A history of giving in Singapore and its philanthropic landscape

Philanthropy has seen an evolution over the years, which saw a corresponding increase in family support services due to the development of more HDBs to house our growing population.

As the philanthropic landscape developed and progressed, there was a more targeted response in the 90s by philanthropists seeking to fill in the gaps in philanthropy and wanting to have more of a say in order to shake up the system.

As a result, CFS was founded to promote philanthropy, seeing as philanthropists were stepping up and starting family foundations, and how Singapore has a very active philanthropy landscape in spite of its size.

To date, the current number of charities in Singapore stands at over 2000. However, it was not only charities that received donations but also social enterprises and ground-up groups, especially during the Covid-19 period.

There are very stringent processes to achieve a charity status, charities in Singapore are generally well managed and of the 2000 charities, 600 have attained an IPC status.

“Singaporeans have also been extremely generous thus far, and gave a total of 1.9 billion in 2019. This generosity is an important focal point, as there is an onus and more incentives for charities to work directly with philanthropists and givers to come up with new and innovative programmes,” says Catherine, CEO of CFS.

Donor-Advised Funds (DAFs) and CFS’s role as a community foundation in Singapore

CFS’s role as a community foundation in the philanthropic ecosystem is to enable philanthropy, foster giving and promote values such as the Legacy Giving Initiative (LGI). The LGI is a concept that anyone in Singapore, regardless of status and wealth, can leave a legacy by giving to a cause close to their heart.

As philanthropy continues to evolve, donors have become more discerning and want to know how the impact of their philanthropy is measured.

There is also a need for philanthropy in Singapore despite it being a wealthy city state, as there is still relative poverty and thus a need to uplift every segment of the nation. There are key issues that need support and funding in Singapore, three areas of which are our rapidly aging society, social income inequality, and inclusivity and sustainability; where people with disabilities and environmental issues need support.

CFS is also seeing an increase in international donors in Singapore, which could be Singaporeans looking to expand their overseas businesses in Singapore, or foreigners setting up family offices in Singapore.

By partnering with CFS, a donor can establish a named donor-advised fund (DAF), a modern philanthropy tool.

A DAF is a simple and cost-effective way to support a wide range of charities in Singapore. CFS will handle the fund administration and provide philanthropy advice to ensure that our donor’s giving makes a strategic impact to the causes that our donors support. 

With a DAF, donors can enjoy upfront tax deductions in Singapore at the prevailing tax deduction rate1 on eligible donations.

How to get started? 

DAFs can be set up by an individual, a beneficiary of a will, a trust, or by a family office. 

CFS philanthropy advisors will inquire about the donor’s interests and leveraging on deep understanding of local issues and extensive network, CFS has unparalleled insight into Singapore’s charitable landscape and community needs to translate the donor’s interests and goals into a defined plan.

CFS handles all the administration required in managing the DAF, donors will save on legal expenses and enjoy tax deductions upfront. Donors will also receive regular statements tracking incoming donations to the DAF and outgoing disbursements to charities.

CEO Catherine Loh gives a WMI-GFO Circle Impact Masterclass on CFS’s role in philanthropy in Singapore 

CFS’s CEO Catherine Loh was invited as a guest speaker and part of the panel to speak about CFS and philanthropy in a WMI-GFO Circle Impact Masterclass webinar organised by the Wealth Management Institute (WMI) titled ‘Global Giving, Asian Innovation’.

The webinar’s aim is to address how philanthropy can support the greatest issues of our times, including issues stemming from ever-rising income inequality and climate change, to the health of our civil society and the pandemic.

The panel presentation hopes to empower family office principals, representatives and philanthropy advisors to help their clients achieve their philanthropic goals, and offer best practices, tips, and considerations for advisors serving philanthropists and their family offices.

护联中心新设135万元基金 打造更“好玩”乐龄护理

如何鼓励年长者更积极地投入社交,活出精彩的老年生活?护联中心推出新的135万元基金“FUN! Fund”,鼓励业者把“好玩”融入乐龄护理计划。

配合11月1日的社区护理日,护联中心星期五(11月4日)举办社区护理领导系列,并在活动宣布推出新基金。

“FUN! Fund”由护联中心和新加坡社区基金会联合成立,致力于改善乐龄人士所面对的社交孤立现象,进而提升他们的身心健康。

社区护理业者可呈交计划书,提出创新的活动点子来带动乐龄人士的情绪,鼓励他们积极尝试新事物。例如,太和观庙弯活跃乐龄站推出“虚拟游乐场”,通过高科技系统和怀旧元素的“新旧”结合,带给乐龄人士别具特色的玩乐体验。

每项计划可获得高达五万元的资助款项。

除了成立基金,护联中心和新加坡社区基金会接下来三年也将在社区护理的四大方面展开合作,分别为:活跃乐龄、环境和社区空间、人力和业务连续性。

We are excited to share the release of the Community Foundation of Singapore’s (CFS) Annual Report for 2023.

With the overarching theme of ‘Creating a Better Tomorrow Together’, the report highlights the work done to inspire and facilitate strategic giving to benefit our local community. We showcase the enhancements we have made to our service offerings, governance standards, and operational efficiencies over the past year. It stands as a testament to CFS’s unwavering commitment to proactively identify and address emerging community needs, and our experience and expertise that enables us to drive tangible impact.

Here are some key highlights from the Annual Report 2023:

A Year of Steady Progress:

Against a backdrop of slower economic growth in 2022, donations remained high and our rolling three-year average continued on an upward trend. Our community of dedicated philanthropists continued to grow. Through strategic partnerships with corporations such as Accenture, Endowus, and other institutions, we harnessed a wealth of expertise to amplify our impact. 

The past year marked a significant milestone, with 47 new donors establishing 27 Donor-Advised Funds (DAFs). Their generous contributions allowed us to allocate $16.8 million in grants to 212 organisations spanning diverse causes, demonstrating the incredible power of collective giving.

In collaboration with the Agency of Integrated Care (AIC), we launched the FUN! Fund, a community impact fund focused on improving the well-being and happiness of our seniors through innovative programmes designed to infuse fun into their lives.

Making a Greater Impact:

In 2022, CFS took significant strides towards ensuring outcome-driven grantmaking. Our grant framework now places a strong emphasis on measurable change, ensuring greater impact for both our donors and charity partners.

Throughout the year, CFS’ Centre for Applied Philanthropy (CAP) played a pivotal role in fostering collaboration across public, private, and community sectors to address complex social challenges. This collaborative approach will gain even more momentum in 2023.

With sustainability advocacy being one of our key focal areas, we strengthened our ESG framework. This involved aligning our programmes with the United Nations’ Social Development Goals, a move that underscores our commitment to making a lasting positive impact.

The potential of philanthropy lies in its capacity to bring about enduring, positive change. As we look back on the year and observe the significant impact made possible by the support of our donors, we find inspiration to continue our efforts. Our grants have helped to improve the lives of many, including refugees seeking to rebuild their lives, youths in need of mental resilience, disadvantaged students receiving evidence-based after-school tutoring, dementia patients receiving specialised care, marginalised job seekers receiving coaching and training, and nurturing the next generation of climate champions.

The competition was organised by City Harvest Community Services Association and received support from FUN! Fund, a Community Impact Fund jointly established by the Community Foundation of Singapore and the Agency for Integrated Care, with the aim of addressing social isolation among the elderly.

Senior Minister of State, Ministry of Communications and Information & Ministry of National Development Mr Tan Kiat How attended the event. He encouraged the elderly to stay physically and mentally well, as well as urging them to participate in community activities and enjoy their golden years together.

New office for S’poreans to partner the Government and give ideas

To spur civic participation, a new office will be set up to create more space for Singaporeans to work with the Government.

The Singapore Government Partnerships Office, one of the recommendations of the Forward Singapore report, will lead national efforts to engage citizens who want to contribute, by facilitating interactions between them and relevant government agencies.

The office is part of a broader shift to empower people to take individual and collective actions, in the hope that building a shared future will foster unity.

“We recognise that there are some areas where it may be better for the Government to step back and allow more space for citizen participation,” said the report. 

“We will therefore introduce new ways to promote civic participation. We will also support more ground-up efforts by Singaporeans to shape and improve their communities.”

The Government will actively seek input and work closely with all stakeholders and partners, said the report prepared by the fourth-generation political leaders led by Deputy Prime Minister and Finance Minister Lawrence Wong.

Besides creating more avenues for civic participation and ground-up efforts, the report also sketched out ways to nurture a stronger culture of giving and for people to support their fellow Singaporeans.

The recommendations follow the 16-month-long Forward Singapore exercise that saw more than 200,000 Singaporeans contribute their suggestions. 

At a press conference on Friday, Mr Wong said: “This is more than just an engagement exercise. It’s really a partnership effort… between Government, people, community groups, employers, businesses, (it) encompasses our tripartite partnership.

“It’s really a whole-of-Singapore partnership, and that’s the only way that we can implement these big moves and these big shifts together.”

Ultimately, the aim is to build a vibrant, thriving and resilient society where the broad middle enjoys progress, the vulnerable receive care, and the better-off do their part to improve the lives of fellow citizens, said the report.

“We ask that Singaporeans step forward to give back to our society, especially those who have done well and benefited from the system,” it added. 

This could be through financial donations, contributing knowledge, or working with community organisations. 

To this end, a new programme will be introduced to better connect donors to local communities and channel donations to where they are needed over a sustained period.

This will be done in collaboration with the Community Foundation of Singapore and Community Chest.

For example, a donor could support the educational needs of children from several lower-income families not just financially, but also in the areas of mentorship, internship and job opportunities, to help build their social capital and networks.

Businesses can also do more for the wider community, said the report.

It held up business leaders-turned-philanthropists such as Hajjah Fatimah, who donated land to build the Hajjah Fatimah Mosque, Govindasamy Pillai who set up the Ramakrishna Mission charity, and Tan Tock Seng, who donated money towards the building of what became Tan Tock Seng Hospital.

To guide companies in designing business practices and operations that can benefit society, the National Volunteer and Philanthropy Centre has set up the new Company of Good strategy, and 55 companies have adopted this corporate purpose framework.

Young people can give their views on policies through youth panels that were launched in May. These panels will look into financial security, careers and lifelong learning, digital well-being, and environment and sustainability. 

Mr Wong said some of the top issues for youth that surfaced during the Forward SG exercise were jobs and career choices, mental wellness and sustainability.

“There was a very strong sense of wanting to give back and support others who are less fortunate,” he said, adding that a group of young people worked closely with the Ministry of Social and Family Development team to come up with recommendations to uplift lower-income families.

Another aspect of fostering unity involves strengthening multiracialism and the Singaporean identity, said the report, adding that the Government will do its part by continuing to expand spaces for more interactions between different groups. 

More will be done to promote collaborations between the various self-help groups, and to encourage more Singaporeans to be involved in racial harmony programmes in the community, said the report.

It noted that sustained effort to sensitively manage the difficult issues on race and to create shared experiences through school, and community and national events, has allowed Singapore to enjoy several decades of racial and religious harmony.

“But we must have the humility to acknowledge that our multiracialism is still a work in progress,” it said.

Even as more avenues will be provided for people to contribute ideas, the report said, not all ideas can be accepted and, sometimes, there may be differing views on how to achieve an outcome.

In such cases, the Government will explain its considerations, and take the “practical and pragmatic” approach by looking at data and evidence and considering the circumstances and context before deciding on a way forward.

“Such differences are not so fundamental because our ends are the same, and it is a matter of working out the best approach to take,” said the report.

From Friday to Sunday, Singaporeans will be able to learn more about the initiatives in the report at the Forward Singapore Festival at Silver Garden – Silver Leaf at Gardens by the Bay. After this, the festival roadshow will make its way to various heartland locations until Jan 28, 2024.

There will be exhibition booths on the key policy shifts highlighted in the report, an interactive booth where people can create their own avatars to discover what the shared future holds, and a holographic booth where they can make pledges for Singapore.
