Media release: CFS and NVPC initiate cross-sector collaborative effort to help disadvantaged young persons in Singapore

Singapore, July 2, 2018– The Community Foundation of Singapore (“CFS”) and the National Volunteer & Philanthropy Centre (“NVPC”) have partnered to catalyse collaboration among the public, private and social sectors.

Colabs, an initiative by CFS and NVPC, drives collaboration by bringing together philanthropists, businesses, non-profits and sector experts to share knowledge, exchange ideas and co-create solutions. More than 100 representatives from 56 stakeholders took part in the first Colabs series that focused on the needs of disadvantaged young persons. These comprised government ministries, statutory boards, multi-national corporations, private companies, foundations, individual philanthropists, academics and non-profit organisations.

In addition, CFS and NVPC have released a guide to provide funders from various sectors of society with practical ways to help disadvantaged young persons in Singapore. The guide, titled ‘A Call for Collaborative Giving: Closing the Gap for Disadvantaged Young Persons’, capturesinsights uncoveredby the diverse group of stakeholders who met to discussthe issues, and outlines clear recommendations for collective action.

“Collaboration is the way forward, as the scale, scope and complexity of social issues today makes it impossible for a single player or the government to solve alone,” said CFS Deputy Chief Executive Officer Joyce Teo. “By leveraging our shared expertise, skills and resources, collaborative partnerships offer donors opportunities to bring about more impactful social change.”

NVPC Director of Strategic Partnership Darrel Lim elaborated: “While there are numerous programmes by organisations to address current issues, there are still gaps, challenges, and constraints faced by beneficiaries and social services. Colabs is a platform which brings together like-minded stakeholders to learn and share insights, uncover gaps in the current system and collectively devise ways to plug these gaps.”

The Colabs series on disadvantaged young persons focused on whether education is a game changer for improving their social mobility. Over the course of eight months, participants shared and heard from sector experts, beneficiaries, and donors. Through roundtable talks, workshops, as well as a field trip and poverty simulation exercise, participants learnt about the challenges that prevent disadvantaged young persons from doing well in life, and the types of support currently available.

Elaine Loo, Director of Central Youth Guidance Office, Ministry of Social and Family Development, commented, “Colabs connects stakeholders across the various sectors to facilitate the sharing of perspectives and nudge collective efforts to address issues that our children and youth are facing today. Networks such as these are useful platforms that allow public agencies to hear directly from stakeholders, including our private sector partners.”

Colabs participants found that while education can help bridge social gaps, not every child can fully tap into the benefits that education can bring. Economic, social, and cultural differences also contribute to a greater degree of variance in Singaporean students’ academic performance compared to students from other countries[1], and social gaps may widen if disadvantaged young persons here are not given the help they need.

Disadvantaged young persons here face multiple challenges. Parents tend to work long hours or hold shift jobs, leaving little time to attend to their children’s learning needs. They often shoulder more adult responsibilities[2]. This can result in poorer literacy development and academic performance, and may lead to psychological issues such as depression and other conditions[3].

“It is difficult to have a ‘one size fits all’ solution because circumstances vary from person to person. Instead, harnessing collective expertise towards providing a variety of support structures with the capacity to consider unique individual needs will result in greater, longer lasting impact,” noted Benjamin Teo, social worker and Centre Director at SHINE Children & Youth Services.

The Colabs guide outlines three different levels on which aspiring changemakers can make a difference through philanthropy and/or volunteerism. Firstly, there are programme-level initiatives which affect young persons directly. These involve supporting new programmes or enhancing existing ones. Secondly, there are organisational-level initiatives that target to strengthen non-profit organisations’ capacity and capabilities; these can significantly impact outcomes across many programmes. Lastly, funders can choose to invest resources on sector-level initiatives that will impact the wider ecosystem, such as the development of multi-stakeholder data sharing platforms. A second Colabs series focusing on persons with disabilities has concluded and a third Colabs series focusing on seniors will commence later this year.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

Lianhe Zaobao: Nathan Social Work Award open for applications from Nanyang Polytechnic students

纳丹教育提升基金”惠及人数及拨出金额多年来稳定增长,今年还为南洋理工学院社工系的学生增设助学金。

该基金是已故前总统纳丹在2011年9月19日推出回忆录《万想不到的征程——当上总统之路》时设立的,目的是帮助家庭经济有困难的学生获得良好教育。

截至今年7月7日,该基金已拨出270万元,比去年同期的260万元多出了10万元。

自基金成立以来,共有1129名学生从中受惠,这与去年同期的近1000名相比,增加了15%。受惠者包括工艺教育学院、理工学院及大学学生,其中还有一些经济条件较差的前罪犯。

该基金通过教育和技能培训为他们提供支援。

另外,该基金今年增设“纳丹社工助学金”(S R Nathan Social Work Award),以纪念纳丹为社工领域留下的精神遗产。

纳丹毕业于设在新加坡的马来亚大学,以特优成绩考获社会学文凭,并在上世纪50年代担任医疗社工和海员福利官。他也在晚年时设立新加坡福利理事会,这个组织是国家福利理事会的前身,目前旗下有超过400个志愿福利团体。

“纳丹社工助学金”包含三个价值1500元的助学金,每年颁发给就读于南洋理工学院社会科学(社工)专业文凭课程、经济上有需要的学生。

Nathan Social Work Award open for applications from Nanyang Polytechnic students

The S R Nathan Education Upliftment Fund was launched on 19 September 2011 in conjunction with the publication of the late Mr Nathan’s memoirs, “An Unexpected Journey”.

Total amount disbursed since inception: S$2.7m compared to S$2.6m from the same period last year.
Total number of students the fund has supported since inception: 1,129. About 15% increase from the same period last year, where almost 1,000 students were beneficiaries.

The S R Nathan Social Work Award set up to honour Mr. Nathan and his legacy in the social work sector.
He graduated with a Diploma in Social Work from the University of Malaya and was a medical social worker and seaman’s welfare officer in the 1950s. In his later years, he also helped to set up the Singapore Council of Social Service, the predecessor of the National Council of Social Service which now oversees over 400 voluntary welfare organisations in Singapore.

The award comprises three bursary awards worth S$1,500 each, which will be presented annually to financially needy students in NYP’s Sciences (Social Work) course. First recipients of the award will be announced in December 2017.

CFS Receives National Award – COVID-19 Resilience Certificate

National Awards COVID-19 Investee: Celebrating outstanding achievements during the pandemic.

CFS has been awarded the COVID-19 Resilience Certificate, which recognises the contributions of organisations that played a vital role in addressing the challenges posed by COVID-19. Our CEO, Catherine Loh, received the award at the Ministry of Culture, Community and Youth (MCCY) Family National Day COVID-19 Investiture on October 10, 2023.

How We Pooled Resources for Singapore

As COVID-19 cases began to rise in February 2020, a member of the CFS board was deeply disturbed by reports of mistreatment towards healthcare workers. Anticipating the imminent health and economic challenges that lay ahead, CFS quickly recognised that action was needed.

“On February 11, 2020, we launched a Community Impact Fund which we named the “Sayang Sayang Fund”,” said Catherine Loh, CEO. “We felt this was the best and fastest way to respond to emerging needs as the crisis unfolded. It provided an easy way for donors to support those in need while CFS worked with sector partners to determine the type of support each community needed.”

The amount of support that poured in was heartening. We attained our initial target of $500,000 in just 10 days, and ultimately received $9.7 million from over 5,000 donors.

Thanks to our generous donors, we were able to collaborate with charities, ministries and social service agencies to deliver urgent assistance to those in need.

Making a Positive Impact on Affected Communities

In response to rapidly shifting circumstances, CFS acted through a wide array of initiatives and programmes, disbursing $9.7 million to aid 401,000 beneficiaries and 276 community organisations between 2020 to 2023. Here’s a glimpse into our efforts:

Healthcare Workers: Our initial action was to lift the spirits of nurses, doctors and ancillary healthcare workers by providing taxi vouchers and care packages sponsored by donations from the public and transport companies, ComfortDelGro, Gojek and Grab.

Elderly: When social distancing measures were mandated, the Sayang Sayang Fund (SSF) provided funds to several charity programmes to ensure the well-being of the elderly. These included educating them on infection control, reducing loneliness among elderly living alone, and ensuring low-income seniors had access to food despite disruptions in the supply chain.

Students: During school closure and home-based learning, students on financial assistance lost access to subsidised school meals. In partnership with the Ministry of Education, the SSF supplemented their allowances to ensure they continued to receive proper nutrition.

Migrant Workers: During the circuit breaker period, the SSF distributed mobile phone top-ups to migrant workers in lockdown who had insufficient balances in their accounts, so they could stay in contact with their families.

Rough Sleepers: Funds were disbursed to AMKFSC Community Services, Good News Community Services, Methodist Welfare Services, and New Hope Community Services to establish more shelters and assist in relocating rough sleepers to safe accommodations.

Giving through the generations

Increasingly, individuals and family businesses are consciously looking at ways to create positive social impact through philanthropy – but in today’s world, what does creating a legacy mean from divergent perspectives, from individuals to families, from parent to child?

Last November, the CRIB x CFS Legacy and Impact cocktail event brought two prominent families, with extensive histories of giving, together with philanthropists and social capital investors to reflect upon these questions.

Moderated by Patsian Low, the panelists included Richard Eu, Chairman of Eu Yan Sang and his daughter Rebecca; and Keith Chua, Executive Chairman of ABR Holdings (and CFS board member), and his daughter Sharon.

To kick off the evening, Catherine Loh, CEO of the Community Foundation of Singapore (CFS), reflected upon the challenge facing families today. “When it comes to creating a family legacy, it’s about understanding how to bridge the different concerns and interests of each generation, and trying to align giving to key values,” she commented.

While members of the older generation might be more focused on passing on family values, Catherine observed, the younger generation is keen to explore new approaches to giving. “Many of our next generation donors have a strong social consciousness and feel they don’t need to wait until they’re richer, older and retired to start thinking about giving back,” she said.

Though her family has traditionally supported education and healthcare, Rebecca Eu struck a chord when she shared how she started social enterprise Love, Mei in a vastly different field, helping victims of human trafficking in the Phillipines. “I don’t think legacy is limited to your blood ties,” she proposed, “Instead, legacy moves on with the project you adopt and the people that you work with.”

Reflecting today’s shift towards strategic philanthropy, Sharon Chua shared how her professional experience with philanthropy advisory has empowered her to become a better steward of her family’s wealth. “I learnt how to evaluate impact, the sustainability of projects, and how to forage good partnerships, and that helps with my own family’s philanthropy. I’ve always believed philanthropy is something you need to be personally engaged and committed to,” she shared.

One audience member posed a question to both fathers on how they would manage their children’s future giving decisions to avoid conflict.

Richard espoused offering broad guidelines to one’s children and suggested “storytelling” as a way of passing on family values. “When your family is used to hearing stories, such as why your great grandfather did certain things, it becomes ingrained in your family’s DNA. The legacy you leave behind is not about having a building or place named after you, but the lives that you impact.”

Keith reflected on his role as a trustee for the giving of earlier generations, and proposed older family members play a key role in “setting mechanisms in place” for the next generation.

Keith said, “CFS provided us with an avenue to create a fund to leave something behind for the next generation and share it with our wider family. Under this structure, the funds will carry on for a certain period of time. Once you’ve set certain things in place, you can bring the next generation along for the ride, and trust them with the responsibility when it’s their turn.”
