Media release: CFS launches community impact fund to raise marginalised groups’ participation in the workforce

Singapore, May 23, 2019 – The Community Foundation of Singapore (“CFS”) has launched a new community impact fund to address social exclusion from the country’s workforce. Called the LIFT – short for Learning Initiatives for Employment – Community Impact Fund, it will support programmes that provide vocational training for marginalised groups in Singapore and place them in jobs in the open market.

The programmes are targeted at four marginalised groups – persons with disabilities, persons recovering from mental illnesses, disadvantaged women and youth-at-risk. Its focus is on helping them navigate and overcome barriers to securing sustained employment. This is done through equipping and supporting them with both hard and soft skills for obtaining and maintaining jobs in the food and beverage industry. The programmes may be expanded to span more industries in the future.
“Marginalised groups have largely been excluded from the labour market because of various stereotypes, stigmas and prejudices. This often leads to economic and social vulnerability that follows them for life. We hope to pilot new pathways to help the vulnerable make a living, improve their self-esteem and become more involved in society,” said Joyce Teo, Deputy Chief Executive Officer at CFS. “LIFT meets this need in a holistic manner by concurrently providing participants with technical training, social support and job coaching to help them manage socio-emotional and financial stressors while they learn and work. Ultimately, the aim is to help them get and stay employed with the help of the community.”

The fund aims to support an initial 90 participants with a total of 12,600 hours of WSQ-certified vocational training (over a three month period per participant on average), as well as 5,400 hours of job matching, job placement and on-the-job coaching support. This works out to an average of 140 hours of vocational training and a further 60 hours of post-training support each. During the training phase, participants will also receive ongoing social support from charity partners to minimise or resolve family and/or other issues that may otherwise derail their learning.

Potential participants will first be identified and referred by IPC (Institute of a Public Character) charities, and then assessed in terms of attitude, aptitude as well as potential for employment. Successful candidates will then be trained by one of two social enterprises working alongside CFS as programme providers – Project Dignity will train participants for kitchen and service jobs while Bettr Barista will train participants to be baristas, and both will also provide job attachment opportunities during the training phase.

CFS aims for around 65% of participants to complete the training phase and for around 60% of graduates to be successfully placed into employment in open market conditions for at least three months – a milestone predictor of an individual’s ability to stay in sustained employment with regular income. To track the efficacy of the programmes, programme providers will, where possible, keep in touch with the participants for up to two years.

The establishment of the LIFT Community Impact Fund was catalysed by discussions that arose on the back of Colabs, an initiative by CFS and the National Volunteer & Philanthropy Centre that drives collaboration by bringing together the public, private and social sectors to learn and co-create solutions to tackle complex social issues in Singapore. Specifically, LIFT was sparked by talks with participants in a Colabs series that ran in the second half of 2017 and focused on persons with disabilities. The range of marginalised groups that stand to benefit from LIFT has been broadened to also include persons recovering from mental illnesses, disadvantaged women and youth-at-risk as there are considerable overlaps between these groups.

A guide providing practical ways to help persons with disabilities has been developed based on insights derived during the Colabs sessions. It outlines some of the challenges facing persons with disabilities, especially after they turn 18. These include the lack of employment options and opportunities for meaningful social interaction. It then suggests collaborative solutions targeted at three different levels – programme, organisation and sector. While an anchor donor has already been secured to seed the LIFT Community Impact Fund, CFS is looking to raise funds to cover the estimated S$528,000 required to support the programmes. CFS’s community impact funds help address unmet needs or under-supported causes in Singapore. Through collaborations with charity partners to identify gaps and co-develop programmes, these funds enable the disadvantaged to lead better lives with the support of the community at large. CFS currently has three other community impact funds – MEANS (Migrants Emergency Assistance and Support)Outing for Seniors and Safe Home.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The Peak Singapore: How responsible businesses can make their philanthropic dollars travel further

While more companies are heeding the call to give back to the community, selecting a worthy cause and monitoring the use of donations may be a complex task. That’s where the Community Foundation of Singapore (CFS) comes in. It helps corporations develop a long-term philanthropy strategy, find suitable charity partners, and track the outcome of donations.

“We help donors go beyond what they can do on their own, and identify charity partners who can provide accountability,” says Catherine Loh, CEO of CFS.

One way of creating greater impact is to look at fresh ways of addressing community needs, suggests Loh. Take UBS’ Diversity in Abilities arts education programme, which aims to develop the talents of children and youth with special needs. After attending the programme, participants are able to concentrate better and have an overall improvement in the pace of learning. Such potentially beneficial initiatives can be made possible only by corporations that have a higher appetite for risk and are willing to support them, says Loh.

In terms of managing charitable dollars, both donor and recipient must agree on how the money will be used, the duration of the funding and the kind/depth of reporting required, Loh says. More importantly, she adds, companies should adopt the mindset of a partner and view philanthropy as a “learning journey”.

“Just like any business project, things can go wrong. Sometimes, it could be a misreading of community needs, or there could be physical or manpower constraints faced by the charity. We hope to take corporates on a philanthropic journey, to help them gain insight into what it takes to make a meaningful change.” Read more.

CFS Receives National Award – COVID-19 Resilience Certificate

CFS has been awarded the COVID-19 Resilience Certificate, which recognises the contributions of organisations that played a vital role in addressing the challenges posed by COVID-19. Our CEO, Catherine Loh, received the award at the Ministry of Culture, Community and Youth (MCCY) Family National Day COVID-19 Investiture on October 10, 2023.

How We Pooled Resources for Singapore

As COVID-19 cases began to rise in February 2020, a member of the CFS board was deeply disturbed by reports of mistreatment towards healthcare workers. Anticipating the imminent health and economic challenges that lay ahead, CFS quickly recognised that action was needed.

“On February 11, 2020, we launched a Community Impact Fund which we named the “Sayang Sayang Fund”,” said Catherine Loh, CEO. “We felt this was the best and fastest way to respond to emerging needs as the crisis unfolded. It provided an easy way for donors to support those in need while CFS worked with sector partners to determine the type of support each community needed.”

The amount of support that poured in was heartening. We attained our initial target of $500,000 in just 10 days, and ultimately received $9.7 million from over 5,000 donors.

Thanks to our generous donors, we were able to collaborate with charities, ministries and social service agencies to deliver urgent assistance to those in need.

Making a Positive Impact on Affected Communities

In response to rapidly shifting circumstances, CFS acted through a wide array of initiatives and programmes, disbursing $9.7 million to aid 401,000 beneficiaries and 276 community organisations between 2020 to 2023. Here’s a glimpse into our efforts:

Healthcare Workers: Our initial action was to lift the spirits of nurses, doctors and ancillary healthcare workers by providing taxi vouchers and care packages sponsored by donations from the public and transport companies, ComfortDelGro, Gojek and Grab.

Elderly: When social distancing measures were mandated, the Sayang Sayang Fund (SSF) provided funds to several charity programmes to ensure the well-being of the elderly. These included educating them on infection control, reducing loneliness among elderly living alone, and ensuring low-income seniors had access to food despite disruptions in the supply chain.

Students: During school closure and home-based learning, students on financial assistance lost access to subsidised school meals. In partnership with the Ministry of Education, the SSF supplemented their allowances to ensure they continued to receive proper nutrition.

Migrant Workers: During the circuit breaker period, the SSF distributed mobile phone top-ups to migrant workers in lockdown who had insufficient balances in their accounts, so they could stay in contact with their families.

Rough Sleepers: Funds were disbursed to AMKFSC Community Services, Good News Community Services, Methodist Welfare Services, and New Hope Community Services to establish more shelters and assist in relocating rough sleepers to safe accommodations.

#MyGivingJourney x Nadia Ahmad Samdin: Changing the game for giving

CFS’s #MyGivingJourney series portrays extraordinary women and their efforts in philanthropy. This story features Nadia Ahmad Samdin, CFS’s legacy giving ambassador and a woman who wears many hats. 

Many who donate to charity often ask: For every dollar they give, what good actually comes of it? Nadia Ahmad Samdin believes increasingly, we will be able to answer that. In a world where tracking usage is commonplace – from our phone use to carbon footprint– a data-driven approach to philanthropy could be a game-changer. The Community Foundation of Singapore (CFS) aligns with Nadia’s belief and strives to be a trustworthy organisation that is transparent and accountable.  

Nadia is Counsel & Project Leader at Tri-Sector Associates, a pioneering social enterprise that is finding innovative ways to solve complex social problems. In June 2021, Tri-Sector launched the first Social Impact Guarantee (SIG) with the Lorinet Foundation, TL Whang Foundation and the YMCA for its Vocational and Soft Skills Programme, which helps empower vulnerable youths. But here’s what’s pivotal: the SIG offers donors a money-back guarantee if targets are not met. This outcomes-based funding is relatively new but is gaining traction with impact-minded donors who focus on what works and are willing to provide capacity building support to charitable organisations, Nadia says.   

Community has defined Nadia’s life from a young age. She began volunteering when she was in secondary school and by her 20s, her calendar was full serving with community initiatives such as the Singapore Council of Women’s Organisations, Lembaga Biasiswa Kenangan Maulud (an IPC), the South East Community Development Council and the National Youth Council. 

After graduating from Singapore Management University, Nadia embarked on a career at TSMP Law Corporation. Her six years in corporate law taught her to “bridge divides, come up with creative solutions and put myself in others’ shoes to work towards outcomes which are mutually agreed upon”, she says.   

In 2020, she became a member of parliament for Ang Mo Kio GRC, making the 31-year-old one of Singapore’s youngest parliamentarians. Nadia has also served as a panel adviser to the Youth Court and worked with girls who have done reformative training. These diverse experiences have made her an authentic voice on issues close to her heart such as youths at risk, mental health, inequality and the environment.  During her free time, she also participates in marine clean-ups, including as a volunteer diver with Our Singapore Reefs, a ground-up initiative formed by marine biologists with an interest in coral conservation.   

Nadia is also a legacy giving ambassador for CFS’s A Greater Gift campaign, which is rallying Singaporeans to leave a legacy through planned charitable gifts. CFS works with donors to structure their giving so that people can leave insurance monies, CPF savings, marketable securities and even tangible assets to the causes they care deeply about.   

You don’t need to have very deep pockets to make a transformative and lasting impact, Nadia emphasises. “As someone who went to school with the help of financial assistance, I know how precious it is to be given an opportunity by someone who believes in you,” she says. “Everyone can make a difference,” says this young changemaker. “Start where you are, Use what you have, Do what you can.”
