The Community Foundation of Singapore Wins Charity Transparency Award 2023

The Community Foundation of Singapore (CFS) has once again proven its firm commitment to transparency and governance by clinching the prestigious Charity Transparency Award 2023. This marks the third consecutive year that CFS has been honoured with this accolade.

The Charity Transparency Award, an initiative of the Charity Council, recognises organisations that have embraced and implemented exemplary transparency and governance practices. More than just recognition, it serves as a beacon for other charities to emulate and uphold similar best practices.

The Charity Council and Singapore Management University conducted an independent and rigorous assessment of participating charities to determine the 80 worthy recipients of the Charity Transparency Award 2023. The assessment was subsequently validated by the Institute of Internal Auditors (Singapore), ensuring its impartiality and credibility.

Ms Tricia Lee, Director of Communications & Marketing at CFS received the award from Mr Desmond Chin, the Commissioner of Charities at an award ceremony held on November 21, 2023.

Guest-of-Honour Mr Edwin Tong, Minister for Culture, Community and Youth and Second Minister for Law said, “The awards are a testament to the charities’ unwavering commitment in upholding the highest standards of accountability, transparency and governance. My deepest appreciation is for the board members, staff and volunteers who have not only done good work within our community, but also contributed to building a charity sector that is trusted by the public, donors and beneficiaries.’’

CFS is 3rd largest philanthropic foundation in Singapore

They were immigrants who became titans of industry and philanthropists in their own right. Now the legacies endowed by and named for some of Singapore’s richest tycoons – the Lee, Lien and Shaw foundations – continue to be some of the biggest givers to charity here.

All three were among Singapore’s 10 largest philanthropic foundations, according to a report released last month.

The report found that the 10 spent a total of $189 million in their latest financial year to support a range of causes, from community service to education, to disaster relief.

The study by Soristic Impact Collective, a consultancy firm, said the Lee Foundation, founded by the late rubber tycoon Lee Kong Chian in 1952, topped the list.

In its latest financial year, it spent $52.8 million, of which $52 million was given out in grants and donations.

The Lee Foundation is said to give to a wide variety of causes, including education, healthcare and social services.

Temasek Foundation Innovates, one of six Temasek foundations, was second on the list. In its latest financial year, it had an annual expenditure of $29.2 million, of which $28.6 million was given out in grants and donations, according to the report.

Taking third place was the Community Foundation of Singapore, which spent $23.3 million in its latest financial year. Of the sum, $20.2 million was given out in grants and donations.

Donors pledge at least $200,000 to set up a fund with the foundation, which then manages the money, advises donors on various needs in the community and disburses the funds according to the donors’ wishes.

Ms Pauline Tan, principal consultant of Soristic Impact Collective, said the study is the first to rank philanthropic foundations in Singapore by expenditure.

Ms Tan said that countries like the United States and Britain have reports that rank their top philanthropic foundations, but there was no such research in Singapore.

She said: “Thus, we took on the challenge to work on gathering data to bring more transparency into this sector.

“The research will also be useful for charities in Singapore who can potentially use it to know which philanthropic foundations they can approach for funding.”

The consultancy scoured the annual reports and other public documents of foundations registered as charities with the Commissioner of Charities.

It found 91 philanthropic foundations whose work was funded by the founders’ personal wealth or by donations made by the company that set up the foundation.

Among the 91 foundations, 55 were set up by individuals or families and 20 were started by companies. The rest include other set-ups like The Hokkien Foundation and the Community Foundation of Singapore.

About a third of the 91 foundations spent at least $1 million in their latest financial year – this could be from 2018 to last year, depending on the foundation. The rest of the foundations spent less than $1 million.

Ms Tan said the foundations’ expenditure included grants and donations as well as manpower costs and other expenses to carry out the philanthropic work.

The report stated: “Philanthropic giving through foundations is set to grow as more wealthy individuals and companies set up foundations.

“Hence, the influence and role of philanthropic foundations in addressing needs in the community is set to grow.”

2023年新加坡医疗管理大会在星期三（8月16日）举办，社会及家庭发展部长兼卫生部第二部长马善高致辞时指出，在医疗保健管理方面采取更有效、更创新的战略是必须的，为确保医疗保健系统的可持续发展，新加坡必须发展医疗服务和管理模式。他说，医疗保健管理并不局限于机构的四面围墙内，必须跨学科合作，包括医疗行政人员与其他伙伴的广泛合作。

在新保集团公共联系部门服务的高级执行员曾芳琳（30岁）说，作为一名年轻的医疗行政人员，她对新启动的医疗行政人员发展基金感到兴奋。有了这项基金，她就可以寻找机会学习新技能、增加见识包括加深了解不断发展的医疗保健管理领域。

44岁的新保集团营运部门副主任林志忠也在受访时说：“医疗保健系统内的业务要求是高度专业的，必须提升医疗行政人员的职业发展，让大家有可持续的就业技能，也为塑造医疗保健领域带来重要的作用。”

另一方面，ACE团队基金会也会额外拨款150万元给新保集团所属的职场乐趣提升措施（Joy at Work initiatives），以支持医疗工作人员维持身心健康。

ACE团队基金会由本地科技公司Grab的联合创办人兼总裁陈炳耀与太太童维创立，从2021年创立至今捐助不少医疗组织，如广惠肇留医院、儿童癌症基金会和全国肾脏基金会等。

Speaking after the association’s annual general meeting at Kallang Netball Centre on Friday, Liang-Lin, a fund manager for a US$7 billion (S$9.5 billion) firm focused on green real estate investments in Asia, hopes to bring her expertise to the table and increase the amount of financial support for Singapore netball during her four-year term.

The 53-year-old took over from Deputy Speaker of Parliament Jessica Tan, who has been the association’s president since 2012. Tan had reached the end of her tenure, which saw the national team make several breakthroughs, including a gold medal at the 2015 SEA Games in Singapore.

Liang-Lin holds various appointments such as being Singapore’s representative to the G20 for Women appointed by the Ministry of Finance. She is also a board member of the Community Foundation of Singapore, which promotes philanthropy through facilitating the establishment of charitable funds.

She said: “One of the things that is overlooked when we look at philanthropy and fundraising is that sport is not really part of the things that people will automatically think about.

“Less than one per cent of the funds that we raise in the Community Foundation goes to sport. The values that sport brings need to be amplified more, so that corporates… see the need to support sport. I think that link needs to be stronger so that we get not just more corporate sponsors, but also they can come in for longer periods of time.”

While national agency Sport Singapore provides funding to netball, corporates can also do their part, she added.

She said: “If we play our cards correctly, we can get corporates to come in and hopefully support them, to see the wider purpose of sport and bring the nation together.”

She also hopes the association can be proactive in looking for financial support, adding: “We must work more strategically with governing bodies on educating corporates on the importance of really supporting sport.”

The former netball player also made references to the recent Women’s World Cup for football, noting the “ability for a game that focuses on women in the sport to bring global attention”.

She said: “I want that kind of trajectory of the limelight going to women’s sport. I think that is a trend that will continue, and I hope that netball will be part of that trend.”

Meanwhile, Tan was satisfied that she has achieved the three objectives she had set out to do when she came on board – to improve quality of play, build a fan base and create an ecosystem which involves coaches and players.

The 57-year-old added: “As much as I do feel sad about having to step down, but at the same time, leadership renewal is very important.

“I think Trina will help to galvanise the team together, and bring a lot of new perspectives and quality to the association.”

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

谭嘉燕目前就读于工艺教育中区学院人力资源与行政系一年级，因喜欢户外活动，两个月前加入学校的户外探险兴趣小组，并跟许多其他科系的同学一起参加为期三天的户外露营。

其间，参与绑紧跳让她印象深刻。她说，自己原本就惧高，从没想过有朝一日会有勇气从七层高楼跳下去。“以前参加过的露营，只要是高空项目我都无法完成。但这次同学和指导员不断鼓励我，我就跳下去了。”

跳下的一瞬间，谭嘉燕对于自己的勇气感到惊喜，战胜恐惧后也更有信心面对生活的挑战。

此次别具意义的户外露营经验，也让谭嘉燕学会如生火、煮饭、搭帐篷等不少野外求生技能，让她在未来职业规划中有了更多选择。“兴趣小组还与企业或机构合作，让我在之后有机会去实习和进修，也许未来能够成为一名真正的露营指导员。”

户外探险是新加坡青年影响组织（Singapore Youth Impact Collective）旗下项目的兴趣小组之一，该组织昨早于工艺教育中区学院为两个新项目及一间名为“APTITUDE”的新活动中心举行开幕仪式。

青年影响组织在2017年由樟宜基金会、触爱社会服务及新加坡社会基金会等六家企业组成，目的在于通过鼓励工教院的学生参与不同兴趣小组，教导相关技能，帮助他们提升专业课程之外的职场技能。

除了兴趣小组，新开幕的APTITUDE活动中心设有沙发、会议桌、电玩机及多款桌面游戏卡牌等休闲设施，是学生课余时间交流玩耍的安全场所。

截至目前，青年影响组织已为项目投放近100万元运转资金，开放给年龄介于17至25岁的工教院学生。主办方希望在未来三年内让230名学生受益。

Tan Jiayan of ITE College Central participated in the school’s outdoor adventure interest group and successfully overcame her fear of bungee jumping, as well as learnt outdoor skills. This in turn provides her with more choices in career planning, and she is considering becoming an outdoor instructor in the future.

The experience of bungee jumping enables 19-year-old Tan Jiayan to develop life skills, and also prepares her for the future workplace with the new skills she has picked up.

Tan Jiayan is currently enrolled as a first year student of Human Resource and Administration at ITE College Central. She likes outdoor activities and joined the school’s outdoor adventure interest group two months ago, participating in a three-day outdoor camp with other students.

The bungee jump left an impression on her. She has a fear of heights, and never thought that she would have the courage to jump from a seven-story building. “In previous camps, I couldn’t complete any high-altitude activities. But this time, with the encouragement of my course mates and instructors, I could do it.”

At the moment of jumping, Tan Jiayan was pleasantly surprised by her courage. After overcoming her fear, she is more confident to face other challenges in life.

This unique outdoor camping experience also allowed Tan Jiayan to learn a range of outdoor skills such as fire-starting, cooking, tent pitching, so that she has more choices in her career planning. “The interest group also works with companies or organisations which may offer me opportunities of internship or further training, and maybe become a real outdoor instructor in the future.”

Outdoor adventure is one of the interest groups enabled by the Singapore Youth Impact Collective, which launched two new programmes and an event centre called ‘APTITUDE’ at ITE College Central yesterday.

The Singapore Youth Impact Collective consists of six organisations including Changi Foundation, TOUCH Community Services and the Community Foundation of Singapore. It aims to help students from the college to improve their professional skills by encouraging them to participate in different interest groups and pick up workplace skills.

In addition to the interest group, the newly opened APTITUDE centre also has leisure facilities such as sofas, conference tables, video games and a variety of table games. It is a safe place for students to socialise and play in their spare time.

Up till now, the Singapore Youth Impact Collective has invested nearly $1 million in operating funds to support the programmes which are open to students of ITE colleges between the ages of 17 and 25. The organisers hope to benefit 230 students over the next three years.
