Feeling good about giving

It’s the season for giving and besides getting gifts for our loved ones, many of us will also be giving to charities we usually support.

But over the years, if you are wondering whether you are merely writing a cheque or really helping the needy, perhaps this is a good time to take stock. Gain a better understanding of who you are helping and the kind of difference you are making. Many of CFS’ donors start with this thought, and I am happy to share some tips that can help make your year-end giving more meaningful.

Know your own motivations and resources
Consider your motivations and expectations when you donate. What prompts you to donate? What sort of impact are you expecting? How quickly do you want to see results? How much time can you set aside to learn more about a cause or social issue? These questions can help you to gain greater clarity on why you give, and whether your expectations are realistic.

If apart from donating, you would also like to volunteer, assess your ability to deliver by considering your time, money, commitment and expertise. Perhaps you would like to be on the organising committee of a fundraising event this year? Help the charity by being honest with yourself and with them.

Build your knowledge of social issues and collaborate
It’s always easy to give to causes that you are familiar with or are directly in front of you. But is your money going to where it is most needed? Instead, you can build your knowledge and learn more about current social problems or deep-rooted community issues that need support. Who knows, you may uncover fresh perspectives on how your money can better meet needs and still support a cause that resonates with your values. You can also gather a group of like-minded friends together to multiply the impact. When donors are willing to share knowledge and resources, redundancy is reduced, and funds can be directed more efficiently.

Adopt the mindset of a partner
Lastly, here are some things to keep in mind when working with charities. While some charities are able to provide a certain level of appreciation to donors, there are many that are under-resourced and face challenges in providing a satisfactory giving experience. If you are a customer to a for-profit business, you may give to a business with better service. But before you take your donation to another charity, do consider taking on the mindset of a partner rather than a customer.

If you assure the charity that you are interested in their real challenges rather than how well they keep things together on the outside, the charity can be honest about what they really need. As a result, you will gain a better insight into what it takes to make a meaningful change.

CFS is 3rd largest philanthropic foundation in Singapore

They were immigrants who became titans of industry and philanthropists in their own right. Now the legacies endowed by and named for some of Singapore’s richest tycoons – the Lee, Lien and Shaw foundations – continue to be some of the biggest givers to charity here.

All three were among Singapore’s 10 largest philanthropic foundations, according to a report released last month.

The report found that the 10 spent a total of $189 million in their latest financial year to support a range of causes, from community service to education, to disaster relief.

The study by Soristic Impact Collective, a consultancy firm, said the Lee Foundation, founded by the late rubber tycoon Lee Kong Chian in 1952, topped the list.

In its latest financial year, it spent $52.8 million, of which $52 million was given out in grants and donations.

The Lee Foundation is said to give to a wide variety of causes, including education, healthcare and social services.

Temasek Foundation Innovates, one of six Temasek foundations, was second on the list. In its latest financial year, it had an annual expenditure of $29.2 million, of which $28.6 million was given out in grants and donations, according to the report.

Taking third place was the Community Foundation of Singapore, which spent $23.3 million in its latest financial year. Of the sum, $20.2 million was given out in grants and donations.

Donors pledge at least $200,000 to set up a fund with the foundation, which then manages the money, advises donors on various needs in the community and disburses the funds according to the donors’ wishes.

Ms Pauline Tan, principal consultant of Soristic Impact Collective, said the study is the first to rank philanthropic foundations in Singapore by expenditure.

Ms Tan said that countries like the United States and Britain have reports that rank their top philanthropic foundations, but there was no such research in Singapore.

She said: “Thus, we took on the challenge to work on gathering data to bring more transparency into this sector.

“The research will also be useful for charities in Singapore who can potentially use it to know which philanthropic foundations they can approach for funding.”

The consultancy scoured the annual reports and other public documents of foundations registered as charities with the Commissioner of Charities.

It found 91 philanthropic foundations whose work was funded by the founders’ personal wealth or by donations made by the company that set up the foundation.

Among the 91 foundations, 55 were set up by individuals or families and 20 were started by companies. The rest include other set-ups like The Hokkien Foundation and the Community Foundation of Singapore.

About a third of the 91 foundations spent at least $1 million in their latest financial year – this could be from 2018 to last year, depending on the foundation. The rest of the foundations spent less than $1 million.

Ms Tan said the foundations’ expenditure included grants and donations as well as manpower costs and other expenses to carry out the philanthropic work.

The report stated: “Philanthropic giving through foundations is set to grow as more wealthy individuals and companies set up foundations.

“Hence, the influence and role of philanthropic foundations in addressing needs in the community is set to grow.”

Four ways to give back through the arts

To put things into perspective: giving to the arts means more than just supporting a company’s artistic endeavours – support for the arts helps build a more inclusive society and brings benefits to the community in many ways.

Many of Singapore’s artists, art companies and institutions are passionate about social causes, and make it part of their mission to give back through the work they do. These efforts often go beyond cultivating art appreciation, to include efforts to reach out to the less privileged, nurture the young and bring the joy of the arts to a wider audience.

To help navigate the dynamic field of the arts, we have identified key areas in which the arts is making strides within the local community:

Arts education
An arts education is considered vital in helping children develop creativity and imagination – key skills to thrive in the future economy. These efforts can be bolstered by supporting spaces for early arts exposure, such as the Keppel Centre for Art Education at the National Gallery Singapore, or access to dedicated arts training and programmes as exemplified by The Rice CompanyArt Outreach Singapore and Playeum.

Alongside their artistic season, many local arts companies have also developed outreach programmes for children and youths, including Singapore Repertory TheatreThe Necessary StageOdyssey Dance TheatreThe Fingers PlayersThe Theatre PracticeTheatreWorks and Temenggong Artists-In-Residence.

Active aging
Empowering our seniors to lead meaningful, active lives is a priority for Singapore, and the arts can play a significant role. Events such as the National Arts Council’s Silver Arts Festival have demonstrated how the arts offer seniors a safe space to try new activities, and also a platform to engage their minds through enjoying a performance or work of art, as exemplified by Beautiful Mind Charity which runs free concerts at various elderly homes. The Singapore Chinese Orchestra plays to patients and healthcare workers in hospitals and care centres through its ‘Caring Series’ to provide the healing touch through music.

Others like contemporary dance outfit The Arts Fission Company have channelled art towards practical benefits. The company runs Everyday Waltzes for Active Aging, a programme which utilises movement to help the elderly maintain strong core muscles and reduce their risk of falling.

Mental health
In some instances, the arts contributes to the mental health of different segments of our society by helping to recognise and bring deep issues to light. Take for instance theatre company Drama Box, which develops theatrical work mirroring our social fabric. The company has worked with many marginalised and underserved groups, including migrant workers, out-of-school youths and the elderly, and continues to use theatre to explore important social issues from mental health, dying, resilience and identity.

Special needs
The arts celebrates the value of every human being, making it a natural fit when it comes to engaging individuals with special needs and disabilities. Superhero Me, a ground-up inclusive arts movement turned charity, has been championing the power of art to bring joy and empowerment to children from needy families and those with special needs.

Arts companies can also use their expertise to give back. Contemporary dance company RAW Moves runs A Little RAW, an inclusive children’s dance company bringing dance to children with special needs, while Beautiful Mind Charity has been offering free professional music education to children with disabilities since 2014.

HOME: Helping vulnerable migrant workers through crisis

With almost one million low-wage migrant workers in Singapore, there is an increasing appreciation of the important role they play in our society. Yet, while migrant workers make up a significant part of our social fabric, their issues and challenges may often remain invisible from public view.

Since 2004, the Humanitarian Organisation for Migration Economics (HOME) has been aiding migrant workers in crisis situations. These workers have often suffered exploitation and abuse ranging from overwork, injury, wage theft to physical and emotional abuse. HOME supports around 2000 non-domestic workers and domestic workers each year.

“Many of the workers who come to us are already quite traumatised,” says Sheena Kanwar, Executive Director of HOME, “It is quite a journey for them: from making the decision to come here, receiving support, recovering from crisis and moving on with life.”

Support from donors to the Migrants Emergency Assistance and Support (MEANS) Fund, a community impact fund managed by the Community Foundation of Singapore (CFS), has helped HOME to provide immediate and short-term financial assistance to distressed workers. The financial support covers the basic necessities, medical care, transport and mobile phone top-ups. To date, the MEANS fund has disbursed around $60,000 to HOME.

Financial assistance is critical for these workers; many of them have no savings or have not been paid a salary for several months. If a worker decides to make a legal complaint against their employer, they may end up staying in Singapore for several years. “We help ensure there is a basic sum for their everyday well-being through this process, from food, transport to their medical needs,” says Sheena.

Beyond financial assistance, HOME has created “a sustainable system that allows us to respond to the different needs of a migrant worker in crisis,” explains Sheena. These services include help desks, legal, medical, and counselling teams, a shelter for vulnerable domestic workers, skill-building classes, to helping workers through re-employment. Moving forward, HOME looks to expand its reach, especially to vulnerable migrant workers from the Myanmar and Indian communities.

For these workers, HOME has opened a vital window of support – and even a new lease of life. Take Jofel, a domestic helper who has been living at HOME’s migrant worker shelter for over a year. After attending an art therapy class by the HOME Academy, Jofel stumbled upon her creative talent. She started to pursue her passion for handicraft, actively picking up skills online each day. Today, she is skilled at designing and producing a wide range of items, from bags, candles to flower bouquets. “I’m very grateful to HOME for its support. I discovered myself and my creative abilities here,” says Jopel. Upon her future return to her home country, Jopel hopes to start her own business.

Sheena is heartened by the surge of support amongst Singaporeans towards the plight of migrant workers; from enthusiastic young students who ask to join HOME’s projects, to HOME’s dedicated teams of legal, medical and counseling professionals. She says, “The support and empathy for migrant workers have gone up tremendously over the last five to seven years. It’s very heartening that people genuinely see the need for the work that we do.”

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

The programme provides the children with a non-threatening platform to connect with peers and have positive conversations. In addition, it exposes them to different people who can assist to broaden their perspectives.

Sustainable Philanthropy Matters: Navigating the SDGs with Philanthropy

In this three-part series ‘Sustainable Philanthropy Matters’, we explore the surprisingly intimate relationship between philanthropy and sustainability and how the practice of one can in fact, lead to the advancement of the other. Both of these issues are close to our hearts here at CFS and we want to share how our philanthropy can help preserve our planet, our communities and our future.

Philanthropy has traditionally been aimed at supporting societal needs. In recent years, the increasingly pressing demand for climate reformation requires the influx of tremendous funding to support the advancement of the Sustainable Development Goals (SDGs), from R&D and technological applications to conservation and community efforts. Beyond the responsibilities of governments and businesses, philanthropy has a huge role to play. While this may sound novel, it actually is not and, in this third and final instalment of Sustainable Philanthropy Matters, we examine how philanthropy can help stem the tide of climate change.

The Interconnectedness of Sustainability

At first glance, the 17 SDGs might seem a little daunting, like some miniature Periodic Table meant to scare students. It may help to see this as one concerted effort to effect long-lasting change, to ensure the sustainable survival and thriving of both People and Planet.

This holistic approach is evident in that all the SDGs are, in fact, interconnected. In the last article, this was explained in a sustainable farming example. Besides these issues, the SDGs also help us to realise the borderless world we now live in. For example, rampant slash-and-burn agriculture in Indonesia (BBC News,bbc.com/news/world-asia-34265922 2019), droughts in California (Bernstein, 2015) and declining wild salmon populations in the Atlantic (Forseth, Barlaup, Einum, Finstad, Fiske et al, 2019, page 2) all have one thing in common: they affect communities in Singapore.

The first spells an annual onslaught of respiratory problems as haze blankets the country while the latter two impact our food supply, namely oranges and smoked salmon.

Everyone’s Cost to Bear

Those three problems are just some of the innumerable issues worldwide that the SDGs seek to address. A glance at the big picture shows that achieving the SDGs has a hefty price tag of an estimated $5t to $7t, although the silver lining of this is that that achievement could open up $12t of market opportunities (United Nations, 2022).

However, the localised impact demonstrated above makes it abundantly clear that we all have a stake in ensuring that those goals are achieved. Singapore’s enhanced Nationally Determined Contributions (NCCS, 2022) towards the SDGs, executed through initiatives such as the Green Plan 2030 (SG Green Plan, 2022) and 30 by 30 (SFA, 2021), cannot be achieved by the public and private sector alone. It requires individuals’ combined efforts, through practice and philanthropy.

The role of and need for philanthropy is even greater when we consider the Singaporean Government’s stance to avoid being a welfare state and instead, offer tiered and limited safety nets for those in need (MOF, 2020). While there is certainly a need to address the SDGs in the local context—such as those relating to poverty, hunger, health and education—Singaporeans are required to help themselves in this meritocratic system.

Partly because this is clearly easier said than done, a small sum is deducted from employees’ wages in Singapore that goes towards four racially-oriented Self Help Groups. So unless one opts out of this scheme, every salaried resident in Singapore is already involved in some form of philanthropy. 

Charities, Charities Everywhere

Of course, that sum is a miniscule drop in the large scheme of things, with $25.69m for the CDAC$8.54m for Mendaki$18.87m for SINDA and $0.78m for the Eurasian Community Fund, against a national total of $2.9b donations in 2019 (MCCY, 2020, page 4). Many non-profits and voluntary welfare organisations and their care recipients still rely on the goodwill of philanthropists.

While there are thankfully many generous donors out there, there is also a baffling number of charities and IPCs (Institutes of Public Character, which are held to even more stringent governance standards): 2,281 at the end of 2019, to be exact (MCCY, 2020, pages 13 and 17). Just like the SDGs, more charities are related to addressing societal needs than environmental ones.

That line is blurring today with countless examples: a centre for autism implementing an urban farming programme, a society that safeguards the cleanliness of our waterways for the local wildlife and citizens alike, and tree planting exercises for the public by the Garden City Fund.

Yet, there are still a lot of untapped opportunities. We need to develop programmes and build the capability that will allow our social sector to effectively address the SDGs in the local context and with environmental considerations. That requires funding — for research, pilot programmes and training.

A Touch of Philanthropic Professionalism

In breaking all this new ground, it is prudent to apply a layer of Governance checks over the Social and Environmental orientations and objectives of all the organisations and programmes.

Thankfully, one does not need to worry too much about Governance here in Singapore. Local regulations require charities and IPCs alike to be transparent about their operations, activities and finances.
