The Straits Times – Fund marks 20 years of marriage for couple

About six months before Ms Trina Liang-Lin’s 20th wedding anniversary on June 2016, she mulled over how to make the occasion meaningful.

“My husband and I did not want just another party,” said Ms Liang-Lin, 47, managing director of investment research consulting firm Templebridge Investments.

She is married to Mr Ed Lin, 49, partner and director of the Singapore office of Bain & Company, a global management consultancy.

The couple have no children.

“We wanted to do something meaningful that can last beyond a party,” she added.

Her friend Laurence Lien, chairman of the Community Foundation of Singapore (CFS), suggested she organise regular donations to charity under a common fund, which the foundation could help to run. “We liked the idea. It saves us the work and resources needed to set up a private foundation,” she said.

In early 2016, the Lin Foundation was set up under the umbrella of the CFS with a six-figure sum, she said.

The fund has given money to the Singapore Committee for UN Women, a non-profit organisation that promotes women’s empowerment and gender equality, of which Ms Liang-Lin is the president.

The committee supports the work of UN Women, the United Nations body that promotes gender equality and fights discrimination against women. The fund has also given money to the Singapore Management University, the Singapore Repertory Theatre and the Society for the Prevention of Cruelty to Animals.

These were causes that she picked when the fund was set up.

On more younger, wealthy people like her setting up charity funds, Ms Liang-Lin said: “Increasingly, people are realising that they don’t have to wait till they are older or richer to give back and make an impact.”

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The programme provides the children with a non-threatening platform to connect with peers and have positive conversations. In addition, it exposes them to different people who can assist to broaden their perspectives.

Accessing Quality Education: Beyond the Classroom Walls

The education of a generation is an extensive and complex undertaking.

Consider the span of time it takes to bring a single individual from nursery and preschool, through the primary and secondary school levels to the various branches of tertiary education. This journey could range from at least 12 years to almost three decades for the dedicated academic.

Keep in mind the need to cater to the individual’s development along the entire stretch in terms of how he or she learns, their psychosocial, physical, emotional and mental health, and their attitudes during the learning process. Now multiply that by over 30,000 for the number of students in each cohort year in Singapore, and you get a sense of the seemingly impossible task that faces the Ministry of Education.

The 32,000 plus teachers in Singapore (MOE, 2021) are doing a highly commendable job as it is. Singapore is ranked 21st in the latest education ranking of the Best Countries Report (World Population Review, 2022) and topped the world in the 2018 Global Competence test, conducted as part of the Programme for International Student Assessment (ST, 2020).

The Singapore education system also has facilities and options for those with learning disabilities, allowing those with conditions such as autism and Down syndrome to obtain a formal education, with pathways to employment for those who are able to do so.

There is a plethora of exit points for those who graduate from the education system here. Besides those with learning disabilities, one could complete formal education after attaining a polytechnic diploma, a university degree or even a doctorate.

While some of that depends on their innate aptitude for study, the students’ early childhood education plays a large part. While it is compulsory for all Singaporean citizens to attend primary school (MOE, 2021), the same is not true for preschool.

Government statistics reflect that nearly 99% of children in Singapore would have at least some preschool education by the age of six (MSF, 2016). This is commendable, but many still do not get the essential foundation that preschools offer, which leads in part to the learning difficulties (not to be confused with disabilities) that some children may face in keeping pace with their peers (Channel News Asia, 2019).

Learning difficulties are when a child, whose IQ is not affected, finds it challenging to learn in a particular way (MyLife Care, 2018). It could stem from conditions such as dyslexia or psychological issues such as anxiety and depression, inhibiting the child’s learning abilities and approach to studies.

Children with learning difficulties face problems with literacy and numeracy (Raising Children, 2021), which is an issue as English and Mathematics are the two core subjects that determine entry into post-secondary education.

Fortunately, there are many groups who are supporting children and youth struggling with primary and secondary school education. Although they are not teachers per se, the programme staff and volunteers of these groups are helping children with learning difficulties, who are usually from challenging backgrounds, to improve their academic abilities.

For instance, social enterprise Catch Them Young’s programme KidsExcel is partnering with the Lions Community Service Foundation to help primary- and secondary-going school children in their academic curriculum.

KidsExcel complements their tutoring time with workshops in sports and drama, which motivates the children to improve academically and to enjoy these popular activities offered by KidsExcel staff.

“I love interacting with the kids and I want to make a positive impact in their lives,” enthuses volunteer Ms Joycelyn Fung. “I have forged good relationships with the children and their parents. In the two years I have been here, it has been very fulfilling and rewarding to see the kids develop and grow.”

Resilience is a clear lesson learnt by KidsExcel care recipients, with 10-year-old Syakir stating that he would never give up in his pursuits, while 12-year-old Elfie proclaims: “I will never stop when I am tired, but will stop when I am done.”

Staff Madam Haznita shares: “It has been a joy working with the kids. Some came with little confidence and had difficulties adjusting, so we needed to spend time getting to know them better and help them settle. It is very rewarding to know they look forward to KidsExcel classes and seeing them every week. This is what motivates me.”

Another programme, Reading Odyssey by SHINE Children and Youth Services, helps to boost children’s literary abilities by inculcating a love for stories through story-telling and literature-related activities.

Taking these children onto journeys of the imagination to improve their linguistic capabilities are volunteers Bee Peng and Natasha. Every week, they tap into their dramatis personae and bring stories to life for the children.

“I like everything in Reading Odyssey, especially the games,” says P2 student beneficiary Kim Yan. “Teacher Bee Peng helps me to understand how the games are played. She is kind and patient. I thank her for teaching me.”

Bee Peng says: “I believe in the quality of Reading Odyssey; it has a positive impact on the lives of the children and has elements of character building. And I truly enjoy interacting with the children.”

Another P2 child, Divinya, demonstrates her newfound verbosity: “I like the games in Reading Odyssey and the snacks given out. My teacher Natasha helps me with reading unfamiliar words. If I don’t know the words, she helps me to pronounce them and tells me the meaning of the words. She is always present for the sessions, she never absents herself. She is always there for me. Thank you teacher, for teaching me and giving me lots of stars.” Divinya also expressed a wish for Natasha to continue teaching her in Reading Odyssey, a testament to the positive impact that even volunteers can have on our children.

A volunteer since 2017, Natasha believes in the programme’s aim of elevating the children’s self-confidence through learning and reading: “There are many opportunities to interact with the children via discussion of the stories, which allows me to journey with them and help them improve.”

Regardless of their motivation, it is clear from the number of children going through such programmes—about 350 and 180 annually from the KidsExcel and Reading Odyssey programmes—that programme staff and volunteers for such extracurricular activities are just as much teachers to our children as educators in school.

The Goh Soon Tioe Centenary Award: Creating opportunities for future generations of musicians

An accomplished violinist, conductor and impresario, Goh Soon Tioe was one of the greatest pioneers of Western classical music in post war Singapore and among the country’s earliest music teachers. 

A prodigious student of Spanish classical guitarist Andres Segovia, Goh taught a generation of musicians who went on to become established figures in Singapore’s music scene. Some of them include household names such as singer-songwriter Dick Lee, and National University of Singapore’s (NUS) Concert Orchestra Music Director, Lim Soon Lee.

Wanting to pass on his great love for music, Goh’s family established the Goh Soon Tioe Centenary Award in 2011, an endowed fund administered by the Community Foundation of Singapore (CFS). His daughter Vivien Goh, a Cultural Medallion winner and talented violinist in her own right, wanted to honour the memory of her father and help deserving individuals to achieve their dreams.

The Goh Soon Tioe Centenary Award grants scholarships to musicians with a consistent track record of outstanding musicianship and performance. Some of the past winners of the Award include Theophilus Tan, Mathea Goh, Joey Lau and most recently Kevin Loh, the first guitarist to win the Award in 2018 and Joelle Hsu, winner of the 2019 Award.

As the seventh recipient of the Award, an accomplished musician at just 22 years of age, Kevin Loh is no stranger to winning awards and achievements. The graduate of the prestigious Yehudi Menuhin School in Britain has also received accolades such as the HSBC Youth Excellence Award for Musical Excellence in 2010, and first prize in the 34 th Volos International Guitar Festival and Competition in Greece in 2017.

The young musician fondly recalls his childhood, when his parents presented him with a violin when he was four years old. He had no interest in the violin then, and his music teacher responded to his lack of concentration by locking him out of the classroom.

His father decided instead to teach him the guitar, and a young Kevin took to the instrument like a duck to water. He would record videos of himself practicing in the living room, and cultivated his passion along with a very supportive family.

Looking back on his storied career as a musician, the 22 year old acknowledges that it was an eye- opening experience. ‘I’ve performed for some very high profile people,’ he recalls. ‘No matter how many performances I play, I always feel nervous. The nerves never go away. I’m very thankful that I’ve gotten this far with the guidance from my teachers and parents.’

‘The Award has definitely enriched my life and I am very grateful to have received it. It has afforded me the financial opportunities to perform around the world and at different music festivals,’ Kevin says. ‘It has given me room to grow and it is my dream to encourage and set up other budding classical guitarists to grow as well.’

For Joelle Hsu, her musical journey began on the piano at the tender age of four. At eight years old, when she saw how much fun her younger sister had on the violin, Joelle requested for violin lessons. Even though friendly sibling rivalry saw to it that she practiced hard, it didn’t feel like the right instrument for her.

It was then when she was introduced to the soulful sound of the viola by her violin teacher. ‘It really drew me in, possibly because of how similar it was to the human voice,’ Joelle says. ‘I fell in love with the instrument and decided to continue my musical adventures on the viola instead.’

Many musicians know that the key to improving one’s skill at an instrument is through hours and hours of practice. It was a challenging feat for one so young back then; having to balance going through the rigour of secondary school and junior college while still finding the time to practice constantly.

All of Joelle’s efforts eventually paid off when she won the Singapore National Youth Orchestra (SNYO) Concerto Competition in late 2017. ‘I was glad and extremely grateful to be given the
opportunity to debut with the SNYO. It helped me to experience what it is like to work with a conductor and orchestra as a soloist. I did not have prior experience as I had always just been an orchestral player,’ Joelle explains.

‘Winning the Goh Soon Tioe Award has certainly made me a more confident musician, especially as a violist. The viola is usually seen by other instrumentalists as the underdog; as we always get the parts which are less interesting, unlike other instruments that often have the melodic line,’ says the young violist.

‘Being able to put up a recital featuring the viola was really an honour and it was not something I expected that I could do. I am really glad to have shown the audience present what a soulful sound the viola can produce, and I hope that it touched their hearts as much as it touched mine.’

Now into its ninth consecutive year of commending promising musicians, the 2020 Goh Soon Tioe Centenary Award winner will be announced soon. Do keep an eye out for our story on the upcoming winner.

Sustainable Philanthropy Matters: The SDGs in SG

In this three-part series ‘Sustainable Philanthropy Matters’, we explore the surprisingly intimate relationship between philanthropy and sustainability and how the practice of one can in fact, lead to the advancement of the other. Both of these issues are close to our hearts here at CFS and we want to share how our philanthropy can help preserve our planet, our communities and our future.

In our previous article, we took a brief look at the history of philanthropy and sustainability. Here, we will examine the relatively newer Sustainable Development Goals (SDGs) and their paramount relevance and importance today. The SDGs were adopted as a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity. Additionally, the SDGs could and should serve as a guide to the next steps in Singapore’s social, environmental and even philanthropic evolution. Donors can create a greater impact with their giving by ensuring alignment with the SDGs.

Introducing the SDGs

When it comes to the 3P’s, People has long been seen as the more important P as compared to Planet (let us not talk about Profit!).

Of the eight Millennium Development Goals established in 2000 by the UN, only one was environment-related. Even in the first-ever Global Philanthropy Report, published relatively recently in 2018 by the Hauser Institute for Civil Society (Johnson, 2018), education was the most popular cause of choice for foundations around the world, with 35% focusing on at least one aspect. Health and social welfare also featured largely as priorities. Only one region, Latin America, had environment and animals as a focus and even then, at only 23.8%.

The 17 SDGs, birthed in 2015 at COP 21 in Paris, catapulted the idea of sustainability into everyone’s consciousness in vivid colour. It illustrated that sustainability encompasses many facets of society as well as the natural environment, with an infinitely long-term view of providing for future generations.At first glance, many of the SDGs seem to talk about social aspects anyway, but the beauty of the SDGs is that each goal is inextricably linked to several others. For instance, an initiative ensuring that farmers get paid decent wages while tapping on technology to grow food that is organic and pesticide-free aligns to SDGs 1, 2, 3, 8, 9 and 12.

SDGs in Singapore

Delving deeper into the 169 targets of the SDGs, one realises that quite a few of them may not seem to apply to Singapore. As a highly developed and modern country with a high GDP, 100% literacy rate and no real primary industries like mining, forestry and agriculture, we can claim to have already met many of the SDGs’ targets.However, it is the spirit of the SDGs at which we should look, and it is then that we realise that there is definitely more that we could do.

Let us examine SDG 1, No Poverty. Singapore claims that the first two indicators do not apply as we have no poverty line, national or international (Department of Statistics Singapore, 2021). Yet, it is clear that cases of relative poverty still exist in Singapore (Ng, 2018). The problem can be simply explained by the high cost of living in Singapore (ECA International, 2021), our high Gini coefficient (World Population Review 2021) and the majority of the households having an income below the national average (Dayani, 2021) but the fact remains that the problem exists, and we need to address it within the Singaporean context.

Thankfully, besides the Government’s efforts to reduce social inequality (Lai, 2019), Singapore has had a long history of philanthropists (Ooi, 2019) who have seen to the needs of their country’s people through their generosity. Fast forward to today, and even the man on the street can be a philanthropist, with easy, direct access to many charity channels and donation portals online.

Everyone Has a Role

Ultimately, this democratisation of philanthropy is a good thing. Accomplishing the vision of “peace and prosperity for people and the planet, now and into the future”, requires the concerted achievement of each and every SDG.

Given the intricate interconnectivity of the SDGs, tackling any project that aims to deal with them would be a daunting task if attempted alone. Just as social issues are complex problems requiring multifaceted approaches by multiple stakeholders, so it is with the SDGs.

The 17th SDG, Partnership for the Goals, actually posits that we all have a role to play. Governments and agencies can only do so much. It is recognised that corporations and individuals alike all have responsibilities towards achieving the environmental growth and strengthening of Singapore (and the planet too, come to think of it). As the late philosopher McLuhan said: “There are no passengers on spaceship Earth. We are all crew.

Eyes on the Prize

In the previous article of this series, we shared that everyone, whether individual, group or organisation, had reasons to give. It is important to avoid whitewashing or greenwashing (basically, paying only lip service about being philanthropic). Giving back to the community and/or the environment should not be about meeting reporting requirements or ingratiating oneself with the local people.

It can, admittedly, be tricky juggling one’s desire to do a particular act of charity with what said charity might actually want to achieve, or even what the eventual care recipients might really require. With over a decade championing philanthropy in Singapore, CFS deeply understands this need for balance between the desires and objectives of the donors, charities and care recipients. 工艺教育中区学院的谭嘉燕参与学校的户外探险兴趣小组,成功克服恐惧完成绑紧跳,并学到野外求生技能,让她在职业规划上多了选择,考虑未来成为一名露营指导员。

一次绑紧跳的经验,让19岁的谭嘉燕在成长过程中经历改变,也用所学到的新技能为未来职场做好准备。

谭嘉燕目前就读于工艺教育中区学院人力资源与行政系一年级,因喜欢户外活动,两个月前加入学校的户外探险兴趣小组,并跟许多其他科系的同学一起参加为期三天的户外露营。

其间,参与绑紧跳让她印象深刻。她说,自己原本就惧高,从没想过有朝一日会有勇气从七层高楼跳下去。“以前参加过的露营,只要是高空项目我都无法完成。但这次同学和指导员不断鼓励我,我就跳下去了。”

跳下的一瞬间,谭嘉燕对于自己的勇气感到惊喜,战胜恐惧后也更有信心面对生活的挑战。

此次别具意义的户外露营经验,也让谭嘉燕学会如生火、煮饭、搭帐篷等不少野外求生技能,让她在未来职业规划中有了更多选择。“兴趣小组还与企业或机构合作,让我在之后有机会去实习和进修,也许未来能够成为一名真正的露营指导员。”

户外探险是新加坡青年影响组织(Singapore Youth Impact Collective)旗下项目的兴趣小组之一,该组织昨早于工艺教育中区学院为两个新项目及一间名为“APTITUDE”的新活动中心举行开幕仪式。

青年影响组织在2017年由樟宜基金会、触爱社会服务及新加坡社会基金会等六家企业组成,目的在于通过鼓励工教院的学生参与不同兴趣小组,教导相关技能,帮助他们提升专业课程之外的职场技能。

除了兴趣小组,新开幕的APTITUDE活动中心设有沙发、会议桌、电玩机及多款桌面游戏卡牌等休闲设施,是学生课余时间交流玩耍的安全场所。

截至目前,青年影响组织已为项目投放近100万元运转资金,开放给年龄介于17至25岁的工教院学生。主办方希望在未来三年内让230名学生受益。

Tan Jiayan of ITE College Central participated in the school’s outdoor adventure interest group and successfully overcame her fear of bungee jumping, as well as learnt outdoor skills. This in turn provides her with more choices in career planning, and she is considering becoming an outdoor instructor in the future.

The experience of bungee jumping enables 19-year-old Tan Jiayan to develop life skills, and also prepares her for the future workplace with the new skills she has picked up.

Tan Jiayan is currently enrolled as a first year student of Human Resource and Administration at ITE College Central. She likes outdoor activities and joined the school’s outdoor adventure interest group two months ago, participating in a three-day outdoor camp with other students.

The bungee jump left an impression on her. She has a fear of heights, and never thought that she would have the courage to jump from a seven-story building. “In previous camps, I couldn’t complete any high-altitude activities. But this time, with the encouragement of my course mates and instructors, I could do it.”

At the moment of jumping, Tan Jiayan was pleasantly surprised by her courage. After overcoming her fear, she is more confident to face other challenges in life.

This unique outdoor camping experience also allowed Tan Jiayan to learn a range of outdoor skills such as fire-starting, cooking, tent pitching, so that she has more choices in her career planning. “The interest group also works with companies or organisations which may offer me opportunities of internship or further training, and maybe become a real outdoor instructor in the future.”

Outdoor adventure is one of the interest groups enabled by the Singapore Youth Impact Collective, which launched two new programmes and an event centre called ‘APTITUDE’ at ITE College Central yesterday.

The Singapore Youth Impact Collective consists of six organisations including Changi Foundation, TOUCH Community Services and the Community Foundation of Singapore. It aims to help students from the college to improve their professional skills by encouraging them to participate in different interest groups and pick up workplace skills.

In addition to the interest group, the newly opened APTITUDE centre also has leisure facilities such as sofas, conference tables, video games and a variety of table games. It is a safe place for students to socialise and play in their spare time.

Up till now, the Singapore Youth Impact Collective has invested nearly $1 million in operating funds to support the programmes which are open to students of ITE colleges between the ages of 17 and 25. The organisers hope to benefit 230 students over the next three years.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The programme provides the children with a non-threatening platform to connect with peers and have positive conversations. In addition, it exposes them to different people who can assist to broaden their perspectives.
