Berita Harian: Programme to prepare youths for the workplace launched

Two programmes to help disadvantaged youths transition from school to work were launched yesterday in conjunction with the opening of the A.P.T.I.T.U.D.E Centre at ITE College Central.

Launched by the Singapore Youth Impact Collective (the ‘Collective’), the initiative is the first of its kind in Singapore that uses the collective impact model and allows donors and non-profit organisations to solve complex social issues together.

CFS deputy CEO Joyce Teo explained further: “This approach recognises the value of collaboration in addressing complex social issues that requires the coordinated efforts of multiple entities, often from different sectors.”

The Collective wants to increase the ability of youths from underprivileged backgrounds to succeed in the workforce through training and skills development.

The Collective comprises six members, namely Changi Foundation, the Community Foundation of Singapore (CFS), Credit Suisse, Octava Foundation, SHINE Children and Youth Services (SHINE) and TOUCH Community Services (TOUCH). To date, the funders have pledged close to $1 million towards the programmes.

The programmes, A.P.T.I.T.U.D.E Centre at ITE College Central and Youth Forte, aim to encourage young people to get their education qualifications, to develop their socio-emotional skills and provide them with access to job opportunities.

For example, A.P.T.I.T.U.D.E which is run by TOUCH in collaboration with ITE will offer structured programmes.

TOUCH youth coaches will work closely with the ITE-identified classes and help students work hard towards achieving their dreams

The Youth Forte programme targets youths 17 to 21 years’ old who are not in school or not working more than six months, and are facing difficulties entering the workforce.

Conducted by SHINE, the programme guides these young people through various stages including assessment, individual guidance, socio-emotional training, job skills training, practical training and vocational training that provides WSQ certification.

Talking about leveraging on the collaboration, Anita Low-Lim, Senior Director (Children and Youth Group), TOUCH, said, “This is a great opportunity for TOUCH to work with similar-minded partners who want to improve the work of youth development work and develop better training programmes.”

Benjamin Teo, Centre Director for Yishun Centre, SHINE, agreed:“The collective impact model allows non-profits to tackle operational challenges together with the donors. I’m positive this will help us in making a greater in the lives of these youths and their families.”

The Collective’s programmes are for youths aged 17 to 25 who may need support in school or after graduation as they seek employment.

Their aim is to empower 230 youths to be work-ready over the next three years.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

#MyGivingJourney X Corinna Lim: From legal advocate to leading gender equality advocate

The #MyGivingJourney is a series by CFS where stories of remarkable women in the philanthropy sector are being told. In this story, we feature Corrina Lim, Executive Director at AWARE (Association of Women for Action and Research). 

Serendipity played a big part in Corinna Lim becoming Singapore’s leading advocate for gender equality. She was working as a lawyer when a colleague who was pregnant asked if she would like to take her place providing free legal advice in a community centre. It was the early 1990s and opportunities for pro bono work were very limited.  

Every month, Corinna listened to the problems of women who were dealing with family violence, unfaithful husbands, husbands who did not support the family or ex-spouses who reneged on maintenance commitments. “It gave me so much satisfaction to be able to help these women. I was dispensing fairly basic legal advice but they felt heard and were extremely grateful for my pragmatic approach,” she says.  

The work was so fulfilling that she joined AWARE, the Association of Women for Action and Research, when they opened their legal clinic in 1992. Twice a month, after a long day’s work, she would offer advice, hope and empathy to women about their legal rights and options. “But rather than feeling depleted after these sessions, I always felt energised,” she says. 

AWARE’s work struck a chord with Corinna because they tackled issues at the individual level as well as at the systemic level too, chipping away at barriers to gender equality. In 2010, almost 20 years after first signing on as a volunteer at AWARE, she left her corporate law career to become the first executive director of Singapore’s leading gender equality advocacy group. 

As she sees it, AWARE has made an immense impact by pioneering, in 2011, sexual assault support for survivors and creating awareness of the challenges faced by survivors here. AWARE has also helped change laws which have resulted in more effective protection from harassment and more equal benefits for single parents. Its advocacy work has also contributed to the repeal of marital rape immunity and decriminalisation of attempted suicide. 

AWARE also works closely with the Community Foundation of Singapore (CFS), which has long supported groups that help single mothers and marginalised women. Over the years, CFS has regularly facilitated grants from its donors to AWARE, including the recent grant call from Sayang Sayang Fund. Aside from this, CFS also collaborates with AWARE on research, most notably on a nationwide study on minimum household incomes.   

Although she studied for a career in law, Corinna knew from a very young age that she wanted to give back to society. Right out of university, she started a small enterprise to make products out of recycled paper. Later, even as she plugged away at a law firm, it was pro bono work that engaged her. “I did not find meaning practising as a lawyer, representing banks and corporations in their claims against smaller companies or individuals,” she says. Instead, she found her calling in NGO work. “Doing the work has made me a more empathetic and better human being,” says Corinna.

LIFT (Learning Initiatives for Employment) Community Impact Fund – Training and increasing employability for marginalised groups

The Learning Initiatives for Employment (LIFT) Community Impact Fund (CIF) from the Community Foundation of Singapore (CFS) provides social enterprise funding to enable disadvantaged groups to obtain training in order to be more employable. 

The funding provided has allowed two social enterprises, the Bettr Barista Coffee Academy and Dignity Kitchen develop a more standardised training programme for their students, as well as expand the number of training places available to aid more disadvantaged groups to enter the workforce.

Both social enterprises were covered in the story, along with the experiences of a beneficiary that had benefited from the programme. It was reported that the two enterprises had provided training for 115 people from April 2020 to March 2021, and managed to get 73 people employed, out of the 91 that had completed the training. Amongst the 73 employed, 55 of them remained employed for more than three months, showing the success of the programme.

The first story covers the journey of Jiefan, an 18 years old who had dropped out of school a few years prior and was on probation due to violating the law. He went through 20 interviews in two months, yet was not hired due to his probation and surveillance sentence. After a recommendation from his social worker, Jiefan received training at the social enterprise Bettr Barista, where he not only learned how to brew coffee, but also to control his emotions and improve his communication skills.

The second story talks about the experience of Jerry Tan, 23 years old, who had suffered from a stroke four years ago back in his second year in Singapore Polytechnic. While he survived, the left side of his body was left stiff and weak, and his left arm still remains unresponsive up till today. In addition, with the vision in both of his eyes also affected, Jerry was disadvantaged physically. He underwent a one-month training course in Dignity Kitchen to complete a series of Workforce Skills Qualification (WSQ), following which he worked in a Japanese restaurant for about a year, before returning to Dignity Kitchen to serve as a cashier due to Covid-19. Jerry is now currently helping to train other colleagues with physical disabilities while he considers his future education and career.

The article also featured a quote from Joyce Teo, Deputy Chief Executive Officer of CFS, explaining how the disadvantaged people also needed some training to adapt to the workplace environment, as most of them had never gotten a chance to enter a formal workplace in society. She also spoke about how she hoped that the public could actively support and donate to the LIFT fund to help subsidise the training fees for the socially disadvantaged population, which could cost $5,000 per individual on average.

The Community Foundation of Singapore to lead legacy giving initiative

The Community Foundation of Singapore (CFS) will be leading the legacy giving initiative and partnering with key stakeholders to grow the giving culture in Singapore.

As Singapore’s only community foundation, CFS is fortunate to build on over 11 years of experience, to bring donors, charities and other stakeholders together. Donors have already trusted CFS with over $160 million in donations. More than one-third of these are legacy gifts, which are used to support causes across different sectors, including health, education, research, arts, social and welfare services.

The three-year initiative, which will be launched in the latter half of 2020, aims to reach out to three audiences: donors, professional advisors and charities.

Legacy is a broad concept. Legacy gifts refer to planned, future donations. This could include cash, marketable securities, insurance policies, CPF monies and marketable assets such as real estate. Legacy gifts are far more than planned donations from a person’s assets after death. They can mark important moments in life and honour the memory and achievements of a loved one. Anyone can make a legacy gift.

Donors interested in making legacy gifts today want more knowledge to make informed choices and accountability for their gifts. CFS will address these needs by promoting awareness, building and sharing knowledge and supporting action. CFS will provide choices and trusted advice to make gifts meaningful and impactful for future generations.

We will also reach out to professional advisors on ways and tools to help their clients structure their giving. CFS will help charities tap into legacy giving to enable sustainability and augment service delivery to their beneficiaries.

Four critical gaps in improving employability for all

A person in a wheelchair with much to give. A stay-at-home mum who misses working. An ex-offender who yearns for a second chance. A senior forced to retire early. These are some examples of people who want to work. They believe they can contribute to society. They also deserve the basic right to work and should not be denied from doing so.

Yet, many of them face difficulties in securing decent jobs. In recent years, the gig economy opened up opportunities for individuals facing barriers to traditional employment or those who need flexibility. However, gig work comes with its own set of challenges, such as unstable income and a lack of employment benefits.

Through our years on the ground partnering with local charities, social service agencies and research organisations, we at CFS have identified four groups – ex-inmates, persons with disabilities (PWDs), seniors, and women – that face challenges in securing gainful employment due to bias, unfair practices, or lack of accessibility. This, in turn, can lock them and their families in a vicious cycle of hardship. 

Employment needs to become more inclusive and provide fair opportunities to everyone. In Singapore, workplace anti-discrimination guidelines are being enshrined into law, but there is still more work to be done. This is where philanthropy can make a significant difference. At CFS, we connect donors with charities and programmes that uplift the employability of marginalised people.

We work with charities that build awareness of individual and structural barriers in the workplace and advocate for change. They are also empowering disenfranchised job seekers by providing skills training, job matching, mentoring and more. Building Disability-Inclusive Workplaces 

About 15 per cent of the global population, or over one billion individuals, have a disability. This makes persons with disabilities (PWDs) one of the world’s biggest minority groups (World Bank, 2023). In Singapore, only 30 per cent of PWDs of working age are employed. The government hopes to raise this figure to 40 per cent by 2030 (The Straits Times, 17 August 2022). Barriers include the prevailing bias that disabled people are less productive and troublesome to accommodate in the workplace.  

Organisations like the Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP) and SG Enable, an agency for disability, are striving to change attitudes and help employers create disability-friendly workplaces. Companies are also encouraged to open up work-from-home opportunities to those who are less mobile. Hiring more PWDs and giving them meaningful careers will translate to overall gains in labour force productivity for Singapore going forward.  

Attracting Female Talent to Close the Gender Gap 

Better education and changes in attitudes towards gender-based roles have paved the way for more women to have careers. Between 2012 and 2021, Singapore’s female labour force participation grew from 57.7 per cent to 64.2 per cent. However, it still remains lower than men’s at 77.2 per cent (Statista). 

The gender gap emerges when women enter their 30s. This is typically the age when they assume more care responsibilities (Ministry of Manpower, 2022). Women continue to bear the brunt of caregiving and domestic responsibilities while juggling work. The gap, unfortunately, widens over time. Taking time off work can complicate re-entry into the workplace, creating knock-on effects throughout a women’s career. 

Yet, there is a clear business imperative to leveraging female talent. Gender diversity benefits companies as women often contribute different skills and perspectives, boosting growth, innovation, and productivity (International Monetary Fund, 2018).

While a growing number of organisations are waking up to this, there is much more room for female-friendly recruitment and retention practices. This includes flexible working arrangements, opportunities for progression and leadership, and help for mothers returning to work.

Reintegrating Ex-offenders into the Economy  

Ex-offenders are among the most marginalised and stigmatised people in our community. They face unique challenges in finding and sustaining gainful employment. Just 53 per cent of ex-offenders found jobs three months after their release – a figure that has stayed stagnant between 2017 and 2019 (Ministry of Home Affairs, 2020).

One reason is that ex-offenders who spend long periods in jail may not have the skills that are in demand, such as digital expertise. Moreover, with their limited social networks, they tend to be disconnected from market trends, knowledge of training opportunities and subsidies. That instantly puts them on a weaker footing.

Progress has been made through the Ministry of Home Affairs’ Employment Preparation Scheme, which allows ex-offenders to attend training and educational activities outside of prison during their sentences. But more can be done to help ex-offenders avoid a vicious circle. Without good jobs and long-term employment prospects, it will be harder for ex-offenders to rebuild their lives, placing them at a high risk of reoffending. 

Addressing Age-Based Employment Discrimination  

Three in four workers in Singapore do not intend to retire before 65 (The Straits Times, 3 July 2022). For many older people, working provides income and purpose and bolsters their physical and mental well-being.

Despite this, age was cited as the top reason for prejudice towards older jobseekers in a Ministry of Manpower survey (Today, 23 March 2022). Older people are stereotyped as “slow” and “less trainable”. Some may be less educated, putting them at risk of being displaced by technology. Employers may prefer to train younger employees, who are seen as having more room to grow.

The issue is especially pressing as Singapore is fast becoming a super-aged society. While upcoming anti-discrimination laws will help, companies should also take the lead and build a multigenerational workforce. Older workers bring experience and a diversity of views to the table, which will be a source of strength.

The simplest and most cost-effective way to help fund different programmes that tackle employability is by setting up a donor-advised fund (DAF). An individual, a beneficiary of a will, a trust, or a family office can set up a DAF.
