In financial year 2018, CFS received a total of $9.7 million in donations. We disbursed $12.4 million worth of grants to 186 charitable organisations supporting various causes. This year’s annual report also showcases CFS’s latest donor advised funds, grantmaking highlights, collaborative giving initiatives and recent events.

Speaking after the association’s annual general meeting at Kallang Netball Centre on Friday, Liang-Lin, a fund manager for a US$7 billion (S$9.5 billion) firm focused on green real estate investments in Asia, hopes to bring her expertise to the table and increase the amount of financial support for Singapore netball during her four-year term.

The 53-year-old took over from Deputy Speaker of Parliament Jessica Tan, who has been the association’s president since 2012. Tan had reached the end of her tenure, which saw the national team make several breakthroughs, including a gold medal at the 2015 SEA Games in Singapore.

Liang-Lin holds various appointments such as being Singapore’s representative to the G20 for Women appointed by the Ministry of Finance. She is also a board member of the Community Foundation of Singapore, which promotes philanthropy through facilitating the establishment of charitable funds.

She said: “One of the things that is overlooked when we look at philanthropy and fundraising is that sport is not really part of the things that people will automatically think about.

“Less than one per cent of the funds that we raise in the Community Foundation goes to sport. The values that sport brings need to be amplified more, so that corporates… see the need to support sport. I think that link needs to be stronger so that we get not just more corporate sponsors, but also they can come in for longer periods of time.”

While national agency Sport Singapore provides funding to netball, corporates can also do their part, she added.

She said: “If we play our cards correctly, we can get corporates to come in and hopefully support them, to see the wider purpose of sport and bring the nation together.”

She also hopes the association can be proactive in looking for financial support, adding: “We must work more strategically with governing bodies on educating corporates on the importance of really supporting sport.”

The former netball player also made references to the recent Women’s World Cup for football, noting the “ability for a game that focuses on women in the sport to bring global attention”.

She said: “I want that kind of trajectory of the limelight going to women’s sport. I think that is a trend that will continue, and I hope that netball will be part of that trend.”

Meanwhile, Tan was satisfied that she has achieved the three objectives she had set out to do when she came on board – to improve quality of play, build a fan base and create an ecosystem which involves coaches and players.

The 57-year-old added: “As much as I do feel sad about having to step down, but at the same time, leadership renewal is very important.

“I think Trina will help to galvanise the team together, and bring a lot of new perspectives and quality to the association.”

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

Set up during the covid-19 pandemic, Sayang Sayang Fund raised $9.7m over three years, supporting over 400,000 lives

Established in 2020 as an emergency response fund during the covid-19 pandemic, the Sayang Sayang Fund (SSF) raised $9,700,000 in three years, supporting over 276 organisations and touching over 401,000 lives.

Established in 2020 as an emergency response fund during the covid-19 pandemic, the Sayang Sayang Fund (SSF) raised $9,700,000 in three years, supporting over 276 organisations and touching over 401,000 lives. 

According to the Sayang Sayang Fund report published on CFS’s website, the fund disbursed $6,542,000 (67% of donations) in 2020, $2,060,000 (21% of donations) in between 2021-2022, and $1,11,900 (12% of donations) in 2023. 

CFS CEO Catherine Loh shared that when the pandemic started, CFS recognised the need to provide a platform to pool together resources to help those that required support, including frontline healthcare workers, students from lower-income families, rough sleepers, and migrant workers. Through collaboration with community care organisations and various agencies, CFS was able to better understand the needs of the people and allocate assistance more efficiently.

因应冠病疫情推出的Sayang Sayang基金过去三年筹集的约970万元,支持了276家社会服务、医疗和教育机构的援助项目,惠及约40万人。

Sayang Sayang基金由新加坡社区基金会于2020年设立,已全数拨款支持各援助项目。根据社区基金会在网上发布的Sayang Sayang基金总结报告,2020年拨出的基金款项占67%,达654万2000元;2021年至2022年拨出的基金占21%,达206万元;其余的12%在2023年拨出,达111万9000元。

2020年,基金主要用来支持前线医疗人员,以及低收入家庭、年长者和客工等有需要群体应对冠病疫情。2021年至2022年,社区基金会扩大基金的使用范围,资助慈善机构提升数码能力,适应新常态。

2023年,基金着重于加强社会在后疫情时代的韧性,例如资助有关露宿街头者、最低收入标准等社会研究项目,以及社区保健计划。

新加坡社区基金会总裁罗佩仪指出,冠病疫情暴发时,基金会意识到须集合各方的专长,并提供一个平台汇集善款来帮助有需要的群体,因此设立这个新基金。通过与各社服机构的协作,基金会能更好地了解民众的需求,更有效率地拨款协助。

Sayang Sayang基金2020年2月11日正式推介时,最初的筹款目标为50万元,其间获得企业和民众的踊跃支持,同年6月就筹得690万元。

基金共资助11项计划,这些计划包括为前线医疗人员提供德士礼券和礼包、为低收入家庭的孩子提供经济援助、为街友提供住宿和经济援助、为客工填补电话卡储值等。

当中,CommunityGrants@Work计划的拨款最多,达205万7000元,旨在帮助慈善机构应付疫情期间增加的开销,并协助机构转变运作方式,推动数码化进程。其次,是获得192万2000元的SeniorsOK@Home计划,这项计划资助可惠及弱势年长者的项目,照顾乐龄的福祉与身心健康。


基金疫后侧重加强社会支援

步入2023年的后期阶段,基金侧重加强社会支援,支持人民坚韧地走出疫情。民间团体Mum’s Collective去年获得基金的部分资助。这个互助团体由居住在红山租赁组屋的妇女组成。活动由受惠者倡导并策划,中南社区家庭服务中心为团体提供所需的协助。

Mum’s Collective旨在为低收入家庭的母亲提供一个交流平台,吐露彼此面对的问题,并一起参与烘焙等休闲活动。参与者诺希达雅(33岁)说,她通过互助团体获得力量,明白自己不是唯一面对生活困难的。有了这个支援网络,她如今能更好地处理压力,也变得更加自信。

Coutts million dollar donor report 2015

The Coutts Million Dollar Report produced in association with the Community Foundation of Singapore tracks trends in donations of $1 million and above made by individuals, foundations and corporations in Singapore and around the world. The findings of the 2015 report provide valuable insight into major giving over the course of 2014. While the combined figures did not match those of the previous year, the overall message of major philanthropy remains a positive one, with education being a popular recipient of donations across the world. In addition to presenting and analysing the findings, the report also includes case studies of million dollar donors including our Board member Keith Chua

Governance is a continuous journey for charities

EARLIER this month I attended the Charity Transparency and Governance Award dinner organised by the Charity Council. It was a proud moment for the charities that received the Charities Transparency Awards (CTA) 2019, which ranged from small, medium to large, all 67 of them.

I sit on the board of Community Foundation Singapore (CFS) and chair its Audit and Risk Committee (ARC). CFS received the CTA for the Large Category and Special Commendation Award (SCA) 2019 for Governance and Management.

As the ARC chair of CFS, I felt a sense of achievement; at the same time recognising that this could only be done with the focus and team work between management, staff, board and board committee members. As a winner in the Large Category, CFS was up against many worthy, well-established organisations with a bigger staff strength. This shows that good governance, transparency and management, can be achieved by everyone, as long as the right ingredients are present.

There is no one magic ingredient.  Some key considerations are:

Consider the size, age, purpose, funding model and future growth plans of the organisation first;

Which aspects of good governance are critical now, and which will become important in three years’ time?

Identify skills, resources and people needed to effectively implement new or changed governance and management processes/systems; and

Plan and coordinate any changes within appropriate timeframes – a practical timetable for phasing in new practices is better than hasty reaction

Corporate governance is a journey towards building trust and confidence with key stakeholders, alongside having a mindset of acting with integrity. The beauty of a journey is that you never stand still. You will strive for continuous improvement and enhancement. Improved governance will result in improved public image and transparency, which then motivates the community to give more time and money, and ultimately increase the benefits of the beneficiaries.

Reflecting on CFS’s journey, the board members are of diverse backgrounds and set the right tone from the top. Management takes all recommendations from internal auditors and the Ministry of Culture, Community and Youth (MCCY) very seriously.

I recall one of the reviews by MCCY a while back revealed that CFS did not have an Enterprise Risk Management (ERM) framework. Management immediately embarked on a project assisted by an external consultant to adopt ERM.

With the ERM, it is very clear which are the top risks, what can be done to mitigate the risks and whether any new risks have emerged so that actions can be taken to reduce the risks. It was not a one-off effort, but a continuous and purposeful deployment of ERM, up to today, which yielded results. The Audit Committee then transformed into the ARC from that point onwards, to ensure there is focus on both audit and risks. This is just one example of the continuous enhancement culture that is important for good corporate governance.

What’s next for the charities after receiving the CTA 2019? How do they continue on this corporate governance journey? What should they do differently?

One area that will disrupt business as usual for charities is: new technologies and the digital economy. Charities are starting to use Blockchain technology to ensure donors’ monies are spent on the right programmes and right recipients, including visibility and impact monitoring. Board members of charities need to think about their digital strategy and the risks involved in going digital.

CYBER RISK

Cyber risk is very real and can destroy the reputation of a charity and negate the good work it is doing, bringing it to a standstill if not properly managed. As an audit partner, I have noticed that cyber risk is fast becoming the top risk in most organisations. The Code of Governance issued by the Charity Council requires charities to build up their image to be consistent with its objectives and so charities will have to think of performing vulnerability assessments and penetration tests where applicable.

If charities tap on this area, they will increase productivity and enhance governance. Charities can harness the power of data analytics to perform continuous monitoring, gain insights and highlight areas to investigate. For example, in the area of procurement and payments, insights such as duplicate payments, split payments, early or late payments, and similar bank accounts between vendor and staff, will be red flags worth following up. The beauty of data analytics is that it combs through 100 per cent of the data and can be done continuously. Once set up, it can improve efficiency and effectiveness of internal controls, and is a great tool of oversight.

However, most charities would not have the expertise to start a data analytics programme and it may be costly too. I echo what Grace Fu, Minister for Culture, Community and Youth, said in her speech at the Charity Transparency and Governance Awards. She mentioned that charities and the community should collaborate to serve Singaporeans better, and to engage new partners and harness community resources.

There is a call, therefore, for people with technology, digital, data analytics and cybersecurity skillsets to step up and volunteer in the charities sector to help make a difference. Perhaps the CSR programmes of corporates should include placing their people with such expertise to sit in charity boards or committees, as well as collaborate in the partnership with charities and government.

I also hope that the recipients of the CTA Awards pay it forward by mentoring other charities in the corporate governance space, and for larger charities to play a bigger role in the charities sector, especially in the technology and digital space to enhance the corporate governance more efficiently and effectively.

#MyGivingJourney X Jenny Wah: Transforming customer experiences to reignite growth

#MyGivingJourney is a series by CFS where we feature extraordinary women in Singapore and their efforts in philanthropy. In our last feature, we have one of our own – Jenny Wah, CFS’s Director of Marketing & Communications.

Jenny Wah chalked up over 20 years of marketing experience at several MNC companies. She started in Key Account/Brand Marketing in the FMCG industry with brands such as Coca-Cola & Pokka. Then she spent the bulk of her marketing career in the IT industry with Adobe and Autodesk. She led global teams and worked with diverse clients all over the map. The demands were dizzying, as were her frequent flyer miles.  

It was a career that rewarded on many fronts. Then the COVID-19 pandemic hit, leaving many businesses and employees reeling. The pandemic was called a ‘great equaliser’; however, COVID-19 also revealed glaring inequalities in societies. For her, this was a period of introspection that led to a flash of insight and courage.  Jenny recalls: “I found myself wondering, what could I do that can contribute to a more equal society?”  

So when the opportunity to join the Community Foundation of Singapore came along, she decided to take up the role of Marketing and Strategic Communication Director.   

Equality of opportunity and social mobility have long shaped Jenny’s outlook towards a purposeful life. One of three children of a mechanic and a housewife, she understands the struggles of many lower-income families.  

Growing up, Chinese New Year was a particularly poignant time. For her, it was a window into how altruism can uplift lives: each year, the Chinese clans would give out bursaries to help students in need, as well as items like school books, shoes and uniforms. Jenny was one such beneficiary. 

Education was Jenny’s springboard to a better future. Armed with a B. Business (Honours) degree from NTU and later an MBA, she embarked on a career in sales and marketing, garnering a reputation for her can-do spirit and creative solutions. She often spearheaded her firms’ corporate social responsibility efforts as well, which she found fulfilling. Four years ago, she started volunteering as a museum host at the National Museum of Singapore, feeding her passion for culture and history. 

Crossing over to a nonprofit meant new challenges. Budgets were smaller and there weren’t as many hands on deck. Jenny learnt to work around this by tapping into her network for pro bono services and negotiating goodwill with vendors. She also had to build a team from scratch.  

However, all this was made easier by the warmth and commitment of the people she worked with. “Everyone double or triple hats and works together for the collective and greater good, never losing sight of the big picture” she notes. Most importantly, she adds, “I see my work here initiating positive change and making a difference.”  

Jenny believes that technology can deliver an impactful customer journey in a consistent, personalized and scalable fashion through transformative concepts such as marketing automation, nurturing through compelling content and relationship marketing. 

“For me ‘Customer Experience’ is not marketing fluff, it’s a work ideology that needs to be at the core of everything we do professionally. I believe that both ‘People’ and the ‘Promises’ we make are at the very heart of CFS’s Brand. I am proud to work in CFS which offers the unique opportunity to be a part of something that will profoundly impact society,” she says.
