What Is The Collective For A Stronger Society?
Convened by the Community Foundation of Singapore (CFS) in partnership with Community Chest, the Collective for a Stronger Society (“Collective”) is a new platform that will bring together donors, non-profits, public and private organisations to offer a coordinated series of cross-sector programmes and initiatives to uplift, enable and empower lower-income families.
It aims to raise awareness of the socio-economic challenges faced by lower-income families through informational events, foster collaboration among partners to develop comprehensive solutions, and ultimately, seek to inspire contributions of both financial and non-financial resources to address these challenges effectively.
Why Establish The Collective For A Stronger Society?
The Collective is founded on the belief that everyone should have access to opportunities and be able to progress with the rest of society.
Lower-income families face many complex challenges and require strong support from the community.
Key Objectives Of The Collective
Empower donors for social change
Enable donors – including individuals, family offices and companies – to better understand the needs of those who live on less, contribute resources to help meet those needs and drive positive social change.
Build a caring community
Foster a collaborative network of evidence-informed changemakers who will work together to implement targeted programmes to uplift lower-income families.
Provide support to those who need it
Help address the many
inter-connected needs of
lower-income families.
Foster collaboration for a stronger society
Strengthen the social compact and complement Government initiatives to build a more united, inclusive and stronger society.
Our 17 Programmes
ComLink+ Package for Debt Clearance
ComLink+
What It Does:
Reduces families’ debt distress and financial burdens through a debt repayment matching scheme
How It Works:
The programme matches every $1 that the family repays to licensed creditors, up to a maximum of $5,000
Goal/Impact:
To reduce debt-related stress and allows families to focus on long-term financial planning
Child Development Support – Graduating Children Bursary + Celebration Event
KidSTART
What It Does:
Supports early childhood development for lower-income families with children aged 0-6 years old
How It Works:
The programme serves as a transitional bridge, celebrating Kindergarten 2 graduates. It provides bursaries for continued education and connects families to vital support networks
Goal/Impact:
To empower young children during their most formative years by fostering essential skills, promoting learning and addressing developmental gaps early.
Child development support – Learning packs, resources & Journeys
KidSTART
What It Does:
Provides age-appropriate learning packs and enriching experiences to foster holistic development in children aged 0-6
How It Works:
The programme provides curated learning packs with developmental resources and organises engaging learning journeys to nurture creativity and brain development
Goal/Impact:
To give children aged 0-6 a good start during their formative years by providing opportunities for early development, creativity and holistic growth through experiential learning
Tak Takut Kids Club
3Pumpkins
What It Does:
Provides a safe space for children aged 7-14 from rental flat communities to socialise, engage in recreational activities, and seek guidance
How It Works:
The drop-in centre operates five days a week, offering structured activities and mentorship to children navigating complex challenges such as family separation, bereavement, or mild intellectual disabilities
Goal/Impact:
To foster emotional resilience, a sense of belonging, and holistic development for children in vulnerable situations
Family Strengthening Programme
New Life Stories
What It Does:
Provides systemic support to children of incarcerated individuals and families, fostering educational and emotional stability while preparing parents for reintegration
How It Works:
Delivers weekly befriending sessions, family counselling, play therapy, and case management. Facilitates meaningful family connections through visits, and initiatives like book writing and story recordings to strengthen bonds
Goal/Impact:
To empower youths with life skills, resilience, and personalised care to overcome challenges. The programme aims to foster both emotional well-being and long-term success through tailored support and professional intervention
Youth Mentorship
Tasek Academy and Social Services Limited
What It Does:
Supports youths from lower-income families in building life skills, resilience, and confidence through tailored mentoring programmes.
How It Works:
Offers a three-tiered approach: general group mentoring to build foundational values; targeted support to provide tailored guidance for specific needs; and intensive professional care for psychosocial issues
Goal/Impact:
To help youths develop life skills, resilience, tailored support, receive professional intervention for overcoming challenges, so as to achieve emotional well-being and long-term success
ComLink+ Package for Employment
ComLink+
What It Does:
Supports working adults in lower-income families by providing financial and CPF incentives to encourage stable, long-term employment, benefiting the entire household
How It Works:
Provides $450–$550 cash and CPF payouts every three months to up to two working adults per family, with additional incentives for dual-income families. Maximum payout is capped at $30,000 across employment and savings packages
Goal/Impact:
To empower families to achieve long-term self-sufficiency by encouraging sustained employment and reducing financial vulnerabilities
Stepping Stones
Assumption Pathway School
What It Does:
Supports lower-income students at risk of dropping out after PSLE failure, equipping them with life skills, resilience, and vocational training for success
How It Works:
The six-year programme includes Positive @ APS in the first four years, fostering life skills and resilience through initiatives like the Year 1 Special Programme, iStay, and the APS Challenge, followed by vocational training and job placements at Assumption Pathway Academy in the final two years
Goal/Impact:
To transform educational and career outcomes of at-risk students by building life skills, fostering resilience, and providing the vocational tools they need for sustained success
STAR
SHINE Children and Youth Services
What It Does:
Provides long-term mentorship and parenting support to children from lower-income families, focusing on educational success and social mobility
How It Works:
Spanning eight years, the programme guides children through key milestones like Primary 1 and Secondary 1. Full-time Mentors and Parenting Support Specialists provide consistent mentorship and targeted interventions to address educational gaps and foster holistic development
Goal/Impact:
To empower children to overcome educational and social barriers, fostering resilience, essential life skills, and opportunities for long-term success
Monthly Financial Assistance Scheme (MFAS)
ITE
What It Does:
Provides financial support to ITE students, reducing their reliance on part-time work and enabling them to focus on their education
How It Works:
Students aged 17-19 receive $150 monthly for six months, totalling $900, to cover meal and transport expenses. The scheme supports students from lower-income families who display good attendance and conduct
Goal/Impact:
To ease financial burdens, enabling students to focus on their studies, fostering academic success, and supporting equitable opportunities for future career advancement
Needy Student Fund
Republic Polytechnic
What It Does:
Provides financial aid to students facing economic challenges, helping them focus on their education without the strain of excessive part-time work
How It Works:
The scheme includes two components: the Student Pocket Money Scheme (SPMS), offering $150 monthly for three months each semester, and the Student Emergency Money Scheme (SEMS), a one-time $1,000 disbursement for urgent family situations
Goal/Impact:
To support full-time students with a per capita income below $690, easing financial burdens and ensuring equitable access to education for financially disadvantaged groups, fostering academic focus and long-term success
KidsExcel
Catch Them Young Ltd
What It Does:
Provides weekly sports and academic enrichment programmes for Primary 1 to Secondary 5 students, fostering holistic development and leadership skills
How It Works:
Students participate in 50 classes annually, blending sports like netball and football with academic subjects such as English, Maths, and Science. Biannual camps further enhance engagement, mentorship, and leadership development
Goal/Impact:
To engage students from disadvantaged backgrounds, building academic and athletic growth, leadership development, and peer mentorship, with older students guiding younger peers to build confidence and achieve lifelong success
Network for Teaching Entrepreneurship
Halogen Foundation Singapore
What It Does:
Empowers students from disadvantaged backgrounds through entrepreneurship education, building essential skills like problem-solving, presentation, and leadership
How It Works:
Students complete a 60-hour, 30-week curriculum featuring business visits, corporate mentorship, and the NFTE Youth Entrepreneurship Challenge, designed to build confidence and prepare them for education, business, or workforce pathways
Goal/Impact:
To empower low to mid-risk students from disadvantaged backgrounds with self-confidence and entrepreneurial skills, preparing them for further potential education, business ventures, or workforce entry success
Touch Young Arrows & YouthPhoria
TOUCH Community Services
What It Does:
Provides holistic support for children and youth through mentoring, enrichment, and values-based activities that foster social mobility and personal growth
How It Works:
Touch Young Arrows (TYA) supports children’s development through volunteer-led activities across 24 clubs in Singapore. YouthPhoria provides weekly mentoring, enrichment, and values-based programmes, supported by social workers, counsellors and home visits
Goal/Impact:
To empower over 500 underprivileged children annually, building social, emotional, and educational growth, breaking cycles of poverty, and enhancing social mobility for lower-income families

Calvary Community Care
What It Does:
Provides literacy-based after-school support for children, fostering academic growth, creativity, and a sense of community
How It Works:
Operates as a literacy-focused after-school centre for children aged 4-12, five days a week. Offers homework help, engaging activities like arts and crafts and games to cultivate creativity, critical learning, and a love for reading
Goal/Impact:
To empower children from lower-income families, by fostering academic growth, building friendships, and creating a sense of community in a nurturing, literacy-focused environment
X-Quest
Care Corner
What It Does:
Supports children aged 10-13 through an early intervention initiative that develops executive functioning skills and strengthens family engagement
How It Works:
Focuses on enhancing children’s executive functioning skills through structured activities. Engages parents to advocate for their children, strengthen communication, and support developmental progress, ensuring a collaborative approach to nurturing essential life skills
Goal/Impact:
To empower families with enhanced communication and support holistic growth to foster stronger family relationships and developmental success
You Sparkle
SunCare SG
What It Does:
Provides tailored mentoring and well-being programmes, including a community choir for children aged 7-14
How It Works:
Operates as a hub for children and youth, includes programmes like the You Sparkle community choir, organised in partnership with ComLink+ and Voices of Singapore
Goal/Impact:
To help children to build confidence, self-esteem, and peer connections while enhancing their emotional well-being through creative and collaborative expression
KeyStart
South Central Community Family Service Centre
What It Does:
Provides comprehensive housing assistance to help families transition from public rental flats to home ownership
How It Works:
Supports families with children in public rental flats by providing grants, guidance, and budget management. Equips them with the necessary skills and resources to achieve and sustain home ownership
Goal/Impact:
To empower over 80 families to achieve stable home ownership, building long-term security and financial independence. With plans to expand, the programme aims to uplift even more families in the future

^Tax deduction applies to eligible donations into your donor-advised fund, subject to Inland Revenue Authority of Singapore (IRAS) regulations. The donations must be made before the year ends in December for the tax deduction to be allowed in the next tax season
