At CFS’s 10th anniversary event, it was the perfect moment to reflect on the sea of change in the philanthropy landscape over the past decade. But what lies ahead? Our three distinguished speakers – Grace Fu, Minister for Culture, Community and Youth, Catherine Loh, CEO of CFS, and Laurence Lien, Chairman of CFS – all struck home the point on philanthropy’s potential for growth in Singapore – through driving impact via new giving channels, collaboration and innovative approaches.

There’s room to dream bigger and beyond.
“I hope that in 2028, we will see mini community foundations in our neighbourhoods, in places like Toa Payoh, Queenstown and Punggol. (I hope) that we have democratised giving. Giving is not only for the rich; everyone should and can give. I hope to see young adults start donor advised funds with us, at smaller amounts of commitment, and our collective funds grow with widespread contributions. I hope to see CFS raise $1 billion in donor funds, maybe not in 10 years’ time, but at some point in the future.”

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

Increasingly, individuals and family businesses are consciously looking at ways to create positive social impact through philanthropy – but in today’s world, what does creating a legacy mean from divergent perspectives, from individuals to families, from parent to child?

Last November, the CRIB x CFS Legacy and Impact cocktail event brought two prominent families, with extensive histories of giving, together with philanthropists and social capital investors to reflect upon these questions.

Moderated by Patsian Low, the panelists included Richard Eu, Chairman of Eu Yan Sang and his daughter Rebecca; and Keith Chua, Executive Chairman of ABR Holdings (and CFS board member), and his daughter Sharon.

To kick off the evening, Catherine Loh, CEO of the Community Foundation of Singapore (CFS), reflected upon the challenge facing families today. “When it comes to creating a family legacy, it’s about understanding how to bridge the different concerns and interests of each generation, and trying to align giving to key values,” she commented.

While members of the older generation might be more focused on passing on family values, Catherine observed, the younger generation is keen to explore new approaches to giving. “Many of our next generation donors have a strong social consciousness and feel they don’t need to wait until they’re richer, older and retired to start thinking about giving back,” she said.

Though her family has traditionally supported education and healthcare, Rebecca Eu struck a chord when she shared how she started social enterprise Love, Mei in a vastly different field, helping victims of human trafficking in the Phillipines. “I don’t think legacy is limited to your blood ties,” she proposed, “Instead, legacy moves on with the project you adopt and the people that you work with.”

Reflecting today’s shift towards strategic philanthropy, Sharon Chua shared how her professional experience with philanthropy advisory has empowered her to become a better steward of her family’s wealth. “I learnt how to evaluate impact, the sustainability of projects, and how to forage good partnerships, and that helps with my own family’s philanthropy. I’ve always believed philanthropy is something you need to be personally engaged and committed to,” she shared.

One audience member posed a question to both fathers on how they would manage their children’s future giving decisions to avoid conflict.

Richard espoused offering broad guidelines to one’s children and suggested “storytelling” as a way of passing on family values. “When your family is used to hearing stories, such as why your great grandfather did certain things, it becomes ingrained in your family’s DNA. The legacy you leave behind is not about having a building or place named after you, but the lives that you impact.”

Keith reflected on his role as a trustee for the giving of earlier generations, and proposed older family members play a key role in “setting mechanisms in place” for the next generation.

Keith said, “CFS provided us with an avenue to create a fund to leave something behind for the next generation and share it with our wider family. Under this structure, the funds will carry on for a certain period of time. Once you’ve set certain things in place, you can bring the next generation along for the ride, and trust them with the responsibility when it’s their turn.”

International Women’s Forum: From seeding bursaries to expanding horizons for young women

Grit. Confidence. Passion. When it comes to long-term success, these qualities matter.

For Chen Si, an awardee of the International Women’s Forum Singapore (IWF) Education Grant, her pursuit to become a psychologist was driven by a personal conviction. “Two of my close friends almost lost their lives to depression. I’m convinced mental health is a serious issue and I hope to be there for those who struggle in the dark,” says Chen.

Started in 2014 and managed by the Community Foundation of Singapore (CFS), the IWF Education Fund has been supporting young women from financially-challenged backgrounds during their tertiary education. To date, the IWF Education Grant has disbursed over $150,000 to 60 young women from 12 local tertiary institutions.

But beyond affirming academic excellence, the grant has also aimed to nurture women of ‘steel’ – individuals with the character and commitment to achieve in their chosen field. Applicants for the education grant are personally screened by IWF, whose panel includes some of Singapore’s top women business leaders, to recognise young women with the potential to excel and give back to society.

For Chen Si, receiving the IWF Education grant has been a great encouragement. “It affirms the work I do and spurs me to achieve excellence in what I believe in”, she says.

With CFS’s facilitation, the IWF Education Grant has in recent years expanded to more tertiary institutions, including the Nanyang Academy of Fine Arts (NAFA) and LASALLE College of the Arts, thus supporting women who wish to pursue alternative career paths.

The IWF Education Grant has also grown to include a mentorship programme, in collaboration with the Young Women’s Leadership Connection (YWLC). All recipients of the IWF Education Grant are eligible to apply for the IWF-YWLC Mentorship programme, which opens doors for these young women to benefit from connections to successful women mentors, whether it’s building confidence, valuable industry contacts, or a role model they can learn from.

Celeste Marie Jacob, previously an opera student at NAFA, and who now teaches voice at a local music school, received the IWF Education Grant and took part in the IWF-YWLC Mentorship Programme. She was delighted to find that her mentor, despite coming from a business background, helped her to address her career concerns as an arts practitioner.

“It was important for me to think outside my job scope and have interactions with people from different backgrounds,” says Celeste. “As an opera student, my mentor opened my eyes to see new possibilities and opportunities to use my skills.” As a result of the mentorship, Celeste began emceeing for concerts and productions, which has benefited her through the additional income.

For Chen Si, the mentorship programme has offered support in a time of transition to work life, “My mentor reminded me to stay rooted in my values and beliefs and strive for excellence with confidence. With this confidence, I am now better able to face the uncertainties of the future and take things in my stride.”

Goh Swee Chen, President of the IWF Grant Committee Singapore said, “Over the last five years, it has been a joy to see the IWF Education Grant blossom and become a catalyst for personal and professional growth for these talented young women. Empowering women is not merely about supporting them financially, but exposing them to opportunities, networks and career options as they make this critical transition from student to working life. CFS’s facilitation has played a pivotal role, helping to establish a strong foundation that has enabled us to develop collaborations and increase our impact over time.”

How Collaborative Philanthropy is Powering Support for Mental Health

No friends, no job, and no confidence. That’s what one person grappled with when he first attended a Growth Circle run by Growth Collective SG. By the end of the year, he had built some friendships and was weighing new career opportunities. His self-worth soared. 

Growth Circles are a powerful means to open up mental wellness support to anyone in need. With the backing of philanthropic dollars and like-minded partners from the public, private and nonprofit sectors, Growth Collective SG is sparking a movement for accessible well-being that is gaining momentum.

Growth Collective SG grew out of the Community Mental Health Champions initiative. A collaborative project by CFS and Empact that was generously funded by the Johnson & Johnson Foundation, it began in 2021 with the aim of building a pool of people equipped to help others access mental health support. Mental wellbeing is one of five focal areas that CFS has identified as a priority for grant making in the coming years.

Growth Collective SG is made up of the following organisations:

  • Growthbeans, a social enterprise that provides coaching-infused programs, products and services to equip individuals and leaders with self-awareness, compassion andkey people skills to grow resiliently, connect authentically, and give meaningfully for their well-being.
  • SG Assist , which supports caregivers and their loved ones through an app and volunteers;
  • Singapore University of Social Sciences (SUSS), whose mission is to transform society through applied social science and to inspire lifelong education;
  • Psychosocial Initiative, a social enterprise that promotes psychological first aid skills and emotional/mental health literacy awareness;
  • Empatho, a consultancy that provides social, emotional and mental wellness training to organisations and schools and wants to shift the mental health paradigm from a remedial model to a preventive one;
  • Singapore Anglican Community Services, the community service arm of the Diocese of Singapore;
  • Community of Peer Support Specialists, (CPSS) is a ground-up collective made up of professionally trained and certified Peer support specialists interested in growing Singapore’s mental health peer support movement. They leverage on their lived experiences to provide support to persons with mental health challenges while engaging them in clinical, community and workplace settings.

The idea of Growth Circles for mental health came from Growthbeans, which has been running sharing circles and coaching circles since 2015. These are psychological safe spaces for sharing, reflecting and building meaningful relationships. Each Growth Circle is led by a trained facilitator, who empower individuals through active listening and asking effective questions. “Mental health is a state of wellbeing. To empower individuals to better support their personal wellbeing, we want to provide them with more than a safe space to belong. We want to provide a platform for people to gain self-awareness and perspectives, and have a guided way to practise and grow their person-centric skills with the support of others. And, we have seen the impact that Growth Circles have made,” says Shane Yan, a co-founder of Growthbeans and an ICF certified coach. Shane is the Chair of the steering committee of Growth Collective SG and sits on the steering committee of the SG Mental Well-Being Network.

Drawing upon the varied resources, experiences and competencies of its members who cover the spectrum of the mental health continuum, Growth Collective SG came up with a framework to support four aspects of personal growth – social, psychological, emotional, and spiritual growth. It then set about training Growth Facilitators to lead the Growth Circles. They set boundaries, offer psychological first aid and help participants develop soft skills such as questioning skills, empathy, compassion and emotional intelligence.

Growth Circles typically comprise four to five individuals and take place in person or online. The very first one, held at SUSS, garnered a good response from curious students. “Many people feel burnt out or overwhelmed. They appreciate the friendships made, opportunity to share and process their emotions, the new perspectives gained to lift their emotional and mental burden, and the awareness that they are not alone” says Shane. There is now a waitlist for many of these sessions. And, it is attracting a growing diversity of people of different ages, walks of life, and life experiences.

Even more encouragingly, the practice of and learnings from these Growth Circles are being incorporated into the curriculum at SUSS, for undergraduates studying psychology while postgraduate students will undergo the Growth Facilitators training. Longer-term, Shane says the goal is to build a sustainable, scalable offering that bolsters not just mental wellbeing, but employability, as well as community resilience.

“We are grateful to Johnson & Johnson Foundation. Without their funding, the dream would have taken much longer to materialise,” says Shane. And ultimately, its success has hinged on different stakeholders across the charitable, government and private philanthropic sectors working together to engender change.

“A collective allows a diverse group of stakeholders to work together to reinforce each other’s efforts and achieve more impact. Through Johnson & Johnson Foundation’s funding, CFS took on a backbone role in the collective to align activities, establish shared measurement practices, while mobilising and managing resources,” says CFS.

Growth Collective SG has a promising pipeline of projects. This includes running Growth Circles for residents of Nee Soon South Community Centre and Yuhua Community Club, a partnership with the National Gallery to combine Growth Circles with their How to Art with Friends program for its upcoming Wellness Festival, and an MOU with the Institute for Human Resource Professionals to hone skills for workplace wellbeing.

Four critical gaps in improving employability for all

A person in a wheelchair with much to give. A stay-at-home mum who misses working. An ex-offender who yearns for a second chance. A senior forced to retire early. These are some examples of people who want to work. They believe they can contribute to society. They also deserve the basic right to work and should not be denied from doing so.

Yet, many of them face difficulties in securing decent jobs. In recent years, the gig economy opened up opportunities for individuals facing barriers to traditional employment or those who need flexibility. However, gig work comes with its own set of challenges, such as unstable income and a lack of employment benefits.

Through our years on the ground partnering with local charities, social service agencies and research organisations, we at CFS have identified four groups – ex-inmates, persons with disabilities (PWDs), seniors, and women – that face challenges in securing gainful employment due to bias, unfair practices, or lack of accessibility. This, in turn, can lock them and their families in a vicious cycle of hardship. 

Employment needs to become more inclusive and provide fair opportunities to everyone. In Singapore, workplace anti-discrimination guidelines are being enshrined into law, but there is still more work to be done. This is where philanthropy can make a significant difference. At CFS, we connect donors with charities and programmes that uplift the employability of marginalised people.

We work with charities that build awareness of individual and structural barriers in the workplace and advocate for change. They are also empowering disenfranchised job seekers by providing skills training, job matching, mentoring and more. Building Disability-Inclusive Workplaces 

About 15 per cent of the global population, or over one billion individuals, have a disability. This makes persons with disabilities (PWDs) one of the world’s biggest minority groups (World Bank, 2023). In Singapore, only 30 per cent of PWDs of working age are employed. The government hopes to raise this figure to 40 per cent by 2030 (The Straits Times, 17 August 2022). Barriers include the prevailing bias that disabled people are less productive and troublesome to accommodate in the workplace.  

Organisations like the Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP) and SG Enable, an agency for disability, are striving to change attitudes and help employers create disability-friendly workplaces. Companies are also encouraged to open up work-from-home opportunities to those who are less mobile. Hiring more PWDs and giving them meaningful careers will translate to overall gains in labour force productivity for Singapore going forward.  

Attracting Female Talent to Close the Gender Gap 

Better education and changes in attitudes towards gender-based roles have paved the way for more women to have careers. Between 2012 and 2021, Singapore’s female labour force participation grew from 57.7 per cent to 64.2 per cent. However, it still remains lower than men’s at 77.2 per cent (Statista). 

The gender gap emerges when women enter their 30s. This is typically the age when they assume more care responsibilities (Ministry of Manpower, 2022). Women continue to bear the brunt of caregiving and domestic responsibilities while juggling work. The gap, unfortunately, widens over time. Taking time off work can complicate re-entry into the workplace, creating knock-on effects throughout a women’s career. 

Yet, there is a clear business imperative to leveraging female talent. Gender diversity benefits companies as women often contribute different skills and perspectives, boosting growth, innovation, and productivity (International Monetary Fund, 2018).

While a growing number of organisations are waking up to this, there is much more room for female-friendly recruitment and retention practices. This includes flexible working arrangements, opportunities for progression and leadership, and help for mothers returning to work.

Reintegrating Ex-offenders into the Economy  

Ex-offenders are among the most marginalised and stigmatised people in our community. They face unique challenges in finding and sustaining gainful employment. Just 53 per cent of ex-offenders found jobs three months after their release – a figure that has stayed stagnant between 2017 and 2019 (Ministry of Home Affairs, 2020).

One reason is that ex-offenders who spend long periods in jail may not have the skills that are in demand, such as digital expertise. Moreover, with their limited social networks, they tend to be disconnected from market trends, knowledge of training opportunities and subsidies. That instantly puts them on a weaker footing.

Progress has been made through the Ministry of Home Affairs’ Employment Preparation Scheme, which allows ex-offenders to attend training and educational activities outside of prison during their sentences. But more can be done to help ex-offenders avoid a vicious circle. Without good jobs and long-term employment prospects, it will be harder for ex-offenders to rebuild their lives, placing them at a high risk of reoffending. 

Addressing Age-Based Employment Discrimination  

Three in four workers in Singapore do not intend to retire before 65 (The Straits Times, 3 July 2022). For many older people, working provides income and purpose and bolsters their physical and mental well-being.

Despite this, age was cited as the top reason for prejudice towards older jobseekers in a Ministry of Manpower survey (Today, 23 March 2022). Older people are stereotyped as “slow” and “less trainable”. Some may be less educated, putting them at risk of being displaced by technology. Employers may prefer to train younger employees, who are seen as having more room to grow.

The issue is especially pressing as Singapore is fast becoming a super-aged society. While upcoming anti-discrimination laws will help, companies should also take the lead and build a multigenerational workforce. Older workers bring experience and a diversity of views to the table, which will be a source of strength.  

How You Can Help

With your generosity, you could help fund programmes that improve the employability of disadvantaged Singaporeans struggling to find work. Efforts to address barriers to employment fall into three broad areas:

  • Development of skillsets (educational, technical/vocational training, and soft skills development) 
  • Exposure to career pathways (employer engagement and career support) 
  • Encouraging sustainable careers (getting supervisors and colleagues to accommodate marginalised individuals)

The simplest and most cost-effective way to help fund different programmes that tackle employability is by setting up a donor-advised fund (DAF). An individual, a beneficiary of a will, a trust, or a family office can set up a DAF. CFS will handle all fund administration and leverage our experience and network to ensure your giving is targeted, accountable and impactful.  

As a donor, you will save on legal expenses and enjoy upfront tax deductions at the prevailing rate on eligible donations. Donors will also receive regular statements tracking incoming donations to their DAF and outgoing disbursements to charities. CFS has an established track record when it comes to setting up DAFs. CFS is the first to bring in DAFs into Singapore and is currently the largest provider with over 220 DAFs and Community Impact Funds.

现年92岁的胡锦盛是最年长的参赛者。自2017年退休后,他几乎每天都到活跃乐龄中心报到,从此爱上了玩拉密,每次可玩上三个小时,在中心是“常胜将军”。
