serve beneficiaries, what are some of the problems that still exist, and why they exist despite everybody’s work,” he said.

Besides obtaining inputs from experts, beneficiaries and donors, the Colabs process involved a field trip and a poverty simulation exercise.

Following this first Colabs series, a second one ending in May looked at how to help those with disabilities. A third will focus on seniors. Spin-off projects from these series are likely to be announced later.

“There is information out there, but it is disparate,” said Ms Teo. “What we try to do is eventually distil that and say, there is something that we can do, and how can we go about doing it.”

“Collaboration is the way forward as the scale, scope and complexity of social issues today make it impossible for a single player or the Government to solve alone,” she added. Read more

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

Healing and hope for migrant workers

Our decade-long partnership with HealthServe has helped Singapore’s only medical charity for migrant workers bring healthcare, mental health support and social assistance to this underserved community. CFS is commemorating 15 years of giving and this story is one of a three-part series that highlights the strong relationships CFS has fostered with charities over the years. 

They have helped me with everything. If I ever had a problem at the hospital, with my company or dormitory, they would step in. Here, I don’t have family. But HealthServe has helped me like family.

Like many migrant workers, Shah* came to Singapore to provide a better life for his family in Bangladesh. But soon after he arrived, he was struck with inflammatory bowel disease, causing gastric issues, skin problems and chest pain. All this came on top of the devastating diagnosis of his father’s cancer and his wife’s stomach ulcers. 

Shah was under immense pressure to take on loans to pay for multiple mounting medical bills in excess of $16,000. The financial and emotional stress caused his health to worsen. He is not alone in facing unexpected hardships while trying to provide for family back home. Close to one million low-wage foreign workers reside in Singapore. Access to affordable healthcare is limited for many of them and none were prepared, mentally or physically, for the Covid-19 pandemic.  

Joining forces to help an underserved community

Thousands of migrant workers were quarantined in cruise ships, hotels and dormitories when Covid-19 hit Singapore’s shores. Many struggled mentally, feeling helpless. Others needed medical care. These hardships became the catalyst for the Community Foundation of Singapore (CFS) to join hands with our long-time charity partner, HealthServe, and help this underserved community. CFS decided to pool donations into a Collective Impact Fund called the Sayang Sayang Fund. With a grant from this fund and other funders, HealthServe was able to deliver much-needed medical attention, mental health support and social assistance to approximately 7,500 workers. For these foreign workers on the margins of society, HealthServe offered healing and hope.

Alongside these grants, CFS supported HealthServe with grants from the KrisFam Fund and the Kampong Spirit Fund. The KrisFam Fund grant enabled HealthServe to treat workers with serious chronic health conditions and extend financial aid to those in need while the Kampong Spirit Fund grant allowed the charity to provide the migrant community with meals and groceries amid the on-off pandemic lockdowns in 2021. For beneficiaries whose illness or injuries made it impossible for them to work, the much-needed help and donations came as a huge relief. In all, HealthServe made about 470 visits to foreign worker dormitories across Singapore.

The continuation of a long and rewarding partnership 

HealthServe started as a small clinic providing medical and dental services to the vulnerable migrant-worker community in 2006. Today, HealthServe offers a range of expanded services comprising mental health programmes and counselling, casework support for injuries and salary-related issues, and other forms of social assistance, much of it supported by grants and donations facilitated by CFS.  Our partnership with this unique charity goes back to 2013.

Over the past 16 years, HealthServe has remained mission-focused in serving low-wage migrant workers who fall through the cracks, even as we tackle constant challenges and headwinds such as post-pandemic dips in both donations and volunteers. Philanthropic support from CFS donors therefore remains crucial. 

“Over the years, CFS has demonstrated its ability to form strategic partnerships to deliver funds to the community in the fastest and most effective way and HealthServe is confident that our partnership with CFS will remain relevant in serving the underserved segments in society,” says Dr Kuan.

Make Your Donations More Impactful

Donating to a worthy cause seems easy. Many people simply give to a charity that asks, give where they gave before or talk with friends. By being more strategic with your money, though, you can make sure your donation has more impact, regardless of whether it is small or large.

Strategic Giving

It is indeed easy to give to charities that you know or that friends recommend. Ad hoc donations without doing a bit of research and deciding on your strategic purpose may, though, have less impact or not fully align with your values.

Starting with a clear giving strategy can enhance the impact of your giving, the Singapore EDB observes. It is better to clarify your goals before considering any donation by considering what you want to change, how much effort you want to put in, the amount you wish to give and the means you have to achieve them. “While data, best practices and tools are available, philanthropy is inherently personal and driven by passions and interests.

Along with giving to causes you support, it is important to ensure that the organization you donate to is reputable. “Better Ask, Better Check, Give Better,” the Charity Portal suggests. You can ask for details such as how your donation will be used, who the beneficiaries are and how much of your donation goes to the beneficiary. Not being able to get this basic information may be a red flag. You can also verify that the beneficiary is a registered charity or provides information to the Commissioner of Charities.

If you need advice, a variety of organizations can assist. Asia Community Foundation, for instance, says it provides donors with support and expertise to make confident and purposeful giving decisions.

Finding the Right Organization for your Philanthropy

One easy way to find reputable organizations to donate to is to use giving.sg, part of the National Volunteer & Philanthropy Centre (NVPC), lists more than 500 non-profits and categorizes them into “causes”. You can select the type of organization, look for ones in that category, click on ones of interest to “learn more,” and donate directly once you have found an impactful organization that aligns with your goals. You can usually also receive a tax benefit.

An alternative for people who want to make a larger donation is to set up a Donor Advised Fund (DAF). You can establish a fund with a donation and use the money to make future gifts to charities. Along with the administrative services that the manager provides, you can get a tax donation for your donation even though you’ll actually give funds to charities later.

The first DAF manager in Singapore and perhaps the most easily accessible one is the Community Foundation of Singapore (CFS), established in 2008. At CFS, said CEO Catherine Loh, “we aim to inspire and enable strategic philanthropy.” Donors can enjoy an upfront tax deduction when they make their contribution and disburse grants over time. CFS takes care of the administrative work, and it provides advisory and grant-making services. “We work with the donors to understand their philanthropic goals,” Loh said “and help them achieve their objectives. As needs become more complex, we aspire to help our donors to make the leap from ad hoc reactive charitable giving to strategic philanthropy which has clear goals and evidence-informed plans and attempts to tackle the roots of complex problems.” CFS scans Singapore’s charity sector to find worthy programs to fund, conducts due diligence and helps donors disburse grants to charities, social enterprises or ground-up groups.

Measure the Impact 

To ensure your donation has the intended impact, it is important to assess the results of what the charity actually does. You can do it yourself, or a DAF such as CFS can help with impact measurement.

The Tan Chin Tuan Foundation, one of the early movers in impact measurement, provides insights on what to measure. It explains that a donation is a social investment, and each donation should generate a social return in order to be effective. “The outcome would answer questions such as “How far has this donation gone to help, change or improve society?” and “Can the social investment be given differently to achieve a better outcome?”

Rather than just looking at how many people show up for events, for instance, you can look at how the organization changes lives, how it is a catalyst for change in a particular sector, whether it has long-term impact or just organizes events with limited impact, and other outcomes. If they don’t provide information, it may be preferable to look for other beneficiaries.

There is plenty of need in Singapore. By determining your strategy, finding the right beneficiary and measuring what you achieve, you can ensure you have the intended impact.

Minding the gaps: 10 friends collaborate to take on social issues in Singapore

Widening social inequality, an ageing population, and the threat of climate change – these are the issues that frame our world today. Amidst increasing recognition of these complex issues, a group of ten donors have come together to establish Mind the Gap 200 (MtG 200), a multi-fund project, with the Community Foundation of Singapore (CFS). Thus far, S$10 million has been raised.

The brainchild of Mr Tow Heng Tan, CEO of Pavilion Capital, MtG 200 is the first ever collective of donor advised funds to address social issues across multiple sectors in Singapore. MtG 200 will provide support to four areas of focus: community, education, healthcare and sustainability.

Since July 2019, MtG 200 has disbursed over $2m to a variety of initiatives that fall under its four focus areas. Close to $1m has been used to fund palliative care training, facilities and other in-patient programmes across charities such as Assisi Hospice and St. Luke’s Hospital. More than half a million will go to resourcing educational programmes across life stages – from early childhood initiatives right up to bursaries at the tertiary level.

During the SG Care’s bicentennial celebrations in August 2019, $200,000 was disbursed to a total of 10 charities, such as Stroke Support Station Ltd, YMCA, Very Special Arts Singapore and Waterways Watch Society. Finally, a further $150,000 has gone to fund training and job coaching to help socially excluded groups secure permanent employment.

The idea of launching a group of donor funds under a common umbrella took root in 2017. Back then, the word ‘divide’ regularly appeared in the news as well as in conversations. Prime Minister Lee Hsien Loong also spoke about social issues at Singapore’s National Day Rally. The idea for the MtG 200 was thus born – with its aim to contribute towards a stronger and more cohesive society that will last another 200 years and beyond. Mr Tow rallied like-minded friends, and through his passionate advocacy, MtG 200 is now spearheaded by ten donor sponsors, many of whom are business professionals.

For Mr David Heng, CEO of ABC World Asia, MtG 200 was an opportunity to balance head and heart. He says, “Sustainability is an issue I think about every day, but more so from the investment angle. The MtG 200 project helps me to cover the non-investment aspect. I hope my friends will see the value in this project and lend their support.”

Others, like Mr Chew Sutat, are already active champions of social causes. As the executive vice president of the Singapore Exchange (SGX), Mr Chew is also chairman of the SGX Bull Charge, SGX’s flagship charity initiative and chairman of mental health charity Caregivers Alliance Limited. Mr Chew, whose focus is on supporting caregivers, says, “By expressing solidarity with those in need, philanthropic giving has helped to alleviate social tensions that inevitably surface over time.”

For Mr Teng Ngiek Lian, MtG 200 complements his personal endowment fund called The Silent Foundation, which focuses on disadvantaged groups. Under the MtG 200 group, he helms the Singapore Unity Fund, aimed at addressing social divides. “One way we can effectively tackle inequality is to help the underprivileged attain upward social mobility, while simultaneously upholding the tenets of meritocracy. MtG 200 is a small step towards supporting the less advantaged, and helping them change their circumstances,” he added.

Mr Tung Chi Fung, CEO of Sheng Ye Capital and donor sponsor of the Knowledge Fund, echoes this sentiment, “Give a man a fish and you feed him for a day; teach a man to fish and you feed him for a lifetime. We hope to help disadvantaged young people to bridge the knowledge gap.”

Tapping on CFS’s deep understanding of local issues, the MtG 200 group of funds are targeted at identified gaps. It will help to build capabilities in the sector and provide impactful solutions that can be sustained in the long-term. Take for instance, its Intergenerational Fund, which seeks to tackle social isolation of elders in Singapore through purposeful intergenerational interaction. Over $300,000 has been disbursed to support such programmes by charities Empower Ageing, All Saints Home and Viraya Community Services.

Professor Kua Ee Heok, Professor of Psychiatry and Neuroscience at the National University of Singapore, champions The Mental Health Fund and has helped to provide charities with limited fund-raising capacity with much needed support as they continue to advocate for mental well-being. The fund will also support mental health and resilience research and services for the young and old alike.

Ultimately, the vision of MtG 200 is to be a timely reminder for all of us to ‘mind the gap’ in our lives and to work with others in making a difference. Mr Tow expresses, “MtG 200 is a collaborative effort. Without the support of like-minded friends, this would not have gotten off the ground. With the support of CFS, together we can create an impact that will be exponentially bigger than what we can ever achieve as individuals.”

#MyGivingJourney X Jeya Ayadurai: Bringing her people and strategic skills to nonprofits

CFS is proud to launch our #MyGivingJourney series, which portrays extraordinary women and their efforts in philanthropy as part of celebrating the women of Singapore in the year 2021. Our first story features Jeya Ayadurai, AWWA Board Director & member of CFS’s Finance & HR Committee.  

Giving back is more than just about money, says Jeya Ayadurai. “You can use your skills, you can do some mentoring or you can just spend time reading to kids in a school,” she says. Having blazed a trail in the civil service and corporate world helping organisations and people thrive, Jeya is doing just that – sharing her knowledge, experience and ideas with nonprofits. 

Social service organisations are very good at caring for people, she notes. “But heart and hands have also to be guided by the head. You have to look at developing your talent. You need to strengthen your organisation structures and practices to reach out to even more clients. You need to measure performance and ensure that your leaders are aligned with the company’s strategy,” says Jeya, who has a wealth of experience in senior roles in regional human resources (HR) and strategic change management. As she sees it, welfare organisations have more balls in the air to juggle compared to profit-driven entities.  

The pandemic has thrown even more balls into the mix. COVID-19 has upended how charities raise funds and interact with beneficiaries and volunteers. “With physical contact limited and connections moving online, how do you create stickiness with your donors, staff and volunteers? We need new ways of managing and engaging with them,” she notes. 

Jeya sits on the board of AWWA Ltd, a registered charity that works to empower persons with disabilities, disadvantaged families and vulnerable seniors. She is also chairperson of AWWA’s HR committee. More recently, Jeya joined the Finance & Human Resources committee of the Community Foundation of Singapore (CFS).  

Where she once worked with private sector CEOs to drive their people strategies and organisational development, she now works with the leadership of AWWA and CFS to develop performance metrics, appraisal structures, compensation packages and people management processes.  

Jeya has volunteered with AWWA for 18 years and she is proud of how AWWA has helped strengthen the social services sector in Singapore. For Jeya, philanthropic work has made her a whole person. A career in the corporate world tends to be driven by bottom-line and measurable outcomes. In community work, when the head, heart and hands come together, clients are empowered to rise above their own limitations and achieve more holistic outcomes. Being humane brings happiness all around, she firmly believes.
