Dipa Swaminathan on what we can each do for Singapore’s migrant workers

Dipa Swaminathan is a force of nature. At 49, the Harvard-educated lawyer is an assistant general counsel for SingTel and the founder of ItsRainingRaincoats, an organisation created in 2015 to support migrant workers in Singapore and champion their cause. As the recipient of the President’s Award for philanthropy and volunteerism in 2017, Swaminathan knows a thing or two about advocating for a marginalised group—in particular, one that has built our nation from the ground up while bearing the harshest brunt of the fallout from COVID-19.

“Migrant workers are not franchised and lack voices in the broader community,” shares Swaminathan. “The avenues available to us are not to them. They are often scared of speaking up for fear of getting their permits cancelled—which can happen within 24 hours.” The vulnerability of their situations are why migrant workers in Singapore are often forced to tolerate poor living conditions—leading to consequences like the one we have seen this year.

“Migrant workers lack many of the comforts that we are so accustomed to. They are expected to live in close proximity to each other and have limited spaces that they can move around in. In these conditions, the impacts of COVID-19 were felt harder by these workers. ItsRainingRaincoats had to ramp up its efforts overnight as the
pandemic started to spread in the migrant worker community and we did so with tremendous speed thanks to our volunteer ranks doubling and the outpouring of
support from the community,” she adds.

Alongside her tireless efforts for this oft-overlooked group, Swaminathan is now embarking on a new project with The Community Foundation of Singapore. Known as “A Greater Gift’’, the campaign focuses on the true value and lasting impact of a legacy gift. A legacy gift is a method of planned donation—essentially, leading to long-term, sustainable support for a cause you believe in.

As an ambassador for this initiative, Swaminathan opens up to Vogue Singapore about the importance of this movement, her advocacy work for migrant workers in
Singapore and her poignant hopes for their future.

What led you to start working with migrant workers in Singapore? Is this something you have always been passionate about?

Working with migrant workers started almost by chance. I was driving home in a thunderstorm one day and saw two migrant workers crouching under a cardboard sheet to remain dry. I took them home and gave them food and drinks and dry clothes to change into. Several weeks later, I received a call from the police saying one of
the men had been charged with a suicide attempt and the only number he had was mine. He had tried to take his life because he hadn’t been paid for three months and had loansharks hounding his family back in India. I knew it was an act of desperation, and emailed the Police Commissioner incessantly until charges were dropped.
The experience made me realise that you can’t change the world but you can change the world for one person.

We must shift our perception that migrant workers are dirty or societal outcasts. We need to correct perceptions in our own circles and speak up on the issue when the opportunity arises at the dinner table or different social settings.

Another experience that changed the game for me was when I saw a group of migrant workers working in the rain, wearing garbage bags to try and remain dry. I called their employer and insisted that it was their duty to provide for their workers, susceptible to the constant rainy conditions in Singapore. I threatened to flag it with newspapers, share it on social media and report it to the Ministry of Manpower. While the employer hung up on me, the next day, I saw that all the workers had been
provided with raincoats.

Which parts of your work with migrant workers do you find most important?

It is incredibly rewarding to be able to bridge conversations between migrant workers, volunteers and other Singaporean residents, as well as galvanising support from the corporate sector and schools. Connecting different parts of the community helps us to build a bigger support platform for migrant workers, helping them integrate
into the broader community.

For example, during the height of the pandemic, ItsRainingRaincoats mobilised hundreds of volunteers to distribute 600,000 hot meals, 120,000 care packages, and helped 12,000 workers with mobile data top-ups so they could remain connected with their family. We also co-authored a mental health booklet in partnership with the
Singapore Medical Society of Ireland and coordinated fundraising efforts for families of deceased or terminally ill migrant workers.

Tell us a little bit about the “A Greater Gift” initiative

“A Greater Gift” is a three-year initiative led by the Community Foundation of Singapore to highlight that legacy giving is critical to providing long-term support and
sustainability to the causes we care about the most. The campaign is to encourage everyone living in Singapore to leave a legacy. Whether its time, money or
resources,
those who are able to do so will have an enduring and positive impact on those in need within the community. I’m proud to have been selected as a brand ambassador for the campaign, to highlight that anyone can give back.

Aside from the impact of COVID-19, what is one other problem facing migrant workers in Singapore right now?

One main problem for migrant workers is that they are often not paid on time. At the end of the day, they are here to earn a salary without exploitation. If we can
achieve this, it’s the first step towards fair treatment.

How do you think we can rectify the stigma and seclusion that migrant workers face?

There is a plethora of issues that put migrant workers on the back foot when they come to Singapore—there is a large number of them, they have issues with language, they are usually here alone without their families and are far from home.

Change needs to happen within each of us—within our hearts and instincts. We must shift our perception that migrant workers are dirty or societal outcasts. We need
to correct perceptions in our own circles and speak up on the issue when the opportunity arises at the dinner table or different social settings.

The most soul-crushing thing for me is when I hear of a migrant worker death.

Seeing the harsh conditions and difficult circumstances that migrant workers are in must take an emotional toll. Do you ever experience compassion fatigue? How do you take care of yourself and what keeps you going?

I do experience compassion fatigue and I need to give myself time to wind down. There were many days this year at the height of the pandemic where I didn’t have
time to attend to my personal day-to-day needs like even taking a shower. My phone never stopped ringing as I attended to countless migrant workers seeking help.

There is a saying that if you don’t fill your well, you can’t draw from the well. And for me, I keep my well filled by exercising, going on staycations and spending lots of
quality time with my husband and two teenage sons with tons of tennis action. We are also avid Formula 1 fans.

Going into 2021, what is your biggest hope for how the lives of migrant workers in Singapore will change?

I hope fewer of them succumb to workplace fatalities—the most soul-crushing thing for me is when I hear of a migrant worker death. I hope workplace conditions and mental health improves for them. I hope that we don’t hear our phones ringing as much—because then we know that we’ve made improvements for them and for us as a society.

The Peak Singapore: How responsible businesses can make their philanthropic dollars travel further

While more companies are heeding the call to give back to the community, selecting a worthy cause and monitoring the use of donations may be a complex task. That’s where the Community Foundation of Singapore (CFS) comes in. It helps corporations develop a long-term philanthropy strategy, find suitable charity partners, and track the outcome of donations.

“We help donors go beyond what they can do on their own, and identify charity partners who can provide accountability,” says Catherine Loh, CEO of CFS.

One way of creating greater impact is to look at fresh ways of addressing community needs, suggests Loh. Take UBS’ Diversity in Abilities arts education programme, which aims to develop the talents of children and youth with special needs. After attending the programme, participants are able to concentrate better and have an overall improvement in the pace of learning. Such potentially beneficial initiatives can be made possible only by corporations that have a higher appetite for risk and are willing to support them, says Loh.

In terms of managing charitable dollars, both donor and recipient must agree on how the money will be used, the duration of the funding and the kind/depth of reporting required, Loh says. More importantly, she adds, companies should adopt the mindset of a partner and view philanthropy as a “learning journey”.

“Just like any business project, things can go wrong. Sometimes, it could be a misreading of community needs, or there could be physical or manpower constraints faced by the charity. We hope to take corporates on a philanthropic journey, to help them gain insight into what it takes to make a meaningful change.” Read more.

Helping migrant workers with a home and a heart

When Li Meimei*, a single mother of two young children from Chongqing, China came to Singapore last year, she had hoped to be able to work to pay off the loan of RMB 200,000 (SGD 40,000) which she had taken out in her home country.

However, she got far more than she had bargained for when she started working for a beauty and massage parlour in Singapore. Not only did Li have to pay kickback to her employer, she was also coerced to perform illicit acts for customers. When Li refused, she was punished with menial labour such as cleaning and clearing out rubbish.

While working, Li suffered a fall and fractured her tailbone. Her employer was unsympathetic, and after discovering that Li would take a long time to recover, cancelled her work permit and attempted to repatriate her without compensation of salary or returning her kickback.

Eventually, Li managed to seek reprieve when she approached the Humanitarian Organization for Migration Economics (HOME). HOME is supported by the Migrants Emergency Assistance and Support (MEANS), a Community Impact Fund (CIF) managed by the Community Foundation of Singapore (CFS). HOME provided Li with shelter, food and a transport allowance, even paying for her medical bills which allowed her to continue treatment for her injury.

Singapore is host to more than a million low-skilled and semi-skilled migrant workers from countries in the region, and many of these workers experience similar situations faced by Li Meimei. Unpaid salaries, overwork, physical and psychological abuse are the problems that some of these men and women have to endure during their employment in Singapore. A significant number of migrant workers are also victims of forced labour and human trafficking.

Through CFS’s casework team, HOME was able to assist 1,400 marginalised migrant workers in 2019. Out of that number, 409 workers were provided with financial assistance to pay for temporary accommodation, seek medical care and buy food. CFS disbursed a grant of over $47,500 in June 2019 using donations via Giving.sg. Such financial assistance is also extended to support male migrant workers who are evicted from their dormitories, or for migrant workers to purchase flight tickets and bus rides to reach their home countries safely.

HOME received IPC charity status in 2004, and continues to be one of the few organisations in Singapore that provides support to migrant workers and is dedicated to upholding their rights. Their efforts are primarily directed towards the welfare and empowerment of migrant workers, which are focused on but not limited to shelter, transport, crisis support, skills development, counselling and medical needs.

Lianhe Zaobao: Nathan Social Work Award open for applications from Nanyang Polytechnic students

纳丹教育提升基金”惠及人数及拨出金额多年来稳定增长,今年还为南洋理工学院社工系的学生增设助学金。

该基金是已故前总统纳丹在2011年9月19日推出回忆录《万想不到的征程——当上总统之路》时设立的,目的是帮助家庭经济有困难的学生获得良好教育。

截至今年7月7日,该基金已拨出270万元,比去年同期的260万元多出了10万元。

自基金成立以来,共有1129名学生从中受惠,这与去年同期的近1000名相比,增加了15%。受惠者包括工艺教育学院、理工学院及大学学生,其中还有一些经济条件较差的前罪犯。

该基金通过教育和技能培训为他们提供支援。

另外,该基金今年增设“纳丹社工助学金”(S R Nathan Social Work Award),以纪念纳丹为社工领域留下的精神遗产。

Nathan Social Work Award open for applications from Nanyang Polytechnic students

The S R Nathan Education Upliftment Fund was launched on 19 September 2011 in conjunction with the publication of the late Mr Nathan’s memoirs, “An Unexpected Journey”.

Total amount disbursed since inception: S$2.7m compared to S$2.6m from the same period last year.
Total number of students the fund has supported since inception: 1,129. About 15% increase from the same period last year, where almost 1,000 students were beneficiaries.

The S R Nathan Social Work Award set up to honour Mr. Nathan and his legacy in the social work sector.
He graduated with a Diploma in Social Work from the University of Malaya and was a medical social worker and seaman’s welfare officer in the 1950s. In his later years, he also helped to set up the Singapore Council of Social Service, the predecessor of the National Council of Social Service which now oversees over 400 voluntary welfare organisations in Singapore.

The award comprises three bursary awards worth S$1,500 each, which will be presented annually to financially needy students in NYP’s Sciences (Social Work) course. First recipients of the award will be announced in December 2017.

Donor-advised funds can make a meaningful impact in Asia

Such funds give donors more say in the philanthropic process, and can lead to donors being tipped off about underfunded causes. These funds also make it possible for non-millionaires to do their bit.

WHAT do Jack Dorsey, Larry Page, Elon Musk, Jack Ma and Mark Zuckerberg have in common in terms of their charitable giving?

All of them have used donor-advised funds (DAFs) in short. DAFs are popular in the United States, with over US$140 billion sitting in these accounts. In Asia, DAFs are relatively new with only Singapore, China, South Korea and Japan setting them up.

What exactly is it? In a DAF, the donor transfers money or other assets to another entity called the sponsoring organisation. While the sponsor legally owns the assets, the donor is given a huge say in determining when the fund is disbursed and causes to support, hence the name “donor-advised funds”. Typically, the sponsoring organisation will provide advisory services to the donor on how to effectively utilise the funds.

At this juncture, a reader may ask what is the difference between a DAF and an organisation like the Community Chest in Singapore, which raises funds for multiple charities?

The major distinction is the role of the donor in the DAF, as compared to the donor making an outright contribution to charity. In a DAF, the donor is an active participant, working in collaboration with the sponsoring organisation, in disbursing funds.

Let us say, we have a philanthropist who wants to make a S$1 million contribution to educational causes. While S$1 million is certainly a lot of money, it is insufficient to set up a private foundation due to the administrative costs involved. A donor who uses a DAF may direct the funds to support worthwhile causes in education, while being properly advised.

In many cases, the donor is a wealthy person who may not be familiar with what is happening on the ground. Therefore, the sponsoring organisation adds value by providing advisory services.

In this example, the sponsoring organisation may, after doing due diligence, recommend that the donor disburse funds to underfunded causes like pre-school, technical and special-needs education.

DAFs can also function as an emergency fund for a “rainy day”. For instance, there could be an emergency societal need like children living under Covid-19 lockdown conditions, who are now deprived of sponsored school lunches. Money from DAFs could then be channelled to fund food vouchers for their families during home-based learning.

In fact, this was the cause championed by The Recess@Home programme spearheaded by the Community Foundation of Singapore, a DAF.

BENEFITS OF DONOR-ADVISED FUNDS

A DAF is attractive to donors because of the many benefits it offers.

First, the DAF gives the donor a greater role in the philanthropic process. This sense of satisfaction that the donors get may encourage them to give more to charities in future and set up a private foundation. In fact, in setting up the first DAF in Singapore in 2008, then Minister for Community Development, Youth and Sports, Vivian Balakrishnan, described it as a “starter kit for foundations”.

Second, the donor is supported by DAF sponsors, who are intimately aware of the needs of the community. Therefore, the funds can support the causes that are desperately in need.

Third, the DAF, if properly used, may achieve maximum impact by making contributions to underfunded areas. Fourth, the donation to a DAF need not be a cash gift, but may take the form of company shares or other non-cash assets. Finally, some countries provide requisite tax breaks to donations to DAFs.

The biggest advantage of the DAF is democratisation of philanthropy from the ultra-high net worth families to individuals who have a modest sum to donate. A heart-warming example is the story of the late Kim Gun-Ja, who set up a fund with the Beautiful Foundation, a South Korean DAF. Ms Kim, a sex slave under Japanese rule, donated all her assets save for funeral costs to set up the Grandmother Kim Gun-Ja Fund to support college tuition for orphans. In Singapore, a DAF may be set up with a minimum sum of S$200,000.

Recently, DAFs have come under trenchant criticism in the United States; some quarters have called it a form of “zombie” philanthropy. The main critique is that donors enjoy tax breaks while disbursing too little to charities. Some have called for a law that mandates the DAF to pay out a certain percentage annually. While this criticism of DAFs is legitimate in the United States, it may not apply to DAFs in Asia, where tax breaks are not the primary motivations behind philanthropic giving.

DAFS IN SINGAPORE

There is anecdotal evidence, at least in Singapore, that the level of disbursements to charities is quite high. For example, the two DAFs in Singapore, the Community Foundation of Singapore and SymAsia Foundation Limited, show a high payout rate to charities. The Community Foundation of Singapore has collected S$192 million and disbursed S$114 million in grants. SymAsia Foundation Limited stated in its 2020 annual report that it collected S$170 million and disbursed S$120 million. In fact, donors are conscious that they ought to disburse more to charities.

RISING PAYOUTS DURING THE PANDEMIC

There is currently a campaign in the United States called #HalfMyDAF, where donors are committing to granting half of the money sitting in their DAFs to charities. During this pandemic, there are reports in the United States that payouts from DAFs to charities have indeed been higher, even as critics push for the payouts to be even more accelerated. In contrast to the cautious and structured giving inherent in DAFs, there is McKenzie Scott, ex-wife of Jeff Bezos, who upended the philanthropic world by donating US$6 billion in 2020.

With proper governance, DAFs yield a net-positive over the Asian philanthropic space, compared to an informal channel of giving that relies on one’s family and business contacts. A DAF provides a structured and cost-efficient vehicle that democratises philanthropy and identifies societal needs that are underfunded. It is hoped that there would be more properly governed Asian DAFs set up, with high payout rates to charities to tackle difficult domestic and pressing transnational problems of our time, like climate change.
