Just as school starts to wind down in the last quarter, Madam Tutek Alauyah Amir’s work picks up speed.

Her mind skips ahead to new pupils entering Tampines Primary School next year – specifically the ones with special needs like dyslexia, autism or attention deficit hyperactivity disorder – that she is gearing up to help.

For her dedication, the 56-year- old, an allied educator for learning and behavioural support at the school, won the Leading Foundation Teacher Award (LFTA) last year. The LFTA, started in 2014, specifically recognises early childhood and special needs education teachers who have made a difference to their pupils. Read more.

Budget 2023: Govt to extend 250% tax deduction for donations until 2026

Singapore will extend its tax deduction rate for donations for another three years until the end of 2026, as part of efforts to foster and sustain a spirit of giving.

Deputy Prime Minister and Finance Minister Lawrence Wong said on Tuesday that this will be done although the tax deduction for donations at 250 per cent is 
already very high compared with other jurisdictions.

The Government will review thereafter what would be a more sustainable level of tax deduction for the longer term, he said.

He added that Singaporeans have donated generously. Despite the economic downturn due to Covid-19, the donations received through Giving.sg were about three
times higher than pre-pandemic levels, and have remained around $100 million in the last three years.

Giving.sg is a one-stop national giving platform by the National Volunteer and Philanthropy Centre, which hosts more than 600 registered non-profit groups in
Singapore.

Another way to continue to foster the spirit of giving that Mr Wong highlighted is through tax-deductible donations to Institutions of a Public Character (IPCs) and
eligible institutions.

The Government will also enhance the existing Business and IPC Partnership Scheme into a broader Corporate Volunteer Scheme, which will be extended for three
more years to Dec 31, 2026.

From January 1, 2024, the scope of qualifying volunteering activities will be expanded to include activities which are conducted virtually or outside of the IPCs’
premises.

The Government will also double the qualifying per-IPC cap to $100,000 per calendar year, to facilitate deeper partnerships between businesses and IPCs, he said.

It will also continue to strengthen the capabilities and support the services of charities, social service agencies (SSAs) and community organisations.

“(They) play critical roles in looking after the vulnerable, and mobilising Singaporeans to support those who are in greater need,” said Mr Wong.

Also announced was a $1 billion top-up of the Community Silver Trust, which provides dollar-for-dollar donation matching grants for SSAs that provide community care services for seniors.

This will enable the SSAs to enhance the quality and accessibility of community care, especially for the more vulnerable seniors, he said.

Charities and SSAs can also continue to tap the Charities Capability Fund (CCF) and the Community Capability Trust (CCT) to drive innovation and transform their
operations.

The CCF aims to enhance productivity, operational efficiency, governance and management capabilities of charities and IPCs. The CCT is a platform to support
capability and capacity-building schemes and initiatives for the social service sector.

The Government will also top up $10 million towards self-help groups over the next three years.

Said Mr Wong: “They are doing good work on the ground, and are well placed to provide assistance to members of their respective communities who need help.”

He also cited the example of Ms Emily Yap, a registered nurse at Alexandra Hospital, as someone who still volunteered on her days off for the wider community
despite her heavy workload during the pandemic.

Ms Yap started a ground-up initiative with other like-minded people to deliver grocery packs to the elderly and lower-income families in the community.

She also used her own Community Development Council vouchers to buy kueh bangkit (coconut cookies) for vulnerable families during the Chinese New Year period.

“This is what the Singapore spirit is about,” said Mr Wong.

“We have seen it in action, and experienced it in abundance over the last three years – how we are responsible for one another, keep an eye out for our fellow citizens, and always band together as a team.”

Business Times: UBS, CampVision mentor 100 youths

President Halimah Yacob presented 100 youths with certificates after they graduated from the UBS-CampVision Lead Academy programme last Saturday.

The Lead programme partners youths with volunteer mentors from UBS to help them develop effective communication skills and self-leadership. The bank also engages executive leadership coaches to facilitate the learning process.

The programme is made up of 11 sessions conducted over six months. In addition to skills training, both youths and volunteer mentors are guided to develop and achieve personal goals relating to communication or self-leadership.

Since 2014, more than 230 UBS staff and 700 youths have participated in UBS-CampVision related events.

This year, over 40 volunteer mentors partnered 100 youths, aged 13 to 16 years, from seven schools.

“At UBS Singapore, we believe that we have a responsibility to the local community and we are honoured to help groom Singapore’s next generation through the Lead programme,” said Teo Say Lie, the country operating officer of UBS Singapore.

The UBS-CampVision Lead Academy is the cornerstone of UBS’ youth engagement efforts throughout the year.

Among the highlights are the Race Around the Marina Bay team-building event in January for underprivileged youths, which lets them learn about teamwork and leadership.

The Community Foundation of Singapore also helps to facilitate the partnership between UBS and CampVision, as well as the development of the Lead programme.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The programme provides the children with a non-threatening platform to connect with peers and have positive conversations. In addition, it exposes them to different people who can assist to broaden their perspectives.

#MyGivingJourney x Trina Liang-Lin: Investing in a sustainable future

#MyGivingJourney is a series by CFS to celebrate inspiring women and their work in the philanthropy sector. We are proud to feature Trina Liang-Lin, Managing Director at Templebridge Investments and Board of Director at CFS. 

Trina had a back to nature, farm to table experience growing up. Right up to the late 80s, her father’s family-owned farms in Lim Chu Kang, raising chickens, ducks and cultivating vegetables. That gave her a front row seat to the benefits of producing our own food and using natural resources thoughtfully.  

Today, Trina is investing her time and resources to push eco-consciousness to the top of our agenda. In November 2021, she led the launch of Women in Sustainability and Environment (WISE), the first women’s society in Singapore to focus concerted gender action towards Singapore’s Green Plan 2030 and the United Nations’ Sustainable Development Goal 12. 

WISE hopes to educate and empower a community of women who, in their roles as consumers, business owners and professionals, can move the needle on creating a greener world. This will be done through lectures, mentorships and awards. “Climate change disproportionately affects women and girls around the world so it is important for women to be represented in eco leadership circles and in green economy jobs. We need greater participation, inclusiveness and visibility of key female stakeholders in sustainability and climate advocacy,” says Trina, who works for a US$5 billion global fund where she focuses on clean energy investments in Southeast Asia. 

Trina has been elbow-deep in social and community work for much of her professional life. The causes she champions are decidedly diverse: she has given her time and expertise to uplift women, the arts, education and animal welfare. She helped found the Financial Women’s Association Singapore, which offers women in finance a support network, and was a past-President of UN Women (Singapore). She is currently Singapore’s representative to the G20 for Women.  

Her giving journey has seen her serve on the boards of the National Volunteer and Philanthropy CentreSingapore Council of Women’s Organisations and Sentosa Development Corporation. In line with her passion for conserving wild species and their habitat, she currently volunteers on the boards of the World Wildlife Fund for Nature (WWF-Singapore) and the Society for the Prevention of Cruelty to Animals. That’s not all: Trina is also a board member of Victoria Junior College and the Singapore Repertory Theatre.  

For their 20th wedding anniversary in 2016, Trina and her husband Edmund Lin established a foundation to give back in a more strategic and effective way. They explored different avenues but opted to go with CFS as it works closely with over 400 charities across a wide spectrum and can establish philanthropic funds seamlessly and quickly. Their Lin Foundation has supported causes that resonate with them, such as education, where they fund scholarships at Singapore Management University.   

“We decided to start giving back relatively early as we want to start making an impact now rather than later,” says Trina. “This is a long-term commitment for us and with CFS expertly guiding us in managing a foundation and making grants, our giving is optimised and can be scaled up further.”

The power of the collective: CapitaLand Hope Foundation joins hands with AIC and CFS to bring cheer to seniors

How do you combat loneliness among older folk? The FUN! Fund – a partnership between Agency for Integrated Care (AIC) and The Community Foundation of Singapore (CFS) – hopes to do this by piloting activities that encourage play, generate laughter and build connections. It’s a fresh approach towards reframing the ageing challenge and a promising effort at collaborative philanthropy.

The brand-new fund has struck a chord with CapitaLand Hope Foundation (CHF), the philanthropic arm of CapitaLand Group. Established in 2005, the foundation seeks to improve the quality of life of seniors. It also aims to nurture and inspire the young and protect the environment for future generations.

“We believe that each older person deserves to live life to the fullest as they age in place and in the community. However, there are vulnerable seniors in the community who face daily life challenges such as mobility difficulties, isolation, and lack of adequate support due to family circumstances,” says Ms Lydia Ang, General Manager of CapitaLand Hope Foundation.

Loneliness is a serious issue for our elderly. It erodes mental and physical well-being and can even reduce lifespans. In mid-2021, a study by the Centre for Ageing Research and Education at Duke-NUS found that those aged 60 and above who see themselves as lonely can expect to live three to five years less compared to their peers who don’t feel lonely. The study, also found that a third of aged 60–69 years and 40% of those aged 80 and above perceived themselves as lonely. Those are sobering statistics indeed.

Two years of living under COVID-19 pandemic restrictions made things much worse. Many older folks stayed home. Being less tech-savvy, they had to grapple with severe social isolation. Those in nursing and care homes saw a stark drop in visitors. Many caregiving staff shows increased burnout and psychological distress in the aftermath of the pandemic.

The FUN! Fund plans to empower community care organisations to collaborate with different stakeholder to develop fun and meaningful activities that seniors can look forward to. There will be development of playbook and post running workshops to share learnings for other organisations to replicate and implement.

CHF got to know about the FUN! Fund through its previous links with AIC and CFS. In 2020, when the pandemic struck, the foundation generously contributed S$700,000 to provide emergency support for community care providers and affected seniors and family members. For CHF, the FUN! Fund dovetails with its efforts to help seniors age in place through its #LoveOurSeniors initiative, which provides the vulnerable elderly with better nutrition, enhanced well-being and improved living conditions.

Tapping on its experience from #LoveOurSeniors, and by working jointly with AIC and CFS, the foundation believes it can help develop innovative programmes that bring cheer to isolated seniors. It also hopes to rally more like-minded partners and the community to join in this effort.

“Through FUN! Fund, multiple donors from different sectors are galvanised to pool and align funding against an agreed set of criteria within a short period of time. This has allowed smaller enterprises to leverage the larger network and platform of FUN! Fund to do good together, as they might not have sufficient resources to effectively contribute to the community on their own,” says Ms Ang.

The FUN! Fund is an example of a pooled fund spearheaded by CFS. Our collective impact funds are designed to raise capital from across the giving spectrum and unite partners to drive positive change. We bring together charities and donors, experience and insights, which amplifies the impact of giving and fosters new solutions.

No individual or organisation can solve complex social issues independently, and private foundations like CHF are embracing collaborative philanthropy. “We believe in the power of the collective, where different stakeholders with respective expertise, knowledge and skills come together as one, leveraging each other’s strengths and resources for the common good. Through the years, we have been rallying our employees, tenants, customers and the wider community to do good together,” says Ms Ang.
