Learning Initiatives for Employment (LIFT) Community Impact Fund – Training and placing marginalised individuals into stable jobs

The Learning Initiatives for Employment (LIFT) Community Impact Fund (CIF) was launched in 2019 by The Community Foundation of Singapore (CFS), which provides vocational training and socio-emotional support for marginalised individuals in Singapore before placing them into jobs.

CIFs are flagship programmes established by CFS in partnership with charities to address unmet needs or under-supported social issues in Singapore. It takes a ground-up approach to understand the needs of care recipients and outcomes they care about to ensure that they would truly benefit from these programmes.

LIFT is designed to leverage the expertise of social enterprises in terms of job coaching and job matching. These programmes support persons with disabilities, persons recovering from mental illnesses, disadvantaged women and youth-at-risk who face challenges finding jobs and keeping them. 

In partnership with Bettr Barista and Project Dignity, LIFT saw 115 people receiving training at Bettr Barista Coffee Academy or Dignity Kitchen from April 2020 to March 2021. Ninety-one participants completed the training, and of those who had completed the course, 73 people were successfully hired, with 55 managing to remain employed for more than three months.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

新保集团推出300万元基金 助医疗行政人员职业发展

新保集团和ACE团队基金会启动一项300万元的基金,促进 新保集团医疗行政人员的职业发 展,除了培养专业技能,也让他 们有机会到海外进行交流和学术研讨。 

这项医疗行政人员发展基金(Healthcare Administrators Fund)是首次针对新保集团医疗行政人员而设的基金,由新保集团和ACE团队基金会(ACE Team Foundation)分别贡献150万元。 

新保集团旗下约有4600名医疗行政人员,占员工总数的15%。他们负责支持医疗保健系 统的日常运作和行政框架,包括研究、运营、财务、人力资源、教育和通讯等多个领域。 

符合条件的医疗行政人员将由上司提名,并接受评估。成功获得提名者可以申请培训基金。医疗行政人员可以通过教育与培训提升自己,也可以到海外跟其他国家的行政人员进行学术交流,然后把所学的带回新加坡。 

2023年新加坡医疗管理大会在星期三(8月16日)举办,社会及家庭发展部长兼卫生部第二部长马善高致辞时指出,在医疗保健管理方面采取更有效、更创新的战略是必须的,为确保医疗保健系统的可持续发展,新加坡必须发展医疗服务和管理模式。他说,医疗保健管理并不局限于机构的四面围墙内,必须跨学科合作,包括医疗行政人员与其他伙伴的广泛合作。 

在新保集团公共联系部门服务的高级执行员曾芳琳(30岁)说,作为一名年轻的医疗行政人员,她对新启动的医疗行政人员发展基金感到兴奋。有了这项基金,她就可以寻找机会学习新技能、增加见识包括加深了解不断发展的医疗保健管理领域。 

44岁的新保集团营运部门副主任林志忠也在受访时说:“医疗保健系统内的业务要求是高度专业的,必须提升医疗行政人员的职业发展,让大家有可持续的就业技能,也为塑造医疗保健领域带来重要的作用。”

另一方面,ACE团队基金会也会额外拨款150万元给新保集团所属的职场乐趣提升措施(Joy at Work initiatives),以支持医疗工作人员维持身心健康。 

ACE团队基金会由本地科技公司Grab的联合创办人兼总裁陈炳耀与太太童维创立,从2021年创立至今捐助不少医疗组织,如 广惠肇留医院、儿童癌症基金会和全国肾脏基金会等。

Michelle: Let’s start with CFS and the work that it does. How does it support charities and why did the Community Foundation of Singapore (CFS) start the Sayang Sayang Fund?

Catherine: The Community Foundation of Singapore is also a charity. We were founded in 2008, and our main objective is to inspire philanthropy in Singapore. We do that by helping donors achieve a greater impact with their giving in communities through charitable funds. Donors can establish their own funds or if they wish, they could support one of the Community Impact Funds that we’ve started up.

The Sayang Sayang Fund is one of such Community Impact Funds. It was set up in response to the needs that arose from the COVID 19 pandemic. With our understanding of the needs on the ground, our network of community partners, government agencies, and charity partners, we were able to quickly see what the needs out there were and who needed help.

We thought that by setting up this Fund, it would be an effective way of garnering financial support from those who want to give and disburse it quickly to those in need. That’s why we started it.

Michelle: I understand the Fund aims to help healthcare workers on the frontlines and the vulnerable, and that the Sayang Sayang Fund has pledged some quarter of a million dollars in taxi vouchers to frontline staff of healthcare institutions. How close is the Fund to meeting that goal?

Catherine: I’m happy to say that thanks to the generosity of our donors that we have actually disbursed over $400,000 of taxi and transport vouchers to 129 public hospitals, polyclinics and community healthcare providers. For that I have to thank ComfortDelGro, Grab and Gojek for partnering with us. And I must say that when we started the Fund, our first objective was the welfare of the healthcare workers on the frontline supporting us.

It is only right that we provide them with some love and care, sayang them a bit; that’s how we started this Fund. That was the first project we were looking to do. But over time, when we raised the money, we reached out to the charities through grants calls to send over their funding requests to us, we found that there were lots of needs. In the first round of grants calls we received almost three million dollars in requests for funding, and that is why we decided to continue with the Fund to raise more money.

Michelle: Where are the urgent needs now Catherine, and how is CFS helping to plug these gaps?

Catherine: With the circuit breaker measures, the loss of work and everybody having to stay at home, I would say that almost everyone in Singapore is affected. So one of the very urgent needs that we are trying to address is really how to support the students that have to study from home, or ‘home based learning’.

Through our Recess@Home programme, we are very grateful that we have the partnership support of the Ministry of Education to quickly reach out to thousands of children who might need financial support. Because these students do get subsidies or free food when they are in school, now these students cannot go to school. We want to provide them with some financial support so at least there is some assurance that they do get their proper meals while they study at home. So that is one need.

We realise too that there are seniors that may be sick and are living alone at home and not getting their usual medical care and support. We would also love to set up an emergency fund for those community nurses or even volunteers who are still allowed to do house visits to provide these vulnerable seniors with any form of support that they might need. We understand that there are lots of groups out there that are already providing food and basic necessities. Community nurses could supply them with medicines, medical support, essentials or anything they might need while they are staying at home on their own.

Even young students from families that might need them to take on a part-time job to supplement the family income are no longer able to do so. We could provide them with financial support so they can focus on their studies and not drop out of school because of the worries of not being able to provide for their family. That is one thing that we would like to do as well. Of course, we also have a lot of foreign guests and workers who are falling sick and how can we help them.

Last but not least, back to our healthcare workers again. With the number of cases that they have to take care of, I think it is very important that they stay physically and mentally healthy so that stress doesn’t get to them. We do wish to be able to continue to support these workers with transport vouchers or even funding so their organisations can charter, say buses to send them home quickly after their long work shift.

Michelle: Given the number and the sheer variety of needs out there, how is the Fund approaching giving? I understand in your initial phase, CFS was seeking donations of a million and above. Right now is pretty much any help welcome?

Catherine: We do have a target of three million, and as we speak there are more needs surfacing, so I do think the Fund will continue to stay open as long as there are needs out there that need support. We do have a team of grant-makers out there to assess the situation.

We don’t work alone; we work with our partners like government agencies, NCSS (National Council of Social Service) and AIC (Agency of Integrated Care). We have our whole network of charity partners and we have our other funders who are active and even volunteer groups. We work with all these groups to gather all this information to see where and how the Sayang Sayang Fund can help.

Michelle: Is there a minimum of a million dollars to be able to donate?

Catherine: No, any amount is welcome. I must say that Singaporeans in general have been very generous because last week when many of us received the $600 of the Solidarity payment, many people have donated online in support of Sayang Sayang and also the other charities that happen to be fund-raising.

Michelle: Singaporeans are so generous, so lovely to hear that. Can you share a little bit of your estimate of how much you’re going to need to meet the evolving emergency needs you anticipate for the next couple of weeks?

Catherine: I do hope we can raise another one to two million dollars so that we can actually provide longer term targeted support. I think this pandemic is not going to go away by early June. The economy will only be slowly cranking up after that, so there will still be people who need support one way or the other.

Life after winning the 2020 Goh Soon Tioe Centenary Award: Natalie Koh’s pursuit of a career in musical excellence

Winning the Goh Soon Tioe Centenary Award in 2020 was a pleasant surprise for talented violinist Natalie Koh, who was not usually recognised for her solo performances and had to prepare for the Award’s audition just after last year’s circuit breaker without any formal instruction.

“I am deeply honoured to have received the Goh Soon Tioe Centenary Award in 2020. Violin playing has always been something that I am very passionate about, although my growth and achievements have not always been a given,” says Natalie. 

“A lot of conscientious and diligent work was put into moulding myself into the musician that I am currently and that I am proud to be.”

Since then, the budding musician has kept herself busy and forged determinedly ahead in her musical career. These included performing in digital concert recordings, teaching the violin at Forte Musicademy as a private violin teacher, and engaging with the special needs community through various community art activities.

Apart from keeping a hectic schedule as a performer, Natalie also spends much time imparting her love of music to the next generation of budding musicians — serving as a Teaching Assistant in her Alma Mater, the Yong Siew Toh Conservatory, and as an Assistant Director for classical music concert recordings and productions by the Singapore Symphony Orchestra, alongside other local organisations.

The promising young musician was also able to present her solo recital at the Awards, for which she was extremely excited and thankful for, as her graduation recital was put off last year due to the pandemic’s restrictions. “Overall, I would say that my recital was a success, and I hope that I fared well as a representative on behalf of the Award and the music community,” Natalie recalls with pride.

The Award’s prize money has enabled Natalie to realise her dreams of going overseas to attain a Master’s in Violin Performance, which will broaden her horizons as a performing violinist, music educator and community artist. She hopes to take the experience and knowledge gained from the two years abroad and expand her musical practice upon her return to Singapore.

Natalie recognises that living and studying in Chicago will prove to be expensive, but with the $10,000 award money, she will be able to defray some of her living costs. With the reduced financial burden, the young musician will be able to focus on learning to the fullest of her abilities in the States.

The Goh Soon Tioe Award has supported yet another promising young musician in paving her way to a brighter future towards a career in music, and adding another valuable gem to the flourishing music scene in Singapore.

“I am deeply thankful for the recognition and the support from the Goh Soon Tioe Centenary Award and the Community Foundation of Singapore. This Award has raised my profile as an emerging musician in Singapore, and I sincerely hope that I can be one to shape and grow the classical music scene in Singapore,” says Natalie.

Speech by Chairman Laurence Lien at CFS’s 10th anniversary celebrations

Thank you all for joining us in this celebration.

CFS was first incorporated on 8 September 2008; hence our 10th birthday celebrations now. Lehman Brother collapsed on 15 September 2008, so we are also commemorating 10 years of the Global Financial Crisis.

I spoke of how we were born in bad times at our Chinese New Year luncheon in March. I will not repeat what I said, except to emphasise again how difficult it was to start up. It was difficult to hire, because we were a start-up doing something novel here. Donors didn’t want to talk to us. And there were even people in the sector who did not want us to exist, as they saw us as competition for funds.

Surviving those early days was a minor miracle. I was there at the start so I have my war stories. Frankly, before I became the CEO of NVPC in 2008, the first job that then Chairman of NVPC, Stanley Tan, offered me was not the NVPC one, but to be the first CEO of CFS.  I rejected it, and took the NVPC one instead. But little did I know that after the first six months, I was to do both jobs, and became the acting CEO for nearly four years.

So there we were at the start helping donors give strategically, bridging them with charities, providing donor advice, grantmaking expertise and back end administration. What we still do today.

Writing a cheque is not difficult at all; but giving well is. In my years at NVPC, I kept hearing from people that they wanted to give, but did not know how. They didn’t know where the social needs were, or how to assess charities and programmes. So we helped them, cut out the hassle and thereby increasing the joy of giving.

But being a good idea is not enough. People had to believe that we could do what we said we would. We spent the best of our first five years just building credibility. And 10 years on, I am very proud of what we have built.

Catherine has already mentioned the numbers. Let me just include two more. One, at least three of our donors have gone on to form their own foundations. This to me is a sign that we have helped these donors learn and mature, and we can let them go on to do greater things. Two, when we conducted a comprehensive ‘Donor and Grantee Perception Survey’ a few years back, we had very high donor satisfaction ratings – with 83% satisfaction rates and 93% saying that they would recommend CFS services to others. But satisfaction among our grantee charities was even better: 94% rated CFS as efficient and effective. This shows that we are able to be close to the charities and help them bridge effectively to our donors.

As someone who has been so actively involved in the growing CFS, I am extremely proud of what we have achieved in these 10 years.

To come this far, there are many people I would like to thank, especially those who were there during our early years:

  • Our first Chairman Stanley Tan who not only was the architect and founding chair of CFS for its first five years till 22 Aug 2013, but he was also single-handedly responsible for bringing in the first $15 million in pledges.
  • The other founding board members – J Y Pillay, David Lim, Mary Ann Tsao, Kwek Siew Jin. As a young start-up, donors would typically ask who is on the board. When we mention J Y Pillay, they would immediately say, okay, I know I can trust you.
  • All staff who have helped make CFS’s first 1,000 days, without whom, we could not possibly be successful I would like to single out two amongst us today. Yvonne Yu who joined us in January 2009 and Joyce Teo who joined us in March 2009.
  • All our donors, particularly our founding donors who gave us a chance like Stanley Tan and MILK Fund, William and Mary Bird, Simon Cheong and UBS. We also have in our midst Yeoh Keng Joon, Vivien Goh, Changi Airport Group, Ascendas-Singbridge and the family of former President S R Nathan, who have all been strong supporters of CFS for many years. In fact, Mr Nathan officially launched CFS in February 2009, and subsequently trusted us with his S R Nathan Education Upliftment Fund which is now over $10 million in size and has helped over 1000 students.
  • Our international advisory council members – Clare Brooks, Eileen Heisman, Anne Boyd and Bob Edgar. These people had so much experience, and they were incredibly generous to give us time to share and guide us. Whenever we had a difficult question, we would shoot it to one of them, and we would almost always get a detailed and insightful reply within 24 hours. They were simply amazing.

And the many others who came along and played their invaluable role in making us the success that we are today. Thank you all of you. This has truly been a community effort, and I am privileged to have been part of that journey.

What would the next 10 years look like for CFS? Moving forward, I believe there is still much work there needs to be done. I think CFS has only reached out to a small fraction of our addressable market. CFS has grown rapidly, but the number of people with significant means and who want to give strategically have increased substantially.

What is my own vision for CFS in 2028?

One, that we be at the forefront of community philanthropy, that we build this sense that the many communities in Singapore can come together to solve our own problems, without always looking to the government. I hope that in 2028, we will see mini community foundations in our neighbourhoods, in places like Toa Payoh, Queenstown and Punggol.

Two, that we have democratised giving. Giving is not only for the rich; everyone should and can give. I hope to see young adults start donor advised funds with us, at smaller amounts of commitment, and our collective funds grow with widespread contributions.

Three, I hope to see CFS raise $1 billion in donor funds, maybe not in 10 years’ time, but at some point in the future.  I believe we are at an inflection point. As we grow legacy giving, we are planting seeds for growth that will bear fruit in the future. I hope to encourage Singaporeans to give when we are alive and able to enjoy giving.

But this is my own vision. Over the next few months, we will be transitioning to a new chair.  We already know who the new chair is but will announce only a little later. So the new chair, together with the board, will develop and own the vision for the next 10 years. I can only step back and cheer them on.

All I know is this. CFS has come so far. Moving forward, CFS is well-positioned to continue to grow from strength to strength. We count on you present today, to continue journeying with us, to grow this community of givers. We all are part owners of CFS because we are all the part of the Singapore community. Be engaged. Broaden and deepen our community. Give more. And invite me back in 2028.
