Sayang Sayang Fund: new initiatives

The Community Foundation of Singapore today gave an update on the fund raising efforts for the Sayang Sayang Fund (SSF) and announced new initiatives that the Fund will support. One of these initiatives is an extension of the previously announced SeniorsOK@Home programme – CapitaLand #LoveOurSeniors – in collaboration with the Agency for Integrated Care (AIC). CapitaLand Hope Foundation will be donating $700,000 towards this new programme. This will be on top of the $3 million goal CFS has set earlier.

Todate, SSF has received $1.1 million in donations and pledges of about $1 million. The Fund is still a distance away from the goal it set for end April. As the COVID-19 pandemic escalates, there are new needs emerging from the community and the funds raised will allow the Sayang Sayang Fund to address emerging needs quickly.

Chief Executive Officer of the Community Foundation of Singapore, Ms Catherine Loh, said, “Singaporeans have been very generous and we are so touched and grateful that many donors – individuals and corporates — have come forward to donate when they hear about the Fund. I would like to encourage everyone else to come together and support the Sayang Sayang Fund, to meet the gaps in the community.

UPDATE ON INITIATIVES

1. SeniorsOK@Home
SeniorOK@Home will provide for immediate aid like food, necessities and medical supplies to seniors with limited mobility and confined at home. It also provides for digital solutions, such as video conferencing, and online recreational activities for seniors at home, to minimise social isolation. For centre-based charities who are providing essential services, CFS is funding disinfection and sanitisation of premises, as well as additional manpower to maintain the standard and quality of care for the seniors.

2. CapitaLand #LoveOurSeniors
With the rise of cases from nursing homes, the Sayang Sayang Fund has curated an extension to SeniorsOK@Home – the CapitaLand #LoveOurSeniors. CapitaLand Hope Foundation will be donating $700,000 towards this new programme, which will support community care providers with personal protection equipment and disinfection of the premises if there is a confirmed case of COVID-19. The contribution will also go towards a preparedness fund: to keep the vulnerable seniors engaged, as well as to appreciate the hard work and dedication of community care staff. AIC will be executing the programme.

3. SafeSleep@Home
Given the rapid increase in cases, there is also urgent concern for the rough sleepers in Singapore. The 2019 homeless survey published by the Lee Kuan Yew School of Public Policy indicated that there are about 1,000 homeless persons living in the streets. They are now all at-risk and need to find immediate shelter during the circuit breaker. SafeSleep@Home is an initiative to aid 500 rough sleepers find temporary lodgings, daily necessities and food supplies.

About Sayang Sayang Fund

The Fund provides care and support for vulnerable communities impacted by the COVID-19 pandemic. By convening the community and acting together, the Fund can help community partners move their essential work forward in this critical moment and support the individuals and families hit hardest by the impacts of COVID-19 and associated containment efforts.

The additional $3.7 million the Fund hopes to raise will support local charities and non-profits whose programmes and proposals meet three key objectives:

1. Provide emergency response funds that enable immediate and short-term relief for individuals and families from marginalised communities adversely affected by the COVID-19 situation.
2. Provide innovation solutions and research that address current and emerging needs to combat the COVID-19 situation.
3. Build capabilities for charitable organisations so that their clients can continue to access essential support and assistance during the COVID-19 situation.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

Speaking after the association’s annual general meeting at Kallang Netball Centre on Friday, Liang-Lin, a fund manager for a US$7 billion (S$9.5 billion) firm focused on green real estate investments in Asia, hopes to bring her expertise to the table and increase the amount of financial support for Singapore netball during her four-year term.

The 53-year-old took over from Deputy Speaker of Parliament Jessica Tan, who has been the association’s president since 2012. Tan had reached the end of her tenure, which saw the national team make several breakthroughs, including a gold medal at the 2015 SEA Games in Singapore.

Liang-Lin holds various appointments such as being Singapore’s representative to the G20 for Women appointed by the Ministry of Finance. She is also a board member of the Community Foundation of Singapore, which promotes philanthropy through facilitating the establishment of charitable funds.

She said: “One of the things that is overlooked when we look at philanthropy and fundraising is that sport is not really part of the things that people will automatically think about.

“Less than one per cent of the funds that we raise in the Community Foundation goes to sport. The values that sport brings need to be amplified more, so that corporates… see the need to support sport. I think that link needs to be stronger so that we get not just more corporate sponsors, but also they can come in for longer periods of time.”

While national agency Sport Singapore provides funding to netball, corporates can also do their part, she added.

She said: “If we play our cards correctly, we can get corporates to come in and hopefully support them, to see the wider purpose of sport and bring the nation together.”

She also hopes the association can be proactive in looking for financial support, adding: “We must work more strategically with governing bodies on educating corporates on the importance of really supporting sport.”

The former netball player also made references to the recent Women’s World Cup for football, noting the “ability for a game that focuses on women in the sport to bring global attention”.

She said: “I want that kind of trajectory of the limelight going to women’s sport. I think that is a trend that will continue, and I hope that netball will be part of that trend.”

Meanwhile, Tan was satisfied that she has achieved the three objectives she had set out to do when she came on board – to improve quality of play, build a fan base and create an ecosystem which involves coaches and players.

The 57-year-old added: “As much as I do feel sad about having to step down, but at the same time, leadership renewal is very important.

“I think Trina will help to galvanise the team together, and bring a lot of new perspectives and quality to the association.”

2 new programmes offer vocational training and workshops under 3-year ITE initiative

To help disadvantaged youth transition smoothly from school into the work environment, a three-year initiative was launched at the Institute of Technical Education (ITE) yesterday to offer them workshops and vocational training.

It is made up of two programmes.

The first, Youth Forte, is offered by Shine Children and Youth Services. It targets 17-to 21-year-olds who are not in school or training and have problems finding work.

They will receive evaluation, individual coaching, employability skills training, internships or project-based experience and vocational training leading to a Workforce Skills Qualification (WSQ) certification. The programme aims to help young people learn more about various career fields through exposure to the industry. They will also receive individual life coaching.

The second programme, called A.P.T.I.T.U.D.E, is offered by Touch Community Services in partnership with ITE. It works with industry partners to provide students with structured training and certification for a particular job, such as coffee making or outdoor camp facilitation.

Called the Singapore Youth Impact Collective, these programmes come after the social service sector recognised that, while education can help bridge social gaps, environmental factors – such as negative social influences or the home environment – can hinder youth from reaching their full potential.

Changi Foundation, the Community Foundation of Singapore (CFS), Credit Suisse, Octava Foundation, Shine and Touch are behind the initiatives.

To date, Changi Foundation, Credit Suisse and Octava Foundation have pledged close to $1 million towards the programmes.

CFS deputy chief executive Joyce Teo said the collaboration will help to address the complex social issues facing young people.

Last month, 17-year-old Natasha Chan, a first-year digital animation student from ITE College Central, learnt the art of coffee-making over two days through the Touch programme. She was trained by the Dutch Colony Coffee Co chain and is now thinking of becoming a barista.

“I learnt how to grind coffee beans and brew a cup of coffee,” she said.

“It is a skill I would not be able to pick up in my course. Learning this has widened my skills.”

CFS welcomes new Chairman Christine Ong, succeeding Laurence Lien

The Community Foundation of Singapore (CFS) welcomes new Chairman Christine Ong on 1 April 2019, succeeding outgoing Chairman Laurence Lien. The handover was announced at the CFS Philanthropy Forum 2019 held on 18 March.

Signalling a new phase for CFS as the organisation looks to the future, Christine brings extensive experience spanning 30 years from the banking and finance industry, with key leadership positions in Citibank and UBS. She has long been involved in volunteering and mentoring in community regeneration, education and the arts. At UBS, she started a community affairs programme which raised $3 million to support various causes around the region including educating disadvantaged young people in East Java and saving children from being used as drug mules in the Mekong sub-region.

Christine is a current board member of Focus on the Family. She most recently served as Chairman of Arts House Limited and was previously on the board of The Esplanade Co Ltd (2015–2018).

Said Christine, “It is an honour for me to step into Laurence’s giant shoes at CFS. Laurence has not only built a successful organisation but his inclusive leadership has helped forge strong relationships with donors, partners and stakeholders.I am grateful for the opportunity to lead CFS which, over the years, has transformed how philanthropy is approached. As the organisation evolves to respond to an increasingly complex social landscape, I shall continue to build on the trust and meaningful relationships established between donors and charity partners to inspire even more giving and lead CFS into the next decade.”

Laurence was a founding director of CFS when it was launched in 2009, acting CEO from 2009–2013, and has served as its Chairman since 2013. He has been instrumental in introducing the concept of community philanthropy through donor advised funds to Singapore. He played a significant role in helping CFS grow to achieve 126 funds, raising over $134 million and disbursing over $71 million to over 400 charitable organisations in Singapore.

CFS CEO Catherine Loh remarked, “Under Laurence’s strategic leadership, CFS has grown tremendously and established itself as an organisation well-regarded for its community knowledge, professionalism and strategic approach to giving.”

Reflecting on his ten-year tenure at CFS, Laurence said, “When you start a venture in the non-profit sector, you don’t own anything. The rewards are not material but instead a personal satisfaction that comes from knowing you made a difference.”

He cited CFS’s phenomenal four-fold growth in 2018 as a fitting time for his departure, “CFS is really at an inflection point and it is a good time to leave on a high note. I am confident that with a good board and team already in place, and an experienced hand taking over as Chair, CFS will grow from strength to strength, and become a landmark in Singapore’s giving landscape.”

Restoring the Mental Health of Girls Who Have Survived Abuse: HCSA Dayspring Residential Treatment Centre

Clara* was just fifteen when she attempted suicide for the first time. She had believed her father’s violence was normal. It was not until she spoke to a psychiatrist that she realised violence and sexual abuse were not something that happened in every family. On her sixteenth birthday, after a second suicide attempt, Clara entered Dayspring Residential Treatment Centre (DRTC).

Our teenage years are when we develop crucial social and self-management skills, a time when the foundation for a successful adult life is laid. Survivors of childhood trauma often grapple with its long-term effects throughout their lives, underscoring the critical need for early intervention.

“Children are precious gems. For the ones who could not grow up in a safe and caring environment, they are placed into therapy group homes like HCSA DRTC. We work in teams to help the girls manage their trauma. I also do whatever simple ways I can in their recovery journey to help them see that the world is not as bad as it seems.”

Child Abuse: A Growing Problem

Regrettably, cases of child abuse have been rising annually for the past decade. In 2021, the Ministry of Social and Family Development investigated 2,141 cases of child abuse, marking the highest number in 10 years.

The majority were cases of neglect, which jumped 143 percent from 375 cases in 2020 to 910 cases in 2021. Physical abuse, usually the most common form of abuse, was the second-highest form of abuse in 2021, and child sexual abuse cases also saw a 70 percent increase in 2021.

 

HCSA DRTC: Healing Trauma and Nurturing Futures

HCSA Dayspring Residential Treatment Centre (DRTC) was established in 2011 to provide a caring, safe, and therapeutic environment for teenage girls who have suffered neglect, physical, sexual, or emotional abuse.

DRTC’s beneficiaries include girls aged 12-18 assessed by the Ministry of Social and Family Development (MSF) to have moderate to high trauma needs and who are facing persistent difficulties with behavioural and emotional issues.

By employing effective clinical therapies, the centre aims to help these girls become healthy individuals capable of successfully reintegrating into their schools, families, and society.

The girls live at the centre for 12 to 18 months and undergo a clinical programme that comprises three key phases to work through their trauma and restore their mental health.

The initial phase focuses on safety, stabilising the child while building trust and a sense of security. Following this, the regulation-focused treatment aids in teaching coping techniques to manage emotions and behaviours effectively. Finally, the beyond-trauma treatment provides tools to prevent relapses.

A value-based system guides each girl to align her actions with her values and aspirations, empowering her to take charge of her life. When she is ready to graduate, a six-month aftercare programme prepares the girl to rejoin her family, if it is safe for her. If her family home is unsafe, the programme prepares her to live with a foster family or assists her in transitioning to independent living.

An Urgent Need for Capacity Increase

As a certified Trauma Systems Therapy organisation, the most severe cases of complex trauma and abuse are referred by the Ministry of Social and Family Development (MSF) to DRTC.

Owing to the extensive resources and continuous, vigilant care necessary for these cases, MSF has imposed a limit, allowing DRTC to cater to a maximum of 12 girls concurrently. The operational expenses for maintaining this capacity amount to approximately $1.5 million annually.

With the rising number of child abuse cases and the urgent need for specialised trauma treatment services, DRTC is pushing to increase its resident capacity from 12 to 29.

To aid this expansion in services, DRTC will require additional funding and is calling for volunteers to help as befrienders and trainers.

“Caring for these young survivors is not just about healing wounds; it’s about shaping resilient futures,” says Gerard Wong, Senior Executive, HCSA Community Services. “We appeal to the generosity of CFS donors to join hands with us in expanding our outreach, impacting the lives of these young women, and offering them the chance to heal from adversity and rewrite their stories.”

Shining a Light on a Worthy Cause

CFS has supported DRTC since 2020. To date, CFS donors have contributed $70,000 to support the centre’s operating costs. The contributions go towards the salaries of therapists and staff, running costs of the residence, and food for the residents.

As testament to the programme’s impact, Clara says, “Dayspring turned out to be a strong pillar of support, helping me through difficult times in school and with my family. Even when I experienced suicidal thoughts, the staff never gave up on me and remained understanding and patient.”

“Surprisingly, when I saw my father for the first time after entering Dayspring, I was not angry at all. I felt at peace. I realised I had forgiven him. I told him that I believed he was a good person deep down. I understood: it is through forgiveness that we free ourselves and others from the invisible shackles that once held all of us down. This was when I knew how much Dayspring had changed me.”
