How much does a Singapore household need for a basic standard of living?

In a study of household budgets by Dr Ng Kok Hoe (Lee Kuan Yew School of Public Policy), A/P Teo Youyenn (Nanyang Technological University), Dr Neo Yu Wei (National University of Singapore), Dr Ad Maulod (Duke-NUS), Dr Stephanie Chok and Wong Yee Lok (LKYSPP), a basic standard of living means “…more than just, housing, food, and clothing. It is about having opportunities to education, employment, and work-life balance, as well as access to healthcare. It enables a sense of belonging, respect, security, and independence. It also includes choices to participate in social activities, and the freedom to engage in one’s cultural and religious practices.”

To date, a total of two household budget studies were conducted using the Minimum Income Standards (MIS) as a research method for establishing the incomes needed for a basic standard of living in Singapore. In 2019 the study[1] targeted seniors and in 2021 the study[2] extended this work to the needs of households. The results helped to establish a living wage level, a wage that allows people to afford a decent standard of living and embodies the values and principles that the public identifies with across a range of domains.

So, if I have a wish for, for next year and of course beyond…. it is to have a greater conversation around wages and people’s living standards that are based on principles like these – people’s needs, what is decent, what is basic, and what will allow people to not feel excluded from society.

Recognising the importance of research on the needs of households living in poverty, the Community Foundation of Singapore collaborated with the research team to invite 25 leaders from the social service sector to learn about the opportunities and trade-offs in applying MIS in Singapore, as well as to compare income standards in different countries. It was a process to understand about the living standards from ground up experiences which demonstrated what Singaporeans see as necessary and important to thrive while living in Singapore. Without such a process to unpack the lived experiences of individuals and communities, narratives often reinforce the worldview of the dominant and are unable to account for the real habits and practices of ordinary members of society. 

The session with the social leaders was held in August 2022 and it opened up possibilities to incorporate MIS findings to review and enhance the delivery of programmes and services for marginalised communities and families.

This is an interesting discussion – we need more of these sessions for paradigm shifts within the sector itself. Social justice is one of the core principles in social work but what is “just” and is it the same as “fair”? Just or fair to who?

Participant’s reflection

The workshop invited attending social leaders to anticipate how society is changing and ask about the relevance of MIS and how it challenges or contributes to current income policies, assistance schemes, eligibility criteria for assistance and practices to ensure a minimum socially acceptable standard of living. It is also helpful for leaders from different fields to come together and share their assumptions, priorities, and values that may impact their assessment of clients’ needs and support provided.

It inspires me to imagine that when we talk about families no longer being in poverty, it is not just about being earning above a certain income (e.g., poverty line) but being able to achieve a basic standard of living. This has tremendous implications and guidance on how we think about measuring and evaluating the outcomes and impacts of our work.

In the discussions, the participants found it crucial to include multiple stakeholders such as donors and funders who will fund these programmes and dictate expected processes and outcomes. As a follow-up, another session will be facilitated to gain their perspectives and ensure the conversation goes deeper, and generates aligned perspectives.

Through these sessions, we hope to push the boundary of thinking to inspire different stakeholders. Donors can play an important role in encouraging greater giving and I hope the next session will allow even deeper conversations

Leading Foundation Teacher Award – Recognising outstanding teachers in early childhood and special needs education

The Leading Foundation Teacher Award was established in 2014 by Lim Siong Guan and Joanne Lim – co-authors of ‘The Leader, The Teacher & You’ and ‘Winning with Honour’ – to honour passionate and dedicated teachers in early childhood and special needs education. 

Organised by the National Institute of Education (NIE) and managed by the Community Foundation of Singapore, the Leading Foundation Teacher Award is the first award in Singapore to recognise excellence in early childhood and special needs educators. To date, a total of 25 teachers have received the award. 

Said Joanne Lim, co-founder of the Leading Foundation: “Coming from a family of teachers, we knew firsthand how much hard work, dedication, sacrifice and passion educators put in to make a positive impact on the lives of their students so we wanted to honour those who embody these values. After we published the first book, we established the Leading Foundation with the Community Foundation of Singapore. CFS went on to identify the lack of recognition for teachers in early childhood and special needs education and so the Leading Foundation Teacher Award was established to plug this gap.”

It is often said that the best teachers teach from the heart, not from a book – and that is exactly what has motivated recipients of the Leading Foundation Teacher Award who often go beyond the call of duty to make a difference in the lives of their students. To date, 21 teachers have received the award.

For allied educator Tutek Alauyah Amir who won the award in 2015, she makes the extra effort to put in place a comprehensive support system to ease special needs students’ first step into primary school.

As for fellow award recipient preschool teacher Jenny Tan, she believes that every child is different and hence tailors her teaching instructions to cater to every child’s learning style, needs and pace.

Another allied educator – 2016 award recipient Jeyaram Kadivan – laboured tirelessly with his visually impaired student to overcome daunting learning hurdles in secondary school. His support enabled the student to score seven distinctions at O levels.

For these exceptional educators, it is hoped that the Leading Foundation Teacher Award will spur them on to greater heights in their field of work, as well as inspire others to excel like them.

Four critical gaps in improving employability for all

A person in a wheelchair with much to give. A stay-at-home mum who misses working. An ex-offender who yearns for a second chance. A senior forced to retire early. These are some examples of people who want to work. They believe they can contribute to society. They also deserve the basic right to work and should not be denied from doing so.

Yet, many of them face difficulties in securing decent jobs. In recent years, the gig economy opened up opportunities for individuals facing barriers to traditional employment or those who need flexibility. However, gig work comes with its own set of challenges, such as unstable income and a lack of employment benefits.

Through our years on the ground partnering with local charities, social service agencies and research organisations, we at CFS have identified four groups – ex-inmates, persons with disabilities (PWDs), seniors, and women – that face challenges in securing gainful employment due to bias, unfair practices, or lack of accessibility. This, in turn, can lock them and their families in a vicious cycle of hardship. 

Employment needs to become more inclusive and provide fair opportunities to everyone. In Singapore, workplace anti-discrimination guidelines are being enshrined into law, but there is still more work to be done. This is where philanthropy can make a significant difference. At CFS, we connect donors with charities and programmes that uplift the employability of marginalised people.

We work with charities that build awareness of individual and structural barriers in the workplace and advocate for change. They are also empowering disenfranchised job seekers by providing skills training, job matching, mentoring and more. Read on to learn about the realities faced by disadvantaged people and how you can help.

Building Disability-Inclusive Workplaces 

About 15 per cent of the global population, or over one billion individuals, have a disability. This makes persons with disabilities (PWDs) one of the world’s biggest minority groups (World Bank, 2023). In Singapore, only 30 per cent of PWDs of working age are employed. The government hopes to raise this figure to 40 per cent by 2030 (The Straits Times, 17 August 2022). Barriers include the prevailing bias that disabled people are less productive and troublesome to accommodate in the workplace.  

Organisations like the Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP) and SG Enable, an agency for disability, are striving to change attitudes and help employers create disability-friendly workplaces. Companies are also encouraged to open up work-from-home opportunities to those who are less mobile. Hiring more PWDs and giving them meaningful careers will translate to overall gains in labour force productivity for Singapore going forward.  

Attracting Female Talent to Close the Gender Gap 

Better education and changes in attitudes towards gender-based roles have paved the way for more women to have careers. Between 2012 and 2021, Singapore’s female labour force participation grew from 57.7 per cent to 64.2 per cent. However, it still remains lower than men’s at 77.2 per cent (Statista). 

The gender gap emerges when women enter their 30s. This is typically the age when they assume more care responsibilities (Ministry of Manpower, 2022). Women continue to bear the brunt of caregiving and domestic responsibilities while juggling work. The gap, unfortunately, widens over time. Taking time off work can complicate re-entry into the workplace, creating knock-on effects throughout a women’s career. 

Yet, there is a clear business imperative to leveraging female talent. Gender diversity benefits companies as women often contribute different skills and perspectives, boosting growth, innovation, and productivity (International Monetary Fund, 2018).

While a growing number of organisations are waking up to this, there is much more room for female-friendly recruitment and retention practices. This includes flexible working arrangements, opportunities for progression and leadership, and help for mothers returning to work.

Reintegrating Ex-offenders into the Economy  

Ex-offenders are among the most marginalised and stigmatised people in our community. They face unique challenges in finding and sustaining gainful employment. Just 53 per cent of ex-offenders found jobs three months after their release – a figure that has stayed stagnant between 2017 and 2019 (Ministry of Home Affairs, 2020).

One reason is that ex-offenders who spend long periods in jail may not have the skills that are in demand, such as digital expertise. Moreover, with their limited social networks, they tend to be disconnected from market trends, knowledge of training opportunities and subsidies. That instantly puts them on a weaker footing.

Progress has been made through the Ministry of Home Affairs’ Employment Preparation Scheme, which allows ex-offenders to attend training and educational activities outside of prison during their sentences. But more can be done to help ex-offenders avoid a vicious circle. Without good jobs and long-term employment prospects, it will be harder for ex-offenders to rebuild their lives, placing them at a high risk of reoffending. 

Addressing Age-Based Employment Discrimination  

Three in four workers in Singapore do not intend to retire before 65 (The Straits Times, 3 July 2022). For many older people, working provides income and purpose and bolsters their physical and mental well-being.

Despite this, age was cited as the top reason for prejudice towards older jobseekers in a Ministry of Manpower survey (Today, 23 March 2022). Older people are stereotyped as “slow” and “less trainable”. Some may be less educated, putting them at risk of being displaced by technology. Employers may prefer to train younger employees, who are seen as having more room to grow.

The issue is especially pressing as Singapore is fast becoming a super-aged society. While upcoming anti-discrimination laws will help, companies should also take the lead and build a multigenerational workforce. Older workers bring experience and a diversity of views to the table, which will be a source of strength.

Efforts to address barriers to employment fall into three broad areas:

  • Development of skillsets (educational, technical/vocational training, and soft skills development) 
  • Exposure to career pathways (employer engagement and career support)

The simplest and most cost-effective way to help fund different programmes that tackle employability is by setting up a donor-advised fund (DAF). Dayspring Residential Treatment Centre – Letter to a donor

Dear Donor,

Thank you for your support of Dayspring Residential Treatment Centre.

We recently attended a graduation ceremony there and would like to share with you how it went.

A was accepted into Dayspring Residential Treatment Centre in December 2014. She had severe anger management issues, emotional outbursts and made various attempts to run away from the home. Six months after entering Dayspring, she was so touched by the concern shown by the carers, counsellors and residents there that she decided to turn her life around and ‘graduate’ from the programme. A achieved her target in two years and will soon be leaving Dayspring to begin a new chapter in her life.

As it was her ‘graduation party’, she got to decide who to invite to celebrate her success. Those present included her mother, friends, social workers, volunteers and many others who played a significant role in her life during her turnaround period.

It was not easy for A to share her experiences in front of so many people, but she did so bravely – acknowledging everyone who helped make her the person she is today. Through the process, A had reconciled with her mother and was even able to thank her publicly for her unwavering love and support. This was a quite an achievement considering that A used to have a volatile relationship with her mother.

The guests took turns to offer A words of affirmation and encouragement for the positive changes they saw in her. She was presented with a certificate and a unique butterfly necklace which symbolised her growth and transformation. The staff and residents also produced a video documenting her journey in Dayspring.

With the help of Dayspring, A is currently training under a pastry chef at the Fullerton Hotel. We were all privileged to taste the delicious Nutella cake personally baked by A. Looking ahead, A will be working hard towards achieving her dream of becoming a chef, and owning restaurants, bars and cafés around the world.

The graduation ceremony provided us with a glimpse of the extensive work that Dayspring undertakes in rehabilitating teenage girls like A and giving them the last mile opportunity to turn their lives around. It gave us a chance to appreciate the work of the centre and get to know the girls a little better. It was an afternoon well spent and we certainly missed you at the event.

I am sharing this to show the impact your donation has made on A and many others like her. Thank you for making a difference in their lives.

Education is a force for good and a cause that Trina Liang-Lin and Edmund Lin are passionate about supporting.

Education has been pivotal in both their lives, paving stones to their successful careers. Ms Liang-Lin, 47, is the managing director of investment research consulting firm Templebridge Investments, and married to Mr Lin, 49, partner and founding member of Bain & Company’s Singapore office.

She is known for her passion for women’s empowerment. The past-president of the Singapore Committee for UN Women sits on the boards of several non-profits including the National Volunteer & Philanthropy Centre, the Singapore Council of Women’s Organisations and Victoria Junior College. He has devoted time and expertise to the Singapore Management University (SMU), serving on its boards.

“Both of us, we see education as the ultimate leveller. We saw it in both our lives,” says Ms Liang-Lin.

A giving shaped by education
Thinking back to her days as a St Joseph’s Convent schoolgirl, Ms Liang-Lin recalls walking through the school compound each morning, climbing the flight of stairs to the school hall and seeing a bronze plaque bearing the name of philanthropist Tan Kah Kee who had given money to build that hall.

“It made an impression on me,” she says, that someone with no obvious ties to the school and its students would decide to give. For that school still means much to her today. It was where some of her deepest friendships were forged.

That plaque led her to notice similar plaques elsewhere, such as a list of donors and their donations towards the building of what is today’s Singapore Art Museum. The three-digit figures seem insignificant now, yet, helped raise buildings of such significance. “It impressed upon me that for a sum like that you can leave such an important legacy,” says Ms Liang-Lin.

Later, she would receive a scholarship to study abroad – an opportunity that would have been out of reach without a scholarship. “It did change my life,” she says.

Education, and the generosity of others, changed Mr Lin’s life too.

His parents arrived in the United States as struggling graduate students from Taiwan and Hong Kong. But they were shown hospitality and care. Mr Lin remembers one American couple that looked out for his mother, offered their backyard as a venue for his parents’ wedding, and then hosted his family for numerous Thanksgiving dinners.

“From a young age, I always felt that my parents, my brother and I all benefitted from the kindness of others,” he says.

His parents’ education was a gateway to a comfortable life in the U.S. for their family. And eventually, Mr Lin himself was awarded scholarships that secured him a high-quality college education without any financial burden.

How much is enough?
The couple acknowledge that the volunteering they did during their college years – Ms Liang-Lin served at nursing homes while Mr Lin volunteered as a mentor at college and with San Francisco’s Chinatown YMCA – came to a halt when they first joined the workforce in demanding jobs.

Their 20s were intensely focused on work and establishing their careers. “It was really more in our early to mid-30s that we said, okay, we’re at a certain level of accomplishment and comfort. Now is a good time to have a more purposeful life,” says Mr Lin.

One question they had discussed, Ms Liang-Lin says, was: how much is enough? “I think the secret of success in a lifetime is knowing when enough is enough for you.”

“Enough” is not about an amount, nor a specific age. “It is very different from person to person, family to family, but it’s a state of mind – that you feel you are content and it is now time to give back to the society that allowed you to become who you are,” she says.

And so, they began giving their time and resources.

Six years into working life, Ms Liang-Lin helped found the Financial Women’s Association Singapore to provide women in finance with a support network. The association soon searched for charities to support, kicking off her philanthropic work in earnest. Mr Lin too, began contributing his time and expertise, starting with SMU’s Lee Kong Chian School of Business Advisory Board and subsequently joining the SMU Board of Trustees.

And as a couple, they began giving to causes they felt strongly about: education, gender equality, animal welfare and the arts.

The multiplier effect of structured giving
It was while they were looking for a meaningful way to celebrate their 20th wedding anniversary that Ms Liang-Lin and Mr Lin began to mull over taking things a step further to formalise their giving.

“We spoke with Mr Teng Ngiek Lian of the Silent Foundation, who encouraged us to start our philanthropy journey now, rather than wait. He also gave us a better sense of what was needed to set up a private foundation – staffing, resources, expertise and governance,” says Ms Liang-Lin.

They also had a serious chat with Laurence Lien, chairman of the Community Foundation of Singapore (CFS), and eventually decided to set up the Lin Foundation, a fund managed by CFS, with an initial six-figure sum.

“As busy professionals and younger philanthropists, CFS saves us the work and resources needed to set up our Lin Foundation. CFS provides us with philanthropy management and grant-making expertise, ensuring that our grants are effective and meaningful,” says Ms Liang-Lin.

Other draws were how CFS works with a broad range of charities, offers donors a structured charitable vehicle that provides relevant tax deductions on donations, and, importantly, offers the flexibility to grow their fund over time.

Mr Lin cites the Lin Foundation’s scholarship for SMU students lacking the finances to pursue a semester abroad, as one initiative that could be scaled up. “CFS helped us with the selection of candidates, disbursement, administration, etcetera. I can imagine, with the help of CFS, expanding on homegrown initiatives like this, scaling them up.”

They may have chosen to set up their foundation at a relatively young age, but Ms Liang-Lin believes they are a part of a growing trend.

“Increasingly, people are realising that they don’t have to wait till they are older and richer to give back and make an impact. The proliferation of new media platforms is reshaping attitudes and approaches to giving. There is a growing awareness of social problems, and how these can be tackled by contributing funding support, knowledge and expertise,” she says.

To Mr Lin, giving adds much to his life. “Giving creates for me a lot of meaning in my life. The pursuit of economic goals will only take you so far. The time one spends giving back to a community creates great energy. Yes, it takes time. But this is time that creates more energy and the capacity to do more.”

And, he likes being able to give together with his wife. “We both, professionally, have quite a lot going on. But this is one thing we can share, do together, and find great pride and meaning in.”
