CFS wins two awards at the Charity Transparency and Governance Awards 2019: The Charity Governance Award – Special Commendation for Governance and Management – and the Charity Transparency Award

CFS is honoured to have won the Charity Governance Award – Special Commendation for Governance and Management – as well as the Charity Transparency Award. Conferred by the Charity Council, we were privileged to be amongst a select line-up of outstanding charities that were recognised for exemplary disclosure and transparency practices at the Charity Governance Awards dinner on 3 December 2019.

About the Charity Transparency and Governance Awards 2019

 A total of 67 charities, including CFS, were conferred the Charity Transparency and Governance Awards for their overall excellent transparency and governance practices.

In addition, CFS was among the seven charities that won the Charity Governance Award

The Charity Transparency Award was first launched in 2016, to recognise charities with good disclosure practices that the Charity Transparency Framework recommends.

Inaugurated in 2012, the Charity Governance Award recognises charities  that have adopted the highest standards of governance, in line with the Code of Governance for Charities and IPCs. 

Exemplary governance and management practices

CFS is governed by a board of eminent professionals, selected via a rigorous process, who serve pro bono. They work closely with CFS’s management to steer the organisation in realising our strategic vision.  Our Board has set up several committees, with recognised experts as members, to ensure the organisation is run optimally with transparency, aligned with our mission and purpose. Since our inception, CFS has continuously invested significant resources to exceed expectations in governance, compliance and management. Part of the training process for board and staff is to highlight the importance of acting according to the highest standards. 

Sharing our lessons

Over the past years, our Board and staff have worked hard to ensure that we maintain these high standards across the organisation and in daily work. CFS’s steady growth in the last decade is testament to the trust donors and partners have placed on us, as well as the dedication of our staff.

CFS is honoured to attain this accolade and will be happy to share our experience other charities going forward. We found it especially useful to work closely with our auditors, who have provided valuable guidance and support. Charities can also draw on the helpful resources provided by the Commissioner of Charities and the Charity Council in Singapore, which we highly recommend.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

A Call for Collaborative Giving: Closing the Gap for Disadvantaged Young Persons

The first Colabs publication discusses the challenges that disadvantaged young persons face at home, such as an unconducive family environment. It examines how these challenges impacted the young persons’ educational attainment and social mobility, and offers suggestions as to how givers could collaborate to close the gap for these individuals. The publication, based on the collective insights of over 100 participants who contributed during the series, can be downloaded here.

Speaking after the association’s annual general meeting at Kallang Netball Centre on Friday, Liang-Lin, a fund manager for a US$7 billion (S$9.5 billion) firm focused on green real estate investments in Asia, hopes to bring her expertise to the table and increase the amount of financial support for Singapore netball during her four-year term.

The 53-year-old took over from Deputy Speaker of Parliament Jessica Tan, who has been the association’s president since 2012. Tan had reached the end of her tenure, which saw the national team make several breakthroughs, including a gold medal at the 2015 SEA Games in Singapore.

Liang-Lin holds various appointments such as being Singapore’s representative to the G20 for Women appointed by the Ministry of Finance. She is also a board member of the Community Foundation of Singapore, which promotes philanthropy through facilitating the establishment of charitable funds.

She said: “One of the things that is overlooked when we look at philanthropy and fundraising is that sport is not really part of the things that people will automatically think about.

“Less than one per cent of the funds that we raise in the Community Foundation goes to sport. The values that sport brings need to be amplified more, so that corporates… see the need to support sport. I think that link needs to be stronger so that we get not just more corporate sponsors, but also they can come in for longer periods of time.”

While national agency Sport Singapore provides funding to netball, corporates can also do their part, she added.

She said: “If we play our cards correctly, we can get corporates to come in and hopefully support them, to see the wider purpose of sport and bring the nation together.”

She also hopes the association can be proactive in looking for financial support, adding: “We must work more strategically with governing bodies on educating corporates on the importance of really supporting sport.”

The former netball player also made references to the recent Women’s World Cup for football, noting the “ability for a game that focuses on women in the sport to bring global attention”.

She said: “I want that kind of trajectory of the limelight going to women’s sport. I think that is a trend that will continue, and I hope that netball will be part of that trend.”

Meanwhile, Tan was satisfied that she has achieved the three objectives she had set out to do when she came on board – to improve quality of play, build a fan base and create an ecosystem which involves coaches and players.

The 57-year-old added: “As much as I do feel sad about having to step down, but at the same time, leadership renewal is very important.

“I think Trina will help to galvanise the team together, and bring a lot of new perspectives and quality to the association.”

Speech by Chairman Laurence Lien at CFS’s 10th anniversary celebrations

Thank you all for joining us in this celebration.

CFS was first incorporated on 8 September 2008; hence our 10th birthday celebrations now. Lehman Brother collapsed on 15 September 2008, so we are also commemorating 10 years of the Global Financial Crisis.

I spoke of how we were born in bad times at our Chinese New Year luncheon in March. I will not repeat what I said, except to emphasise again how difficult it was to start up. It was difficult to hire, because we were a start-up doing something novel here. Donors didn’t want to talk to us. And there were even people in the sector who did not want us to exist, as they saw us as competition for funds.

Surviving those early days was a minor miracle. I was there at the start so I have my war stories. Frankly, before I became the CEO of NVPC in 2008, the first job that then Chairman of NVPC, Stanley Tan, offered me was not the NVPC one, but to be the first CEO of CFS.  I rejected it, and took the NVPC one instead. But little did I know that after the first six months, I was to do both jobs, and became the acting CEO for nearly four years.

So there we were at the start helping donors give strategically, bridging them with charities, providing donor advice, grantmaking expertise and back end administration. What we still do today.

Writing a cheque is not difficult at all; but giving well is. In my years at NVPC, I kept hearing from people that they wanted to give, but did not know how. They didn’t know where the social needs were, or how to assess charities and programmes. So we helped them, cut out the hassle and thereby increasing the joy of giving.

But being a good idea is not enough. People had to believe that we could do what we said we would. We spent the best of our first five years just building credibility. And 10 years on, I am very proud of what we have built.

Catherine has already mentioned the numbers. Let me just include two more. One, at least three of our donors have gone on to form their own foundations. This to me is a sign that we have helped these donors learn and mature, and we can let them go on to do greater things. Two, when we conducted a comprehensive ‘Donor and Grantee Perception Survey’ a few years back, we had very high donor satisfaction ratings – with 83% satisfaction rates and 93% saying that they would recommend CFS services to others. But satisfaction among our grantee charities was even better: 94% rated CFS as efficient and effective. This shows that we are able to be close to the charities and help them bridge effectively to our donors.

As someone who has been so actively involved in the growing CFS, I am extremely proud of what we have achieved in these 10 years.

To come this far, there are many people I would like to thank, especially those who were there during our early years:

  • Our first Chairman Stanley Tan who not only was the architect and founding chair of CFS for its first five years till 22 Aug 2013, but he was also single-handedly responsible for bringing in the first $15 million in pledges.
  • The other founding board members – J Y Pillay, David Lim, Mary Ann Tsao, Kwek Siew Jin. As a young start-up, donors would typically ask who is on the board. When we mention J Y Pillay, they would immediately say, okay, I know I can trust you.
  • All staff who have helped make CFS’s first 1,000 days, without whom, we could not possibly be successful I would like to single out two amongst us today. Yvonne Yu who joined us in January 2009 and Joyce Teo who joined us in March 2009.
  • All our donors, particularly our founding donors who gave us a chance like Stanley Tan and MILK Fund, William and Mary Bird, Simon Cheong and UBS. We also have in our midst Yeoh Keng Joon, Vivien Goh, Changi Airport Group, Ascendas-Singbridge and the family of former President S R Nathan, who have all been strong supporters of CFS for many years. In fact, Mr Nathan officially launched CFS in February 2009, and subsequently trusted us with his S R Nathan Education Upliftment Fund which is now over $10 million in size and has helped over 1000 students.
  • Our international advisory council members – Clare Brooks, Eileen Heisman, Anne Boyd and Bob Edgar. These people had so much experience, and they were incredibly generous to give us time to share and guide us. Whenever we had a difficult question, we would shoot it to one of them, and we would almost always get a detailed and insightful reply within 24 hours. They were simply amazing.

And the many others who came along and played their invaluable role in making us the success that we are today. Thank you all of you. This has truly been a community effort, and I am privileged to have been part of that journey.

What would the next 10 years look like for CFS? Moving forward, I believe there is still much work there needs to be done. I think CFS has only reached out to a small fraction of our addressable market. CFS has grown rapidly, but the number of people with significant means and who want to give strategically have increased substantially.

What is my own vision for CFS in 2028?

One, that we be at the forefront of community philanthropy, that we build this sense that the many communities in Singapore can come together to solve our own problems, without always looking to the government. I hope that in 2028, we will see mini community foundations in our neighbourhoods, in places like Toa Payoh, Queenstown and Punggol.

Two, that we have democratised giving. Giving is not only for the rich; everyone should and can give. I hope to see young adults start donor advised funds with us, at smaller amounts of commitment, and our collective funds grow with widespread contributions.

Three, I hope to see CFS raise $1 billion in donor funds, maybe not in 10 years’ time, but at some point in the future.  I believe we are at an inflection point. As we grow legacy giving, we are planting seeds for growth that will bear fruit in the future. I hope to encourage Singaporeans to give when we are alive and able to enjoy giving.

But this is my own vision. Over the next few months, we will be transitioning to a new chair.  We already know who the new chair is but will announce only a little later. So the new chair, together with the board, will develop and own the vision for the next 10 years. I can only step back and cheer them on.

All I know is this. CFS has come so far. Moving forward, CFS is well-positioned to continue to grow from strength to strength. We count on you present today, to continue journeying with us, to grow this community of givers. We all are part owners of CFS because we are all the part of the Singapore community. Be engaged. Broaden and deepen our community. Give more. And invite me back in 2028.

Dipa Swaminathan on what we can each do for Singapore’s migrant workers

Dipa Swaminathan is a force of nature. At 49, the Harvard-educated lawyer is an assistant general counsel for SingTel and the founder of ItsRainingRaincoats, an organisation created in 2015 to support migrant workers in Singapore and champion their cause. As the recipient of the President’s Award for philanthropy and volunteerism in 2017, Swaminathan knows a thing or two about advocating for a marginalised group—in particular, one that has built our nation from the ground up while bearing the harshest brunt of the fallout from COVID-19.

“Migrant workers are not franchised and lack voices in the broader community,” shares Swaminathan. “The avenues available to us are not to them. They are often scared of speaking up for fear of getting their permits cancelled—which can happen within 24 hours.” The vulnerability of their situations are why migrant workers in Singapore are often forced to tolerate poor living conditions—leading to consequences like the one we have seen this year.

“Migrant workers lack many of the comforts that we are so accustomed to. They are expected to live in close proximity to each other and have limited spaces that they can move around in. In these conditions, the impacts of COVID-19 were felt harder by these workers. ItsRainingRaincoats had to ramp up its efforts overnight as the
pandemic started to spread in the migrant worker community and we did so with tremendous speed thanks to our volunteer ranks doubling and the outpouring of
support from the community,” she adds.

Alongside her tireless efforts for this oft-overlooked group, Swaminathan is now embarking on a new project with The Community Foundation of Singapore. Known as “A Greater Gift’’, the campaign focuses on the true value and lasting impact of a legacy gift. A legacy gift is a method of planned donation—essentially, leading to long-term, sustainable support for a cause you believe in.

As an ambassador for this initiative, Swaminathan opens up to Vogue Singapore about the importance of this movement, her advocacy work for migrant workers in
Singapore and her poignant hopes for their future.

What led you to start working with migrant workers in Singapore? Is this something you have always been passionate about?

Working with migrant workers started almost by chance. I was driving home in a thunderstorm one day and saw two migrant workers crouching under a cardboard sheet to remain dry. I took them home and gave them food and drinks and dry clothes to change into. Several weeks later, I received a call from the police saying one of
the men had been charged with a suicide attempt and the only number he had was mine. He had tried to take his life because he hadn’t been paid for three months and had loansharks hounding his family back in India. I knew it was an act of desperation, and emailed the Police Commissioner incessantly until charges were dropped.
The experience made me realise that you can’t change the world but you can change the world for one person.

We must shift our perception that migrant workers are dirty or societal outcasts. We need to correct perceptions in our own circles and speak up on the issue when the opportunity arises at the dinner table or different social settings.

Another experience that changed the game for me was when I saw a group of migrant workers working in the rain, wearing garbage bags to try and remain dry. I called their employer and insisted that it was their duty to provide for their workers, susceptible to the constant rainy conditions in Singapore. I threatened to flag it with newspapers, share it on social media and report it to the Ministry of Manpower. While the employer hung up on me, the next day, I saw that all the workers had been
provided with raincoats.

Which parts of your work with migrant workers do you find most important?

It is incredibly rewarding to be able to bridge conversations between migrant workers, volunteers and other Singaporean residents, as well as galvanising support from the corporate sector and schools. Connecting different parts of the community helps us to build a bigger support platform for migrant workers, helping them integrate
into the broader community.

For example, during the height of the pandemic, ItsRainingRaincoats mobilised hundreds of volunteers to distribute 600,000 hot meals, 120,000 care packages, and helped 12,000 workers with mobile data top-ups so they could remain connected with their family. We also co-authored a mental health booklet in partnership with the
Singapore Medical Society of Ireland and coordinated fundraising efforts for families of deceased or terminally ill migrant workers.

Tell us a little bit about the “A Greater Gift” initiative

“A Greater Gift” is a three-year initiative led by the Community Foundation of Singapore to highlight that legacy giving is critical to providing long-term support and
sustainability to the causes we care about the most. The campaign is to encourage everyone living in Singapore to leave a legacy. Whether its time, money or
resources,
those who are able to do so will have an enduring and positive impact on those in need within the community. I’m proud to have been selected as a brand ambassador for the campaign, to highlight that anyone can give back.

Aside from the impact of COVID-19, what is one other problem facing migrant workers in Singapore right now?

One main problem for migrant workers is that they are often not paid on time. At the end of the day, they are here to earn a salary without exploitation. If we can
achieve this, it’s the first step towards fair treatment.

How do you think we can rectify the stigma and seclusion that migrant workers face?

There is a plethora of issues that put migrant workers on the back foot when they come to Singapore—there is a large number of them, they have issues with language, they are usually here alone without their families and are far from home.

Change needs to happen within each of us—within our hearts and instincts. We must shift our perception that migrant workers are dirty or societal outcasts. We need
to correct perceptions in our own circles and speak up on the issue when the opportunity arises at the dinner table or different social settings.

The most soul-crushing thing for me is when I hear of a migrant worker death.

Seeing the harsh conditions and difficult circumstances that migrant workers are in must take an emotional toll. Do you ever experience compassion fatigue? How do you take care of yourself and what keeps you going?

I do experience compassion fatigue and I need to give myself time to wind down. There were many days this year at the height of the pandemic where I didn’t have
time to attend to my personal day-to-day needs like even taking a shower. My phone never stopped ringing as I attended to countless migrant workers seeking help.

There is a saying that if you don’t fill your well, you can’t draw from the well. And for me, I keep my well filled by exercising, going on staycations and spending lots of
quality time with my husband and two teenage sons with tons of tennis action. We are also avid Formula 1 fans.

Going into 2021, what is your biggest hope for how the lives of migrant workers in Singapore will change?

I hope fewer of them succumb to workplace fatalities—the most soul-crushing thing for me is when I hear of a migrant worker death. I hope workplace conditions and mental health improves for them. I hope that we don’t hear our phones ringing as much—because then we know that we’ve made improvements for them and for us as a society.

The Peak Singapore: How responsible businesses can make their philanthropic dollars travel further

While more companies are heeding the call to give back to the community, selecting a worthy cause and monitoring the use of donations may be a complex task. That’s where the Community Foundation of Singapore (CFS) comes in. It helps corporations develop a long-term philanthropy strategy, find suitable charity partners, and track the outcome of donations.

“We help donors go beyond what they can do on their own, and identify charity partners who can provide accountability,” says Catherine Loh, CEO of CFS.

One way of creating greater impact is to look at fresh ways of addressing community needs, suggests Loh. Take UBS’ Diversity in Abilities arts education programme, which aims to develop the talents of children and youth with special needs. After attending the programme, participants are able to concentrate better and have an overall improvement in the pace of learning. Such potentially beneficial initiatives can be made possible only by corporations that have a higher appetite for risk and are willing to support them, says Loh.

In terms of managing charitable dollars, both donor and recipient must agree on how the money will be used, the duration of the funding and the kind/depth of reporting required, Loh says. More importantly, she adds, companies should adopt the mindset of a partner and view philanthropy as a “learning journey”.

“Just like any business project, things can go wrong. Sometimes, it could be a misreading of community needs, or there could be physical or manpower constraints faced by the charity. We hope to take corporates on a philanthropic journey, to help them gain insight into what it takes to make a meaningful change.” Read more.
