Corporate giving, or corporate philanthropy, has been gaining momentum in the Republic over the past decade, said Minister for Culture, Community and Youth Lawrence Wong in parliament on Nov 3, 2014. Donations by corporations to Institutions of a Public Character (IPC) have increased two-fold from S$325 million in 2004 to S$644.4 million in 2013, he added.

Looking back at Singapore’s history, charitable donations from corporations is not a recent trend. During the pivotal ‘60s, the tenacity to rebuild Singapore had kindled the philanthropic spirit of some corporations. They offered monetary donations to aid the newly independent nation to battle its problems.

According to a research paper entitled ‘Philanthropy on the Road to Nationhood in Singapore’ by Roshini Prakash and Pauline Tan, the Medical Progress Fund launched in 1965 collected a total of S$4.75 million, with donations from Singapore Turf Club (S$100,000), Singapore Tobacco Company (S$30,000) and The Straits Times (S$12,500).

Other imperative fund-raising projects like the National Defence Fund raised S$8.29 million by 1969. Donations came from big corporations, namely Fraser and Neave (F&N) (S$20,000), F&N’s Board Chairman Tan Chin Tuan (S$50,000), Overseas United Bank (S$150,000), Chinese Chamber of Commerce (S$63,325), and Sheng Huo Enterprise (S$25,000).

Why Should Companies Build a Culture of Giving Back?

Let us take a closer look at corporate philanthropy and corporate social responsibility (CSR). The two concepts are closely linked, just that philanthropy is a portion of the bigger corporate social responsibility pie.

Typically, corporate philanthropy comprises monetary donations or resources such as facilities or volunteer time put in by the company’s employees.

Nonetheless, while the motive of corporate philanthropy is altruistic, corporations have begun to foresee the need to initiate philanthropic schemes as corporate investment, to gain a better positioning edge over their competitors.

Corporate philanthropy denotes a company’s values. As Mr Lawrence Wong, Minister for Culture, Community and Youth, said at the NVPC Corporate Giving Practitioner Roundtable 2015: “Corporate Giving is a deeply important endeavour. When corporate organisations embark on volunteering or philanthropic efforts, it sends a strong message to all both inside and outside the company that they are more than just about bottom lines.”

Corporate philanthropy can be integrated into a corporation’s mission and corporate social responsibility to steer the company in the right direction. Not contradictory to their business interests, the company itself and the employees can reap the benefits of doing good while benefiting the communities it serves.

Catherine Loh, CEO of Community Foundation of Singapore (CFS), told Epoch Times: “Companies who do good and build a culture of giving back reap benefits like inspiring and engaging their staff, customers, suppliers and other stakeholders. Companies are also more likely to grow a positive brand image and attract and retain talent.”

Community Foundation of Singapore (CFS) is a non-profit organisation founded in 2008 to encourage and enable philanthropy in Singapore by enabling donors to set up their own named charitable funds.

CFS helps to bridge individual and corporate donors with charitable organisations to develop programmes and give out grants that support a wide range of needs in the community. Currently, CFS manages more than 80 donor funds, giving out S$10 million every year to make a positive change in many ways.

Ms Loh added that there are numerous benefits for companies looking to partake in corporate philanthropy, such as:

  1. Increasing staff morale and employee retention
  2. Attracting and retaining talent
  3. Growing a positive reputation with the media and the public
  4. Reinforcing corporate culture and identity
  5. Generating business development opportunities
  6. Improving customer retention and brand recall

For instance, Douglas Conant, who was President and CEO of Campbell Soup Company until 2011, noted that the more Campbell allocated their resources to developing philanthropic initiatives to serve the communities, the more engaged and productive their employees were.

Their meaningful mission of “building the world’s most extraordinary food company by nourishing people’s lives everywhere, every day” laid the foundation for the firm’s success.

In another example, American production firm DreamWorks SKG joined hands with schools to devise training programmes that taught low-income students in Los Angeles essential skills in the entertainment industry. This in turn contributes to a better education system that boosts the employability of these low-income students. In addition, having more specially trained graduates helps to strengthen the entertainment industry that it relies on.

However, companies engaging in corporate philanthropy should also comply with other ethical issues concerning environment, consumers, human rights, supply-chain sustainability and transparency, or they cannot be said to be practising good CSR even if they make huge donations to charities. Doing otherwise is just sheer hypocrisy and falsehood, said Gerard Ee, Chairman of Charity Council.

“First and foremost, you got to believe you have a broader responsibility than just making money,” stressed Mr Lee Poh Wah, CEO of Lien Foundation.

How Corporations Can Start Giving
Corporations wishing to kick-start their philanthropy effectively can approach the Community Foundation of Singapore (CFS).

“For companies that approach CFS, we help to kick-start their philanthropic journey by aligning their core values and intent with the needs of the local community,” said Ms Catherine Loh. “By setting a charitable fund with us, companies are actively involved in deciding how to make the most impact with their philanthropic money.”

CFS, which has a vision of growing a sustained culture of giving for generations to come, has worked alongside a number of corporations in Singapore – for example, Changi Foundation, Ascendas-Singbridge, Estate Developers Association (REDAS) and UBS – on their corporate philanthropy, which involves grantmaking that supports community projects.

A notable example is the Diversity in Abilities programme co-managed by the Community Foundation of Singapore with UBS, which aims to develop and showcase the artistic talents of children and youths with special needs.

As there are more than 2,000 charities in Singapore, CFS can “narrow down and identify charities that are aligned with their philanthropic objectives, given their knowledge and expertise, and we can identify gaps and opportunities to enable companies to make more strategic and effective giving,” said Ms Loh.

To ensure full transparency and accountability, CFS also assists donors in keeping an eye on how their philanthropic money is impacting the beneficiaries, the output, and outcomes through a rigorous programme evaluation and robust grantmaking process, as well as concise reporting.

“Companies find our services useful as they often have to report back to the shareholders on how their philanthropic money has been used.”

She added: “We can also help companies identify charities that can better accommodate their employees for volunteering activities. For example, we introduced a bank with many foreign employees to a charity that runs an English reading programme for children from low-income families. These native English-speaking employees could actively contribute by reading aloud to these children.”

“Companies can contribute time, treasure and/or talent. There is no one best way to give back,” she asserted.

Two programmes to help disadvantaged youths transition from school to work were launched yesterday in conjunction with the opening of the A.P.T.I.T.U.D.E Centre at ITE College Central.

Launched by the Singapore Youth Impact Collective (the ‘Collective’), the initiative is the first of its kind in Singapore that uses the collective impact model and allows donors and non-profit organisations to solve complex social issues together.

CFS deputy CEO Joyce Teo explained further: “This approach recognises the value of collaboration in addressing complex social issues that requires the coordinated efforts of multiple entities, often from different sectors.”

The Collective wants to increase the ability of youths from underprivileged backgrounds to succeed in the workforce through training and skills development.

The Collective comprises six members, namely Changi Foundation, the Community Foundation of Singapore (CFS), Credit Suisse, Octava Foundation, SHINE Children and Youth Services (SHINE) and TOUCH Community Services (TOUCH). To date, the funders have pledged close to $1 million towards the programmes.

The programmes, A.P.T.I.T.U.D.E Centre at ITE College Central and Youth Forte, aim to encourage young people to get their education qualifications, to develop their socio-emotional skills and provide them with access to job opportunities.

For example, A.P.T.I.T.U.D.E which is run by TOUCH in collaboration with ITE will offer structured programmes.

TOUCH youth coaches will work closely with the ITE-identified classes and help students work hard towards achieving their dreams

The Youth Forte programme targets youths 17 to 21 years’ old who are not in school or not working more than six months, and are facing difficulties entering the workforce.

Conducted by SHINE, the programme guides these young people through various stages including assessment, individual guidance, socio-emotional training, job skills training, practical training and vocational training that provides WSQ certification.

Talking about leveraging on the collaboration, Anita Low-Lim, Senior Director (Children and Youth Group), TOUCH, said, “This is a great opportunity for TOUCH to work with similar-minded partners who want to improve the work of youth development work and develop better training programmes.”

Benjamin Teo, Centre Director for Yishun Centre, SHINE, agreed:“The collective impact model allows non-profits to tackle operational challenges together with the donors. I’m positive this will help us in making a greater in the lives of these youths and their families.”

The Collective’s programmes are for youths aged 17 to 25 who may need support in school or after graduation as they seek employment.

Their aim is to empower 230 youths to be work-ready over the next three years.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

A Call for Collaborative Giving: Scaling Greater Heights with Seniors

The third Colabs publication explores how we as individuals and as a society can help our senior citizens live more happily in our community, against the backdrop of an aging population. The collective insights of 98 participants identified various issues such as the generational gap and lack of purpose. In collaborative discussions on the way forward, one key point was to involve seniors from the very beginning, to improve their ownership and adoption of the solutions. Read more here.

Speaking after the association’s annual general meeting at Kallang Netball Centre on Friday, Liang-Lin, a fund manager for a US$7 billion (S$9.5 billion) firm focused on green real estate investments in Asia, hopes to bring her expertise to the table and increase the amount of financial support for Singapore netball during her four-year term.

The 53-year-old took over from Deputy Speaker of Parliament Jessica Tan, who has been the association’s president since 2012. Tan had reached the end of her tenure, which saw the national team make several breakthroughs, including a gold medal at the 2015 SEA Games in Singapore.

Liang-Lin holds various appointments such as being Singapore’s representative to the G20 for Women appointed by the Ministry of Finance. She is also a board member of the Community Foundation of Singapore, which promotes philanthropy through facilitating the establishment of charitable funds.

She said: “One of the things that is overlooked when we look at philanthropy and fundraising is that sport is not really part of the things that people will automatically think about.

“Less than one per cent of the funds that we raise in the Community Foundation goes to sport. The values that sport brings need to be amplified more, so that corporates… see the need to support sport. I think that link needs to be stronger so that we get not just more corporate sponsors, but also they can come in for longer periods of time.”

While national agency Sport Singapore provides funding to netball, corporates can also do their part, she added.

She said: “If we play our cards correctly, we can get corporates to come in and hopefully support them, to see the wider purpose of sport and bring the nation together.”

She also hopes the association can be proactive in looking for financial support, adding: “We must work more strategically with governing bodies on educating corporates on the importance of really supporting sport.”

The former netball player also made references to the recent Women’s World Cup for football, noting the “ability for a game that focuses on women in the sport to bring global attention”.

She said: “I want that kind of trajectory of the limelight going to women’s sport. I think that is a trend that will continue, and I hope that netball will be part of that trend.”

Meanwhile, Tan was satisfied that she has achieved the three objectives she had set out to do when she came on board – to improve quality of play, build a fan base and create an ecosystem which involves coaches and players.

The 57-year-old added: “As much as I do feel sad about having to step down, but at the same time, leadership renewal is very important.

“I think Trina will help to galvanise the team together, and bring a lot of new perspectives and quality to the association.”

随着国人对有效行善的意识提高,更多企业和个人善款捐赠者过 去10年来选择与专人合作,协助他们管理和发放善款给希望帮助的机 构或项目。

数据显示,捐赠者透过新加坡社区基金会(Community Foundation of Singapore)设立或管理的慈善基金从2008年的两个 增至2013年3月的47个,到了今年2月已增至110个,10年来增幅超过50 倍。

协助企业或个人捐赠者以可持续、妥善和具透明度的方式管理与 设立行善基金的新加坡社区基金会迈入第10年,多年来,基金会把捐 赠者与他们关注的相关慈善团体妥善配对,制定有效行善策略,让更 多有需要者受惠。

基金会总裁罗佩仪(50岁)接受《联合早报》访问并透露上述数 据时说,基金会成立之初希望做的是通过了解捐赠者关注的课题及行 善动力,协助发展出一套适合捐赠者的有效行善策略。

新加坡社区基金会在本地超过2000个慈善机构中找出适合捐赠 者资助的项目……找出不同群体的需求及捐赠者可提供协助的机会, 让捐赠者可更有效地施予援助,发挥更大影响力。”

罗佩仪说,在为捐赠者与慈善项目或机构进行配对时,捐赠者的 理念、兴趣、愿意承担风险的限度、拨款数额等都会影响基金会所做 的推荐。而基金会发挥的影响力,也随着更多国人了解以有效方式行 善何其重要后,逐年增加。

深入了解慈善机构运作 及善款影响力

基金会提供给本报的数据显示,截至2013年3月,基金会共筹到 5000万元善款,发放的款项约1200万元,惠及130个慈善伙伴。

而到了今年2月,基金会筹获的善款已达1亿元,发放的款项达 6000万元,惠及的慈善团体多达400个。

为了确保善款获得妥善运用,基金会也会深入了解慈善机构的运 作、领导班子、受惠人如何获益、财务状况、个别项目如何进行、有 多少资源、有没有执行能力等。基金会也会为捐赠者跟进汇报善款发 挥的影响力,以及使用后的结果等。

罗佩仪说:“企业一般上会觉得这样的模式很管用,因为他们必 须向股东汇报善款用途。”

她也说,基金会未来会继续透过讲座和活动接触更多群体,让各 方更了解基金会提供的服务。

运输业者发挥“专长” 让派发食物更有效

交通运输企业行善不忘发挥专业,出钱出力出车,协助非盈利组织有效地派发更多食物给有需要的人。

交通运输业者金钟集团(Goldbell Group)自2015年起成立金钟基金会,探讨如何在经营生意的同时尽社会企业责任,选择帮助真正需要帮助的人。

金钟财务服务私人有限公司执行董事蔡满榜(38岁)积极带领金钟集团履行企业社会责任,他受访时说,在和新加坡社区基金会合作行善之前,金钟集团一般都以零星方式回馈社会,有机会就帮忙,没有一个制式的行善结构。

在金钟基金会成立隔年,因刚好有一名新加坡社区基金会成员认识蔡满榜的父亲,从此,金钟集团就透过新加坡社区基金会从旁牵线和指引,确认行善计划和目的,帮助本身关注的群体。

金钟基金会和新加坡社区基金会展开合作初期,计划每年拨出30万元行善,而慈善团体“爱心食品”(Food From The Heart)是金钟基金会资助的团体之一。

蔡满榜说:“与该团体数次接触后,发现我个人的行善理念与他们的管理营运理念不谋而合,尤其是他们去找合作伙伴捐赠食品给他们要帮助的人,而不是花钱购买食品。”

在透过新加坡社区基金会促成更有效的合作之前,金钟集团已免费租借两辆有冷冻设备的卡车给“爱心食品”,方便他们载送易腐食品。

现在,金钟集团允诺资助“爱心食品”三年,支持该组织卡车队的营运和载送食品给有需要者所需的营运费用等。

如此一来,“爱心食品”就能更好地进行预算和营运规划,确保在金钟集团资助期间,有需者可持续获得食品援助。

除了“爱心食品”,金钟集团也资助过不少个别项目,包括绿色生活、援助有需要青年等。

More companies and individuals seeking professionals to manage their charitable funds

In the 10 years since the Community Foundation of Singapore was established, the number of charitable funds set up or managed has increased from two in 2008 to 110 in February this year. The donations raised by the foundation have also reached $100 million, with $60 million distributed, benefiting up to 400 charities.

As awareness of effective charitable giving increases, more corporate and individual donors have spent the past 10 years choosing to collaborate with dedicated professionals to help them manage and distribute charitable funds to the institutions or projects they wish to help.

According to statistics, charitable funds created or managed by donors through the Community Foundation of Singapore increased from two in 2008 to 47 in March 2013 and further increased to 110 in February this year. In 10 years, it has gone up more than 50 folds.

The Community Foundation of Singapore, which assists corporate or individual donors to manage and establish charitable funds in a sustainable, appropriate and transparent manner, is reaching its 10th year. Over the years, the Foundation has properly matched donors with the charities they care about, formulating effective strategies for good practices to benefit more people in need.

When CFS CEO Catherine Loh, 50, accepted the Zaobao interview, she disclosed the data above and added that the Foundation’s initial hope was to help develop a set of donor-friendly products by understanding donors’ concerns and the motivation to do good.

The Community Foundation of Singapore has identified programmes that are suitable for support from more than 2,000 charitable organisations in the country by identifying the needs of different groups to provide opportunities for assistance so that donors can more effectively provide assistance and make greater impact.

Ms Loh said that when pairing donors with charitable projects or institutions, the donor’s ideas, interests, willingness to take risks, the amount of funding, etc. all influence the Foundation’s recommendations. The influence of the Foundation is also gradually increasing as more people understand how important it is to be effective.

Learning more about charity operations and the impact of charitable funds

According to the data provided by the Foundation, as of March 2013, it had raised a total of $50 million in donations, with $12 million grants given out, benefiting 130 charitable partners.

In February this year, the donations raised by the Foundation reached $100 million, with grants amounting to $60 million, benefiting up to 400 charities.

In order to ensure the proper use of donations, the Foundation has an in-depth understanding of charity operations, leadership, impact on beneficiaries, financial status, how individual projects are run, how much resources they have, and whether they have executive capabilities. The Foundation also follow up with donors to report on the impact of charitable donations, as well as the outcomes.

Ms Loh said: “Companies generally feel that this model is very useful, because they must report to shareholders on the use of funds.”

She also said that in the future, the Foundation will continue to reach out to more groups through lectures and events so that all parties can better understand the services provided by the Foundation.

Transport operators use their expertise to make food delivery more effective

Transportation companies have not forgotten their professional role –  using their expertise and money to help non-profit organisations to effectively distribute food to those in need.

Transportation company Goldbell Group established the Goldbell Foundation in 2015 to explore how to conduct social responsibility while running their business and helping those in need.

Alex Chua, 38, Executive Director of Goldbell Financial Services Pte Ltd, actively led the Goldbell Group in fulfilling its corporate social responsibilities. During the interview, he said that prior to collaborating with the Community Foundation of Singapore, the Goldbell Group generally gave back to society in sporadic ways. If there’s an opportunity, they help, there was no structure for doing good.

In the year after the Goldbell Foundation was established, a member of the Community Foundation of Singapore who knew his father William Chua reached out to them. Since then, through guidance provided by the Community Foundation of Singapore, they have a philanthropic plan and goals, helping causes of their choice.

In the early stages of the collaboration between Goldbell Foundation and the Community Foundation of Singapore, it plans to set aside $300,000 a year to support charities, and charity Food from the Heart is one of the groups funded by the Goldbell Foundation.

Mr Chua said: “After several interactions with the organisation, I discovered that my concept of personal goodwill is in line with their management concept. In particular, they approach partners to donate food to the people they want to help, rather than spend money to buy food.”

Prior to promoting more effective collaboration through the Community Foundation of Singapore, the Goldbell Group has already rented two trucks with freezer equipment to Food from the Heart to facilitate the delivery of perishable foods.

Now Goldbell Group has promised to fund Food from the Heart for three years to support the operation of the truck fleet as well as the operating expenses required to transport food to beneficiaries.

As a result, Food from the Heart is able to better budget and plan its operations to ensure that those in need can continue to receive food assistance during the period the Goldbell Group is funding.

In addition to supporting Food from the Heart, Goldbell Group has also funded a number of individual projects, including environment projects, and providing help to young people.

National Legacy Giving initiative to inspire philanthropic culture in Singapore

The three-year national Legacy Giving Initiative aims to make planned gifts more common and frequent as another avenue for Singaporeans to make their giving meaningful.

Private philanthropy has an important role to play in providing much needed support for the community. The Community Foundation of Singapore (CFS) kicks off this initiative today with “A Greater Gift” campaign, to boost awareness and drive conversations for legacy giving and its value to the community.

According to a Social Pulse Survey 1, there is a disconnect between awareness and action when it comes to legacy giving. While the majority of respondents (83%) flagged awareness on what legacy giving is, only 33 per cent is considering legacy as a means of giving, but only 3 per cent would take action.

CFS’ “A Greater Gift’’ campaign, which is digitally-led, will run over the next three months, inviting individuals, professional advisors, and charities to consider ways a legacy gift can provide meaningful support and leave a lasting impact. As part of the campaign, CFS has partnered with ambassadors to highlight the causes they support, capturing what inspired their interests in a particular cause and the legacy they wish to leave.

Going forward, CFS will work with professional advisors by providing them with resources to help them ignite conversations with clients. We will support charities, especially the smaller ones, which may not be equipped to engage legacy donors.

Legacy gifts can be broadly defined as planned, future donations to charities. While up to the individual, the gift can be cash, marketable securities, insurance payouts, CPF monies and marketable assets. Individuals looking to support a cause over a period of years can establish a donor-advised fund (DAF) with CFS, to manage grant distributions

CFS was selected to lead the Legacy Giving Initiative with its strong track record and deep experience in advisory and grant making. As a neutral entity not attached to a specific cause, CFS complements the philanthropy landscape by bridging donor intentions to causes and charities.

CFS Brand Ambassadors

  • Dr. Audrey Looi and Dr. Ang Beng Ti – An eye specialist and neurosurgeon respectively, this husband and wife duo have made it their mission to equip children with low-vision with skills and resources. After personally experiencing a gap in supporting their son who has a degenerative eye disorder, they committed to supporting the visually impaired via iC2 PrepHouse.
  • Nadia Ahmad Samdin – A lawyer whose own personal journey of receiving financial assistance in school has led her to championing support for at-risk youth and their families, who will particularly benefit from having steady care.
  • Dipa Swaminathan – A lawyer and TEDx speaker, her passion to improve the welfare of migrant workers here has led her to set up social initiative ItsRainingRaincoats in 2015, which has especially increased society’s kindness and compassion for this community at the height of the pandemic.
  • Hian Goh – An entrepreneur and venture capitalist who wants to contribute to the future of society by identifying the next big game-changers and creating opportunities for innovators to reach their full potential.
  • Kris Tan – A philanthropist dedicated to empowering the arts in Singapore. She set up a charitable fund with CFS, Kris Foundation, in 2009 to support young classical musicians in Singapore and will expand it to the wider arts community.

About Legacy Giving

The legacy giving campaign is part of a three-year Legacy Giving Initiative (LGI). This campaign will highlight that everyone can contribute to the community through a legacy gift, either through CFS or directly to a charity. The LGI will build awareness by helping individuals understand the ways to give and the value of planned gifts to charity. It will also support professional advisors working with clients and charities engaging their donors in philanthropy conversations. CFS is well placed to drive this initiative.

1The Social Pulse Survey was started in 2016 as an on-going survey carried out by The Ministry for Culture, Community and Youth (MCCY) to gather Singaporeans’ opinions and involvement with regard to matters such as sports, arts, culture and community living. Each month, about 500 interviews are conducted face-to-face with randomly selected households, and residents aged 15 and over across Singapore. The survey sample is representative of Singapore’s resident population.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The programme provides the children with a non-threatening platform to connect with peers and have positive conversations. In addition, it exposes them to different people who can assist to broaden their perspectives.
