The Spooner Road Project – Reaching children and youths at the margins

For vulnerable children and youths from disadvantaged families, daily life is often filled with myriad challenges. Many ‘troubled’ children and youths become at risk for delinquency and fail to complete school. Naturally, most of them don’t realise their full potential and may suffer from poor self-esteem or mental health issues.

As one of the few social work agencies with an added competency in educational psychology, Students Care Service (SCS) has an established track record of tackling issues faced by children and youths living at the margins. Today, it reaches over 6,500 children and youths each year through its centres and intervention programmes.

The unique challenges faced by one community along Spooner Road captured SCS’s attention, and led them to start the Spooner Road Project in mid-2015. At a recent site visit, the Community Foundation of Singapore (CFS) and other partners observed the dedication and efforts that are steadily impacting the Spooner Road community.

Located in an enclave of public rented flats in central Singapore, the Spooner Road centre is housed amidst a transient, vulnerable community of over 300 families. Many families often arrive here after losing their home due to financial issues. The physical isolation of these flats, which once served as the dormitories of railway workers, means everyday resources from healthcare to Family Service Centres (FSCs) are not easily accessible here. To help alleviate the difficulties faced by these families, CFS’s donor UBS funded a Foodshare programme where packed groceries were delivered to their doorsteps.

Many of the young living here struggle to access resources to support them as they learn and grow, exacerbated by the lack of spaces for play and constructive supervision by their caregivers.

To address the issues faced in this complex environment, the Spooner Road Centre offers a conducive, homely space for the young to spend time. The centre runs a range of supervised play sessions, study skills sessions, student football and special events, helping to keep these children and youths engaged in positive activities and decrease their risk of delinquency.

Another key area of impact is addressing the school readiness of the children living here. With some falling as far as two years behind their peers, the team at SCS identifies candidates for its Reading Odyssey Programme to help increase reading ability. SCS Social worker Tok Kheng Leng highlights the importance of these timely interventions, “When children first go to school already lagging behind their peers, it’s difficult for them to catch up. One side effect is they start to misbehave. It’s then a downward spiral of being labeled as deviant child.”

In early 2018, the team is looking forward to further bolster their existing efforts in improving school readiness. It’s looking to pilot a new programme, based on recent research, to empower students from disadvantaged backgrounds to achieve academic success. As Centre Director Lee Seng Meng explains, “We’re excited to be piloting these new strategies. If we can garner positive results, it would be very helpful when we work with other communities facing similar challenges.”

Trina Liang-Lin takes over as Netball Singapore chief, pledges to bring in more financial support

Sporting bodies are usually not beneficiaries of philanthropic groups, but Netball Singapore’s new president Trina Liang-Lin hopes that will change by “amplifying” sport’s values.

Speaking after the association’s annual general meeting at Kallang Netball Centre on Friday, Liang-Lin, a fund manager for a US$7 billion (S$9.5 billion) firm focused on green real estate investments in Asia, hopes to bring her expertise to the table and increase the amount of financial support for Singapore netball during her four-year term.

The 53-year-old took over from Deputy Speaker of Parliament Jessica Tan, who has been the association’s president since 2012. Tan had reached the end of her tenure, which saw the national team make several breakthroughs, including a gold medal at the 2015 SEA Games in Singapore.

Liang-Lin holds various appointments such as being Singapore’s representative to the G20 for Women appointed by the Ministry of Finance. She is also a board member of the Community Foundation of Singapore, which promotes philanthropy through facilitating the establishment of charitable funds.

She said: “One of the things that is overlooked when we look at philanthropy and fundraising is that sport is not really part of the things that people will automatically think about.

“Less than one per cent of the funds that we raise in the Community Foundation goes to sport. The values that sport brings need to be amplified more, so that corporates… see the need to support sport. I think that link needs to be stronger so that we get not just more corporate sponsors, but also they can come in for longer periods of time.”

While national agency Sport Singapore provides funding to netball, corporates can also do their part, she added.

She said: “If we play our cards correctly, we can get corporates to come in and hopefully support them, to see the wider purpose of sport and bring the nation together.”

She also hopes the association can be proactive in looking for financial support, adding: “We must work more strategically with governing bodies on educating corporates on the importance of really supporting sport.”

The former netball player also made references to the recent Women’s World Cup for football, noting the “ability for a game that focuses on women in the sport to bring global attention”.

She said: “I want that kind of trajectory of the limelight going to women’s sport. I think that is a trend that will continue, and I hope that netball will be part of that trend.”

Meanwhile, Tan was satisfied that she has achieved the three objectives she had set out to do when she came on board – to improve quality of play, build a fan base and create an ecosystem which involves coaches and players.

The 57-year-old added: “As much as I do feel sad about having to step down, but at the same time, leadership renewal is very important.

“I think Trina will help to galvanise the team together, and bring a lot of new perspectives and quality to the association.”

Donor-advised funds can make a meaningful impact in Asia

Such funds give donors more say in the philanthropic process, and can lead to donors being tipped off about underfunded causes. These funds also make it possible for non-millionaires to do their bit.

WHAT do Jack Dorsey, Larry Page, Elon Musk, Jack Ma and Mark Zuckerberg have in common in terms of their charitable giving?

All of them have used donor-advised funds (DAFs) in short. DAFs are popular in the United States, with over US$140 billion sitting in these accounts. In Asia, DAFs are relatively new with only Singapore, China, South Korea and Japan setting them up.

What exactly is it? In a DAF, the donor transfers money or other assets to another entity called the sponsoring organisation. While the sponsor legally owns the assets, the donor is given a huge say in determining when the fund is disbursed and causes to support, hence the name “donor-advised funds”. Typically, the sponsoring organisation will provide advisory services to the donor on how to effectively utilise the funds.

At this juncture, a reader may ask what is the difference between a DAF and an organisation like the Community Chest in Singapore, which raises funds for multiple charities?

The major distinction is the role of the donor in the DAF, as compared to the donor making an outright contribution to charity. In a DAF, the donor is an active participant, working in collaboration with the sponsoring organisation, in disbursing funds.

Let us say, we have a philanthropist who wants to make a S$1 million contribution to educational causes. While S$1 million is certainly a lot of money, it is insufficient to set up a private foundation due to the administrative costs involved. A donor who uses a DAF may direct the funds to support worthwhile causes in education, while being properly advised.

In many cases, the donor is a wealthy person who may not be familiar with what is happening on the ground. Therefore, the sponsoring organisation adds value by providing advisory services.

In this example, the sponsoring organisation may, after doing due diligence, recommend that the donor disburse funds to underfunded causes like pre-school, technical and special-needs education.

DAFs can also function as an emergency fund for a “rainy day”. For instance, there could be an emergency societal need like children living under Covid-19 lockdown conditions, who are now deprived of sponsored school lunches. Money from DAFs could then be channelled to fund food vouchers for their families during home-based learning.

In fact, this was the cause championed by The Recess@Home programme spearheaded by the Community Foundation of Singapore, a DAF.

BENEFITS OF DONOR-ADVISED FUNDS

A DAF is attractive to donors because of the many benefits it offers.

First, the DAF gives the donor a greater role in the philanthropic process. This sense of satisfaction that the donors get may encourage them to give more to charities in future and set up a private foundation. In fact, in setting up the first DAF in Singapore in 2008, then Minister for Community Development, Youth and Sports, Vivian Balakrishnan, described it as a “starter kit for foundations”.

Second, the donor is supported by DAF sponsors, who are intimately aware of the needs of the community. Therefore, the funds can support the causes that are desperately in need.

Third, the DAF, if properly used, may achieve maximum impact by making contributions to underfunded areas. Fourth, the donation to a DAF need not be a cash gift, but may take the form of company shares or other non-cash assets. Finally, some countries provide requisite tax breaks to donations to DAFs.

The biggest advantage of the DAF is democratisation of philanthropy from the ultra-high net worth families to individuals who have a modest sum to donate. A heart-warming example is the story of the late Kim Gun-Ja, who set up a fund with the Beautiful Foundation, a South Korean DAF. Ms Kim, a sex slave under Japanese rule, donated all her assets save for funeral costs to set up the Grandmother Kim Gun-Ja Fund to support college tuition for orphans. In Singapore, a DAF may be set up with a minimum sum of S$200,000.

Recently, DAFs have come under trenchant criticism in the United States; some quarters have called it a form of “zombie” philanthropy. The main critique is that donors enjoy tax breaks while disbursing too little to charities. Some have called for a law that mandates the DAF to pay out a certain percentage annually. While this criticism of DAFs is legitimate in the United States, it may not apply to DAFs in Asia, where tax breaks are not the primary motivations behind philanthropic giving.

DAFS IN SINGAPORE

There is anecdotal evidence, at least in Singapore, that the level of disbursements to charities is quite high. For example, the two DAFs in Singapore, the Community Foundation of Singapore and SymAsia Foundation Limited, show a high payout rate to charities. The Community Foundation of Singapore has collected S$192 million and disbursed S$114 million in grants. SymAsia Foundation Limited stated in its 2020 annual report that it collected S$170 million and disbursed S$120 million. In fact, donors are conscious that they ought to disburse more to charities.

RISING PAYOUTS DURING THE PANDEMIC

There is currently a campaign in the United States called #HalfMyDAF, where donors are committing to granting half of the money sitting in their DAFs to charities. During this pandemic, there are reports in the United States that payouts from DAFs to charities have indeed been higher, even as critics push for the payouts to be even more accelerated. In contrast to the cautious and structured giving inherent in DAFs, there is McKenzie Scott, ex-wife of Jeff Bezos, who upended the philanthropic world by donating US$6 billion in 2020.

With proper governance, DAFs yield a net-positive over the Asian philanthropic space, compared to an informal channel of giving that relies on one’s family and business contacts. A DAF provides a structured and cost-efficient vehicle that democratises philanthropy and identifies societal needs that are underfunded. It is hoped that there would be more properly governed Asian DAFs set up, with high payout rates to charities to tackle difficult domestic and pressing transnational problems of our time, like climate change.

Make savvy giving a legacy in your life: that was the clarion call to around 100 donors, charities and partners at the Community Foundation of Singapore’s (CFS) Lunar New Year lunch held in February.

“Being savvy in giving is about going beyond the usual traditions of supporting general fundraising campaigns, to deliberately taking charge of generosity,” shared Christine Ong, Chairman of CFS in her opening speech, “It’s about planning and thinking deeply about how to create a powerful effective result, to improve things and impact lives.”

Signaling a new phase for CFS in her first year as Chairman, Christine outlined CFS’s ambition to nurture “a nation of savvy givers” to create a more caring Singapore.

“The signature of a savvy giver or philanthropist, is to be bold and informed, curious and committed, and enthusiastic about putting into practice their beliefs and hopes for a better world,” she explained.

To this end, Christine highlighted that CFS would work on championing new giving by reaching out to donors and making giving easy and meaningful. Moving forward, CFS would also continue to drive collaboration for change, provide professional learning opportunities to the local sector and develop CFS’s organisational culture and capacity.

The lunch also saw the announcement by CFS for a new nationwide Legacy Giving Initiative – an ambitious project to help donors making savvy giving a legacy in their lives.

CFS wants to make legacy gifts a social norm in Singapore, and for donors to consider giving at every stage of their life journey.

The three-year initiative will be launched in the latter half of 2020. It aims to reach out to three audiences: donors, professional advisors and charities by promoting awareness, building and sharing knowledge and supporting action.

As Singapore’s only community foundation, CFS is fortunate to build on over 11 years of experience, to bring donors, charities and other stakeholders together.

Rounding off the lunch, CEO Catherine Loh thanked CFS’s donors, Board, partners and charity partners for their support as CFS turned a new page in its history. “We will be embarking on new initiatives and pursuing innovations as we build towards the future. Our Legacy Giving Initiative will further strengthen CFS’s position as the go-to philanthropy resource in Singapore, benefitting donors and charities alike,” she shared.

随着国人对有效行善的意识提高,更多企业和个人善款捐赠者过 去10年来选择与专人合作,协助他们管理和发放善款给希望帮助的机 构或项目。

数据显示,捐赠者透过新加坡社区基金会(Community Foundation of Singapore)设立或管理的慈善基金从2008年的两个 增至2013年3月的47个,到了今年2月已增至110个,10年来增幅超过50 倍。

协助企业或个人捐赠者以可持续、妥善和具透明度的方式管理与 设立行善基金的新加坡社区基金会迈入第10年,多年来,基金会把捐 赠者与他们关注的相关慈善团体妥善配对,制定有效行善策略,让更 多有需要者受惠。

基金会总裁罗佩仪(50岁)接受《联合早报》访问并透露上述数 据时说,基金会成立之初希望做的是通过了解捐赠者关注的课题及行 善动力,协助发展出一套适合捐赠者的有效行善策略。

新加坡社区基金会在本地超过2000个慈善机构中找出适合捐赠 者资助的项目……找出不同群体的需求及捐赠者可提供协助的机会, 让捐赠者可更有效地施予援助,发挥更大影响力。”

罗佩仪说,在为捐赠者与慈善项目或机构进行配对时,捐赠者的 理念、兴趣、愿意承担风险的限度、拨款数额等都会影响基金会所做 的推荐。而基金会发挥的影响力,也随着更多国人了解以有效方式行 善何其重要后,逐年增加。

深入了解慈善机构运作 及善款影响力

基金会提供给本报的数据显示,截至2013年3月,基金会共筹到 5000万元善款,发放的款项约1200万元,惠及130个慈善伙伴。

而到了今年2月,基金会筹获的善款已达1亿元,发放的款项达 6000万元,惠及的慈善团体多达400个。

为了确保善款获得妥善运用,基金会也会深入了解慈善机构的运 作、领导班子、受惠人如何获益、财务状况、个别项目如何进行、有 多少资源、有没有执行能力等。基金会也会为捐赠者跟进汇报善款发 挥的影响力,以及使用后的结果等。

罗佩仪说:“企业一般上会觉得这样的模式很管用,因为他们必 须向股东汇报善款用途。”

她也说,基金会未来会继续透过讲座和活动接触更多群体,让各 方更了解基金会提供的服务。

运输业者发挥“专长” 让派发食物更有效

交通运输企业行善不忘发挥专业,出钱出力出车,协助非盈利组织有效地派发更多食物给有需要的人。

交通运输业者金钟集团(Goldbell Group)自2015年起成立金钟基金会,探讨如何在经营生意的同时尽社会企业责任,选择帮助真正需要帮助的人。

金钟财务服务私人有限公司执行董事蔡满榜(38岁)积极带领金钟集团履行企业社会责任,他受访时说,在和新加坡社区基金会合作行善之前,金钟集团一般都以零星方式回馈社会,有机会就帮忙,没有一个制式的行善结构。

在金钟基金会成立隔年,因刚好有一名新加坡社区基金会成员认识蔡满榜的父亲,从此,金钟集团就透过新加坡社区基金会从旁牵线和指引,确认行善计划和目的,帮助本身关注的群体。

金钟基金会和新加坡社区基金会展开合作初期,计划每年拨出30万元行善,而慈善团体“爱心食品”(Food From The Heart)是金钟基金会资助的团体之一。

蔡满榜说:“与该团体数次接触后,发现我个人的行善理念与他们的管理营运理念不谋而合,尤其是他们去找合作伙伴捐赠食品给他们要帮助的人,而不是花钱购买食品。”

在透过新加坡社区基金会促成更有效的合作之前,金钟集团已免费租借两辆有冷冻设备的卡车给“爱心食品”,方便他们载送易腐食品。

现在,金钟集团允诺资助“爱心食品”三年,支持该组织卡车队的营运和载送食品给有需要者所需的营运费用等。

如此一来,“爱心食品”就能更好地进行预算和营运规划,确保在金钟集团资助期间,有需者可持续获得食品援助。

除了“爱心食品”,金钟集团也资助过不少个别项目,包括绿色生活、援助有需要青年等。

More companies and individuals seeking professionals to manage their charitable funds

In the 10 years since the Community Foundation of Singapore was established, the number of charitable funds set up or managed has increased from two in 2008 to 110 in February this year. The donations raised by the foundation have also reached $100 million, with $60 million distributed, benefiting up to 400 charities.

As awareness of effective charitable giving increases, more corporate and individual donors have spent the past 10 years choosing to collaborate with dedicated professionals to help them manage and distribute charitable funds to the institutions or projects they wish to help.

According to statistics, charitable funds created or managed by donors through the Community Foundation of Singapore increased from two in 2008 to 47 in March 2013 and further increased to 110 in February this year. In 10 years, it has gone up more than 50 folds.

The Community Foundation of Singapore, which assists corporate or individual donors to manage and establish charitable funds in a sustainable, appropriate and transparent manner, is reaching its 10th year. Over the years, the Foundation has properly matched donors with the charities they care about, formulating effective strategies for good practices to benefit more people in need.

When CFS CEO Catherine Loh, 50, accepted the Zaobao interview, she disclosed the data above and added that the Foundation’s initial hope was to help develop a set of donor-friendly products by understanding donors’ concerns and the motivation to do good.

The Community Foundation of Singapore has identified programmes that are suitable for support from more than 2,000 charitable organisations in the country by identifying the needs of different groups to provide opportunities for assistance so that donors can more effectively provide assistance and make greater impact.

Ms Loh said that when pairing donors with charitable projects or institutions, the donor’s ideas, interests, willingness to take risks, the amount of funding, etc. all influence the Foundation’s recommendations. The influence of the Foundation is also gradually increasing as more people understand how important it is to be effective.

Learning more about charity operations and the impact of charitable funds

According to the data provided by the Foundation, as of March 2013, it had raised a total of $50 million in donations, with $12 million grants given out, benefiting 130 charitable partners.

In February this year, the donations raised by the Foundation reached $100 million, with grants amounting to $60 million, benefiting up to 400 charities.

In order to ensure the proper use of donations, the Foundation has an in-depth understanding of charity operations, leadership, impact on beneficiaries, financial status, how individual projects are run, how much resources they have, and whether they have executive capabilities. The Foundation also follow up with donors to report on the impact of charitable donations, as well as the outcomes.

Ms Loh said: “Companies generally feel that this model is very useful, because they must report to shareholders on the use of funds.”

She also said that in the future, the Foundation will continue to reach out to more groups through lectures and events so that all parties can better understand the services provided by the Foundation.

Transport operators use their expertise to make food delivery more effective

Transportation companies have not forgotten their professional role –  using their expertise and money to help non-profit organisations to effectively distribute food to those in need.

Transportation company Goldbell Group established the Goldbell Foundation in 2015 to explore how to conduct social responsibility while running their business and helping those in need.

Alex Chua, 38, Executive Director of Goldbell Financial Services Pte Ltd, actively led the Goldbell Group in fulfilling its corporate social responsibilities. During the interview, he said that prior to collaborating with the Community Foundation of Singapore, the Goldbell Group generally gave back to society in sporadic ways. If there’s an opportunity, they help, there was no structure for doing good.

In the year after the Goldbell Foundation was established, a member of the Community Foundation of Singapore who knew his father William Chua reached out to them. Since then, through guidance provided by the Community Foundation of Singapore, they have a philanthropic plan and goals, helping causes of their choice.

In the early stages of the collaboration between Goldbell Foundation and the Community Foundation of Singapore, it plans to set aside $300,000 a year to support charities, and charity Food from the Heart is one of the groups funded by the Goldbell Foundation.

Mr Chua said: “After several interactions with the organisation, I discovered that my concept of personal goodwill is in line with their management concept. In particular, they approach partners to donate food to the people they want to help, rather than spend money to buy food.”

Prior to promoting more effective collaboration through the Community Foundation of Singapore, the Goldbell Group has already rented two trucks with freezer equipment to Food from the Heart to facilitate the delivery of perishable foods.

Now Goldbell Group has promised to fund Food from the Heart for three years to support the operation of the truck fleet as well as the operating expenses required to transport food to beneficiaries.

As a result, Food from the Heart is able to better budget and plan its operations to ensure that those in need can continue to receive food assistance during the period the Goldbell Group is funding.

In addition to supporting Food from the Heart, Goldbell Group has also funded a number of individual projects, including environment projects, and providing help to young people.
