Making collaboration a reality

Collaboration for social change has been a hot topic of late. Collaboration’s appeal is apparent in a world beset by complex and evolving social issues — alone we can only do so much, but work together, and look at the change we can achieve.

In the same vein, Colabs, a philanthropic initiative by the Community Foundation of Singapore (CFS) and National Volunteer and Philanthropy Centre (NVPC), drives collaboration by bringing together the public, private and social sectors to tackle complex social issues. In particular, Colabs aims to empower givers to discover the roles they can play alongside existing efforts by government and non-profits.

Colabs currently focuses on three groups: disadvantaged children and youth, persons with disabilities and seniors.

Our first group kicked off by taking a look at the issues facing disadvantaged young people. We were thrilled that a total of 115 individuals and 62 organisations came to share and learn. We discussed existing support for disadvantaged young persons, our present-day challenges, while opening up future opportunities to work together.

If collaboration is to move from a mere aspiration to a reality, we encourage everyone to seriously consider these factors.

Fostering trust
It is often said change moves at the speed of trust. Collaboration requires recognition of each others’ strengths, and a shift away from a competitive mindset. Establishing a clear and common agenda and openly communicating in a safe environment are essential elements in any collaborative effort.

Trust is the key to understanding each other, exchanging ideas and expertise and talking about challenges. On this foundation, we can build a body of knowledge and a culture of transparency for effective collaboration and outcomes we want to achieve.

A shared journey of equals
In the face of complex issues, it’s easy to think the solution lies with someone else. When we enter a collaboration, we need to believe change begins with us. If trust is the glue that keeps collaborative efforts together, then shared ownership and responsibility is the compass that guides our intentions.

To act in the best interests of people affected by social issues, we have to embark on a journey of equals, recognising every party brings unique assets and voices to the table. When the going gets tough — and it will — all parties in the collaboration must be committed to dedicating the resources necessary to deliver change.

Innovation is not new
Change often requires innovation, which isn’t necessarily about inventing something new, but about looking for better ways to do things. Collaboration offers us a diversity of knowledge and expertise to generate new insights and explore improved or more sustainable solutions.

At CFS, we count it a privilege to be able to facilitate the meeting of like-minded people who want to live and give meaningfully. The successes of enabling hope, realising aspirations and rebuilding lives with dignity in our communities are a result of many collaborations and partnerships between our donors and charities.

We are grateful to all our partners for adding to the richness of this journey through your presence, perspective, and perseverance in building a stronger community. The journey has just begun; the best is yet to be.

Care Corner Educational Therapy Service – Tackling gaps for children with special learning needs

Singapore can take pride in being billed the best country for children to grow up in, based on a 2018 report by the non-governmental organisation, Save The Children. Yet, for children with special learning needs within mainstream schools, there remains room for timelier intervention and more holistic support.

Supported by multiple donors from the Community Foundation of Singapore (CFS), Care Corner’s Educational Therapy Service (ETS) has been serving children with special learning needs in mainstream schools from Kindergarten 1 to Primary 6. More than half of its students are from lower-income families, where lack of financial resources often means delayed diagnosis or access to specialised learning support services. Children struggle to keep up with their educational milestones and peers, hurting their self-esteem and motivation.

Care Corner’s ETS well-received Specialist Tuition (English) and Specialist Tuition (Math) programmes have helped these children overcome their challenges and progress in their academic journey. Over 70% of its students showed improvement in their literacy and numeracy skills in 2017, based on assessment scores.

Many of its students spend on average of at least two years with ETS, benefiting from small class sizes where teachers adapt learning methods to the needs of each child. “Current mainstream resources do offer short-term support, but in reality, such children require continuous, targeted help for longer duration to allow the child to pick up the needed skills,” says Isaac Tan, Clinical Director.

More notably, its Specialist Tuition programmes are designed to not just improve key skills, but actually meet the academic demands of mainstream curriculum. “Improving reading skills does not mean the child can address academic demands, and tuition classes without these specialised methods might not cater to these children’s weaknesses,” adds Isaac.

Care Corner’s dedication to its mission can be witnessed in its innovative KidsBright Programme, which it developed by exploring research into brain development and contemporary movement therapy. KidsBright takes a three-pronged approach, through brain-stimulating movement exercises, diet, and mental training to help stimulate a child’s brain.

Care Corner believes tackling underlying causes in cognitive difficulty can have far-reaching effects in boosting learning. Impressively, more than 90% of children in its 2017 programme saw improvements in their learning abilities based on parental feedback.

“By addressing the underlying causes, these children may reach a level of improvement that they no longer require specialist tuition,” expresses Isaac. KidsBright’s approach is now being compiled into a research study, which Isaac hopes will catalyse and influence local approaches towards children with special learning needs.

Moving forward, Care Corner ETS is piloting a new Psychological Assessment Service in the second half of 2018. Tan believes such services are much-needed, especially for lower-income families, as early diagnosis allows children to receive interventions at an earlier stage and improves their chances of catching up with their peers.

Increased demand for its services has also seen Care Corner ETS open a new centre in Woodlands. Joanne Sim, Programme Head and Senior Educational Therapist, expresses, “With our expansion into Woodlands and launch of psychological services, we aim to offer a more comprehensive range of services, whilst reaching out to more children with special learning needs to support them in achieving their potential.”

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

LIFT (Learning Initiatives for Employment) Community Impact Fund – Turning lives around, one step at a time

Nothing in life prepares a youth for a negative doctor’s report.

Four years ago, in his second year of polytechnic, Jerry Tan experienced a stroke caused by a brain aneurysm that paralysed the left side of his body. He had to undergo three brain surgeries as well as physical therapy, staying in the hospital for five to six months.

Jerry recounted his experience, “The doctor commented that he was lucky to be alive and even survive without becoming vegetative, as two aneurysms had burst in my brain. However, this incident left me with a limited function of my left arm and affected vision in both of my eyes.”

With his current disabilities, it would have been tough for him to obtain a job, especially since his studies were also put on hold. His turning point came when he received assistance from the Learning Initiatives for Employment (LIFT) Community Impact Fund (CIF). The LIFT Fund, managed by the Community Foundation of Singapore (CFS), provides social enterprise funding to enable disadvantaged groups to obtain training which will make them more employable.

The LIFT Fund had partnered with social enterprises Bettr Barista and Project Dignity, allowing for socially disadvantaged people to obtain subsidies in their training fees and to pick up both hard and soft skills which would better aid them in securing employment. From April 2020 to March 2021, the LIFT Fund saw 115 people to receiving training at either Bettr Barista Coffee Academy or Dignity Kitchen, of which 91 participants completed the full training course. Of those who had successfully completed the course, 73 people were successfully hired, with 55 managing to remain employed for more than three months. Jerry himself was a beneficiary of the LIFT Fund who eventually went on to work in a Japanese restaurant for about a year, before returning to Dignity Kitchen as a cashier due to the impact of Covid-19.

Joyce Teo, Deputy CEO of CFS shared “CFS mainly focused on these two social enterprises as they felt that both enterprises understood the needs of employers in the catering industry and had also achieved certain results in training and job matching for the disadvantaged. CFS hopes to provide them with long-term funding so they can expand their assistance to those in need, as well as conduct more systematic training to strengthen the skills of the trainees.”

She also hopes that more of the public would actively donate to the LIFT Fund and help those in need, especially when they open up the fundraising to their networks. This year, CFS’s annual appreciation lunch was held on 8 February at the Regent Singapore. Some 120 guests attended the event which is CFS’s way of saying ‘thank you’ to our donors, charities and partners for their unwavering support. True to the spirit of celebrations, there were happy handshakes, endless conversations and a festive, convivial atmosphere all around. Donors met charity partners, old friends made new friends.

National Volunteer & Philanthropy Centre (NVPC) joined CFS as co-host this year as we launched Colabs – a learning network that brings together different stakeholders in the giving system to enable greater and deeper social impact. Chairpersons Laurence Lien and Mildred Tan and CEOs Catherine Loh and Melissa Kwee of CFS and NVPC respectively put their collective signatures on the Colabs board to kickstart this exciting initiative. It is hoped that more signatures will be gathered as we embark on this collaborative journey.

As CFS CEO Catherine Loh said in her thank you speech, it is through the many collaborations between donors and partners that CFS has been able to enable so many impactful programmes through the years. We certainly look forward to many more ahead.

A turning point for community philanthropy

In the life of any organisation, there are special moments that will be remembered as being turning points.

Last month, CFS held our Philanthropy Forum 2019, where we were extremely privileged to have keynote speaker Ms Eileen Heisman share with us several crucial moments in her career that fueled the growth of National Philanthropic Trust (NPT). As its President and CEO, Eileen has been responsible for steering NPT to raising an incredible US$13 billion in charitable contributions over the last 22 years.

Some of you might know Eileen was a founding member of CFS’s international advisory committee 10 years ago. As we come full circle, Eileen was once again in town to encourage, challenge and inspire us with a vision of what CFS can achieve.

Stepping into a new phase of growing philanthropy in Singapore, I believe this time will be remembered as a turning point in CFS’s history, in more ways than one.

We know that community philanthropy is poised for exponential growth in the next decade. The past year has been a phenomenal year for CFS– in financial year 2018, CFS achieved a year-on-year, four-fold increase in donations amounting to S$35 million. A big thank you to our donors, community partners and collaborators for helping to make this possible.

But what else is needed to create lasting social change? How can we grow from smaller, ad hoc and fragmented giving to bigger, better and smarter giving? Donor advised funds are the way to go as they enable smarter, better giving by helping donors give more thought to the purpose of their charitable dollars.

To take CFS into the future, CFS also welcomed our new Chairman Christine Ong on 1 April, taking over the reins from Laurence Lien. I am deeply honoured to have worked closely with Laurence to build a strong foundation for CFS and confident Christine’s extensive experience in banking and finance, corporate social responsibility and the community will usher CFS into a new phase of growth.

It may be another 10 or 20 years before we look back again at this moment, but I’m sure it will be one we will all be proud of.
