Strengthening Social Services: The Bluejacket Foundation’s Commitment to Capacity and Capability Building

Charities often struggle to secure funding for capacity and capability building, as donors tend to prioritise direct programme support over long-term infrastructure development. Yet, enhancing these areas is crucial for sustaining financial health, delivering effective and reliable services, and increasing their overall impact. Recognising this, the Community Foundation of Singapore (CFS) partnered with the Bluejacket Foundation in November 2022 to launch a two-year pilot initiative—the Capacity and Capability Building Grant—designed to support growth of charities and equip them for greater community contributions.

Charities often struggle to secure funding for capacity and capability building, as donors tend to prioritise direct programme support over long-term infrastructure development. Yet, enhancing these areas is crucial for sustaining financial health, delivering effective and reliable services, and increasing their overall impact. Recognising this, the Community Foundation of Singapore (CFS) partnered with the Bluejacket Foundation in November 2022 to launch a two-year pilot initiative—the Capacity and Capability Building Grant—designed to support growth of charities and equip them for greater community contributions.

The grant currently supports six charities, assisting them in retaining and recruiting essential talent, optimising resources, boosting efficiency, and expanding their impact.

The Bluejacket Foundation’s Mission

The Bluejacket Foundation was established by a family-owned shipping business, with ‘Bluejacket’ being a nod to sailors’ traditional blue uniforms. During the pandemic, their business persisted due to the relentless efforts of their crew, many of whom were stuck on ships for up to a year because of restrictions. Reflecting this dedication, the Foundation seeks to aid the committed individuals who work hard to keep charities and non-profits’ engines running. 

As Mr. Teo, the Foundation’s representative explained, “In partnership with the Community Foundation of Singapore, the Capacity and Capability Building Grant supports the development and retention of talent, ensuring charities have the essential workforce to carry out their vital work.”

Bridging the Gaps: A Roundtable on Charity Needs

The roundtable highlighted benefits and key gaps in current funding options.

To help the donors gain deeper insights into the evolving needs of the social service sector, CFS organised a roundtable discussion between the Bluejacket Foundation and the charities supported by the grant. At the discussion, charities candidly shared their experiences with existing funding options, highlighting both the benefits and the critical gaps that need to be addressed.

Charities in Singapore have access to various grants, such as the Community Silver Trust (CST), the Career Conversion Programme for Social Workers (CCP), the Professional Capability Grant (PCG), the Care and Share Grant, and the Community Capability Trust (CCT). These grants support workforce training, staff development, and organisational growth, which have been extremely helpful for enhancing service delivery and building organisational capacity.

However, despite the available funding opportunities, certain needs remain unmet:

  1. Increasing Need for Robust Backend Services: Existing grants usually focus on front-end programmes and manpower training. As services expand and governance requirements increase, charities face challenges in maintaining robust backend support systems, including HR, IT, finance, fundraising, and marketing. Manpower in these areas is often strained as a result.

     

  2. Securing Long-Term Funding in a Competitive Philanthropic Landscape: While government grants provide valuable financial assistance, charities must sustain themselves once the funding ends. Smaller charities, in particular, struggle to secure long-term funding in a competitive philanthropic environment.

     

  3. Attracting Quality Leadership in the Social Services Sector: Effective leadership is essential for the sustainable development and growth of charities. However, attracting and retaining top-tier talent in C-level positions within the social services sector remains challenging due to compensation that often lags behind other industries. While many charity leaders bring invaluable passion and operational expertise, they may lack the broader leadership skills required to effectively manage and guide a charity organisation.

A Sustainable Solution: Many-Helping Hands Approach

It is clear that as the sector continues to evolve, a many-helping-hands approach—involving ongoing collaboration between charities, donors, and the government— is crucial in driving long-term sustainability and effectiveness. While government grants provide support, creating a diversified funding model is essential for long-term success. By fostering talent development and providing additional financial support, initiatives like the Capacity and Capability Building Grant can enable charities to focus on delivering their core missions, enhancing service quality, and addressing emerging community needs.

Established in 2020 as an emergency response fund during the covid-19 pandemic, the Sayang Sayang Fund (SSF) raised $9,700,000 in three years, supporting over 276 organisations and touching over 401,000 lives. 

According to the Sayang Sayang Fund report published on CFS’s website, the fund disbursed $6,542,000 (67% of donations) in 2020, $2,060,000 (21% of donations) in between 2021-2022, and $1,11,900 (12% of donations) in 2023. 

CFS CEO Catherine Loh shared that when the pandemic started, CFS recognised the need to provide a platform to pool together resources to help those that required support, including frontline healthcare workers, students from lower-income families, rough sleepers, and migrant workers. Through collaboration with community care organisations and various agencies, CFS was able to better understand the needs of the people and allocate assistance more efficiently.

因应冠病疫情推出的Sayang Sayang基金过去三年筹集的约970万元,支持了276家社会服务、医疗和教育机构的援助项目,惠及约40万人。

Sayang Sayang基金由新加坡社区基金会于2020年设立,已全数拨款支持各援助项目。根据社区基金会在网上发布的Sayang Sayang基金总结报告,2020年拨出的基金款项占67%,达654万2000元;2021年至2022年拨出的基金占21%,达206万元;其余的12%在2023年拨出,达111万9000元。

2020年,基金主要用来支持前线医疗人员,以及低收入家庭、年长者和客工等有需要群体应对冠病疫情。2021年至2022年,社区基金会扩大基金的使用范围,资助慈善机构提升数码能力,适应新常态。

2023年,基金着重于加强社会在后疫情时代的韧性,例如资助有关露宿街头者、最低收入标准等社会研究项目,以及社区保健计划。

新加坡社区基金会总裁罗佩仪指出,冠病疫情暴发时,基金会意识到须集合各方的专长,并提供一个平台汇集善款来帮助有需要的群体,因此设立这个新基金。通过与各社服机构的协作,基金会能更好地了解民众的需求,更有效率地拨款协助。

Sayang Sayang基金2020年2月11日正式推介时,最初的筹款目标为50万元,其间获得企业和民众的踊跃支持,同年6月就筹得690万元。

基金共资助11项计划,这些计划包括为前线医疗人员提供德士礼券和礼包、为低收入家庭的孩子提供经济援助、为街友提供住宿和经济援助、为客工填补电话卡储值等。

当中,CommunityGrants@Work计划的拨款最多,达205万7000元,旨在帮助慈善机构应付疫情期间增加的开销,并协助机构转变运作方式,推动数码化进程。其次,是获得192万2000元的SeniorsOK@Home计划,这项计划资助可惠及弱势年长者的项目,照顾乐龄的福祉与身心健康。


基金疫后侧重加强社会支援

步入2023年的后期阶段,基金侧重加强社会支援,支持人民坚韧地走出疫情。民间团体Mum’s Collective去年获得基金的部分资助。这个互助团体由居住在红山租赁组屋的妇女组成。活动由受惠者倡导并策划,中南社区家庭服务中心为团体提供所需的协助。

Mum’s Collective旨在为低收入家庭的母亲提供一个交流平台,吐露彼此面对的问题,并一起参与烘焙等休闲活动。参与者诺希达雅(33岁)说,她通过互助团体获得力量,明白自己不是唯一面对生活困难的。有了这个支援网络,她如今能更好地处理压力,也变得更加自信。

Colabs: doing more for persons with disabilities

As persons with disabilities reach age 18 and exit the school system, they face new life challenges, including living their desired life and gaining access to care and support. With a keen eye on identifying opportunities to improve the lives of these individuals, we kicked off the Colabs Disability series which focused on engagement pathways and employment through catalysing cross-sector collaboration.

As part of the series, participants were recently invited to the MINDS’ Idea Employment Development Centre to understand what a sheltered employment workshop in Singapore would look like. Made up of a diverse group, including social enterprises, corporates, philanthropic institutions, government agencies and non-profits, the group bonded over a common desire to learn and do more for persons with disabilities.

The group took part in various work stations at MINDS, where they interacted and worked alongside their clients. On a daily basis, clients were engaged in a wide range of activities, from seeding, retail, craft and kitchen work, to the packing of edible gifts, bottled water, and disposable earphones.

Next, participants gathered to share their aspirations for persons with disabilities, and their ideas on how the current model of sheltered employment could be improved. For many in the room, it was an eye-opening experience and a great chance to explore opportunities to contribute and collaborate.

Within the context of the sheltered workshop, companies and philanthropists can:

Create greater variety in jobs in workshops, or increase the number of jobs available, by connecting sheltered workshops with potential employers to explore and implement job re-design matched to the abilities of persons with disabilities, or encouraging companies to outsource certain tasks to persons with disabilities (e.g. event decoration, gift preparation, logistics). Much of this can be enabled by education and outreach to potential partners.

Provide a variety of social activities outside of work tasks in sheltered employment workshops, through partnerships with existing non-profits.

Improve the financial sustainability of running sheltered workshops by funding wages or subsidies, providing pro-bono services or skill-based volunteering to sheltered workshops in the marketing of existing products such as bottled water, food and gifts.

If you’re interested in what can be done to support persons with disabilities and their caregivers, the DesignSingapore Council has published an ethnographic study documenting how persons with disabilities live, work and interact with society, along with an illustrated overview of services supporting persons with disabilities. 

Some suggestions for collaborative solutions – based on the collective feedback of over 80 participants in the series – are outlined in the Colabs publication ‘A Call for Collaborative Giving: Bridging the Divide for Persons with Disabilities’ which can be downloaded here.

2021 Annabel Pennefather Award winners Cheung Kemei and Jaslyn Hooi: Two talented athletes steadfast in their resolve to win honour and glory for Singapore

As Singapore continues to field excellent sportsmen into the international arena such as Badminton World Federation world champion shuttler Loh Kean Yew and paralympic gold medallist Yip Pin Siu, the Community Foundation of Singapore (CFS) recognises the need to continue supporting the growth of more sporting talent through philanthropy, so that Singapore may continue to produce many more distinguished sportsmen and women for the years to come.

The Annabel Pennefather Excellence Award is one such enabler that helps young sports women reach greater heights and bring glory to our country.

It is presented annually to two female graduating student-athletes between 16 and 25 years of age, who have displayed remarkable dedication to their sporting craft and achieved outstanding results in sports. 

Funded by the International Women’s Forum Singapore’s Education Grant, which is managed by CFS, the Grant aims to recognise deserving young women with character and the commitment to achieve in their respective fields.

The Award honours the late Annabel Pennefather – a former national hockey player, a pioneer of women sports administrators in Singapore and a champion of women in sports globally – and celebrates her achievements through encouraging and empowering women in the field of sports.

This year, the Award winners of the 2021 Annabel Pennefather Excellence Award are Cheung Kemei and Jaslyn Hooi, two young women who have demonstrated exceptional skill and excellence in their respective sporting fields.

At the tender age of only 16, foilist Cheung Kemei has already acquired a number of accolades under her fencing belt, having had an outstanding year at local national and age-group competitions last year in spite of the swelling pandemic.

“I feel very happy and honoured to receive this award. I’m very grateful and would like to thank the school, coaches and everyone who supported me throughout this journey. This award definitely encourages and motivates me to work harder and achieve better results for Singapore,” says the talented young fencer.

The foilist punched above her weight to win a gold at the Singapore Senior Championships last year in February, and won another gold medal for the U17 Women’s Foil Individual at the Singapore Cadet Nationals.

Though there is a long list of contenders for coveted spots, Kemei has her eyes set on making it to the final list of competitors for the upcoming SEA Games this year.

The other Award winner, 21-year-old shuttler Jaslyn Hooi, first represented Singapore at the Youth Olympic Games in 2018 in Buenos Aires where she finished 4th in the Women’s Singles. Since then, Jaslyn has participated and won a bronze at the 2019 SEA Games, and is set to take on the region’s best at the SEA Games this year.

“2021 proved to be a successful year, especially towards the end of the year, where I competed for six weeks in Europe. I managed to get gold in one of them and improved my world ranking to be top ninety in the world,” reflects Jaslyn with pride.

In September 2021, she claimed the Women’s Singles title at the Polish International, making it the best win in her career thus far. Among one of the top local shuttlers, Jaslyn won the Women’s Singles title at the Singapore National Open Championships consecutively in 2020 and 2021.

“I’m extremely honoured to be receiving this award. It’s nice to know that Sports School is still supporting us on our sporting journey and recognising our hardwork and success. My goal is to be top fifty at the end of 2022, and this award will continue to push me towards that goal,” says the ambitious young shuttler.

She aspires to play well in bigger tournaments this year and to make it to the Top 80. Her ultimate goal is to make it to the 2024 Olympic Games, and is determined to give her best effort to make her dream come true.

Why billionaires are setting up family offices in Singapore

Asia’s billionaires are getting ready to hand over to the next generation, and Singapore is benefiting from the rush to set up new or satellite family offices with an increased focus on philanthropy and impact investing.

In recent months, Horizon Ventures, a private investment firm associated with Hong Kong billionaire Li Ka-shing opened an outpost in Singapore.* Oppenheimer Generations, the family office of former De Beers chairman Nicky Oppenheimer, is also in Singapore while Bridgewater Associates founder Ray Dalio and Google co-founder Sergey Brin both set up shop in late 2020.

Singapore’s Economic Development Board is doing everything in its power to reel them in. It has enlisted the private banking sector to help family offices’ interest in philanthropy and impact investing, which seeks to generate a social or environmental impact as well as a financial return.

Two years ago, the Singapore government introduced variable capital companies (VCC), fund management vehicles with tax incentives and other benefits. These are appealing for family offices, particularly those with an interest in changing the world.

“Philanthropy is the new black in Asia,” said one private banker who advises the wealthy. “Singapore prides itself on being a financial hub and to keep that reputation, it needs to set the pace on new trends like green investing and impact investing.”

Asia is behind Europe and the United States, where philanthropy has long been a business that’s expected to generate measurable returns and the likes of the Bill and Melinda Gates Foundation have pioneered impact investing.

This is likely to shift with the looming generational change in wealth, said Peter Golovsky, managing director and head of family office services, Asia Pacific, at Alvarium, a global multi-family office.

“Some 85 per cent of Asia’s billionaires are first-generation wealth creators, founders of family businesses.

“Their average age is 65, so they are looking at succession strategies. Family office allocations in impact investments sit at around 12 per cent, but we expect that to double in the next few years, and it will be driven by the next generation.

“Singapore has attracted a lot of wealth through structures like VCCs and other tax incentives, including residency options and paths to citizenship.

“As global families and entrepreneurs, including philanthropists, think about where they want to set up and run their businesses, and where they want to live, I think there will be another step up,” he said.

One measure of interest in social investing is a sold-out conference on the topic, organised by industry group AVPN, that kicks off next Tuesday in Bali.

Despite this increased interest, impact investing structures have a long way to go, according to Mette Ekeroth, managing director and group head of philanthropy at the North-East Family Office, who will be at the conference.

NEFO was established by the founders of the Pandora jewellery brand, Winnie Liljeborg and Per Algot Enevoldsen, in Denmark in 2013. They opened a Singapore office three years later.

“Regulatory systems all over the world treat philanthropy and investment as very, very separate. Now everyone is realising there is an area between these two categories where a lot of the solutions lie to the problems the world faces,” Ms Ekeroth said.

“I have faith that Singapore is going to be the place that comes up with the structures we need. The authorities are engaging and consulting as they work multiple angles to try and address the gaps. We’ve seen in the past that when Singapore really wants to develop an ecosystem, it does, and it does it at high speed.”
