Empowering Seniors to Age Well

By 2030, one in four Singaporeans will be 65 or older (Population in Brief, 2022), making Singapore a “super-aged” society. This significant demographic shift means that more people will be required to serve as caregivers, and demand  for community services and healthcare support will rise.  As our population ages, more emphasis is being placed on allowing seniors to age comfortably in their own homes and communities.

This significant demographic shift means that more people will be required to serve as caregivers, and demand  for community services and healthcare support will rise.  As our population ages, more emphasis is being placed on allowing seniors to age comfortably in their own homes and communities.

At the Community Foundation of Singapore (CFS), we believe seniors should be able to age with dignity, while pursuing meaningful activities, and having access to personalised care. 

To this end, our donors support a range of programmes and activities designed to support seniors and their caregivers.

Caregiving Welfare Association – Home Personal Care

In 2017, the Caregiving Welfare Association (CWA) introduced its Home Personal Care service which aims to provide long-term support for frail seniors living alone, and elderly couples without children. This is to address the growing need for personalised care among the elderly, particularly those without immediate family support. 

Professional caregivers conduct comprehensive assessments of clients’ needs and assist with daily activities such as showering, housekeeping, and grocery shopping. They also engage clients in mind-stimulating activities, help with medication reminders, manage appointments, and offer respite care for primary caregivers.

One client, Madam Oh (not her real name), says the convenience and familiarity of receiving care at home has significantly reduced her stress and improved her mood.

Thanks to CWA's service, I can live more comfortably, confidently, and joyfully. Beyond the invaluable assistance, it's the warmth of companionship that truly touches my heart.

St Joseph’s Home – Dusk to Dawn Night Respite Programme

St Joseph’s Home offers several programmes, including their Dusk to Dawn Night Respite Programme. This allows families caring for an elder with conditions like dementia or sundowning syndrome to have some night respite. Clients can use the service a few nights a week or on an ad-hoc basis. The facility prioritises clients’ well-being by providing a restful environment and keeps them engaged and entertained.

Yong-en Care Centre – Home Care Service

To support seniors with limited mobility and chronic health conditions as they recover at home following a hospital discharge, the nurses and support staff at Yong-en Care Center’s Home Care Service closely monitor patients’ health, administer medications and medical procedures, and provide virtual support to patients and caregivers through tele-consultations. In addition to addressing medical needs, the staff also assist clients in navigating support systems to apply for necessary funding and subsidies, and coordinates with social service professionals from Yong-en or external agencies should follow-up be needed. A beneficiary of the Home Care Service shared the following thoughts: “When people ask about Yong-en, I would always tell them that the staff are great and really have the heart for seniors like me.”

Thanks to programmes like these, seniors in Singapore can receive quality care, empowering them to age in place with peace of mind. Another community-focused effort launched by CFS in partnership with the Agency for Integrated Care (AIC) is the FUN! Fund. The FUN! fund supports initiatives that inject fun for seniors receiving Community Care services, helping them design novel and impactful programmes that boost the well-being of older adults. Corporate giving, or corporate philanthropy, has been gaining momentum in the Republic over the past decade, said Minister for Culture, Community and Youth Lawrence Wong in parliament on Nov 3, 2014. Donations by corporations to Institutions of a Public Character (IPC) have increased two-fold from S$325 million in 2004 to S$644.4 million in 2013, he added.

Looking back at Singapore’s history, charitable donations from corporations is not a recent trend. During the pivotal ‘60s, the tenacity to rebuild Singapore had kindled the philanthropic spirit of some corporations. They offered monetary donations to aid the newly independent nation to battle its problems.

According to a research paper entitled ‘Philanthropy on the Road to Nationhood in Singapore’ by Roshini Prakash and Pauline Tan, the Medical Progress Fund launched in 1965 collected a total of S$4.75 million, with donations from Singapore Turf Club (S$100,000), Singapore Tobacco Company (S$30,000) and The Straits Times (S$12,500).

Other imperative fund-raising projects like the National Defence Fund raised S$8.29 million by 1969. Donations came from big corporations, namely Fraser and Neave (F&N) (S$20,000), F&N’s Board Chairman Tan Chin Tuan (S$50,000), Overseas United Bank (S$150,000), Chinese Chamber of Commerce (S$63,325), and Sheng Huo Enterprise (S$25,000).

Why Should Companies Build a Culture of Giving Back?

Let us take a closer look at corporate philanthropy and corporate social responsibility (CSR). The two concepts are closely linked, just that philanthropy is a portion of the bigger corporate social responsibility pie.

Typically, corporate philanthropy comprises monetary donations or resources such as facilities or volunteer time put in by the company’s employees.

Nonetheless, while the motive of corporate philanthropy is altruistic, corporations have begun to foresee the need to initiate philanthropic schemes as corporate investment, to gain a better positioning edge over their competitors.

Corporate philanthropy denotes a company’s values. As Mr Lawrence Wong, Minister for Culture, Community and Youth, said at the NVPC Corporate Giving Practitioner Roundtable 2015: “Corporate Giving is a deeply important endeavour. When corporate organisations embark on volunteering or philanthropic efforts, it sends a strong message to all both inside and outside the company that they are more than just about bottom lines.”

Corporate philanthropy can be integrated into a corporation’s mission and corporate social responsibility to steer the company in the right direction. Not contradictory to their business interests, the company itself and the employees can reap the benefits of doing good while benefiting the communities it serves.

Catherine Loh, CEO of Community Foundation of Singapore (CFS), told Epoch Times: “Companies who do good and build a culture of giving back reap benefits like inspiring and engaging their staff, customers, suppliers and other stakeholders. Companies are also more likely to grow a positive brand image and attract and retain talent.”

Community Foundation of Singapore (CFS) is a non-profit organisation founded in 2008 to encourage and enable philanthropy in Singapore by enabling donors to set up their own named charitable funds.

CFS helps to bridge individual and corporate donors with charitable organisations to develop programmes and give out grants that support a wide range of needs in the community. Currently, CFS manages more than 80 donor funds, giving out S$10 million every year to make a positive change in many ways.

Ms Loh added that there are numerous benefits for companies looking to partake in corporate philanthropy, such as:

  1. Increasing staff morale and employee retention
  2. Attracting and retaining talent
  3. Growing a positive reputation with the media and the public
  4. Reinforcing corporate culture and identity
  5. Generating business development opportunities
  6. Improving customer retention and brand recall

For instance, Douglas Conant, who was President and CEO of Campbell Soup Company until 2011, noted that the more Campbell allocated their resources to developing philanthropic initiatives to serve the communities, the more engaged and productive their employees were.

Their meaningful mission of “building the world’s most extraordinary food company by nourishing people’s lives everywhere, every day” laid the foundation for the firm’s success.

In another example, American production firm DreamWorks SKG joined hands with schools to devise training programmes that taught low-income students in Los Angeles essential skills in the entertainment industry. This in turn contributes to a better education system that boosts the employability of these low-income students. In addition, having more specially trained graduates helps to strengthen the entertainment industry that it relies on.

However, companies engaging in corporate philanthropy should also comply with other ethical issues concerning environment, consumers, human rights, supply-chain sustainability and transparency, or they cannot be said to be practising good CSR even if they make huge donations to charities. Doing otherwise is just sheer hypocrisy and falsehood, said Gerard Ee, Chairman of Charity Council.

“First and foremost, you got to believe you have a broader responsibility than just making money,” stressed Mr Lee Poh Wah, CEO of Lien Foundation.

How Corporations Can Start Giving
Corporations wishing to kick-start their philanthropy effectively can approach the Community Foundation of Singapore (CFS).

“For companies that approach CFS, we help to kick-start their philanthropic journey by aligning their core values and intent with the needs of the local community,” said Ms Catherine Loh. “By setting a charitable fund with us, companies are actively involved in deciding how to make the most impact with their philanthropic money.”

CFS, which has a vision of growing a sustained culture of giving for generations to come, has worked alongside a number of corporations in Singapore – for example, Changi Foundation, Ascendas-Singbridge, Estate Developers Association (REDAS) and UBS – on their corporate philanthropy, which involves grantmaking that supports community projects.

A notable example is the Diversity in Abilities programme co-managed by the Community Foundation of Singapore with UBS, which aims to develop and showcase the artistic talents of children and youths with special needs.

As there are more than 2,000 charities in Singapore, CFS can “narrow down and identify charities that are aligned with their philanthropic objectives, given their knowledge and expertise, and we can identify gaps and opportunities to enable companies to make more strategic and effective giving,” said Ms Loh.

To ensure full transparency and accountability, CFS also assists donors in keeping an eye on how their philanthropic money is impacting the beneficiaries, the output, and outcomes through a rigorous programme evaluation and robust grantmaking process, as well as concise reporting.

“Companies find our services useful as they often have to report back to the shareholders on how their philanthropic money has been used.”

She added: “We can also help companies identify charities that can better accommodate their employees for volunteering activities. For example, we introduced a bank with many foreign employees to a charity that runs an English reading programme for children from low-income families. These native English-speaking employees could actively contribute by reading aloud to these children.”

“Companies can contribute time, treasure and/or talent. There is no one best way to give back,” she asserted.

“These six years at CFS have definitely been a fulfilling learning journey for me,” says Ms. Catherine Loh. She smiles for the first time since we sat down to discuss how she traded her successful banking career to one in charity – as CEO of CFS. “I developed greater empathy and learned to see things from another person’s perspective. I’m also humbled by the selflessness displayed by so many in the social sector as they strive daily to help their beneficiaries overcome life’s challenges.”

Set up in 2008, CFS currently manages 110 donor funds, including the SR Nathan Education Upliftment Fund, and has raised over S$100 million in total donations. It also works closely with over 400 charities to identify the gaps in the community that need support.

Ms. Loh sees her work as stimulating attempts at innovation and problem solving. “The needs of donors and beneficiaries are always changing, and there are constantly new ways that we can work with donors and charity partners to solve complex social issues.”

A Different Start
The moment she stepped out of the university, Ms. Loh, like most of her peers, began an earnest pursuit of the 5Cs: cash, car, condominium and country club – popular benchmarks of success in the rapidly developing economic powerhouse that Singapore was in the 1980s and ‘90s.

She started her career at the Government of Singapore Investment Corporation, followed by leadership positions in the Singapore offices of Nomura, Lehman Brothers and Goldman Sachs. “I’m very fortunate to have spent many years of my career in banking, which has seen tremendous growth over the past 20 years,” Ms. Loh says. Work in a dealing room was intense – a virtual roller-coaster ride that followed the constant fluctuations in the financial markets. It was also very competitive and profit-driven.

But there were genuine perks: “The best part of the job was meeting clients from all over the region, understanding their needs, and finding suitable financial solutions in volatile financial markets. Many colleagues and clients have become my good friends and I will always treasure these relationships forged over the years,” Ms. Loh says.

The thrilling ride came to a grinding halt, however. In 2008, the financial crisis that would trigger a global recession had peaked; its aftermath took a toll on Ms. Loh’s health. “I decided to take a break to spend more time with my family and regain my health. After leaving the banking industry in 2010, I spent a year and a half at home looking after my third child who was born in 2009.”

Changing Tracks
When her toddler entered preschool, Ms. Loh considered returning to work. A job offer from the social sector came along. Although it was a different path, her previous volunteer involvement with Assisi Hospice, Metta Welfare Association, and Telok Kurau Primary School prepared her for it.

“I thought it was a wonderful opportunity for me to contribute back to society in a way that can maximize my skill-set and experience in management, sales and marketing, and financial investment management.”

Transitioning into her new role was initially difficult. Ms. Loh had to adjust from working in a large profit-driven organization to a small non-profit focused on doing good. “Being in a lean organization means every team member often has to multitask. Another learning curve was managing staff who are driven by the will to do good and not just by money alone.”

Ms. Loh also found that the largely female-dominated CFS required a more consensus style of management versus a more direct confrontational style in a male-dominated dealing room. “Working with charity partners also demanded more patience and empathy as they are generally understaffed and unable to work at a speed investment that bankers are used to.”

Inspiring Philanthropy
”Our goal has always been to inspire philanthropy, and that has not changed. When I first joined, CFS was still at its infancy and donors were simply looking for a convenient way to consolidate their donation and disburse grants. The needs of donors have evolved along with the shifting social landscape, and CFS has had to rise up beyond an administrative role to better accommodate these changing needs.”

Over the years, as donors gain a better understanding of the social landscape, they began to ask for more information and transparency on how their donations actually help those in need. “We then have to assist our charity partners to better articulate the impact of their programs to donors. For donors who want to find out even more, we facilitate charity visits and meetings with beneficiaries, with the objective of building deeper collaborations and strengthening partnerships among our donors and the communities we serve,” Ms. Loh elaborates.

In the recent years, donors have sought out CFS for strategic philanthropy advisory to obtain help in devising strategies to achieve their philanthropic goals and objectives. “We do that by understanding what donors want to achieve with their philanthropic dollars and we create a ‘portfolio’ of charity programs which they can support to achieve their goals. We would also follow up with evaluation and reporting back to donors so that they understand the impact of their giving.”

A Distinct Difference
Ms. Loh observes that although many people want to help, some may not have time, experience or expertise to do it themselves. “This sentiment can be exacerbated by the sheer volume of information available online. Donors want efficient ways to structure their philanthropy, so they can plan sustained giving to the causes they care about.

“This is where CFS can help with our philanthropy expertise spanning administration, strategy and grant-making. We save donors the work and resources needed to set up a private foundation. By tapping on our philanthropy services, they avoid high overheads, save on time and legal expenses, and enjoy tax deductions upfront.”

CFS has in-house resources to identify charities and evaluate their programs. “We help avoid duplication in funding areas where there may already be adequate government funding or private support. For donors who establish endowment funds with us, we invest their monies to ensure that there is a steady income stream to benefit their selected charities.”

CFS helps donors understand the issues and let them decide how they want to help. It then applies the donors’ funds to the particular area they have identified, and help to track the outcome. “This enables donors to feel a sense of fulfillment, and when they do, very often, they want to do more to help.”

Ms. Loh maintains that donors appreciate CFS following up on the outcomes of their grants. Donors understand that their support is part of a greater whole, and they like to understand how their money has made a difference. “The desire for accountability has always been there, and 10 years on, we see enhanced reporting capability in the charity sector. At CFS, we would like to think that we have contributed positively to this trend.”

Feeling good about giving

It’s the season for giving and besides getting gifts for our loved ones, many of us will also be giving to charities we usually support.

But over the years, if you are wondering whether you are merely writing a cheque or really helping the needy, perhaps this is a good time to take stock. Gain a better understanding of who you are helping and the kind of difference you are making. Many of CFS’ donors start with this thought, and I am happy to share some tips that can help make your year-end giving more meaningful.

Know your own motivations and resources
Consider your motivations and expectations when you donate. What prompts you to donate? What sort of impact are you expecting? How quickly do you want to see results? How much time can you set aside to learn more about a cause or social issue? These questions can help you to gain greater clarity on why you give, and whether your expectations are realistic.

If apart from donating, you would also like to volunteer, assess your ability to deliver by considering your time, money, commitment and expertise. Perhaps you would like to be on the organising committee of a fundraising event this year? Help the charity by being honest with yourself and with them.

Build your knowledge of social issues and collaborate
It’s always easy to give to causes that you are familiar with or are directly in front of you. But is your money going to where it is most needed? Instead, you can build your knowledge and learn more about current social problems or deep-rooted community issues that need support. Who knows, you may uncover fresh perspectives on how your money can better meet needs and still support a cause that resonates with your values. You can also gather a group of like-minded friends together to multiply the impact. When donors are willing to share knowledge and resources, redundancy is reduced, and funds can be directed more efficiently.

Adopt the mindset of a partner
Lastly, here are some things to keep in mind when working with charities. While some charities are able to provide a certain level of appreciation to donors, there are many that are under-resourced and face challenges in providing a satisfactory giving experience. If you are a customer to a for-profit business, you may give to a business with better service. But before you take your donation to another charity, do consider taking on the mindset of a partner rather than a customer.

If you assure the charity that you are interested in their real challenges rather than how well they keep things together on the outside, the charity can be honest about what they really need. As a result, you will gain a better insight into what it takes to make a meaningful change.

Aleta Planet Foundation: Supporting children and elderly in the fight against COVID-19

To help bolster the combined efforts in combating the adverse effects of the COVID-19 pandemic within our community, fast growing fintech company Aleta Planet has donated $100,000 to the Mediacorp Enable Fund, a community fund administered by SG Enable.

The proceeds are part of an initial larger commitment of $200,000, and will go towards supporting the elderly who have to work despite their frailties and children with disabilities, as well as those from low income families.

The sum will be donated via the Aleta Planet Foundation, a donor advised fund established in partnership with the Community Foundation of Singapore (CFS). The Aleta Planet Foundation will work with CFS to identify existing needs for the elderly and disabled children, find suitable charity partners to work with and to manage the funds received.

“We are deeply grateful to Aleta Planet Foundation for their strong spirit of charity and choosing the Mediacorp Enable Fund to make their first donation. The generous contribution will provide much needed financial assistance in meeting the last mile needs of persons with disabilities, as well as to help them fulfil their aspirations in life,” says Mr Ku Geok Boon, CEO of SG Enable.

Set up in Singapore just six years ago, the Aleta Foundation specialises in payment solutions to and from China, and plans to increase their contributions to the community in the future as part of their sustainable corporate giving culture.

“As Aleta Planet has reached a level of growth, we feel that it is now fitting for us to give back to the community in which we operate,” said Mr Ryan Gwee, Chairman and Group CEO of Aleta Planet. “This is especially timely amid a pandemic and recession that have created considerable hardship for the most vulnerable groups living on the fringes of our society.”

The donation seeks to also support the elderly who have been abandoned by their families, and will focus on children from low-income families to help them realise their fullest potential in life.

“We look forward to closer collaboration with the Aleta Planet Foundation to identify gaps in the community so as to foster more effective giving and amplify the positive impact they have on our society,” says Catherine Loh, CEO of CFS.
