#MyGivingJourney X Corinna Lim: From legal advocate to leading gender equality advocate

The #MyGivingJourney is a series by CFS where stories of remarkable women in the philanthropy sector are being told. In this story, we feature Corrina Lim, Executive Director at AWARE (Association of Women for Action and Research). 

Serendipity played a big part in Corinna Lim becoming Singapore’s leading advocate for gender equality. She was working as a lawyer when a colleague who was pregnant asked if she would like to take her place providing free legal advice in a community centre. It was the early 1990s and opportunities for pro bono work were very limited.  

Every month, Corinna listened to the problems of women who were dealing with family violence, unfaithful husbands, husbands who did not support the family or ex-spouses who reneged on maintenance commitments. “It gave me so much satisfaction to be able to help these women. I was dispensing fairly basic legal advice but they felt heard and were extremely grateful for my pragmatic approach,” she says.  

The work was so fulfilling that she joined AWARE, the Association of Women for Action and Research, when they opened their legal clinic in 1992. Twice a month, after a long day’s work, she would offer advice, hope and empathy to women about their legal rights and options. “But rather than feeling depleted after these sessions, I always felt energised,” she says. 

AWARE’s work struck a chord with Corinna because they tackled issues at the individual level as well as at the systemic level too, chipping away at barriers to gender equality. In 2010, almost 20 years after first signing on as a volunteer at AWARE, she left her corporate law career to become the first executive director of Singapore’s leading gender equality advocacy group. 

As she sees it, AWARE has made an immense impact by pioneering, in 2011, sexual assault support for survivors and creating awareness of the challenges faced by survivors here. AWARE has also helped change laws which have resulted in more effective protection from harassment and more equal benefits for single parents. Its advocacy work has also contributed to the repeal of marital rape immunity and decriminalisation of attempted suicide. 

AWARE also works closely with the Community Foundation of Singapore (CFS), which has long supported groups that help single mothers and marginalised women. Over the years, CFS has regularly facilitated grants from its donors to AWARE, including the recent grant call from Sayang Sayang Fund. Aside from this, CFS also collaborates with AWARE on research, most notably on a nationwide study on minimum household incomes.   

Although she studied for a career in law, Corinna knew from a very young age that she wanted to give back to society. Right out of university, she started a small enterprise to make products out of recycled paper. Later, even as she plugged away at a law firm, it was pro bono work that engaged her. “I did not find meaning practising as a lawyer, representing banks and corporations in their claims against smaller companies or individuals,” she says. Instead, she found her calling in NGO work. “Doing the work has made me a more empathetic and better human being,” says Corinna.

#MyGivingJourney X Ivy Tse: Going the distance for youths

In our #MyGivingJourney series, CFS features extraordinary women in Singapore and their efforts in philanthropy. This story features Ivy Tse, CEO at Halogen Foundation Singapore.  

At 35, Ivy Tse must be one of the youngest CEOs around. But the unassuming head of Halogen Foundation Singapore quips that she is more a “Chief Everything Officer”. In a day, her job can take her from fundraising to building partnerships to staff development – or even tackling a problem with the office printer.  

A relatively small charity, Halogen runs on a team of about 21. Its mission is to transform the lives of disadvantaged young people through leadership, mentorship and entrepreneurship programmes. Ivy joined in 2012, when the team was about half its current size. And coming from global giant Procter & Gamble, she found she had to be a Jack of all trades in her new role organizing events at Halogen.  

“You have to be very resourceful. If there is an obstacle, you find a solution,” she says. “It was humbling.” People also questioned her decision to ditch a lucrative career path at P&G. “They said, it’s so hard to get in, why would you leave?” she recalls. Plus, there was the financial aspect: moving to the nonprofit sector meant taking a pay cut of a third.  

But the go-getter, who also describes herself as an idealist, was going through what youths now call a ‘quarter-life crisis’. She decided she wanted to immerse herself in work that counted. And she figured, “If it doesn’t work out, I can crawl back to the corporate sector and run twice as fast to make up for it!”  

Ten years on, the dynamic Ivy, who runs marathons in her spare time, shows no signs of slowing down. Nor any regrets building a career empowering young people. Seeing how Halogen’s dedicated volunteers and partners help shy, apprehensive teenagers gain access to the social capital and soft skills needed to thrive in a fast-evolving world has brought her a lot of gratification. The Foundation has created more resilient youngsters, reduced school dropout rates and developed leaders who have gone on to make a positive impact in their communities. 

Giving back has been a part of Ivy’s life since her school days. She chose CCAs that revolved around volunteer work such as Habitat for Humanity and Rotaract Club, while studying for a double degree in mechanical engineering and business at the National University of Singapore. She enjoyed hands-on volunteering but she also thrived on the organizational aspect of nonprofit work. And, she liked motivating people to participate in charitable causes and seeing them grow through that experience.  

“That’s what I get to do now at Halogen,” Ivy notes. Her job also sees her working with the Community Foundation of Singapore (CFS) which helps donors and grant makers understand what nonprofits like Halogen do and matches them. For example, CFS linked up UBS with Halogen and the financial institution has helped fund Halogen’s Network for Teaching Entrepreneurship programme. 

Ultimately, what Ivy is most proud of is growing and building a team that is really passionate about youth development. Her advice for young people who are mulling a career in social services? “It can really challenge you. It’s almost like being an entrepreneur,” she says. “And it is rewarding in so many ways.”

National Legacy Giving initiative to inspire philanthropic culture in Singapore

The three-year national Legacy Giving Initiative aims to make planned gifts more common and frequent as another avenue for Singaporeans to make their giving meaningful.

Private philanthropy has an important role to play in providing much needed support for the community. The Community Foundation of Singapore (CFS) kicks off this initiative today with “A Greater Gift” campaign, to boost awareness and drive conversations for legacy giving and its value to the community.

According to a Social Pulse Survey 1, there is a disconnect between awareness and action when it comes to legacy giving. While the majority of respondents (83%) flagged awareness on what legacy giving is, only 33 per cent is considering legacy as a means of giving, but only 3 per cent would take action.

CFS’ “A Greater Gift’’ campaign, which is digitally-led, will run over the next three months, inviting individuals, professional advisors, and charities to consider ways a legacy gift can provide meaningful support and leave a lasting impact. As part of the campaign, CFS has partnered with ambassadors to highlight the causes they support, capturing what inspired their interests in a particular cause and the legacy they wish to leave.

Going forward, CFS will work with professional advisors by providing them with resources to help them ignite conversations with clients. We will support charities, especially the smaller ones, which may not be equipped to engage legacy donors.

Legacy gifts can be broadly defined as planned, future donations to charities. While up to the individual, the gift can be cash, marketable securities, insurance payouts, CPF monies and marketable assets. Individuals looking to support a cause over a period of years can establish a donor-advised fund (DAF) with CFS, to manage grant distributions

CFS was selected to lead the Legacy Giving Initiative with its strong track record and deep experience in advisory and grant making. As a neutral entity not attached to a specific cause, CFS complements the philanthropy landscape by bridging donor intentions to causes and charities.

  • Dr. Audrey Looi and Dr. Ang Beng Ti – An eye specialist and neurosurgeon respectively, this husband and wife duo have made it their mission to equip children with low-vision with skills and resources. After personally experiencing a gap in supporting their son who has a degenerative eye disorder, they committed to supporting the visually impaired via iC2 PrepHouse.
  • Nadia Ahmad Samdin – A lawyer whose own personal journey of receiving financial assistance in school has led her to championing support for at-risk youth and their families, who will particularly benefit from having steady care.
  • Dipa Swaminathan – A lawyer and TEDx speaker, her passion to improve the welfare of migrant workers here has led her to set up social initiative ItsRainingRaincoats in 2015, which has especially increased society’s kindness and compassion for this community at the height of the pandemic.
  • Hian Goh – An entrepreneur and venture capitalist who wants to contribute to the future of society by identifying the next big game-changers and creating opportunities for innovators to reach their full potential.
  • Kris Tan – A philanthropist dedicated to empowering the arts in Singapore. She set up a charitable fund with CFS, Kris Foundation, in 2009 to support young classical musicians in Singapore and will expand it to the wider arts community.

About Legacy Giving

The legacy giving campaign is part of a three-year Legacy Giving Initiative (LGI). This campaign will highlight that everyone can contribute to the community through a legacy gift, either through CFS or directly to a charity. The LGI will build awareness by helping individuals understand the ways to give and the value of planned gifts to charity. It will also support professional advisors working with clients and charities engaging their donors in philanthropy conversations. CFS is well placed to drive this initiative.

1The Social Pulse Survey was started in 2016 as an on-going survey carried out by The Ministry for Culture, Community and Youth (MCCY) to gather Singaporeans’ opinions and involvement with regard to matters such as sports, arts, culture and community living. Each month, about 500 interviews are conducted face-to-face with randomly selected households, and residents aged 15 and over across Singapore. The survey sample is representative of Singapore’s resident population.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The Community Foundation of Singapore launches new Sayang Sayang Fund

The Community Foundation of Singapore (CFS) has established Sayang Sayang Fund to provide support for frontline healthcare workers as well as vulnerable communities impacted by the novel coronavirus (COVID-19) outbreak.

“Many people have approached us asking how they can help. They want to recognise and show appreciation to the healthcare staff who work tirelessly during this period of the novel coronavirus outbreak. As the only community foundation in Singapore, we are best placed to connect donors and community partners, and come together to support the needs of the communities,” said Catherine Loh, CEO of CFS.

The target amount to be raised for the Sayang Sayang Fund is $500,000. $250,000 will be given in the form of $5 transport vouchers, as a gesture of appreciation, for healthcare frontline staff in public healthcare institutions such as hospitals and polyclinics to ease their commute to and from work. CFS has secured $84,000 in donations to-date. ComfortDelGro, the first transport provider to support the Fund, has pledged an initial batch of 1,000 taxi vouchers.

“We read with some distress that healthcare staff in uniforms have been ostracised, not just by the public but by the cabbies. Whilst we have yet to receive any complaints about such incidents, we want to reinforce the message that we appreciate all that the medical profession has been doing. Our gesture is small compared to what they have been contributing on a daily basis,” said Tammy Tan, Group Chief Corporate Communications Officer, ComfortDelGro Corporation Limited.

The remaining $250,000 will be disbursed across community partners supporting vulnerable communities such as seniors and families who are impacted by the heightened precautionary measures. CFS has received requests for funding to cover additional manpower costs for home visits for needy seniors and alternative food distribution channels to low income families.

Given the evolving nature of the situation, the Fund will adapt to the changing needs. CFS will work closely with community partners to address gaps ensuring that those in disadvantaged situations will still be able to get the aid they need.

The name Sayang Sayang is chosen because it is a local colloquial term that most people are familiar with. It is in line with the idea of showing love and appreciation to healthcare professionals who work hard to care for us, as well as to other communities who may be impacted by the COVID-19 situation.

The CDA top-up programme: Giving support to pre-school children from low-income families

Pre-schools are especially essential in providing a solid foundation for children to get an education, and to also build confidence and impart social skills, which will stay with them for life. As such, The Community Foundation of Singapore (CFS) is partnering with EtonHouse Community Fund (ECF) and the Ministry of Education (MOE) on a Child Development Account (CDA) top-up programme which will benefit around 1,300 pre-schoolers from low-income families this year.

This programme is facilitated by the inter-agency taskforce Uplifting Pupils in Life and Inspiring Families (UPLIFT) to provide eligible pre-schoolers with $500 this year and up to a cap of $1,500 over the next three years, with the government providing dollar-for-dollar matching contributions for the top-ups.

To qualify, the children must be enrolled in 57 pre-schools under seven selected operators, and their families must have a gross household income of $4,500 or less. CFS and ECF will be contributing a total of $1 million to the CDA top-up programme over the next three years.

The seven operators are: E-Bridge Pre-School, Iyad Perdaus Child Development, Kidz Meadow Childcare and Development Centre, PPIS Child Development Centre, Presbyterian Community Services, Super Talent Childcare and YWCA Child Development Centre.

Along with Second Minister for Education Dr Maliki Osman, CFS CEO Catherine Loh paid a visit to partner operator E-Bridge Pre-School’s Punggol Large Childcare Centre on 8 October 2020 to mark the launch of the programme and to celebrate Children’s Day.

“We have a responsibility to strengthen our social safety nets to ensure no child gets left behind. This is why this collaboration is such a wonderful opportunity for CFS and our donors to uplift children from low-income families,” says Catherine.

“I hope that this CDA top-up programme can encourage more low-income families to enrol their children into pre-schools. I also hope that it can provide additional support to needy families during this difficult period by defraying child-raising expenses,’’ says Dr Maliki Osman.
